Annexure – I

TECHNICAL BID

SCOPE OF WORK :

“To prepare food and serve breakfast, lunch, evening snacks and dinner for students, guests and visitors of the University as per menu suggested by the University and also to maintain the cleanliness in the mess and its surroundings. The workers have to work under the guidance of Mess Supervisors. The Mess Supervisor will ultimately work under the guidance of Hostel Warden/Asstt. Warden.

JOB SPECIFICATIONS:

1. To provide breakfast, lunch, evening tea/coffee with snacks and dinner. The number of students/guests will be approximately 3200, which may vary up to 20%.

2. Only vegetarian fresh food of high standard and nutrition value should be cooked and served in the Mess.

3. The food has to be prepared in clean, hygienic and safe conditions as per the menu. 4. The workers should possess experience of working in large canteens, hotels or

messes for a minimum period of three years and should have skills of preparing good food.

5. The misbehavior of conduct of mess worker is the sole responsibility of the vendor.

6. High quality of hygiene, sanitation and safety will be maintained in the kitchens and dining halls. The mess premises should be cleaned and washed daily.

7. The kitchen, dining hall, hand wash area, dish wash area etc. will be washed with water and soap solution and moped, after every meal (breakfast, lunch, snacks and dinner) and will be disinfected once in a month or as and when required.

8. The garbage collected from the kitchen, dining halls, dish wash area will be disposed off every morning in closed bins. It is the responsibility of caterer to dispose-off garbage/waste from bin to an appropriate place outside the University campus decided by the competent authority. The surroundings shall be kept clean and hygienic on all times.

9. After every meal (breakfast, lunch, evening snacks and dinner) all the utensils, cutlery etc. should be cleaned in soap solution, hot water, dried and kept ready for the next meal. The cleaning material used should be of the good quality.






10. Water coolers and purifier should be cleaned and maintained as per the instructions by the ‘competent authority’. A log book will be maintained by the caterers for the inspection of the competent authority for the same.

11. All the kitchen equipments, utensils, cutlery shall be counted once in a month and the contractor will be responsible for the damage, breakage and loss of any items and its replacement.

12. During the first instance students shall take food by themselves and after that they will sit on designated places and vendor will ensure services to the students on their table itself.

13. The vendor should facilitate the packed food for dissertation/project/official trips of the student with prior approval of the concerned warden.

14. Seasonal fruits, milk and curd should be an integral part of the regular meal provided by the vendor.

15. The vendors running mess in the University hostels shall not be allowed to run a canteen/restaurant/tuck shop in the University premises.

16. The vendors running mess in the University hostels may be given additional responsibility to run the mess in summer/winter vactions.

Terms and Conditions of the Contract

1. Detailed information about the works are available in tender document, which can be

downloaded from the University website www.gbu.ac.in.

2. Two bids system of tender will be adopted.

(i) The bid containing technical specifications, EMD, Tender Fee and eligibility documents.

(ii) Bid containing financial offer only. Technical and financial bids should be submitted in separate covers. These two envelops shall

be sealed in a common cover and addressed to The Registrar, Gautam Buddha University,

Greater Noida, Gautam Budh Nagar -201312 (U.P.) superscribing “Tender against

Notification Advt. GBU/S&P/04/2015 dt. 17.06.2015, Name of Work: SELECTION OF

VENDOR FOR RUNNING THE HOSTEL MESS IN THE ACADEMIC YEAR 2015-16” so as to reach us

on or before last date of bid submission.

3. The Technical Bid and Financial Bid should be duly filled-up.

4. These bids will be opened in two stages. The bid containing technical specifications, EMD, TF

and eligibility documents will be opened at first stage and if same is found according to

required specifications, the bid containing financial offer shall be opened in second stage.

5. The “Technical Bid” shall contain all documents in support of work, EMD,

Tender Fee, terms & conditions and eligibility criteria.

6. The “Financial Bid” shall contain price schedule only. The rates and units shall not be

overwritten in the price schedule. The price shall be both in words and figures.

7. Eligibility Criteria: All the participating firms should meet the following qualifying criteria.

The firm should be a registered supplier for such supplies. Following documents are required

to be submitted with Technical Bid, to qualify eligibility criteria:

a) To be eligible to tender, a firm should have satisfactorily provided the job of the same nature from Government Departments, or PSU’s or Reputed State/Central educational Institutions in the past five financial years. The firm must produce documentary proof to this effect. (Note : Those vendors who have served previously (last two years)in GBU has to submit their performance appraisal record of each allotted hostel duly signed by respective hostel Warden and Chief Warden.

b) Self attested copies of Registration, PAN & TIN number issued in the name of the Firm must be accompany the application.







c) The applicant must hold a valid Registration for Employees Provident Fund (EPF) and ESIC, documentary proof in support thereof.

a) PAN/TIN registration certificate (self attested). b) Service Tax/Sales Tax/VAT registration certificate (self attested). c) Earnest Money Deposit (EMD) in form of FDR/BG only pledged in favour of “Gautam

Buddha University” alongwith the Technical Bid. The FDR/BG should be for fourteen months period validity.

d) Tender Fee in form of DD/Pay Order in favour of “Gautam Buddha University” alongwith the Technical Bid.

e) Audited copy of balance sheet with trading, profit & loss account for the last three financial years should be submitted (self attested). Cumulative turnover during last three consecutive years should be 2.00 Times of estimated value.

f) Proof of solvency duly certified from banker shall be submitted (Original or notary attested). The solvency certificate should not be more than three months older from the last date of bid submission.

g) Authorized signatory should sign with rubber seal on all pages. Bids without authorized seal and signature will be rejected.

h) The vendor shall submit an affidavit (duly notarized) on Rs.10/- stamp paper to the effect that the firm has never been blacklisted by any Government organization including Universities, Institutions and Colleges.

8. The rates approved under the contract shall be valid for a period of one year from the date

of award of the contract. The contract may further be extended by mutual consent for a

further period of one year on the recommendation of Warden Committee (All Wardens &

Chief Warden).

9. Earnest Money Deposit (EMD) to the successful contractor will be retained and adjusted

against the security deposit.

10. The total security deposit is Rs.10,00,000.00 (Ten Lacs Only). The contractor has to

deposit the balance security deposit amount within two weeks after the award of the

contract in the form of FDR or Bank guarantee in favour or pledged to Gautam Buddha

University, Greater Noida and will refund after two months of the completion/

termination of the contract after deducting dues, if any. Any

penalty/fines/compensation/pending dues on the contractor under this contract will be

deductible from the security deposit or from the mess bill. If work is not found

satisfactory during the contractual period Security Deposit would be forfeited.

11. The cost of the tender is Rs.5,250/- (Rupees Five Thousand Two Hundred Fifty Only) incl.

of taxes (Non-refundable) and it shall be paid separately in the form of DD/Pay Order,

drawn in favour of “Gautam Buddha University” payable at “New Delhi” and should be

attached with technical bid envelope.

12. The contract may be terminated by either party on one month's notice.

13. The University has separate hostels for boys and girls. Number of students is

approximately 3,200. Apart from the catering needs to the regular students, there will be






official programmes, seminars, conferences for which catering services may be required

from the contractor on the rates decided by mutual consent.

14. On special occasions in hostel, the menu will be identified by the Mess Committee, if any

and the rates for the same will be approved by the Dean of Students Affairs before the

actual event.

15. The caterer will supply meals of wholesome quality and in sufficient or specified quantity,

as the case may be, to the residents of the Hostel/Guest House of the University and to the

guests participants and other guests for whom arrangements for stay have been made in

adjoining guest house and to staffs of the University as per the menu prescribed.

16. The caterer shall maintain a suggestion book for recording of suggestions for

improvement. The suggestion and complaint book should be kept open for the inspection

of the residents, the Dean Students Affairs/Chief Warden/Warden/Competent Authority

or his nominee.

17. Residents may use coupons to get ‘extra’ items not included in the basic menu of the

serving items. The meal to the guests/University staff may be provided by the

coupons/cash payments, only by prior permission of competent authority.

18. Tea/snacks/meals to the students are to be served in the Mess only.

19. Periodic menu shall be decided by the University Mess Committee under guidance of

Wardens Committee (All Wardens & Chief Warden). The common menu will be prepared

and same will be followed by all the mess vendors. The Caterer shall follow the time

schedule for opening and closing of the mess each day.

20. The service provider will be required to provide ‘khichri’ or any other suitable sick diets

for sick residents in lieu of the regular meals.

21. For residents observing fasts, the service provider will provide the substitute items in lieu

of the regular meal on coupon basis.

22. One supervisor will always be present during breakfast, lunch and dinner. It is desirable

that the same supervisor continues at least for one semester. In case of any change, the

Hostel Warden should be informed.

23. The Caterer will make arrangements for hygienic storage and cooking of food and services

in the dining hall. He will ensure that the kitchen/dining hall are kept clean and tidy. The

service provider will also provide soap cake/liquid soap for the wash basins in the

catering area.

24. The Caterer shall take all precautions that all persons engaged by him to do any work for

catering service are courteous, honest and free from any virulent or contagious disease(s).

The University may ask the caterer to produce (a) medical fitness certificate from the

authorized medical personnel of the University; (b) character verification certificate from

police for any person engaged by the caterer in performing the services. The University

may require the caterer to remove and replace any person engaged by the caterer, at its

discretion.






25. The GBU may call for the advice of the Medical Officer of GBU on matters of hygiene in the

Hostel Mess and such advice of the Medical Officer shall not contested by the caterer.

26. The Caterer will have to register all his employees who will be working in the Hostel

premises along with a copy of their photographs, residential details for clearance by the

GBU. Caterer must appoint a mess manager for day to day operation of the mess. In

addition to the mess manager, caterer will give the list of all mess workers and their task

in the mess. Any change in the mess staff must be reported to the concerned hotel warden

immediately.

27. The Caterer will ensure that all the mess workers wear the proper uniform, cover their

head and carry identity card approved by the concern Warden during the service in the

University premises. He will also ensure that the cooking area/mess premises are not used

as a residence of the workers.

28. Caterer must abide by the Child Labour Law and such other applicable labour & welfare

laws.

29. The Caterer will ensure that salary to his staff is duly paid regularly and a copy of

certificate will be attached in the next mess bill before forwarded for clearance.

30. The minimum number of mess staffs for approximately 500 students should be as follows:

Cooks-03, Helpers-06, Service & Cleaning Staffs (for cleaning Utensils/tables/floor etc.) -

11. The Warden is authorized to check the staff strength of caterer on any time and shall

report to the authorities in case of less staff provided by the caterer.

31. The Caterer shall ensure that only students registered in the hostel take the meal. Student

registered in a different hostel will be treated as an outsider for the mess purpose.

32. The University will provide chairs and tables, water cooler, refrigerator, gas stove, and all

utensils for cooking and serving the food in the Mess. However, caterer has to make their

own arrangement for cooking gas (LPG) refilling. In case of IGL PNG connection the

caterer will ensure timely bill payment failing which the mess bill will not be forwarded

for clearance by the concern Warden and Chief Warden Office.

33. In case of IGL PNG connection in the mess the caterer will ensure the backup of gas

cylinder to meet out any emergency emerged out of failure of PNG supply.

34. Electricity and water will be provided free of cost to run the mess (kitchen & dining hall).

The use of electricity will be restricted to light, fans, refrigerators or any other electrical

appliances which are considered necessary for smooth functioning of the kitchen/Mess.

Use of any electrical appliances for cooking or heating food without the prior approval of

the Warden is strictly prohibited.

35. The Caterer will be allowed to use the kitchen and dining hall for discharging this contract.

The Caterer shall not make or cook any meal(s) in the premises of the University for

supply to any person(s) outside the University or any other University other than the

guests and staffs of the University.






36. The Caterer will ensure that the pulses (daily) must be fried exclusively by PURE DESI

GHEE (mother diary/amul).

37. The Caterer is supposed to provide services for approximate 500 students which may vary

as the case may be.

38. The Caterer shall not make or cause to make any structural alterations or additions to the

infrastructure provided to him in the University for cooking and catering purposes.

39. The Caterer shall solely be responsible either for any injury, damage, accident to the

workman employed by the Caterer or for any loss or damage to the equipment/ property

in the work area as a result of negligence/carelessness of its worker.

40. The University takes no responsibility for variation in the demand for catering services to

be provided under this contract.

41. In case of any default on the part of caterer, alternative catering arrangements will be

made by the University at the risk and cost of the caterer. The Caterer shall be liable to

make the lost good by cash payment to the University within two weeks from the date of

default.

42. In case of any mis-declaration, concealment of any material, fake deficiency on the part of

the Caterer or for breech of any terms and conditions of the contract i.e. “Mess Catering

Agreement” the University has right to terminate the mess catering contract/agreement.

43. In case of deficiency in food quality, hygiene, or any other mess related relevant issue, the

Warden Committee (All Wardens and Chief Warden) may recommend for the termination

of contract to the office of Dean, Students Affairs and after approval the same may be

executed by the competent authority of the University.

44. If the caterer is found indulged in providing liquor or any form of intoxicant, space for

taking the liquor or abating drinkers, The Warden Committee may recommend the

imposition of fine as deemed fit/ termination of the mess contract immediately.

45. Bill for providing catering services may be raised in the first week of every month with a

certificate from the Hostel Warden or any other officer authorized by the University for

the purpose verifying the quantity of food consumed and certifying satisfactory quantity of

food consumed and certifying satisfactory quality and service. The bill will be forwarded

for clearance from the Chief Warden office only after certification of payment of PNG

connection bill and salary of mess staffs for the last month.

46. If in case the Caterer has been informed by the “Officer authorized” about the

unavailability of certain number of students during breakfast/lunch/dinner then the

caterer should prepare appropriate food quantity and adjust the bill accordingly.

47. The Caterer shall display the approved menu prominently in the dining hall.

48. Mess reduction is allowed to the student if he/she remains absent for 03 or more than 03

days with the prior intimation of minimum 02 days in the mess leaving register/warden

office. Also he/she will be given mess reduction on winter/summer vacations.






49. On all matters pertaining to this contract, the decision of the Hon’ble Vice-Chancellor of

the University shall be final and binding to the mess caterer.

50. Kitchen equipments, dining hall furniture, utensils, cutlery etc. shall be provided by the

university. All the equipments/items provided by the University to be returned in the

intact position by the caterers at the time of termination of the agreement.

51. On expiry of the contract, the caterer shall vacate the premises of the University within 24

hours and hand-over the charge of equipment etc. peacefully to the officer nominated by

the University.ss

52. The caterer shall be bound to follow all other terms and conditions framed by the

“Competent Authority” from time to time for smooth functioning of Mess.

53. The GBU reserves the right to award mess contract to a single caterer or more.

54. The GBU reserves the right to reject any or cancel all proposals without assigning any

reasons, whatsoever.

55. All legal proceedings, if necessity arises to the University may be any of the parties (University or Contractor) shall have to be lodged in the courts situated at Distt. Gautam Budh Nagar and not elsewhere.

Penalties for violation of rules or terms & conditions

The caterer will be fined in case of violation of mess agreement in the following manners:

1. Unavailability of complaint register on the counter/discouraging the complaint would lead

to a fine of Rs.2000/- (Two Thousand) on the caterer.

2. Three or more complaints of insects found in any meal would invite a fine of Rs.3000/-

(Three Thousand) on the caterer.

3. Ten or more complaints of unclean utensils in a day would lead to a fine of Rs.3000/-

(Three Thousand) on the caterer.

4. If all members of the mess committee agree that certain meal was not upto the

mark/cooked properly, then with the consent of the concerned warden, a fine of

Rs.3000/- (Three Thousand) would be imposed on the caterer.

5. If food for any meal gets over within timings of mess and waiting time exceeds 20 minutes,

then a fine of Rs.2000/- (Two Thousand) would be imposed on the caterer.

6. Changes in menu without prior approval of Hostel Warden/Chief Warden would result in

a fine of Rs.4000/-(Four Thousand) on the caterer.

7. Non compliance of the mess agreement regarding personal hygiene of workers,

cleanliness around Kitchen area, dining area etc will lead to fine of Rs.5000/- (Five

Thousand) on caterer.

8. Violation of any rule for the first time will invite imposition of fine as per the above

description stated in agreement.

9. Second violation of the same rule in the same calendar month will attract triple the initial

amount of fine for the caterer.

10. All subsequent violations of the same rule would invite five times the initial amount of

fine.

11. Absence of caterer (not the mess manager or other mess employee) from mess committee

meeting or any other meeting called by the Warden/Chief Warden/Dean Student

Affairs/Competent Authority, will attract a fine of Rs.5000/- (Five Thousand) on caterer.

12. As and when mess committee proposes a fine, the committee will inform the

representative of the caterer and fine will be imposed with consent of the Warden.

13. The approved amount of the fine by the competent authority will be deducted by the

concern Warden from the next month’s mess bill.

The above contents are only indicative. There may be slight variation in the content based on the feedback of the Mess Committee/students.

One paneer item to be provided two times in a week in addition to the normal menu. Variety in items- must be ensured in lunch and dinner. Dal of different varieties must be

served on different days and for lunch and dinner. This may include the following: Moong Dhuli, Moong Sabut, Moong Chilkewali, Masur Dhuli, Masur Sabut, Chana Dal, Arhar Dal, Arhar, Kaala Chana, Safed Chana, Lobia/Raungi, Rajma, Urad Sabut etc. No dal must be served more than twice in a week.

Similarly the vegetables of different varieties preferably, seasonal vegetables must be served. The same vegetable must not be served more than twice in a week.

The contents of potato in any cooked vegetable must not be more than 25% except when potato vegetable is identified in the menu.
