•LGUs who have been Galing Pook winners for five years and have developedand sustained a culture of excellence within its locality.

Assist in building capability of local governments through dissemination of innovative and effective LGU programs.

Facilitate replication through the creation of learning laboratories that serve as sources for policy agenda, model building and cross-fertilization of learningamong LGUs.

Serve as a resource institution on LGU innovations and best practices.
