It is hard to believe that another summer has come and gone here in Gahanna. We are proud of the
amount of programming and events that have taken place and we were happy to see such greatattendance throughout the season. I think that we can all agree that our Parks & RecreationDepartment did a fantastic job.
Every year around this time our thoughts turn to the beginning of the school year, fall programming and looking forward to nextyear.
Soon the administration will present its appropriations, or spending plan for 2012 to City Council. As with any organization, ourspending must be prioritized and based on our revenues. So far this year we are pleased to see that the citys revenues seem tobe increasing ever so slightly. But how can this be happening during one of the worst national economic times in generations? The answer, simply put, is through careful planning, shared sacrifices and cautious spending. I am proud that we have been able toreduce expenses while maintaining city services and I hope that you are as well.
We have all made sacrifices and I want to thank you. Everyone may not agree with every financial decision that the city hasmade, but it is important to remember that each decision is a delicate balance of available revenues finances and maintainingpriority services. Some may have noticed a reduction in the maintenance in our parks and facilities or reductions inprogramming, as well as the lack of most capital projects that were not funded through grants. These have been difficult butnecessary decisions that cities across the country have had to make in these challenging times to live within their means. Thesilver lining is that in some cases, as with the 2011 Freedom Festival, local organizations and businesses stepped forward to help.I am humbled by their sense of community and service, and am very grateful for their support.
Throughout the year we have taken other initiatives to finding ways to reduce expenses such as a voluntary retirement plan forsome city employees. This program, which allows qualified employees to retire early, allows the City to hire someone to replacethem at a lower rate of pay or not at all. This program is projected to save the City about $1.3 million over the next five yearsalone.
My administration also took the bold step to become self insured for workers compensation. Not only does this restore localcontrol of costs, it potentially saves the City more than $250,000 a year.
In the 2010 budget, the Administration requested that we use a small percentage of the general fund balance to meet plannedexpenses for that year. I am proud to say that not only was this additional funding not used, but that we did not spend nearly $3million in appropriated funds. This was done through carefully selected reductions in personnel costs (salaries, unfilled positionsand reductions in overtime) and reductions in certain supplies and contract services. These cuts were necessary, and were donewithout having a major impact to essential City services.
In these turbulent economic times it seems that no one is immune to making tough choices and prioritizing their budgets. It iscertainly is easier to lead a City in good financial times. During tough times, the choices are harder and the impacts of thosedecisions are felt by everyone. But as a community we must make these tough decisions together so that we can remain the
strong, fiscally responsible city that we are. With your help and bold, but smart decisions, we will continue to move Gahannaforward towards an even brighter future.
Regards,
-
