Robin Aircraft’s new Swiftwing and the new MT‘scimitar’ propellor had their first showing in theUK at the Robin fly-in organised by MistralAviation at Elstree Aerodrome on 5th September.

The Swiftwing, first announced at AeroFriedrichshafen earlier this year, is nowapproved. It is available with either Oratex (saving 5 kg in weight) or Diatex. It provides a completely smooth upper wing surface, improving performance and eliminating crackingand crazing of the paint that eventually occurson the surfaces of fabric covered wings.

Approval for thenew, quieter, MTautomatic variablepitch propellor forthe diesel enginesis expected inOctober. The propellor willbe standard on theRobin DR401 dieselaircraft with no price increase.

Performance gainsof the Swiftwing /MT propellor combi-nation are 3 ktreduction in stallspeed, 10% betterclimb rate andabout 5 kt improvement in cruise speed.

Daher Aircraft Business Unit’s hand over of the 37th TB 20Trinidad to France’s ENAC.

Daher’s Aircraft Business Unit has delivered the 37th TB 20 Trinidad upgraded for the FrenchNational Civil Aviation School (ENAC), concluding an enhancement program for theseaircraft single-engine aircraft used by traineepilots from French and foreign airlines.

The upgrade contract was awarded to Daher in2011, and involved the installation of a GarminG500 integrated avionics suite, two combinedGNS430W communication-navigation systemsand a data recorder. A number of options alsowere implemented, including the installation of a fuel flow indicator and incorporation of theWAAS (GPS wide area augmentation system)upgrade for TB 20 GTs that already wereequipped with GPS and navigation systems(GNS).

The G500 suite fitted to ENAC’s aircraft comprises a primary flight display (PFD), a 15-cm. multi-function display (MFD) and its asso-ciated sensors, an attitude and heading

reference system (AHRS), the GDC74A data concentrator, a magnetometer and a GAD 43adapter that transmits attitude and heading datato the autopilot.

Built by SOCATA, now a part of Daher company,the piston-engine TB-20 is widely used for training and general aviation. At ENAC, the TB20 fleet is part of the school’s inventory that consists of 130 training aircraft. “With the TB-20upgrade, we’ve continued a long-standing relationship with Daher, which traces its roots to SOCATA – a historical partner of our school,”declared Marc Houalla, ENAC’s DirectorGeneral. “By adopting a glass cockpit configuration for our TB 20 aircraft, we can moreeffectively prepare trainee airline pilots for theirfuture working environment. This is a decisivefactor in attracting new airline customers.”

In enhancing ENAC TB 20, Daher applied itsexpertise in avionics modernization and aircraftmodification, with capabilities covering allaspects from feasibility studies and project management to installation, flight testing, certification, acceptance and delivery.

REGULATIONSUK CAA launches second and final GArules consultation

A consultation on simplifying many of the national rules and regulations that affect UKGeneral Aviation (GA) and opportunities for further deregulation is now underway through asecond and final consultation on GA elements inthe Air Navigation Order (ANO).

The announcement in mid-September, follows an earlier consultation in March this year on thewider aims of the review and follows a commit-ment made by the CAA, in response to theGovernment’s GA Red Tape Challenge, to reformthe regulatory regime for the UK’s GA sector.

Responses to the previous consultation, whichare also detailed in today’s announcement, wereextremely supportive of the principles of thereview. As a result, the new consultation makesdetailed proposals on changes to the rules andregulations for pilot licensing, operations and airworthiness with a view to deregulating or delegating where possible in order to simplifycompliance for GA pilots and organizations.An impact assessment on these proposals hasbeen completed that indicates a substantial saving to the GA community.

All the proposals follow our principles alreadyadopted for the oversight of GA, which include:• only regulate when necessary, and do so proportionately

• deregulate where possible• delegate where appropriate• not to gold-plate, and quickly and efficientlyremove gold-plating that already exists• help create a vibrant and dynamic GA sector in the UK.

All the proposed changes have been influencedby an independent GA challenge panel chairedby Julian Scarfe, Vice President of Europe AirSports, which was put in place to provide challenge and act as a critical friend to theprocess.

Where possible changes will be introduced priorto the new ANO by exemptions to bring the benefits to the GA community as soon as possible.

• The current consultation is available atwww.caa.co.uk/consultations and will close on 4 November 2015. A new ANO is expected to be enacted in autumn 2016 to closely align withthe arrival of European Aviation Safety Agencyoperational rules for private aircraft.

The first-ever world cup trophy in the sport of formula one air racing has been won by Thom Richard of team Hot Stuff in the final raceof the 2015 series in Reno, Nevada on Sunday.Richard, of Sweden, won all three races held in Tunisia, Spain and the USA to achieve this decisive and historic victory in the internationaltitle for multiple-plane pylon air racing.

Despite Richard’s wins in North Africa andEurope, the world cup trophy was always in contention down to the final event in the USAwhich was attended by tens of thousands ofrace fans at the US National Air RacingChampionships. The challenges faced by all 20 teams in the Air Race 1 World Cup wereimmense, being the first time in the 70-year history of the sport that racers had to competeacross a series of international races.

The final event was full of drama and grippingaction with many passes that kept the spectatorsguessing about the outcome. The heat races inthe days prior that led to the final grid positions

were tense and competitive requiring the groundcrews to work long into each night on modifica-tions and enhancements to extract every ounceof performance from the race machines.

Richard won the top points in the final race, fol-lowed by Justin Phillipson, who was debuting hisnew airplane “No Strings Attached” that he andhis brother built themselves. Philip Goforth hadrebuilt his airplane “Knotty Girl” and changed toa new wing design, among other new improve-ments that helped him edge into third in theNevada event.

A Dornier Do 28-A1 has been installed as a ‘gate guardian’ at Spain’s IES Barajas technical college near Madrid airport. The aircraft, currently on display without painting and numbers was used up to 1980 for aerial photography. It is believed to be one of only twocomplete examples in the country.

MT-Propeller Entwicklung GmbH has yetreceived the EASA STC #10054491 for the next generation 3-blade scimitar composite propeller MTV-12-B/188-59f on the RockwellCommander 112, 112B powered by theLycoming Engines IO-360-C1D6 or IO-360-C1D6with approved “Turbonormalizer”. The FAA STC is in progress.

MT-Propeller Vice-President Martin Albrecht says, the certification flight tests have shown,that the new propeller installation on theRockwell Commander 112, 112B reducesground roll & takeoff distance over 50 ft obstacle by 90m (295 ft) and increases climbperformance slightly. The propeller has approx.13 kg (29 lbs) less weight than the original 3-blade metal propeller.

Due to the smaller diameter the MT-Propeller for the Rockwell Commander 112, 112B hasmore ground clearance for less FODs. The MT-Propeller natural composite blades provide significant inside and outside noisereduction. They have no life limitation and are repairable in case of an FOD.

Garmin has announced a new touchscreen controller option, which serves as the interfacebetween the pilot and G2000, G3000 and G5000Integrated Flight Decks (IFD), while also providing Standby Flight Display (SFD) capabilities.

A new, high-resolution landscape display andresponsive infrared touchscreen serves as the primary point of entry, so flight plan modificationsand data entry are streamlined and simplified.

The GTC 580 leverages the intuitive icon-drivenGTC 570 interface, providing complete fight deckmanagement control, including flight planning,radio and audio management, weather systemscontrol and more.

Standby Flight DisplayStand-alone Attitude and Heading ReferenceSystem (AHRS) and air data sensors derived froman independent source display back-up attitudeinformation on the GTC 580, alleviating the need toinstall a dedicated back-up display in the panel.

In addition to standby flight attitude information, theGTC 580 also displays airspeed, barometric altitudeand heading information along side attitude infor-mation on a single display. For added redundancy,primary AHRS data from the Integrated Flight Deckis sent to the GTC 580 and compared against thestand-alone AHRS and air data information.

Pilots are immediately notified of any discrepan-cies found between the AHRS sources and canmanually select standby flight mode or in theunlikely event of a PFD failure, the GTC 580 canrevert to SFD mode automatically.

Intuitive InterfaceLeveraging Garmin’s expertise in touchscreenflight displays, the GTC 580 features a simple touse and responsive icon-driven interface on a 5.8-inch liquid crystal display (LCD). The sunlightreadable high-resolution (1280 x 768) color displayboasts an infrared touchscreen for faster and moreresponsive data entry – even with gloves. In addition to serving as a standby flight display,pilots can fully control the Integrated Flight Deckdisplays via the GTC 580. Complete control of themoving map and weather overlays on thePFD/MFD, management of the transponder andradio/audio controls and more, are availablethrough the touchscreen controller.

Shallow menustructures add to the simplicity of operation andease of control of the MFD pages within theIntegrated Flight Deck. Additionally, flight planentry is quick and efficient and entering complexflight plans or last-minute flight plan reroutes iseasy, allowing pilots to focus on the task at hand– flying the airplane.

Added FunctionalitySupport for up to four GTC 580 displays may compliment aircraft that incorporate the newcontrollers. Each controller can support any modeselection, including MFD control, PFD control,NAV/COMM control with a dedicated keypad, aswell as SFD modes. The wide landscape displaysupports a QWERTY keyboard option that makesdata entry familiar and more efficient. Following recent announcements that certifica-tion would be moved out two years later thanoriginally scheduled, Bombardier has said thatthe Global 7000 and 8000 programmes.

Among those milestones, the engines have beenmounted on the first Global 7000 flight test vehicle (FTV1), which includes all major structural components: rear, centre and forwardfuselage sections, wing, landing gears, and vertical and horizontal tail stabilizers. In additionto the new engines, installation of the wiring harnesses and functional test procedures havecommenced on FTV1.

A second flight test vehicle is in final assemblywith major structural components joined such as the rear, center and forward fuselage

sections, and cockpit. Two additional flight test vehicles are in various stages of production and assembly.

Other development milestones were achievedwith the aircraft programme’s airframe and systems testing: the Integrated Systems Testand Certification Rig (ISTCR) has been commis-sioned and safety of flight testing is underway;the avionics System Integrated Test Stand (SITS)rig has been installed at the Toronto site, and theGlobal 7000 Complete Airframe Static Test(CAST) rig has been commissioned.

The above comprehensive test articles willensure the maturity and reliability of the aircraft’sstructure and systems throughout the flight testprogramme and before entry-into-service. Once certified, Bombardier says theGlobal 7000 will feature the first and only truefour-zone cabin, setting the standard for a newcategory of large business jets and providingunmatched performance, flexibility and comfort.It will feature a wing that optimizes both short-field and high-speed, long-range performance,coupled with highly efficient engines, the largestcabin and the most advanced cockpit, according to Bombardier.

FBOSignature To Acquire RivalLandmark in BlockbusterDeal

Landmark's 68 FBOs are part of the deal for BBA to acquirethe company from affiliates of the Carlyle Group.

In what would be the largest acquisition ingeneral aviation service industry history, aswell as a substantial wager on the continuingresurgence of business aviation, SignatureFlight Support parent company BBA Aviationannounced towards the end of September,that it has agreed to purchase LandmarkAviation from investment fund manager The Carlyle Group for $2.065 billion.

Included in the deal are Landmark’s 68 FBOs inNorth America and Europe and its MRO business, as well as its aircraft charter and management division, which would give BBA itsfirst involvement in that segment.

The transaction, subject to approval by regulators and company shareholders, wouldeclipse Landmark’s purchase last year of Ross

Aviation and its 19 FBO locations, which wasworth an approximate $375 million.

“The acquisition would enable customers to benefit from an extension of Signature’s industry-leading service offering and its operational excellence across a much larger network of high quality locations,” said BBACEO Simon Pryce. “Combining Signature andLandmark Aviation also would realize significantcost synergies as well as substantial tax benefits.”

Signature operates 133 FBOs in its worldwidenetwork, and between the two companies thereis currently redundancy at 12 locations, nine ofthem domestic, which would entail official scrutiny of the deal under the Hart-Scott-Rodino(HSR) Antitrust Improvements Act.

In Europe, the two companies compete at ParisLe Bourget, where Landmark last year opened anew FBO complex, and at London Luton Airport,which was added to Landmark’s portfolio lastyear when it purchased the former RSS JetCentre’s three UK locations.

Speaking at the Wichita Aero Club towards the endof September, Aerion Corp. chairman Brian Barentssaid that “we are on the verge of a new supersonicage” in air travel. Aerion, in partnership with Airbus,is developing the Mach 1.5+ AS2 supersonic busi-ness jet (SSBJ), which is now expected to be certi-fied in 2023. Final assembly is likely to be conduct-ed in the U.S., he revealed.

The company’s market studies suggest a demandfor 600 SSBJs over 20 years, even at the three-engine AS2’s $120 million price point and with arestriction that the aircraft be operated at subsonicspeeds over land, he noted. “For the first 10 to 15years, the supersonic market will consist of entre-preneurs, ultra-high-net-worth individuals and, overtime, more corporate customers, as well as perhapsgovernments,” Barents told attendees. “These willbe the pioneers of the new supersonic age.”

Speaking about the AS2’s powerplant, he said thatAerion is seeking an engine that meets Stage 4noise and emissions standards, as well as provides

for growth. “We have had some fruitful discussionswith the major engine suppliers,” Barents noted,“about which we hope to have more to say soon.”

He said the largest hurdle for the company is notsonic boom mitigation—since the AS2 can reachabout 5,000 nm at either Mach 0.95 or Mach 1.4 -but meeting airport noise standards. “Without achange to community noise regulations, a new generation of low-boom supersonic [aircraft] willliterally not get off the ground,” Barents maintained.“That is why we are advocating in our discussionswith NASA, the FAA and international bodies fornew research aimed at the development of anappropriate noise standard for supersonic aircraft-one that provides an equivalent level of noise reduction to that required of subsonic aircraft.”

This “physics based” approach is consistent with the “equivalent technology” and “economicreasonableness” principles that the FAA hasemployed in the noise-reduction requirements incurrent rules. “A new standard would enable thedevelopment of supersonic aircraft that are aerodynamically efficient, fuel efficient and minimize community noise emissions consistentwith maintaining economic viability,” Barentssaid.Meanwhile, Airbus “will play a large role in thedevelopment of the AS2,” he noted, adding that theairframer is “our OEM partner” and is with Aerion“to the finish line.” Barents also pointed to Airbus’s“significant U.S. resources,” saying that he wouldnot be surprised to see the company collaboratewith Airbus divisions in the U.S. “Aerion will own theAS2 type certificate,” he said. “And we anticipateAerion will conduct final assembly in the U.S., with extensive support from Airbus in engineering manufacturing and certification.”

Sloane Helicopters is a comprehensive helicopter service provider which hasremained within the same private ownership of its current Chairman, David George, for overforty-six years. In 1995, Sloane was appointedas an approved AgustaWestland ServiceCentre and as the Sole Distributor for the UKand Ireland. Twenty years later, SloaneHelicopters is still selling and maintaining arange of AgustaWestland helicopters and looking forward to hosting a celebration tomark this remarkable anniversary.

Since its appointment as Sole Distributor, Sloanehas introduced approximately 100 new and pre-owned VIP, EMS and Police variants ofAgustaWestland helicopters into the UK andIreland. The first new aircraft delivered were twoA109Cs and two AB206s, swiftly followed by thevery successful AW109E Power series. In 2004the Company delivered the first A119 Koala intothe area followed by the AW109S Grand in 2005.The advent of the AW109SP GrandNew marked anew chapter with the first aircraft arriving in 2011.

In 2006, Sloane signed a multi-year DistributorAgreement with AgustaWestland for €220 millionworth of helicopters. This was a marked step interms of the relationship between the two companies with both parties renewing the current agreement.

During the twenty-year period of operating as anAgustaWestland Service Centre, Sloane hasextended its headquarters at Sywell Aerodromeand also opened a dedicated facility inEnniskillen, Northern Ireland. In 2006 Sloane was contracted to provide maintenance supportfor three AW109E Powers for the UK Ministry ofDefence at RAF Northolt. All three maintenancebases continue to operate today and Sloane’sengineering capabilities extend from routine service through to aircraft modifications and overhauls.

Sloane is in the enviable position of having hadtwenty years of experience as an AgustaWestland

Distributor and Service Centre and has continuallydeveloped its capabilities through the addition ofnew AgustaWestland products such as theAW109S Grand, AW109SP GrandNew, and nowthe AW169 as a utility and corporate aircraft.Sloane’s long-standing relationship withAgustaWestland has enabled it to gain a deepunderstanding of AgustaWestland’s ethos andworking practices, with very close relationshipshaving been forged with personnel throughout the AgustaWestland organisation.

Cotswold Helicopter Centredelivers 14th UK Cabri

The 14th GuimbalCabri G2 helicopterhas been delivered to the UK – serial No 1110 is registered as G-SDTL and will beowned and operatedby the Gazelle Squadron Display Team Ltd, who,among other things, run the eponymous displayteam. The aircraft will be based at Bourne ParkAirfield, three miles north of Andover inHampshire, where it will be used primarily forflight training.

The UK NPAS (National Police Air Service) has awarded the contract to deliver 4 role-equipped fixed-wing surveillance aircraft toAirborne Technologies. With the introduction ofthis new generation of fixed-wing aircraft to thehelicopter-dominated fleet, UK NPAS willenhance its capabilities and reduce its cost.In addition to substantial German police units,another important police force will now rely onthe Austrian company that has established itselfas the first choice partner for police aviation.

After an intensive warm-up phase, working side-by-side with NPAS and winning the contract

for a 6-month trial, Wolfgang Grumeth, CEO ofAirborne Technologies said, "Dealing with therequirements of one of the most advanced policeforces was a great challenge. UAV-DRONESUK – Cumbria Police to use UAVs

Earlier this year,staff from theConstabulary’sOperationalSupport Unitpurchased twoUAVs in order to assess the benefits of using them asan operational resource. Rigorous testing hastaken place and they have already been used ina number of missing person searches to greateffect.

The UAVs, which cost £2,300 each, will provide4K, FHD and HD footage to officers. An officerwill control the aircraft from the ground, in line ofsight, using a portable console from up to 500metres away.

The officers will be using the equipment in linewith the current Civil Aviation Authority (CAA)regulations.

Chief Inspector Matt Kennerley, from theOperational Support Unit, said:“The benefit ofusing UAVs to assist police operations hasalready been proven in other police force areasand we believe this is going to be an innovativeand cost-effective resource that will enable officers to save lives and tackle criminal activity.“The UAVs will help collect evidence and monitorevents from a distance which would help usdetect crime and prosecute offenders. The UAVscan also be deployed into situations wheredeploying patrols would put members of thepublic or officers themselves at risk.

“Previously the only way officers in Cumbriacould gain aerial assistance was to call out apolice helicopter from the National Police AirService. This would not only be a costly resourcefor the force but it can also be time-consuming.The use of the UAVs however provides a solution to this problem.

HELIPADHelipad planned forrevamped UK-Lutonand Dunstable hospital

The redevelopment of a university hospital could see itbecome the first in the county with a dedicated helipad.

At a September meeting of the Luton BoroughCouncil Health and Scrutiny Board on Thursday,an update was presented to councillors outliningthe progress of the revamp.

Speaking at the meeting, David Hartshorne, programme director of the work said: “We want to become a major emergency centre for the area and the helipad is integral in achieving that.” Currently, the closest hospitalhelipad is either in London, or at Addenbrookesin Cambridge.

A spokeswoman for the East Anglian AirAmbulance said: "We are keen to work with ourlocal hospitals in establishing a helipad close tothe emergency department. "We are delighted to hear that the new hospital in Luton will have a helipad."
