TACLOBAN CITY.Believing that Dr. Jose P. Rizal is

more than just the countrys national hero, Secretary Ivan

John Enrile-Uy, of the Commission on Information and

Communication (CICT), is on talks with internet giant

Google based in Singapore for the inclusion of our heros

various landmarks at the worlds widely-used computer

search engine.

To be included also are locations of Rizals monuments,

visited places, and other related pieces of information of

his whereabouts here and abroad on Google maps.

Sec. Uy said his plan is also inspired from his previous

visit at Japans Imperial Palace wherein a bust and a marker

of Dr. Rizal are being displayed on its vicinity.

Surprisingly however people cannot tell more of the

countrys national hero there, when he attempted to askinformation from them.

TACLOBAN CITY. Eastern Visayas has long been

identified as typhoon prone region where some areas

are susceptible to landslides and floods brought by

heavy rains.

The occurrence of typhoons in the region whileunpreventable can be monitored and precautionary

measures against its onslaught can be implemented.

Early detection of a typhoon will lessen damages to

lives and properties.

The national government through the Department

of Science and Technology (DOST) in the region

will install ten units of a utomatic weather stations in

identified areas in the region.

The automated weather stations each costing

P200,000.00 will achieve real-time monitoring of

weather disturbances as it will measure temperature,

volume of rainfall, pressure and win speed.

DOST regional director Edgardo Esperancilla

disclosed that the automated monitoring facilities

will aid the weather bureau in deciding when to issue

warning for possible evacuation of a specific area as

the unmanned weather station automatically sends

data on an hourly basis.Places in the region where two modern facilities

will be set up are Guiuan in Eas tern Samar; Catbalogan

City; Maasin City; Saint Ber nard, Southern Leyte, and

Tacloban City.

Director Esperancilla explained that the

automated weather stations are stand-alone devices

that measure weather-related factors and transmit

data on real-time basis.

contribution to the disaster and risk reduction

he traveled many times and befriended a lot of people

overseas. Yet most people have failed to tell something

more about him.

Also, this kind of effort will elevate Rizals heroism

and his unique accomplishments as a human being into

the world stage. A man of g reat substance, I believe Rizal

is more than just our national hero. Hes a renaissance man.

He can be liken to Leonardo da Vinci of Italy with his

monumental feats from his birth until his death.

Also, said effort is one way of bringing Rizal more

closer to the youths of this present generation since they

are prone of using computers and internet.

Most of us only know Rizal as a national hero; yet

Rizal is more than that. By putting every location of Rizals

monument, landmarks or travel destinations on Google

maps, people will become more aware of him. This can

TACLOBAN CITY, Leyte. The

Department of Social Welfare and

Development (DSWD) in Region 8

informed that the day care pupils in

the 139 municipalities and 7 cities of

Eastern Visayas will soon benet from

the governments Supplemental Feeding

Program.

On June 28, the DSWD Region 8

conducted the bidding for the kitchen

utensils that will be provided to each of

the day care centers, Ms. Pauline Nayra,

Regional Nutritionist and Project Focal

Person disclosed.

Some 106,209 daycare pupils of

the 4,191 Day Care Centers in the

4,390 barangays of the Region are thebeneciaries of the Supplemental Feeding

Program of the Aquino government

which will be implemented by the DSWD,

Director Leticia Corillo said.

Currently ongoing is the preparation

of vouchers for transfer of funds to

the Local Government Units for the

foodstuff.

The DSWD and NFA in the Region

has met to make nal arrangements

for the delivery of NFA rice which

State University (VSU), in Baybay, Leyte.

Camp Blog is an educational and

ICT-related gathering of student writers

and teachers in public high schools

whose goal is to transform traditional

publication into an online newspaper.

Said activity has been implementedsince 2009 thru iSchools Project, an

initiative of CICT which aims to provide

computer and internet access to all public

high schools in the country.

Reportedly, said project has delivered

internet-connected laboratories and

faculty trainings to 1,000 public high

schools all over the country.

We strongly feel that this is what

we are all about, providing training and

opportunities to our people to become

members of the global community. We

intend to bring this technology to every

corner in the Philippines. ICT literacy

gives us opportunities to open the

windows of the world, said Sec. Uy.

Let the rest of the world know.

It was learned from Sec. Uy that same

efforts are also being initiated by their

ofce to various national government

agencies and to remote areas in the

country, like their e-community centers .

We know ICTWe are helping

other government agencies on their

efforts for an efcient and cost-benet

technology.

Meanwhile, Sec. Uy admitted that

their ofce is also facing limited budget

which inevitably hampered some of their

various ICT programs.

Our budget for operations can be

liken to a budget of a medium-sized

barangay in the country.

The Secretary however is hoping

that CICT will also become one of the

executive departments in the government

with its own sufcient resources.

Reportedly, CICT was created on

January 12, 2004, by virtue of Executive

Order No. 269, signed by then Pres.

Gloria Arroyos, as a transitory measure

to the creation of a Department of

Information and Communications

Technology (DICT)

Its attached agencies include

National Computer Center (NCC),

Telecommunications Office (TELOF),

National Telecommunications

Commission (NTC) and Philippine

Postal Corporation (PhilPost).

CICT serves as the primary policy,

planning, coordinating, implementing,

regulating, and administrative entity

of the executive branch of the

Philippine Government that will

promote, develop, and regulate

integrated and strategic information

and communication technology

(ICT) systems and reliable and cost-

efficient communication facilities and

services.

Its other responsibilities also

include the strengthening of anti cyber-

crime measures and the establishment

of Cyberservices corridors in the

country.

Under Pres. Noynoy Aquino

administration, CICT still remains a

commission to date.(Edn Benusa-Reyes

will be used in the Supplemental

Feeding Program, to the various local

government units in the region.

A series of orientation seminars have

been conducted in April in preparation

for the launching of the Supplemental

Feeding Program of the DSWD, part

of the mandate of the age ncy to answer

to the nutrition problem of children in

public day care centers.

Regional Nutritionist Pauline Nadera

of the DSWD Field Ofce said that the

feeding will be implemented nationwide,

for a period of 120 days. She emphasized

the role of mothers in handling the meal

preparation, adding that the food will

consists of indigenous items.Participants, who were Provincial/

Leaders of the DSWD, were oriented

on the program guidelines, reporting

system and reporting forms, the

Memorandum of Agree ment, as well as

some administrative concerns.

Director Corillo revealed that

the most recent data from the 7th

noted that some local government ofcials

and employees undertake training outside

of their ofcials stations or jurisdictions

funded out of public funds.

This practice impacts on the ability

of a local government to nance desirable

development programs or projects,

and delimits actions to bring about the

constitutional mandate to provide quality

of life for all, he said.

Earlier, the DILG chief ordered a

probe on the propriety of the seminar-

workshops held by the city governments of

Pasig, Mandaluyong and San Juan for their

village ofcials held in Boracay, Baguio and

Subic, respectively.

In February, the DILG issued a

directive that requires that seminars for

newly elected barangay ofcials should

be done strictly on site or within the

respective LGU.

It only allows the conduct of

orientation seminars outside the respective

LGU when there is no available facility.

In his directive, Robredo reminded

local execs of Commision on Audit (COA)

Circular No. 85-55-A which calls for theprevention of the incurrence of irregular,

unnecessary, extravagant expenditures or

uses of government funds and property.

Similarly, Administrative Order 103

was issued in 2003 which provides for the

maximization of the utilization of 20%

of their Internal Revenue Allotment for

development projects, he said.

Local execs should take full

cognizance of their principal responsibiliity

and accountability relative to the prudent

use of scarce nancial resources and strict

compliance wittth existiing budgeting,

accounting and auditing rulles and

regulations, he stressed.

Robredo, however, said that study

tours or similar activities anchored on

local governance may still be held outside,

the respective geographical island group

provided that the places to be visited are

included in the Galing Pook Founationss

list of LGUs or other institutions that are

recognized for observing best practices in

governance.

The ILG Secretary also directed

DILG regional directors and the ARMM

regional governor to monitor and report

the compliance/non-compliance of LGUs

within their areas to the directive. (DILG

BORONGAN, Eastern Samar. A

couple of months worth of waiting

finally paid off for 76 tricycle drivers

and operators in Maydolong, Eastern

Samar when they received the P150

Pantawid Pasada assistance on June

22, 2011.

The local government of

Maydolong is the first LGU in the

province to distribute the assistance

as, report says, others are still in the

process of organizing the distribution

ceremonies that will be done.

According to Department of

Interior and Local Governments

(DILG) Pantawid Pasada Transport

Assistance Program Manager Lito

Zacarias, out of 23 towns in Eastern

Samar, 19 have already signed a

memorandum of agreement with the

DILG for the release of the funds.

Zacarias confirmed that the LGUs

of Balangiga, Hernani, Maydolong,

Mercedes, Oras, Salcedo, San Julian,

Sulat and Taft already received the

checks for the program.

According to Mayor Henry

Afable, as soon as the funds for

the Pantawid Pasada Program were

released, his office sent notices to

the registered tricycle operators so

they could come to the distribution

venue with complete documents.

Salvacion Loste, operator of a

tricycle that plies the Maydolong-

Borongan route, said she received

the letter from the mayors office

days ahead.

Loste came to the Maydolong

Gym with her community tax

certificate, registration receipts and

license in time for the distribution.

P150 may not amount to much

gas but at least, it shows us the

government cares, Loste said.

On second thought, if the

government wants to give us some

more, we wouldnt really say no, the

tricycle operator said.

The Pantawid Pasada Program

implemented through the

Department of Energy aims to

provide a one-time assistance to

public utility operators and drivers;

for jeepneys fuel cards that can

be used to purchase P1050 worth

of gas, and P150 cash for tricycle

drivers and operators.

The assistance program was

conceived to serve as cushion for

drivers and operators bearing the

impact of incessant oil price hikes

since the first quarter of the year.

recently conducted a Pantawid Pamilyang

Pilipino Program (4Ps) Parent-Leaders

Forum for the Visayas cluster.

The two-day activity which was held

at the Ciriaco Hotel in Calbayog City on

the third week of June, has the theme,

Paglingon Sa Pinanggalingan, Pagharap

sa Kinabukasan: Isang Pagtatasa ng

Programang Pantawid Pamilya mula sa

mga Benepisyaryo.

Hosted by the DSWD Field Ofce

of the Eastern Visayas Region, the event

was aimed at gathering and recording the

participants vision brought about by the

positive changes in their lives and their

families as well.

The forum also provided the venue for

noting the issues and concerns encountered

Chiz Escudero: No needto postpone ARMM Pollsto quash private armies

METRO MANILA. Elections in the Autonomous Region in Muslim

Mindanao (ARMM) need not be postponed in order for the government to

carry out a campaign to dismantle private armed groups all over the country

especially in Mindanao.

The Department of Interior and Local Government (DILG) currently

counts at least forty (40) private armies present in Mindanao alone. Private

armies have been notoriously tagged as being used by political dynasties in

the country to maintain a grip on power.

Senator Chiz Escudero, chairman of the Senate committee on justice

and human rights said anti-private armies drive is already a matter of state

policy as specied by the Constitution and that there is no need to disrupt a

constitutional process like the scheduled election in ARMM.

Escudero said Section 2, Article XVIII of the Constitution says that

private armies and other private armed groups not recognized by duly

constituted authority shall be dismantled.

The DILG, as one of the main proponents of the poll postponement saiddeferment is needed because the government should focus on eliminating

private armies to eliminate controlled votes in the region.

Escudero however debunks this, saying dismantling of such private arme d

groups can always be done regardless of the political exercise.

Why wait for postponement of election before it be done? If refor ms

are needed in ARMM to strengthen its mandate, its implementation need not

be conned in suspended animation. Regardless of an election or none, the

DILG is well within its mandate to pursue this intent.

Escudero, who also vocally pushes for the dismantling of private armies

said authorities are, empowered enough to cite the Constitutional provision

in its drive against these groups.

In order to address the oversight of government to implement the

dismantling of private armed grou ps, Escudero led Senate Bill Number

2165 (SBN 2165) or the Anti-Private Army and Private Armed Groups Act

of 2010.

In the said bill, leadership and membership in any private armed group

and refusal to disband after notice from authority is prohibited. Likewise, any

abuse of various permits pertaining to rearms, utilization of paramilitary

forces as private armed groups and protection, nancing and supplying

private armed groups is punishable.

The bill penalizes leaders and members with imprisonment of not less

than six 960 years or a ne of not less than two hundred (200) thousand

pesos or both such ne and imprisonment.

Protector, nanciers or suppliers shall be treated and punished as leaders.

If the leader is a public ofcer, in addition to the penalties, perpetual absolute

disqualication from holding public ofce and be subjected to administrative

sanctions.

If we need to keep private ar mies in check and disable them to operate

beyond our Constitutional framework, what we need is to strengthen its

implementation and not disrupt any constitutional processes Escudero

National Nutrition Survey in 2008

conducted by the Food and Nutrition

Research Institute of the Department

of Science and Technology revealed

that the prevalence of unde r and over

nutrition still persists among Filipino

children, and has signicantly increased

compared to the last survey.

The Supplemental Feeding Program

is the provision of food in addition to

the regular meals to day care children.

Food supplementation will be in the

form of hot meals to be served during

morning snack and afternoon sessions

to children in day care centers.

The parents will manage the

feeding program based on a preparedmeal cycle using available indigenous

food materials. The children will be

weighed at the start of the feeding and

a monthly weighing thereafter, will be

done to determine improvement in

their nutritional status.

At the end of the feeding program,

the childrens height and weight will

be taken again to determine how the

feeding program has improved their

nutritional status. (PIA 8)

along with the implementation of the

program, as well as gathering suggestions

to help smoothen project management.

During the discussions, the programs

implementers and stakeholders also

agreed to come up with a project which

will underscore a progressive c ommunity,

and likewise identify tasks appropriate for

them as leaders among the beneciaries,

thereby ready and responsible enough

to face the challenges besetting their

communities.

Participants of the activity who were

randomly selected by the DSWD national

ofce came from regions 6, 7 and 8 that

comprise the Visayas cluster.

Identied program partners coming

from the Civil Society Organizations of

the same regions were also invited to take

part as facilitators and documenters during

Office of the Ombudsman for

the Visayas headed by Deputy

Ombudsman Pelagio S. Apostol, will

8 on July 4, 2011.

The OMB Region 8 will be tentatively

housed at the Annex Building of the

Civil Service Commission Regional

Office 8 at Candahug, Palo, Leyte,

as the Coordination Office of the

Inter-Agency Anti-Graft Coordinating

Council Region 8, Atty. Marilyn Taldo,

establishment of the Office of the

N. Samar Provincial Nutrition Councilrames nutrition month activities

CATARMAN, Northern Samar.

Month of July is a Nutrition Month

set forth under Presidential Decree

No. 491 known as Nutrition Act of

the Philippines. The Act created the

National Nutrition Council (NNC)

which coordinates the celebration

nationwide and formulates a theme

to be carried out throughout the

country.

For this years Nutrition Month,

celebration focuses on the theme

Isulong and BREASTFEEDING

Tama, Sapat, at Eksklusibo. The

core message ensures successful

breastfeeding practices and encourages

all sectors to promote, protect and

support correct breastfeeding habits.

Following this mandate, the

Northern Samar Provincial Nutrition

Council called for a meeting to frame

plans in observance to the Nutrition

Month celebration.

On the 4rth of July, the first

Monday of the month, the celebration

will take off with a motorcade along the

capital town of Catarman to Capitol

grounds for the flag raising ceremony.

This will be followed by a school on

the air and live radio guesting over

Philippine Information Agency (PIA)

radio program at station DYSM.

Culmination of the celebration

is slated on July 25 highlighting the

graduation of the School on the Air

National Nutrition Survey results

revealed only 36 out of 100 were

exclusively breastfed among infants

0-5 months, 37 of every 100 were

breastfed at the same time given a

complementary food and as many as

27 out of every 100 infants were given

other milk and other foods.

According to the World Health

Organization (WHO), breastfeeding

ranks among the most effective

interventions to improve childs

survival and this not only saves

babies from death, but provides

long-term benefits. Breastfed babies

do better in school, hence, there is a

positive association of breastfeeding

Beyond the rocks of dicules lies a golden spot of

success

This adage fittingly personifies my closest friend

who finds poverty and hardship her motivation to

strive for life.

Living in a small cogon-roofed bamboo house with her

parents, two sisters, and only brother, young Crisna did

not have the idea of going to high school or college. With

her fathers meager earning as a farmer and her mothers

housekeeping job, they could hardly have a decent living.

Being the eldest, she has to help her mother peddle

vegetables in the town market to make both ends meet.

During Saturdays, she had to deviate from housework

to farm work - pasturing the carabao, planng rice, and

weeding the root crops. In school, she was always one

of the topnotchers in class. There was not a year in her

elementary grades when she was not the rst or second

honors. The array of medals and ribbons were living

tesmonies of her diligence and hard work. Her mother

carefully placed these in a trunk as precious mementos of

her achievements. She was not conceited and took pride

of her only ornament - an old red hair band given by an

aunt as a Christmas present.

Aer graduaon from the elementary grade as rst

honors, she thought she would end up in the farm

but a kind family friend helped her apply as a working

student to pursue her secondary educaon. She has to

wake up at 4:30 every morning to clean up the comfort

room of the school where she was studying. Balancing

her me between work and studies was dicult for the

frail sickly freshman but she persevered. Most of the

me, she had no

allowance for snacks. There were instances during

snack me that she had to stay away from her voracious

classmates. The sight of food awakens the fangs of hunger

and she has no budget even for a pack of biscuits. She had

only one school uniform, a pair of shoes, and one

Sunday dress for aending mass. To avoid being

seen with the same dress, she aended mass during

the evening or early dawn. Oung and hanging out with

friends were out of her mind.

Her concentraon was on her school work. While her

friends were in discos, Tina was with her books.

Her college life was not a bed of roses. There was

much tribulaons and distress. But the struggle must go

on or else her dreams would fade away. She availed of

the study-now-pay-later program of the school. All her

tuion fees and miscellaneous expenses were loaned and

to be paid upon employment. She nished the Educaon

course with ying colors. Right aer graduaon, she was

employed as a regular permanent teacher in one of the

public schools here in our place. She was able to send her

three younger siblings to college.

Life is sll hard for Crisna but she is already a

seasoned ghter of oddies and dicules. Prayer,

determinaon, and hard work were the guiding spirit in

my struggle. I feel Gods guidance through my prayers

and perseverance, she quipped when I asked her how

she survived from those trying mes.

I nodded approvingly. She is indeed a portrait of

fortitude and endurance. Through her, I learned the

real essence of life that we are the artisans of our

own destinies.

Thank you for the lessons learned, my closest friend,

my beloved mother.

Allegedly, the Philippine Charity Sweepstakes Office

(PCSO) has two hands: one for charity, the other... for

something else.

The former is something we cannot debate. Our poor kababayans

regard the PCSO as an emancipator, a savior in their mes of

need especially when they cannot simply pay their steep medical

or hospitalizaon bills.

The laer however is something disturbing. Just recently,

President Benigno Aquino III inherited a Php4-billion debt

incurred by the PCSO during the last year of former President

Gloria Macapagal-Arroyos term. This was due to issuing hund reds

of guarantee leers to hospitals and entering into million-peso

contracts with media groups without the certainty of funds. This

resulted to Php1 billion in payables to media groups and Php3

billion in obligaons to hospitals.

Also, according to Bayan Muna party-list Rep. Neri

Javier Colmenares huge amounts of funds, amounting to

approximately Php7.2 billion during from 2001 to 2010, were

surreptitiously spent on advertising and public relations. A

trivial expense since PCSO does not need additional advertising,

the lure of the multi-million peso jackpot is enough to get

people to bet.

Now news on PCSOs Php42 billion contract with Australian

company, TMA, is yet another pox on the said agency. This said

contract is a 50-year thermal paper contract by PCSO and TMA.But according to former PCSO Chairman Manoling Morato, the

contract was legal and was even approved by the NEDA due to the

benets the government will gain. The contract includes provisions

that the company TMA will build its thermal paper producon

There must be something wrong with us.

Tacloban, the Eastern Visayas capital, celebrated its esta

last week, June 30. When I heard that the Pintados-Kasadyaan

fesval parade was blocked by Taclobans TOMECO and other

city personnel, I was not surprised. In supercial, it is Sangyaw

versus Pintados-Kasadyaan fesvals. But straighorwardly, it is

a polically-driven agenda.

I am not apathec to the ongoing polical squabble

between the provincial government of Leyte and the HUC

government of Tacloban. But I will put that maer to one

side. My emphasis here will be the celebraon of esta.

Theorecally, esta is a religious endeavor, thus, apolical.

But in the case of Tacloban, it shows otherwise. There must

be really something wrong with us.

Fiesta is a thanksgiving celebraon in honor to the

patron saint of the town for all its intercessory marvels.

The celebraon of estas in Eastern Visayas can be tracedback to the introducon of Chrisanity by the Spanish

conquistadores in the 1500s.

The early Visayans unreservedly embraced this

celebration for this is not uncommon to their pag-anito

(offering) to their deities. This celebration is much

closely related to the type of pag-anitocalled pagtigma,

or literally means to congregate or to gather. The

person who summons the villagers to the pagtigma, by

shouting in top of tall trees, is called parayawyaw.

The celebration revolves on the thanksgiving and asking

favors to their gods. Regardless of its animistic nature, it

was purely religious.

At present, estas are more colorful with overture

acvies, such as the fesval of fesvals- the Kasadyaan in

the case of Leyte. In the Visayan capitals, Cebu is noted for

its Sinulog, Kalibo for A-Ahan, and Ilo-ilo for Dinagyang.

All these three fesvals are well established and rooted to

their respecve cultures.

What about the Pintados-Kasadyaan and Sangyaw

fesvals? Some of us are informed (but unfortunately many

of us are not) that Pintados fesval is based on the painted

men and women, as the Spaniards describe our naves. And

Kasadyaan, they say, is a Visayan term for merriment and

jollity. Furthermore, Sangyaw means to herald a news.

How are these fesvals rooted to our cultural history?

Pintados entails to the taooed naves. Taooing is

actually not peculiar to our region. It is in fact pracced

all over the dierent regions of the country. Jesuit Father

Ignacio Alcina wrote in 1600s that almost every Bisayan

has a painted body as early as twenty years old, except

the women, who paint a poron of their hands only. Bur

generally, taooing is a presentaon of ones nobility,

achievements or heroic feats. But how do we see this in

the Pintados fesval of Tacloban? Does is coincide with the

cultural roots of our region? Pintados by the way is a Spanish

term. Pagpatikis a more appropriate word.

I cannot nd the word kasadyaan in any Waray

diconary, and probably from my ignorance, I thought this

word might be derived from the Tagalog sadya, or perhaps,

from a Sebuano lexicon. And from my imperfect mastery ofour language, I only know kalipayan and kamaribhong

as words that will suce the word merriment. While

sangyaw, as far as I know means to proclaim. Then, to

proclaim what?

More than that, we should couple these supposed

culture-rooted undertakings with a religious spirit, for

esta is primarily a church celebraon. This is a me for

prayer and thanksgiving for all the bounes we received.

This is not a me for pageantry of policians- our rst

problem. Secondly, we are all ignorant of our own culture,

much less of its essence. We all want to aend the paggma,

but everyone also wants to become the parayawyaw.

Namamarayaw!

Our culture is the strongest foundaon of our identy.

Why is it that Pintados, or Kasadyaan, or the Sangyaw

cannot compete with the prominence of Sinulog, A-ahan

and Dinagyang? Because of its shallow cultural foundaons,

plus, its shallow religious substance. Again, I will not be

surprised if in the future, another fesval will be birthed.

Anybody who in his student days was adventurous

enough to participate in discussions on the National

Democratic Revolution (NDR) of which BAHUBA or NPA

is the armed component would know that a propaganda

movement (mass education campaign) is being made

among the masses, not only in far flung areas - although it

is freer or easier to do so there- whose message is this:

The most praccal soluon to our long term

massive poverty is genuine agrarian reform and naonal

industrializaon.

Likewise , it is being taught and learned that waging the

NDR- because it is against the entrenched interests of the

rich and the powerful people in society ( the big landlords,

foreign business and their local partners seeking to keep our

country as a supplier of raw materials and cheap labor and

buyer of nished products ,the super corrupt government

ocials, human rights violators) would not be easy. Not a

picnic. And , as in all genuine revoluons anywhere in the

world, it would entail a lot of sacrices including death.

No linlang, no misleading here. No double talk. No empty

promises as is usually done during elecon periods.

So why not just inform the public that the warring pares

have a dierent or even a fundamentally opposed set of

soluons to our poverty problem. That way the reason to

ght, to sacrice ones life is made transparent. That way we

would be nearer the truth. And to a soluon.

A beer level of nearness to truth is observable in the

posions taken by the belligerent pares in the peace

negoaon between the government of the Republic of

the Philippines (GPH) and the Naonal Democrac Front of

the Philippines (NDFP). Unfortunately the talks on the socio

economic reform agenda are temporarily suspended to give

me to GPH to fulll its promise to release JASIG (joint

agreement on safety and immunity guarantees)-protected

NDFP consultants held by GPH authories.

In the meanme, in de-basing operaons called peace

and development operaons under Oplan Bayanihan

PNOys internal security plan heavily inuenced by the US

counter-insurgency guide, statements such that of LTC

Barotella is rounely being made.

In a polico-military bale between forces of contending

soluons to the long term massive poverty in our society

, is LTC Barotella praccing polical neutrality? Does his

superiors -who allow him to do so- do? Does his statement

produce the best value for money spent supposedly for

winning the peace from the point of view not of the US

guides/interest but from the point of view of the people

desiring to be free from long term massive poverty?

Afriend of mine told me that on one of her mid-day

breaks during a route ride around her sales area, she

saw two boys raiding a large garbage can. She watched

them rummaged through the junk for things they could

sell. She heard them conversing where they had to go next

because they needed to gather more plastic bottles since

their price has increased from seven pesos to ten pesos

per kilo. The younger one said that with two kilos theycould already buy half a kilo of rice and surely their mother

would be very happy. The other said, I hope we could find

some steel because they are more expensive. She told me

she felt like she was clandestinely spying on businessmen

who were seriously strategizing the rise of their empire.

She was intrigued when their faces turned so bright with

delight and their voices quite animated. They found a red

toy car with missing front wheels. For several minutes she

was an unnoticed witness to their jocular mood as they

abandoned the garbage can and made motor sounds as

they played with car races in their young minds until the

older one said with reverberating bravado in his voice,

Lets go home and give this to Intoy.

Some say that no pleasure is sweeter than those we

cannot aord. The world though is abundant of pleasures

that are free or inexpensive. I nd measures of them in a

pedicab ride from our home to Robinsons and back during

our Sunday grocery rituals. With the wind on my face and

the steady rhythm of the turning wheels and sprockets I feel

the release of days of work from my shoulders. I also enjoy

great measures of them from the 15-minute conversaons

I make with drivers of tricycles I hire at a minimum of P50

and maximum of P70 on my way home during late hours.

The hedonisc value of talking to them, strangers that I

probably would not see or hire again because they are

hundreds in numbers in Tacloban City, is so accessible yet

so rare to those who fail to appreciate. I bask in measures

of them every morning while aboard a jeepney where I get

to glimpse the ancipaon and purposes of each of the

passengers as they look at their watches, dget with their

mobile phones, and somemes their conversaons. There

is someone I know who derives measures of pleasure from

the colors and designs of her ngernails. A friend is lled

with joy every me she listens to Sara Bareilles songs while

cleaning her bathroom. There is a food server at the green

walled carenderia where I eat my lunch who is always

pleased to see me because I say thank you to him.

Everything and everyone can be a source of measures

of pleasure. We are all vessels and seekers of pleasure.

The only thing that keeps us away from accessing these

measures of pleasure is the failure to exercise imaginaon.

With todays consumerist orientaon, most people prefer

canned pleasures. It is as if it should be branded with the

word pleasure before something becomes pleasurable. It

is as if it should be packaged pleasurable before something

becomes pleasurable. It is as if I pleasure has become pricey.

A lot of us have feared to embark within us and discover

that something could be a source of measures of pleasure

without the price, brand, and package. Some children have

already become unimaginave in their pursuit of pleasure.

They have learned to prefer the branded pleasure of PS3

and PS2 over the more free-owing hedonism of climbing

a tree and running under the torrenal rain shower. Some

of them choose Disney over an aernoon of hide and seek.

Among the teenagers, it is noceable that they would

spend hours going from one shop to another in Robinsons

during slack me and not bother at all with the wondrous

stars on any given clear night. My friends story about the

two boys has given me hope though because in it I heard

the hearts of those who sll know that pleasure emanates

from imaginaon. To those boys, a discarded baered

toy t for the garbage can could sll be a great source of

pleasure because they have imaginaon.

But we cant help it but queson their moves. From 2001 to

2010, PCSO has spent Php7.2 billion on adversing and public

spree like this half-century contract. This is preposterous, even

if the projected results will purportedly be for the common

good. If the government will indeed benet from it, how sure

that this will benet our country and not just another milking

cow for idle hands?

Now, that PCSO has debt, they are giving the problem to Pres.

Aquino. What happened to the previous administraons? The

previous PSCO chairs? Are they unpercepve enough that they

consider the PCSO as a boomless pit of money or do they just

simply dont care?

Its infuriang to know, that this trend has been prolonged for

so many years. These amounts are ridiculously high. Government

agencies are throwing billions of pesos in anomalous contracts

and unnecessary expenses. At the rate things are going in our

government agencies, not only will our kababayansconnue to

wallow in poverty but also our government itself will be even

more neck-deep in debt.

Pres. Aquino promised us that hell cut off corruption inthe country. Lets just hope that he may be able to do that

soon, and start with the agency that should be helping our

kababayans, or he might just end up with nothing left but an

astronomical debt and a starving country.

keeping the Waray-waraylangage alive

Better late than later.When Bert Ada visited me one earlymorning in December to inform me about the

existence of this newspaper and to invite me to join

its pool of writers, I immediately said Yes! The

decision came easy; a quick look at the Opinion

Pages and the staff box showed that the people

involved here are my friends or acquaintances.

The more sticky part was the writing. It was

difficult to write a column when Christmas was

in the air, and I had another writing job to attend

to, which contract said it had to be finished in

six weeks.

You see, I had been commissioned to

translate to Waray-waray the English language

contents of a 64-pag e Mother and Child Book

produced by the Japan International Cooperation

Agency (JICA). This booklet would be publi shed

and initially distributed as personal reference andrecord of mothers in the Waray-waray-speaking

areas of Leyte.

I accepted the offer because I was particularly

challenged by some debasing claims in the academic

community that Waray-waray is a dying language

because of the dearth or virtual absence of printed

literature in this language. I wanted to prove the

pessimists wrong with whatever output I could

come up.

I started the translation task starting the

third week of November, got stalled for two

January 15 deadline. For reference, I used two

ancient Bisaya-Spanish dictionaries, two modern

dictionaries with English translations, and an

English-Spanish dictionary.

Yes, our language was known as Bisaya

throughout the Spanish era. It was called Binisaya

by the founders of the Sanghiran san Binisaya

(Academy of the Bisayan Languages) early

last century. The late poet and writer EduardoMakabenta still insisted on this name in the

dictionary published by his heirs in 1979.

But such was the inuence of the movie

Waray-waray in the late 1950s that our language

and identity as a people suddenly took a new label

that is not exactly something to be very proud of.

Here is my effort at translating the page on

the Ten Commandments of the Child to the

Parents.

tables when needed. The living room has grass forooring and is virtually open as in an indoor garden

and is reached through a side entrance via a lanai.

What appears as the front door from the street

is actually a backdoor leading to the dining area.

Leaving no space to waste, the kitchen may seemed

Lilliputian but youd be surprised at what you can

cook in its airplane galley size dimensions.There is

ample sleeping area with enough foam mattresses

provided for sleeping on the cool bamboo oor in

the common areas uptairs to sleep a total of eight or

even ten family members or group of vacationers.
