For example, after the completion of the regional international airport and increase in the number of tourists, the University’s world-class School of Tourism and Hospitality Management would be attractive to not just Nepalis but students from Asia and beyond.

PRE-QUALIFYING CRITERIA FOR THIS PROJECT

1) At least five years’ experience of developing and managing projects related to education and health services.

2) Net worth equivalent to at least USD 20 million at the time of making the application/proposal.

1. The developer/ investor who meet the above pre-qualifying criteria can make the application for this project.

2. Application may be made by a single entity or a group of entities (Consortium or JV) comprising up to three different companies/ parties, including a Lead member, coming together to implement the project.

3. A consortium/JV may fulfil the pre-qualifying criteria in a joint/cumulative manner, except for the number of years of work experience.

4. A fee of NRs 10,000 shall be payable for each application made (with application to one project counting as a single application).

5. The fee must be paid to OIBN (to the OIBN office or a dedicated desk at the Nepal Investment Summit), or by electronic transfer to the following bank account of OIBN:

The medi-city would host an interdisciplinary centre of excellence that aims to address non-communicable diseases such as diabetes, cancers, cardiovascular diseases and chronic respiratory diseases through interdisciplinary, innovative and intensive research. The Diabetic Centre would provide one-stop comprehensive approach to the treatment of diabetes and other endocrine disorders. The Cancer Care Centre would use multi-speciality approach focused on cancer prevention, diagnosis, treatment and improving the lives of cancer survivors. With high-end technologies such as CyberKnife VSI Robotic Radiosurgery, VMAT, IGRT, Tomotheraphy and other high-end diagnostic and imaging equipment, patient would be treated in a holistic and the best possible way. The Centre for Cardiovascular Diseases would employ comprehensive and holistic approaches and provide services to conditions ranging from prevention and early detection to diagnosis, treatment, heart surgery and rehabilitation. The Centre for Chronic Respiratory Diseases would offer specialised full range of treatment for variety of chronic lung diseases as well as other respiratory problems

The centre would provide specialized medical services to patient suffering from traumatic injuries like accidents, gun- shot wounds, major burns, brain injuries etc.

The Centre would bring together researchers from the basic sciences, medical and health sciences, and social sciences, among others to provide leadership in medical education, discovery and healthcare.

Wellness Centre offering an integrated selection of holistic wellness and spiritually enriching programs and products

Supporting infrastructure would be built to truly convert the development into a medi-city. Retail mall and spaces would be built to provide one-stop shopping experience for healthcare and more. Infrastructure would also include restaurants, coffee shops, bank, and so on. To cater to the accommodation needs, guest houses, apartments (including serviced), and hotels would be built. Guest houses would cater to those patients who visit for a short period and seek cheap accommodation option. Apartments with cooking and laundry facilities would be less expensive than hotels and cater to those staying for a long period. Hotel would be targeted to those medical tourists who seek high-end facilities and hospitality services.

Nearly 55% of Nepal’s healthcare expenditures are direct outlays by households, as compared to the global average of only 18%. One of the reasons for high rate of “out of the pocket” expenditures can be attributed to rising disposable incomes (due to remittances) and the consuming population’s increased awareness about health and well-being. In addition, with increased disposable income, there has also been a rise of Nepali going abroad for the purpose of receiving health services. Globally, long patient waiting list, increasing healthcare cost, limitation on available treatment, complimented with comfort of travel has meant that health care consumers’ demand for high quality health services at affordable price has increased.

With only 0.36 doctors, 1.17 nurses and 0.9 hospitals bed per 1,000 people, the demand supply gap can only be reduced with the addition of more heath care facilities. here are significant opportunities for international healthcare providers to meet Nepal’s domestic demand. Other possibility lies in the way of joint ventures between national and international hospitals offering advanced technologies and heath care facilities.

The global medical tourism market was valued at approximately USD 15.5 billion in 2017 and is expected to generate revenue of around USD 28.0 billion by the end of 2024, growing at a CAGR (compound annual growth rate) of around 8.8% between 2018 and 2024. Nepal has an immense potential to be developed as a global hub for specialised medical tourism services, with areas such ophthalmology already receiving tremendous success. With consideration that Dhulikhel is close to Kathmandu and already has a well-developed and successful medical ecosystem, it could be developed into an area of global medical excellence. This would also be supported by the availability of experienced and qualified Nepali medical professionals with excellent world-class training. Planned development of certain area in Dhulikhel into a medi-city would be particularly rewarding.

Purpose-built city/ town with education, sports and health components

A University would be the central component of the education component. The University would host liberal arts undergraduate college as well as specialist graduate, professional, sports and technical schools.

This would include University hospital with 300-bed university hospital with aim to provide unique health care value across diagnosis, consultation, prescription and tertiary care with optimal combination of technology and professional services delivered by experienced faculty and trained graduates. It would also have ultra-modern blood bank and diagnostic centre.

The City would host a multi-purpose stadium and have specialist sports academies. Wellness Centre offering an integrated selection of holistic wellness and spiritually enriching programs and products would also be present.

University Research Centre enabling interaction among faculty, students, scholars and industry to enhance innovation and real-world problem solving etc. This would also include business incubation, acceleration, and innovation spaces. Other research institutes and think-tanks.

To cater to the accommodation needs, student accommodation would be built. To cater to the needs of others, guest houses, apartments (including serviced), and hotels would be built. Guest houses would cater to those who visit for a short period and seek cheap accommodation option. Apartments with cooking and laundry facilities would be less expensive than hotels and cater to those staying for a long period. Hotel would be targeted to those who seek high-end facilities and hospitality services. Moreover, certain parts of the City would build planned residential housing.

Supporting infrastructure would be built to truly convert the development into a city. Retail mall and spaces would be built to provide one-stop shopping experience. Infrastructure would also include restaurants, coffee shops, banks, and so on.

With the proliferation of the knowledge economy, innovation is being driven by cities and towns that are rich in talent, ideas, open culture and entrepreneurship. Educated young population is fundamental to these cities. This population is creative and productive and such cities and towns benefit from spillover effects. Evidence suggests that the success of many cities and towns has rested on the proportion of such highly educated specialised skilled labour force. As governments all around the globe search for new ways to drive innovation by harnessing the knowledge economy, there is a demand for integrated Education, Sports and Health City. Such demand also exists in countries like Nepal.

Globally, integrated cities, most notably University City has risen as the latest urban typology. Such cities and towns have been popular in countries like the USA (Lexington and Ann Arbor), and the UK (Oxford and Cambridge) for a very long time. They have also emerged in countries like China

There is an opportunity for profitable and impactful investment in establishing infrastructure for an Education, Sports and Health City that can be home to innovation and research. Such city can contribute to global cultural and intellectual exchange and help to forge relationships between businesses and institutions in public and private sectors.

The Office of the Investment Board (OIBN) is commissioning a study to evaluate the feasibility of setting up an Education, Sports and Health City. It is currently evaluating the Request for Proposals (RFPs) received from short-listed companies which had submitted Expression of Interests (EOI) letters

to conduct feasibility studies for the development and operation of the Education, Sports and Health City. The companies include: Joint Venture of Civil Informatics and Solutions Pvt. Ltd., and Nepal Consult Pvt. Ltd., ERMC Pvt. Ltd, Ernst & Young LLP, and Grant Thornton India LLP.

APPLICATION PROCEDURE

PRE-QUALIFYING CRITERIA FOR THIS PROJECT

1) At least five years’ experience of developing and managing projects related to education and health services/infrastructures.

2) Net worth equivalent to at least USD 30 million at the time of making the application/proposal.

1. The developer/ investor who meet the above pre-qualifying criteria can make the application for this project.

2. Application may be made by a single entity or a group of entities (Consortium or JV) comprising up to three different companies/ parties, including a Lead member, coming together to implement the project.

3. A consortium/JV may fulfil the pre-qualifying criteria in a joint/cumulative manner, except for the number of years of work experience.

4. A fee of NRs 10,000 shall be payable for each application made (with application to one project counting as a single application).

5. The fee must be paid to OIBN (to the OIBN office or a dedicated desk at the Nepal Investment Summit), or by electronic transfer to the following bank account of OIBN:

8. The Government of Nepal (OIBN or relevant government agency at the relevant level of government) shall review the proposal and ask additional information if required.

9. The Government of Nepal has final authority to decide on your application.
