You are aware that Mid Career Training is a mandatory training programme launched with the objective of improving their 'Next Level Competencies" at specified stages of their careers. In terms of Clause 3, Note 2 Explanation 3(2) (i) of IAS (Pay) Rules, a Member of the Service shall be appointed to the Super Time Scale only after he has completed Phase IV mandatory Mid Career Training. Thus, it is incumbent upon the Service officers to complete Phase IV of Mid Career Training Programme to become eligible for Super-Time Scale. 3. In order to facilitate officers who have not enrolled by the deadline of 1stMarch, 2015, the date of online registration for the Phase IV of MCTP has been extended to io" March 2015. Accordingly, it is imperative that you enroll with LBSNAA in the prescribed time period and complete the mandatory requirement of completion of Phase IV so as not to attract the provision ofIAS (Pay) Rules, 2007. Dear Chief Secretary,

You may be aware that a career-linked mandatory Mid-Career TrainingProgramme (MCTP) for IAS officers was started in January, 2007 with the objective ofimproving their 'Next-level Competencies' at certain identified stages of their careers.The IAS (Pay) Rules as amended, make successful completion of Phase-Ill, Phase-IVand Phase-V o( the MCTP a prerequisite for granting the career benefits of'Junior Administrative Grade', 'Super Time Scale' and 'Increment after 28th year ofService', respecti vel y, to the officers ( relevant extract of notification enclosed) .

2. In order to strike a balance between the implementation of the above-mentionedmandatory provisions of the IAS (Pay) Rules and the difficulties being faced by theCadre Controlling Authorities (CCAs) in relieving the officers due to administrativeexigencies, each officer is allowed three chances to complete each phase of the MCTP.

3. During the course of my review of the implementation of MCTP, 1have observedthat the full cap.-)city of the various Phases of the programme is not being utilized asofficers are not h.'ing released by the CCAs. It has also come to my notice that theCCAs have been i~l"anting the aforesaid career benefits to the officers without theirsuccessful comp.. .ion of the respective phases of this mandatory programme which isnot in consonance with the IAS (Pay) Rules 2007.

4. In view of 'i:c above, I would like to reiterate that it is mandatory for every IASofficer to complct. he various phases of the MCTP at appropriate stages of their careerwithin the giVC1~:hrce chances (preferably in the first year it falls due) and that theofficers should > granted the career benefits only after they have successfullycompleted the IT~" '.'dive phases of the MCTP thus complying with the provisions of theIAS (Pay) Rules, ·'IU7.
