Vulnerable people have a big problem looking after themselves; - Poor women (not all women are vulnerable), Women-heads of households; - Widows, Elderly in general, especially those who are poor; - Children-headed households, and combinations of these: - Grandmothers with small grandchildren of whom the parents died; - People with physical or mental disabilities (f/m); Albinos;- Fisher men and women;- Low caste; - Ethnic minorities, indigenous people (f/m);- People sexually different from the mainstream; - Refugee women, children and men.

5. How to include vulnerability in Capacity Development
- Inquiries are important part of Capacity Building.- Trainees are supported to write Gender
Mainstreaming Action Plans, in which they ask the needs and interests of water users, including vulnerable groups.
- Trainees learn to tap the knowledge of women water managers at household level.
- Trainees learn to understand that 100% of the people (f/m) need water every day of the year.
