A Important Health Warning About Playing Video Games

Photosensitive Seizures A very small percentage of people may experience a seizure when exposed to certain visual images, including flashing lights or patterns thaI may appear in video games. Even peopie who have no history of seizures or epilepsy may have an undiagnosed condition that can cause these "photosensitive epileptic seizures" while watching video games.

These seizures may have a variety of symptoms, including Iightheadedness, altered vision, eye or face twitching, jerking or shaking of arms or legs, disorientation, confusion, or momentary loss of awareness. Seizures may also cause loss of consciousness or convulsions that can lead to injury from falling down or striking nearby objects.

Immediately stop playing and consult a doctor if you experience any of these symptoms. Parents should watch for or ask their children about the above symptoms-children and teenagers are more likely than adults to experience these seizures. Simply insert the Fallout" 3game disc and run the setup.exe if it doesn't start automaticolly. Follow the on-screen instructians to install. After yau have installed Fallout 3, launch it from your Windows Start Menu, ar double click the icon on your desktop.

INTRODUCTION TO FALLOUT 3

Nuclear war. The very words conjure images of mushroom clouds, gas masks, and bewildered children ducking and covering under their school desks. But it's the aftermath of such aconflict that truly coptures our imaginations, in large part because there's no real-world equivalent we can relate to. Mankind may have witnessed the horror of the atomic bomb, but thankfully we've somehow succeeded in not blowing up the entire planet. At least, not yet.

Fallout 3presents amuch grimmer reality. Imagine if, after World War II, the timeline hod split. Our world forked into one branch, the Fallout universe the other. In that other branch, technology progressed at amuch more impressive rate, while American society remained locked in the cultural narms of the 1950's. It was on idyllic "warld of tomorrow," filled with servant robots, beehive hairdos, and fusion-powered cars. And then in the year 2077, at the climax of along'running war with Chino, it all went to hell in aglobe-shonering nuclear war.

That's where you come in. Fallout 3tokes place two hundred years later, in the year 2277, in post-opocolyptic WoshingtonD.e. and its environs. The "Capitol Wasteland," as it has come to be known, is anightmare landscape of raving Raider gongs, freakish Super Mutants, roning Feral Ghouls, and malfunctioning military robots. It's agood thing you've been living underground far the post nineteen years, safe and secure in on official Vault-Tee facility known as Vault 101. Everything is fine and dandy, until your father - who has been the one constant in your life - decides to leave the vault unexpected~, forcing you to follow in pursuit. So much for sofety.

Now here's the good news. When that giant vault door slides open and you're thrust into the harsh sunlight of the Capitol Wasteland, you're completely free to make your own destiny. Follow after dear old Dod ... ar forget he even exists. Head straight into the ramshackle town of Megaton, and meet its eclectic inhabitants ... or shoot first and exchange pleasantries later.

That's real~ the most important thing to remember about Fallout 3- it's your game, so ploy it the way you wont. There is no "right" way to ploy. Tryout the many skills and perks found in this manual. Try using V.A.T.S., the all new combat system. But most of all, remember that each challenge the game gives you has multiple ways of solVing it, and multiple outcomes. There are many paths to success, and yes, the game does eventually "end." But how it ends is up to you, and the character you ploy.

We here at Bethesda Game Studios hope you have as much fun adventuring in our world as we've hod ereatingit. It's been on honor keeping the Fallout universe olive, and it's time far you to experi­ence that wonder all over again, or far the very first time, whichever the cose may be.

HIT POINTS (HPJ Your overall health. When your HP are gone, your character dies.

COMPASS The compass indicates the direction you ore heading, as well as enemies, nearby locations, and quest markers. See pg. 6for more information about your Compass.

ACTION POINTS (AP) The total number of AP available is bosed on your character's agility (See S.P.E.C.l.A.L., pg. 14). Action Points are only used in V.A.T.S. Mode (see pg. 30).

WEAPON CONDITION (CND) The shorter the bor, the worse the condition of your weapon.

AMMO The ammo you have for your equipped weopon. The first number is how many rounds you have before areload, and the second number is your remaining ammo.

ENEMY HEALTH BAR Shows the current health of the enemy.

RADMETER Will appeor whenever rodiation damage is token.

XP BAR Will appeor whenever experience points ore earned.

Stats - Information about your characters stats and abilities. Items - All of the items your character is currently carrying. Data - Contains your mops, quest info, notes, and access to any radio signals you can pick up.

STATS MENU

The Stats Menu has five sections: Status, S.P.E.C1.A.L., Skills, Perks, General.

The following information always appears at the top of the Stats screen: Your character's Level, current and max Hit Points (HP), current and max Action Points (AP), current Experience Points (XP), and the amount of XP needed to level up.

STATUS MENU The Status Menu has basic info about the health of your character. With the Up/Down Arrow Keys, you move between the three important subsections for Status:

CND Shows the condition 01 each part of your character's body indicated by a bar. The shorter the bar, the more damaged thai body part is. When the bar is gane, that part is cansidered crippled and will appear as adoned line. If you have any Stimpaks in your inventary, press 5 to use those to restore your overall health and same of the condition of each body parI. Highlight the body part to select the body part you would like to apply aStimpak to restore that part's condition directly.

RAD Shows your current level of Radiation Resistance and haw many total Rads 01 damage your character has taken. II you have RadAway in your inventory, press A to use it to Ilush Rods aut of your system. If you have Rad-X, you can press X to increase your character's Rad resistance for a period of time.

You can be exposed to radiation either directly from the environment, or by ingesting irradiated food and water. Asmall amount of radialion will not hurt you, but as your accumulated exposure goes up, you will begin to suffer ill effects (including death, eventual~).

EFF Shows all of the positive and negative effects your character is experiencing. This could be due to radiation damage, certain clothing you have equipped, Aid you may be using, and other effects.

S.P.E.C.I.A.L Your seven primary onributes. See page 14 for adescription of each anribute. A(-) to the right of the number indicates that onribute is suffering a negative affect, while a (t) indicotes it is enjoying a boost. Check the EFF section of your Status Menu for more information.

SKIUS Information on your skills. See page 16 for more information.

PERKS S.P.E.C1.A.L. abilities you con choose every time you Level Up. See pages 18-26 for more information on Perks.

GENERAL Lists your many accomplishments while playing the game as well as your current Kormo status (Evil, Good, Neutral) as well as your rank within that status (e.g., Reaver).

ITEMS MENU

The Items Menu has five sections: Weapons, Apparel, Aid, Misc, and Ammo.

WEAPONS This menu displays all the weapons in your inventory.

APPAREL Displays any items you can wear, including armor, clothing, and accessaries like hots.

AID Aid shows all items you can consume to change your character's stats, including Slimpaks, (hems, and any Books ar Magazines.

MISC This list displays Miscellaneous items, including Keys, Bobby Pins, and other items.

AMMO This list displays any ammo that can be used for weapons in the game.

MENU CONTROLS Left Click - Equip, unequip ar use the selected item. Right Click - Drop the selected item. R - Repair the selected item (see Repairing Weapons and Apparel, page 31).

ITEM CHARAaERISTICS Items in your inventory may have a number of characteristics that will appear when the item is highlighted:

DAM - How much damage the weapon does (the higher the number, the better). DR - The percentage of damage resistance the item offers (the higher, the better). WG - How much the item weighs. VAL - The item's value in Bottlecaps. CND - The current condition of the weapon. EFFECTS - Any positive/negative effe<ts your character will experience if the item is equipped.

Weapons will also display the caliber ammo the weapon uses along with the current raunds loaded and remaining raunds.

HOTKEYS In the Inventory Menu, define Hotkeys by holding one of the 1- 8 Keys while simultaneously selecting the weapon, apparel, or Aid you wont in that slot by Left Clicking the desired selec­tion. Note, you can still change menus with the Hotkeys open, and the item will be assigned when you Left Oick.

While playing, use 1· 8 Keys to select any of your eight Hatkeyed items.

DATA

The top portion of the Data Menu will always display your current location and the current dote and time. The Data Menu includes five sections: Local Mop, World Mop, Quests, Notes, and Radio.

LOCAL MAP The Local Mop displays on overhead mop of your current location, as well as any neorby doors. Highlight icons to disploy information about doors and their destinations.

WORLD MAP The World Mop shows on overhead mop of the entire Capitol Wasteland oreo, and morkers for any places that have been discovered during the course of your adventures. You con even fast travel direc~y to any place you have previously visited by highlighting the locolion and Left Clicking on the mop. On the World Mop, your poth to aquest torget is indicated by adotted line. In some coses, you may need to toke a route through different areas, and the dotted line will reflect that.

Use the Mouse Wheel to zoom in/out on the mop. Left Click to move oraund the mop. Right Click to move or remove your own morker on aLocal or World Mop. If your active quest has any quest lllrgets, these will be disployed on both the Local and World Mops.

QUESTS The Quest screen in your Pip-Bay's Data section trocks your progress in every quest you have undertaken. To the left is a list of quests: those with bright text ore oclive; those with dorkened text have been completed or somehow foiled. Your active quest is morked by asmall box.

On the right-hand side of the screen ore the objectives for each quest. The active objectives have bright text and are on the top

of the list; the completed objectives hove darkened text and are at the bottom of the list. Objectives morked as "(Optional)" ore not necessary to successfully finishing the quest.

You can select any quest as the currently "active" one, or immediately view the location of the active quest's current torget on the World Mop (if the lacotion is known). Quest targets ore shown on your compass and mops for the active quest only.

Note: Not every quest will provide quest targets. In some quests, you must discover the objective's lacation on your own.

NOTES Contains all quest related and miscellaneous notes you find in the game, both written and audio. Notes you have not read or listened to ore listed in bright text. Notes you have already read/heord ore listed in dorkened text. Left Click to listen to on Audio note (the audio will continue to ploy even if you close your Pip-Boy menu). Left Click to toggle between All Notes and Active Quest Notes.

RADIO All the rodia signals you have discovered ore listed on the Radio screen in the Data section of your Pip-Boy. Signals listed in bright text are within ronge, and con be listened to. Signals listed in dorkened text have been discovered, but you ore no longer within range - in order

to listen to one of these stations, you have to move bock into the signal's receiving ronge.

COMBAT

Anyone venlUring into the Capitol Wasteland would be wise to learn how to use both weapons and ormor.

WEAPONS There ore severol different kinds of weapons in Fallout 3, but they generolly fall into five basic cotegories: ronged weapons, melee weapons, unarmed weapons, grenades, ond mines. Your effectiveness with any weopon depends on your character's skills, the condition of the weapon, and the Damage Resistance of any opponents.

When using any weapon, aim with your crosshoir and Left Click to attock. When using on automatic weapon, Left Clicking will continuously fire as fast as it is able. Your chorocterwill automatically reload aweapon when you use up your current rounds, provided you have additional ammo available. To relaad at any time, you con top R.

Your accurocy and do mage in combot is determined by your skill level with the type of weapon you are using (i.e., Big Guns, Energy Weapons). Weapon condition also affects how much damage is done, as well as the chance the gun jams when it's relooded. Repairing weapons con increase the amount of damage they do (see "Repairing Weapons and Apparel" below) and reduce the chonce of your weapon jomming. Right Clicking will ollow you to aim and fire more accurately, but move slow~.

When you are sneaking (press L-Ctrl) your character will move slowly but has achance of asneak attack banus on any torget that has not detected you. For more information on Stealth mode, see pg. 33.

MELEE AND UNARMED ATTACKS You con attock on enemy with melee or unarmed attocks when they ore within mnge of your chornr.

Left Clkk: Performs amelee attock. Hold to do apower attack thot does double damage. Right Click: Block. Blocking incoming melee attacks provides alarge bonus to your Damage Resistance.

ARMOR/APPAREL Each piece of ormor you wear odds to your overoll protection, or "Damage Resistance." The higher the Damoge Resistance, the better you ore protected. The amount of protection you receive from a piece of armor depends on the ormor itself and whether the ormor is in good repair.

Your Domoge Resistonce is the percentage of damoge done to you that your ormor will absorb. As ormor tokes damoge, its condition decreases. This also lowers how much protection the armor affers. Your Damage Resistance is the total of 011 the ormor you ore weoring. Certain pieces contribute more towords your roting thon athers.

Some pieces of apparel affer little Damage Resistance, but may boost certain stats ar skills, like Charisma ar Repair.

REPAIRING WEAPONS AND APPAREL An item's candition affects haw well the ~em works, as well as its value. Weapons of lawer canditian will do less damage, and jam more frequently. Armor of lower condition will offer less Damage Resistance.

You can repair items in your Pip-Boy by selecting Repair (R) on the item. You can only do this if you have similar items to use far parts. Whatever item you choose to repoir with will be scropped complete~.

The degree to which damaged items con be repaired is dependent on your Repair skill. In many cases, if your skill is too low, you will not be able to repair aweapon or piece of apporel beyond its current condition.

OTHER COMBAT SITUATIONS

EXPLOSIVE OBJECTS Some objects in the enviranment will explode if they sustoin enough domage. Fire extinguishers yield relatively small explosions, while old cars will explode into asmall mushroom cloud, thanks to lehover fusion material in the engines.

GETTING KNOCKED DOWN If subjected to apawerful explosive force, you con get knocked down, and your view will switch to third-person. Mer afew seconds, you will stand back up automatically, and your view will be restored.

YIELDING If you start afight you con't win, you con attempt to yield to your opponent. Simp~ holster your weapon (Hold RJ, and ~ they accept yaur yield, your appanent will cease combat. Otherwise, you'll need to keep fighting, or run awoy.

V.A.l.S. The Vault-Tec Assisted Targeting System, or V.AlS., allows you to pause the gome, assess any combat situation tacticolly, and torget the specific body ports of ony enemies onscreen.

PERCENT ("to) Chance your o"ock hits this body part (e.g., 95%).

LIMB CONDITION Display the relative health of each part of an enemy. When the bar disappears, the body port is crippled.

AP (ACTION POINTS) This bar will deplete as you queue up a"acks. The flashing part is the amount of AP needed to do on anock. Hold the Left Mouse Button to see how many you need for another o"ock if your AP is low.

ENEMY HEALTH How much health your target has left. The flashing port is how much damage your anock will do if successful. Targeting different limbs often yields different damage.

Pressing and holding V will pause the game and scan the area for targets.

To zoom in on on enemy, simply select it and release v. You are now able to target the individual body ports of that enemy.

When using a ranged weapon, the percentoge value next to abody port indicates the chance to hd that body part with each shot. The small bar next to the body part indicotes its condition; when the condition of abody port is completely reduced, that body part is crippled, and the targeted enemy will suffer the obvious ill effects - crippling the legs reduces movement speed and ony lunging o"acks; crippling the arms affects accuracy, etc.

When using amelee weapon or unarmed combat, you will need to be in close praximity to have achance to hd. Both melee and grenades are "full body" o"ocks, and you connot target aspecific body port.

Every o"ock on abody port uses up Action Points. Generally, the smaller aweapon, the fewer Action Points are required for every shot. Keep in mind that you're not limited to shooting at just one target ­at any time, you can switch available targets, and o"ack them as well, so long as you hove remaining Action Points.

When you've used up all of your Action Points, and are ready to leave V.AlS., press E. The number of a"acks you can make is limited by your Action Points.

The effects of being crippled depend on the limb. These effects apply to you as well as to your enemies.

• Head: Reduced perception, concussion effect. • Arms: Reduced aiming ability. Enemies will be disarmed at the moment their arm is crippled. • Chest: Higher chance to be staggered when taking damage. • Legs: Reduced run speed. Enemies cannot perform leaping or charging a"acks.

Some enemies have Antennae or aCombat Inhibitor. Crippling that will couse them to frenzy, a"ocking anything near them.

AID

When you ore hurt, there ore severol woys to restore your heolth:

• Visit adoctor and pay for healing. • Use aStimpok. • Eat food or drink water. • Sleep in a bed.

Each time you toke achern or drink alcohol, your chance of becoming addicted to it goes up. If you stop using that item for awhile, this chance will drop. Each item has its own addiction chance, so using one type will not increase your chance of becoming addicted to another.

Addiction will hurt some of your S.P.E.C.l.A.l. attributes. These penalties go away tempororily if you toke that item again. But addiction will never weor off on its own. Adoctor can cure you of any addic­tion, for a price. You cannot become addicted to Stimpoks, Rod-X, or RadAwoy.

In order to heal acrippled limb, you have three choices: sleep in abed, find adoctor, or use a Stimpak to heal yourself. Stimpaks can be used for generol healing (which will also slightly heal crippling domage), or they con be applied direct~ to alimb to heal crippling damage (which will also slightly heal your overall health). To heal a crippled limb directly using aStimpok, navigate to the Stats screen in your Pip-Bay, highlight the limb using the mouse, then select the limb and use the Stimpak directly on that limb by pressing 5 when the limb is selected.

STEALTH

Your stealth state is displayed when you crouch (press L-Ctrl). [HIDDEN] means nobody detects you. [DETEGED] means someone sees you, but is not current~ on enemy. [CAUTION] means someone is seorching for you. [DANGER] meons you have been detected by on enemy.

How stealthy you are is affected by many factors:

• Sneak skill: Your Sneak skill only helps you when you are crouching. The higher your Sneak skill, the easier it is to remain undetected, steal on item, or pick someone's pockel.

• Enemy's perception: Some enemies are less perceptive than others, and therefore less likely to deted you.

• Une of sight: An enemy is much less likely to deted you if he can't see you.

• Ught level: You are harder to see in darker areas, or at night, if you're outdoors.

• Movement: You are hardest to detect when motionless, easiest to detect when running.

• Apparel weight: Heavier apparel makes more noise when moving.

• Sound: Most melee weapons make very liMle noise; bigger guns make a lot of noise.

Attocking while undetected gives you on outomatic "sneak" critical.

When torque is applied, the closer the bobby pin is to the correct position, or "sweet spot," the more the lock will rotate before the bobby pin breaks. On~ when the bobby pin is in the correct position will the lock rotate fully, and open.

You con also try to open a lock by forcing it, but if you foil the lock will be permonenNy broken and con only be opened with a key.

HACKING

Some terminals ore protected, and can't be accessed without apassword. If your Science skill is high enough, you con attempt to hock the terminal.

When you hock into the terminal you will see potential posswords displayed on the screen. Your iob is to determine which word is the correct possword.

Each incorrect guess will tell you the number of letters that ore in the right locotion for the actual password (e.g., 2/5 means two of the five letters in that word are in the right place for the correct posswordl. Using the process of elimination you should be able to determine what the correct possword is before you run out of tries.

You hove at leost four tries to guess correcNy. If you foil, the teoninal will remain inaccessible until you own the password. You can exit hocking at any time and try again by pressing Eto exit. When you exit and reenter, the password will reset as will your number of tries.

You can find hidden chorocter sets that have achance of removing dud passwords from the screen, as well os achance of restoring all of your tries. These sets always contain two brackets at the some time facing one another on the some line. The brackets mayor may not have one or more characters in between them.

CRIME AND PUNISHMENT

Crimes ore divided into lWo cotegories: major and minor.

Minor crimes couse only the victim to become hostile to you:

• Theft: If the owner sees you steal something that she owns, she will try to toke it bock from you. If you try to escape, or persist in stealing from her, she will attock you (or run for help). If you fight bock, you are now committing a major crime (Assault, see below).

• Trespass: If the owner sees you open a locked door, container, or computer, he will im­mediately attock you.

Major crimes couse the victim and the victim's friends to become hostile to you:

• Assault: Attacking someone without provocation, or fighting back when someone attacks you for aminor crime.

• Murder: If there ore witnesses who core about the victim, they will become hostile toword you.

If afight storts that you did not intend, you con attempt to yield by holstering your weapon. This may or may not be successful depending on how the attacker feels about you. If you've angered everyone in atown and they ore attacking you, try leaving and coming bock afew days later after they've colmed down. This will work for some towns... but not all of them.

DIALOGUE

When in dialogue with achoracter, simply select the response that seems most appropriate to the situation... and be prepored for thechoracter you're talking with to react accordingly.

Occosionally, you will be presented with aSpeech Challenge. ASpeech Challenge is a response preceded by the word "Speech" and the percentage chance of success (e.g., [Speech 25%]); the higher your Speech skill, the greater the chance of success.

Succeed in aSpeech Challenge, and you'll achieve the results indicated by the response. Fail aSpeech Challenge, and future Speech Challenges with fhal character will be more difficult.

From time to time you may also be presented with dialogue options where aword appears with no percentage (e.g., [Strength] or [Lady Killer]). In this case, this is adialogue option that is available to you because of the level of the indicoted S.P.E.C1.A.L., Skill, or Perk and you will always be successful when selecting it. You only get one chance at each Speech Challenge, so if encounter one has alow percentage to succeed, you may want to exit dialogue and try the Speech challenge at alater time, after you've raised your Speech skill.

Contoiners include things like deod bodies, desks, boxes, lockers, ond more. To see whot's inside ocontoiner, direct your Crosshoir over the object ond press E. If the rollover text is red, someone elSe owns the contoiner, ond toking onything from the contoiner is steoling, ond 0 crime if you ore detected.

Your inventory is displayed on the leh, the container's is on the right. You con switch between the two lists using your mouse. Use the Right/Left arrow keys or Left Click on the arrows next to the container nome to filter the lists (All, Weopons, Apparel, Aid, Misc, Ammo).

You con toke things from the contoiner, or move them from your inventory into the contoiner, by selecting on item in either list and Left Click. Scroll up ond down in lists with the Mouse

OPTIONS AND PREFERENCES You con occess the Options Menu from the Moin Menu when you load Fallout 3or at any point during the game, by pressing ESC. The Options Menu allows you to adiust your gomeplay, audio, videa, and control sellings.

GAMEPLAY Using this menu, you con adiust the game's Difficulty and toggle certain features off{}r on. The Difficulty setting will adjust how hard combat is. The horder you make the game, the more XP you will receive for combot.
