Gama Aviation part of the global GamaGroup, confirmed last month that the ScottishAmbulance Service has selected Gama to beits dedicated provider of Air Ambulance services for a further 7 years (2013 - 2020).

Gama’s long association with the ScottishAmbulance Service and NHS Scotland whichcommenced in 1993 was today furthered withthe announcement that it will continue to providean integrated Air Ambulance Service to the people of Scotland into the next decade.

The new service incorporates a number of newfeatures alongside the core aircraft provision of two Beechcraft King Air 200C fixed wing turboprop aircraft based at Aberdeen andGlasgow airports respectively.

Two Eurocopter EC135T2 helicopters based atGlasgow and Inverness, are to be replaced bytwo new made-to-order EC145T2 helicopterswhen the new aircraft are available in 2014. This will allow clinicians more room to treatpatients in flight whilst also giving improvedrange. In addition these aircraft will be complemented where required by EurocopterSuper Puma helicopters based in both Shetlandand Aberdeen.

REGULATIONSLight at the End of the EASA Tunnel

The French-led working group that aims to create a new world oflight-touch regulation for European generalaviation has produced a set of guiding principles for EASA which was being considered by the Agency's Board ofManagement following their June meeting.

Although the full details are confidential, thebasic tenets are that there should be no regulation without a specific safety aim, andevery new regulation should be tested with a fullrisk analysis and a cost-benefit study before it isimposed.

The group wants EASA to move completelyaway from the 'top-down' concept of creatingregulations for Commercial Air Transport thenimposing them on GA, sometimes in a slightly

watered-down form. It wants EASA to adopt theICAO stance, which specifically states thatauthorities do not owe the same duty of care toGA participants as they do to paying customersof the airlines and uninvolved third parties.

GA's place in the Single European SkyThe second edition of Europe's Air TrafficManagement Master Plan has been released forconsultation, and IAOPA is disappointed that itdoes not go far enough in taking the needs ofgeneral aviation into account.

The Master Plan - a milestone on the road to the Single European Sky - focuses largely onthe airlines, while GA is addressed as an after-thought. The risk is that GA aircraft will beforced to pay for expensive on-board equipmentwhich will benefit only the airlines. The first edition of the Master Plan, adopted in March2009, suffered from a similar deficiency, and atIAOPA's request the European Commission metwith representatives of the many strands of general aviation so they could get a betterunderstanding of how GA worked.

Flying to England forthe Olympics?- Zones to be patrolled by militaryaircraft

South of England Restricted Zones

The United Kingdom has imposed prohibited andrestricted zones in the south of England to coverthe Olympic Games from July 15 to August 15,and the Paralympic Games from August 16 toSeptember 12. The zones will be patrolled by mil-itary aircraft with orders to shoot down any unau-thorised intruders.

Arrangements have been made to ensure that as far as possible, general aviation can continueto operate during the Games, and it should be possible for anyone who wishes to fly intoEngland for the Olympics or for any other reasonto do so unhindered.

You must, however, know the rules.

Armed RAF Eurofighter Typhoons will bepatrolling the skies.

A special military air traffic control system hasbeen established to cover the area, and only aircraft whose flight plans have been acceptedby this system – known as 'Atlas Control' – willbe allowed entry. You will have to carry a work-ing Mode C or Mode S transponder and willhave to stick to your agreed route and, withinreason, to your timings.

In addition, more than 40 airfields aroundLondon have been taken into the slot allocationsystem, so you cannot turn up at most of themwithout a landing slot. The restrictions are, infact, less onerous than those which covered theGames in Vancouver and Athens and the footballWorld Cup in South Africa.

Dutch CAA Swoop on Law-abiding Pilots

The Dutch CAA and police have mounted asecond day of surprise inspections of pilotsready for departure at four major airfields inthe Netherlands, and once again had little toshow for their efforts.

Ary Stigter of AOPA Netherlands reports that theCAA ran a similar exercise last year, when somesmall infringements were noted. This time, they

came up with even less. CAA staff checked allpreflight planning, including weight and balancecalculations, fuel management and navigationplanning, up to date charts, alcohol abuse, andNOTAM and weather briefing.

They also inspected all documents and equipment. Only one problem was reported - a foreign aircraft was not carrying the currentELT, which is mandatory for border-crossing traffic. This resulted in an official warning for thepilot, without penalty or obligation of immediateadjustment.

Permits Now Valid in Channel IslandsThe Channel Islands, which are effectively self-governing British dependencies off thecoast of France, have moved to make life easier for flying visitors in aircraft which donot have ICAO Certificates of Airworthiness.

Fergus Woods, Director of Civil Aviation forJersey and Guernsey, has published a series of exemptions to the Air Navigation Orders covering the islands to allow flight by aircraftwhich have Permits to Fly issued in otherEuropean countries. The exemptions cover all

home-built aircraft registered in countries of the European Civil Aviation Conference.

CERTIFICATIONEASA Certifies First ThreeLight Aircraft Under NewRules European regulators have certified three aircraft under a newly created category that is similar to the light sport aircraft (LSA) category used in the United States.

The European Aviation Safety Agencyannounced June 4 that the Czech Sport AircraftPS-28 Cruiser, the Flight Design CTLS-ELA, andthe Evektor SportStar RTC are the first threemodels certified for European use under the newcategory. Other aircraft are expected to follow,and EASA is working to further refine the certifi-cation requirements imposed.

ASTM Standard andEuropeGeneral Aviation ManufacturersAssociation Director of Engineering andManufacturing Greg Bowles said the new regulation creates a European certification standard similar in many respects to the ASTMstandard applied in the United States, with a

1,320-pound weight limit and two-seat limit.

The key difference, Bowles said, is U.S. lightsport manufacturers are able to conduct flighttests and other validation procedures withoutdirect supervision by regulators or theirdesignees at each phase of the process. In Europe, while the new standards for light aircraft certification are less cumbersome—andcostly to comply with—than the standard for air-craft with a gross weight above 1,320 pounds,light sport certification remains in Europe similarto Part 23 certification in the United States, withactive participation by regulators required astests are conducted. “This is kind of an interimstep,” Bowles said. “It’s not the golden solution.”

Applying the ASTM standard to light aircraftworldwide remains the “golden solution” soughtby GAMA and others in the industry. “We thinkthat would be a great benefit to Europe,” Bowlessaid, noting that such a change would requireaction by European lawmakers. “It’s a legalissue in Europe: They need to change their lawto allow that to happen.”

Having moved to a new event date,AviationExpo Europe took place over the weekend of 22-24 June with mixed fortunes with the weather.

Static Park and Military Display Area

Both Friday and Sunday brought strong windsand rain resulting in unsuitable flying conditions.Saturday was a much better day for all with thesun finally shining, the show experienced itsbusiest ever Fly-In and Gate traffic for one day.

The TRIG Display team produced their best forSunday at Bitburg.

NOTABLE INCLUSIONS- The Hall included a range of diverse productsand new exhibitors: Teslar Industries, Laversab,Hochschule des Saarlandes and Ceteor werenotable new inclusions to the exhibitor line upfor 2012. The Pilot Shop by the end of the week-end ran out of stock, despite the impact on theweather on 2 of the 3 days.

Opening Ceremonial German and British flagsarrived courtesy of the Firebirds Parachutist.

The British Old Timer Car Club and RoutemasterDouble Decker Bus were part of the "Spirit ofLondon Theme."

Historic Ju52 Readies fora Spectacular Journey

Bronco Demo Team (BDT) are very pleased to announce that our third OV-10 Bronco, the for-mer German 99+18, has successfully completedits maiden flight on Saturday 26th of May atSchwenningen-am-Neckar Airfield in Germany.The Bronco had been on static display at theInternational Aviation Museum - Manfred Pflummsince 1991.

Over the past 12 months a group of dedicatedBronco enthusiasts under the leadership of Tony DeBruyn, expended a lot of work in order to make theaircraft airworthy again. The aircraft received detailedinspections, repairs as necessary, overhauledengines and propellers. When the restoration workwas finished with engine runs performed, the UKCAA inspected the aircraft in detail and a ferry permitwas subsequently issued under it’s new G-ONAAregistration.

On Monday 29th of May Bronco 99+18 started it’sferry flight to the UK via Wevelgem airport inBelgium. The farewell flight was attended by a largeparty of Bronco Demo Team members, who wavedTony off together with museum owners Margot andManfred Pflumm and many Schwenningen-am-Neckar airfield residents. Heinkel 115 Emergesfrom Lake

A major gap in the ranks of surviving SecondWorld War Luftwaffe aircraft was plugged onJune 2 when a Heinkel He 115 floatplane, a previously extinct type, was salvaged fromHafrsfjord, south-western Norway.

The substantially intact, three-seat, torpedobomber/minelayer/ reconnaissance machine,which is missing its floats and starboard engine,has now been dismantled and is in a large freshwater bath at the Flyhistorisk Museum, Sola (FMS), to arrest the onset of corrosion.

TEMPESTIntroduces AT5KSpark Plug Resistance Tester High internal resistance in aviationspark plugs is rapidly becoming aconcern that many pilots andmechanics are beginning to recognize as a source of rough running engines and chronic magneto related problems.

Realizing that a growing number of maintenance facilities and pilot / owners are incorporating a sparkplug resistance check as part of their preventive maintenance, Tempest felt it would be beneficial tomake it as easy and efficient as possible to conductsuch a test. Therefore, Tempest is pleased to introduce its AT5K resistance tester.

The Tempest AT5K resistance tester is a very efficient and effect means to test the internal resistance in all aviation spark plugs. Simply placethe spark plug, barrel side down, over the contactpost and touch the other lead end to the firing end ofthe center electrode. If the light is green, the sparkplug resistance is below 4kΩ (thousand ohms). If both the green and red lights are on, then the plugis between 4-5kΩ. This is acceptable for serviceableplugs. If only the red light is on, this indicates a resistance value in excess of 5kΩ and the plug shouldbe discarded and replaced.

– AirborneTechnologiesTecnam MMdemonstratorduring recentUK NationalPolice AirServices testing.

N.P.A.S. (National Police Air Services) a speciallyfounded body to co-ordinate the provision of airsupport to UK police forces, tested the TecnamMMA during May and June 2012.

Airborne Technologies configured its MMA demon-strator aircraft for this trial period, to the needs ofthe Greater Manchester Police (GMP) crew. GMP currently operates both a fixed wing and rotary aircraft and has 10 years experience of fixed wingsupport all over the UK.

Challenger 300 in Demand

Last month, just over one year after the largestbusiness aircraft sale in its history, Bombardiersurpassed the record, announcing a firm orderfrom NetJets for 100 Challenger business jetswith options for an additional 175 aircraft.

Bombardier also announced a long term aftermarket support agreement with NetJets. Thetransaction for the firm aircraft order is valued atapproximately US$2.6 billion based on 2012 listprices. If all the options are exercised, the totalvalue of the order is approximately US$7.3 billion (also based on 2012 list prices). Theaftermarket agreement is for a term of up to 15years.

Assuming certain aircraft usage projections anda 15-year term per firm aircraft, it is valued atup to US$820 million. If all options are exercised,the aftermarket agreement is valued at up toUS$2.3 billion. The combined sale and

aftermarket agreement are valued at approxi-mately US$9.6 billion if all options are exercised.

The firm order comprises 75 Challenger 300s(deliveries scheduled to begin in 2014) and 25Challenger 605s, with deliveries scheduled tobegin in 2015. The options comprise 125Challenger 300s and 50 Challenger 605s.NetJets' new aircraft will be operated in NorthAmerica and Europe. In addition, Bombardierannounced that London Air Services (LAS) hasplaced firm orders for five Learjet 75s, valued atapproximately US$65 million. LAS is the firstCanadian operator to place a firm order for thenew light jet

Bombardier shares rise on NetJets deal The NetJets order this week for Bombardierbusiness jets resulted in a 0.9% rise Tuesday inthe company's shares on the Toronto StockExchange. "This was a yearlong campaign," saidSteve Ridolfi, president of Bombardier's business-aircraft unit. Bombardier business jetsare the Montreal manufacturer's largest productsegment.

Bombardier forecasts $648B for business aircraft by 2031Bombardier Aerospace released its latest fore-cast, saying that 24,000 business-jet deliverieswill take place from 2012 to 2031. The forecastpredicts the deliveries will be worth $648 billion."While the business aviation market continues torecover, current market indicators are mixed,"Bombardier said. "Market confidence needs tobe fully restored for industry business jet deliveries to increase strongly and enable theindustry to realize its full potential."

REGULATIONSBizAv Associations to JointlyDevise an EU-ETS GlobalAlternativeOn the occasion of CBAA 2012, Canada’s leadingevent for business aviation, several prominentnational Business Aviation Associations and theirinternational representative body, IBAC, gatheredto review their joint positions on the EuropeanEmissions Trading System (EU ETS). FabioGamba, CEO of the European Business AviationAssociation (EBAA), set out the European per-spective, emphasizing that he shared the audi-ence’s frustration over the scheme’s many flaws.

These shortcomings include the discriminatory treat-ment of business aviation, not only in the distinctionmade in the Directive between commercial and non-commercial operators and how the de minimis rule isapplied, but also in the system’s cost ineffectivenessand its focus on punishing CO2 emitters instead ofencouraging their efforts dedicated to improving theindustry’s carbon footprint. As for the scheme itself,Gamba stressed that its timing couldn’t be worse andshould have at least been coordinated with EUMember States – several of which continue to tax aviation also for environmentally-based reasons.

“There’s no denying that aviation emissions will growover time despite the sector’s constant technologicaland operational improvements and its formal long-term commitment to reducing the impact of aviationon the environment. And although business aviationemits less than 2% of air transport emissions – andless than .04% of total man made emissions - weconfirm our sector's role in helping to combat globalwarming,” Gamba said. “Indeed we have alreadycalled for and recognised the role of interim globalmarket-based measures to foster the fulfilment of ourthree long-term targets, namely

1) carbon-neutral growth by 2020, 2) improvement in fuel efficiency of an average 2%/year until 2020, 3) an absolute reduction of 50% (based on 2005) ofour CO2 emissions. However, we believe the time hasnow come to define what these measures should be.”

Don Spruston, Director General of IBAC, also cautioned that resistance to the EU ETS could lead to retaliation which would harm all parties. “We understand the frustration that unilateralism andbadly-crafted legislation can generate,” he added,“but we also note, importantly, that the EuropeanCommission has agreed to abandon its scheme ifand when a global agreement on an aviation climatechange program is sealed. This is an opportunity wewant to seize.” He therefore called upon the interna-tional business aviation community to rally behind theworldwide aviation effort to develop an alternate, global, market-based measure to the EU ETS. SamBarone, President & CEO of CBAA, noted: “We need to devote our resources to finding an international agreement that has the full support of the

industry worldwide. Today various international bodiesare already reflecting on how best to achieve it. Wecommend their efforts, but we must take a moreactive role in their work.”

EBAA and their colleague business aviation associa-tions, working with IBAC, are therefore calling for thedevelopment of such a global agreement under theleadership of the International Civil AviationOrganization (ICAO). Barone concluded that the EUETS had triggered discussions at a global level whichshould provide a much needed push to reach a global solution under ICAO. “We certainly don’t support the EU ETS for all the reasons mentionedabove. And we will join our colleagues inpushing for afairer, international, market-based measure that helpsaccommodate our ambitious environmental goals inthe short- to mid-term. Indeed, we warmly welcomethe constructive debate generated at our 2012Convention and are delighted to offer further facilita-tion from our offices in the home country of ICAO.”

FIRST FLIGHTHAD 1-T Light Helicopter’sMaiden Flight

France-based Heli Air Design (HAD) haveannounced the completion of the maiden flight of their HAD 1-T “Helineo” light helicopter. In a press release on 12 June, the companyrevealed that the first flight took place on 26 April.

Despite the poor weather conditions at Metz-Nancy Lorraine airport, Lignier was able to takethe turbine-powered two seat helicopter through a series of take-offs and landings before carryinghover-taxi manoeuvres in ground-effect.

The company said the flights 'demonstrated that the aircraft complies with earlier technicalforecasts.'

HAD now plans to conduct further flight trialsleading to French (DGAC) civil certification. They will build two more pre-production aircraftand 'implement the industrial resources forseries production.' The company debuted themachine at Helitech Portugal in 2010.

The HAD 1-T “Helineo” features a carbon fibrebody and weighs in at around 370 kg empty.The company claims that even with a turbineengine, operating and ownership costs of thetype will be comparable with similar-sized piston-engined aircraft. The aircraft will have arange of 300 km and cruise at 200 km/h. HADsays that market studies suggest sales potentialfor more than 30 helicopters per year.

DEMONSTRATOR TOUREUROCOPTER X3 Arrives inthe USA

Eurocopter's X3 high-speed demonstrator hasarrived in the US to begin its national tour.The prototype was transported to AmericanEurocopter's facilities at Grand Prairie, Texasby chartered air cargo freighter in readinessfor the official start of the tour on 20 June.

Eurocopter say the aircraft will visit five, currently undisclosed locations to showcaseits high speed and vertical flight characteris-tics. The company says that in addition to aerial demonstrations performed withEurocopter’s test team, the X3 will also beavailable for flight evaluations by selected US armed services personnel and civilianoperators.

“After our highly successful flight trials inEurope, the United States tour will underscorethe maturity of Eurocopter’s answer for applications where mission success dependson short flight duration through maximumcruise speed at reasonable operational costs,"said Lutz Bertling, Eurocopter president and CEO. Scotland’s state-run NHS paid Scottish AirAmbulance service has signed a new contractwith incumbent operator Gama Aviation toprovide Eurocopter EC145T2s from 2014, ithas been announced.

The seven-year contract, worth £120 million willbegin on 1 April 2013, but the new EC145 T2s

will begin operations in 2014 replacing the twoEC135s currently in use and based in Glasgowand Inverness. The contract also includes theoperation of a pair of King Air 200 fixed-wing aircraft based in Aberdeen.

Scottish Health Secretary Nicola Sturgeon said:“The Scottish Ambulance Service Air Ambulanceis the only publicly funded air ambulance service in the UK and this £120 million contractwill deliver a world class, future proof servicethat has been specifically designed to benefitpatients throughout Scotland”.

At the end of May, Eurocopter has announcedthat the EC135 simulator, operated byEurocopter’s Training Academy in Germany,has obtained Full Flight Simulator (FFS) LevelB certification from the German AviationAdministration.

According to Eurocopter, the simulator providesa multitude of training possibilities to internationalcustomers and is the first EC135 FFS in Europeto obtain this certification. It allows operators toperform initial and recurrent type training as wellas specific training on emergency procedures,instrument flight rules (IFR), offshore, nightflights, night vision goggles (NVG) and Cat Aoperations. With FFS Level B certification,Eurocopter is now able to administer skill testsand proficiency checks.
