The following communication has been received from the United Kingdom mission fornotification to the Cotton Textiles Committee.

The United Kingdom has detailed below the restrictions on imports of cottontextiles in force in 1973.

Introduction1.From 1 January 1973, the date of her accession to the European Economic Community,

tnefollowing changes have been made in the licensing arrangements for imports intotheUnited Kingdom of cotton yarn and woven cotton textiles from restricted sources.

Abolition of global quotas

2. Under previous arrangements cotton " and woven cotton textiles from unerestricted sources were imported under both global quotas (apart from India, Hong Kong,Japan and countries within the Eastern Area which had individual quotas) and quotasfrom particular sources ("country quotas"). For goods exported on or after1 January 1973 there is no global quota and cotton yarn and woven cotton textilesfrom all restricted sources must be imported under country quotas based on the dateof export. The licensing arrangements, which diffor for particular countries andgroups of countries in important respects, are set out below.

Period covored by the restrictions3. In the cases of India Pakistan, Taiwan and Egypt, the period covered by thequotas detailed in this document is 1 january 1973 to 30 September 1973. 4. (a) The detailed arrangements for imports from Hong Kong have already beenannounced and a copy of this announcement with the relevant figures isattached at Annex A.

(b) The level of the 1973 quota for imports from Japan has not yet be3nagreed.

(c.) The quotas for cotton yarn and woven cotton textiles exported from India,Pakistan, South Korea, Taiwan and the Arab Republic of Egypt are listedin Annex B.

The quotas for imports from each of the countries listed in Annex B areadministered, i.e. allocated by, the respective Governments.

Mediterranean associate members of the EEC

5. A number of Mediterranean countries have preferential agreements with theEuropean Economic Community of Six or are concluding them.Negotiations are nowbeing conducted to adapt these agreements to suit the enlarged Community. Theseagreements will provide for country quotas to be established for imports lnto theUnited Kingdom of certain cotton textiles from these countries which will beadministered by the governments of the countries concerned. Details of the quotasestablished for eight Mediterranean associate countries are shown at Annex C.

Israel

As already announced, cotton textiles from Israel were placed on open generallicence from 1 January 1973. The United Kingdom, Government and the Government ofIsrael have agreed to certain safeguards during the transitional period of twoyears, to ensure that the quantity of cotton textiles coming from Israel does notcause disruption on the United Kingdom market.

Other major suppliers

6. Country quotas have been established for cotton yarn and woven cottontextiles to be exported to the United Kingdom in the period i January 1973 to31 December 1973 from the twenty-six countries listed in Annex D at the levelsstated therein. Each of these countries has been asked to administer its ownquotas.

Eastern area countries

7. Imports of woven cotton textiles from Eastern Area countries are restricted.by bilateral quotas administered by each supplying country.

All other restricted sources

8. For alll other countries subject to restrictions, country quotas of10,000 sq.yds. have been established and a list of these countries is shown atAnnex E. These quotas are administered by the United Kingdom.

Categorization

9. Quotas for the countries listed in, Annexes A, B and C are sub-divided intocategories which, as the annexes show, differ from those used in 1972. Moredetailed descriptions of the goods and tariff headings covered by each-categoryare shown at Annex F. Countries listed in Annex D with "country" quotas of morethan 500,"000 Sq.yds. will not be allowed to export more than 75 per cent of theirtotal. quota in garments and made-up articles.

All countries with "country" quotas of 500,000 sq.yds. or less may exportyarn, cloth, garments and made-ups in any proportion they choose within thequota limits.

Coverage of restrictions

10. For the purpose of these restrictions woven cotton textiles are thosecontaining more than 50 per cent by weight of woven cotton. Cotton yarn is thatcontaining more than 50 per cent by weight of cotton.

Conversion factor

11. The conversion factors which are used to calculate the square yardage ofgarments and made-up articles are shown against categories 13 to 22 at Annex F.

Transfer of quota between categories

12. Transfers can take place from any one of the categories 13 to 21 intocategory 22; from categories 8 to 11 into 12; and from categories 3 to 6 intocategory 7. They can also take place from categories 22 into categories 12 or- 7;and from category 12 into category 7.

There may be no transfers from one category to another, apart from thoselisted above, unless specific individual clearance has been obtained.

Re-export13. Existing arrangements for goods imported for re-export (whether in the samestate or after processing) will be modified.

ANNEX A ,.

Quota restrictions on imports of cotton and polyester/cotton textiles fromHongKong .

As has already been announced (Trade and Industry, 9 November, page 271),.agreement has been reached with Hong Kong on the level of their future exportsto the United Kingdom of woven polyester/cotton textiles. Exports from1 October 1972 have been subject to quantitative limits and a combined cotton andcotton/polyester quota for Hong Kong exports has been established. There will beno restrictions on imports of polyester/cotton yarn.

On and after 20 November 1972 individual import licences will be requiredfor the import of these textiles from Hong Kong and from South Korea and Taiwan.A separate announcement will be made next week about the administration of thearrangements for South Korea and Taiwan.

The quantitative restrictions applied to cotton and polyester/cotton in1972/73 will cover most woven textiles including cloth, garments and made-ups.For the purpose of these controls cotton goods are those containing more than50 per cent by weight of cotton and polyester/cotton goods are those containingboth cotton and polyester where the cotton content is 50 per cent or less byweight and the polyester content is 50 per cent or more by weight of the fibresother than cotton.

Overallquota for1973

For the 12 months of 1973 the overall quota for exports to the United Kingdomwill be 278 million sq.yds. composed of 202 million sq.yds. of cotton and76 million sq.yds.of polyester/cotton. Hong Kong may however vary the amountsof cotton and polyester/cotton exported within the overall total, but in no casemay they export more than 250 million sq.yds. of cotton (leaving a balance of.28 million sq.yds of polyester/cotton) or 90 million sq.yds. of polyster/cotton(leaving a balance of 188 million sq.yds. of cotton).

Polyster/cottonquota arrangements forl972 exports

For the last three months of 1972 a restraint level proportional to the1973 level has been agreed. In practical term this means that exported ofpolyester/cotton in the three-month period are charged against the restraintlevels in the following order:

(a) 19 million sq.yds. to be changed against a polyester/cotton quota for1972

(b) a further 3.5 million sq.yds. to be charged against the existing cottonquota for 1972

(c) any other exports will be charged by way of anticipation against the1973 combined quota.

Categorization of1973 overall quota

The overall quota will be divided into 20 categories as shown on the followingtable. Within each category there will be restraints on the amount that can beexported of cotton and polyester/cotton respectively.

Administration ofthe 1972/1973 quota

The combined quotas for cotton and polyester/cotton will be administered bythe Hong Kong Government. Export licences will be required for the export ofcotton and cotton/polyester textiles to the.United Kingdom. Import LicensingBranch will issue import licences direct to importers on receipt by the Departmentof Trade and Industry from the Hong Kong licensing authority of a copy of theirexport licence for a particular consignment. Import licences will be issuedfreely and automatically within this quota limit and no application need thereforebe made by importers.

Transferability

Those types of cloth and garments for which no specific category is listedin the table below are classified, if woven garments or made-ups, in category 22;if finished cloth, in category 12; and if grey, bleached or mercerized cloth,in category 7.

Any surplus quota in categories 13 to 21 inclusive can be added to thecategory 22 quota.

Any surplus quota in categories 8 to 11 inclusive can be added to thecategory 12 quota and any surplus quota in categories 3 to 6 inclusive can beadded to the category 7 quota.

After such transfers as are described above have been made any surplusquota in category 22 can be added to category 12 quota and any surplus in category12 can be added to category 7 quota.

Re-exportThese arrangements do not cover any special arrangements for re-export.
