Protests erupted across thenational capital for the second consecutive day, following the death of the Hathras gangrape victim, withstudents, women activistsand political outfi��ts taking tothe streets demanding justice for the 19yearoldwoman.
Protests began outside Uttar Pradesh Bhawan here,demanding the resignationof Uttar Pradesh Chief Minister Yogi Adityanath for therising atrocities against women and Dalits in the State.They said that the rape of theHathras victim, a Dalit woman, was not an isolated incident and that under the regime of the BJP governmentlife had turned into a nightmare for women and Dalits.
Allege harassmentMembers from the AISA, theAIPWA, the Indian YouthCongress, the Delhi PradeshMahila Congress and otheractivists had gathered at thevenue. Some activists managed to stage a candle lightvigil at India Gate later in the
evening but were detainedlater. Members of the AISAand other activists allegedthat the Delhi police detained women after 6 p.m.and that they were forcefullyremoved from the spot andthat women protesters wereharassed.
“All students and activistswere forcefully detained andtaken to Mandir Marg policestation where the protestscontinued,” AISA Delhi Statesecretary Prasenjeet Kumarsaid.
Indian Youth Congress national president Srinivas B.V.said, it was unfortunate thatthe victim did not get a proper funeral, instead she onlygot humiliation.
“As the protesters haveviolated orders under Section 144 CrPC in force andother laws regarding COVID19, an FIR under Section188 of the Indian Penal Codeand other relevant sectionsof the Epidemic Act and Disaster Management Act hasbeen registered against the
protesters in both the instances, the police said.
Thirtytwo male protesters have been detained forillegal protest near MansinghRoad, the police added.
“The protesters belongedto the AISA and the Bhim Army. Legal action under relevant sections of law is beingtaken,” said Additional DCP(New Delhi) Deepak Yadav.The women protesters wereonly removed from the spotand not detained, the policesaid.

“The Hathras victim wasfi��rst raped by a few savages,and yesterday the wholesystem raped her. Thewhole episode is very painful,” said AAP supremo andDelhi Chief Minister ArvindKejriwal in a tweet onWednesday.
In another development,AAP MLA Ajay Dutt allegedthat he was beaten up bythree Delhi Police offi��cerswhen he was enquiringabout the Hathras victim onTuesday at Safdarjung Hospital in the city. Addressingthe media, the AAP MLA requested Home MinisterAmit Shah that the three offi��cers should be suspended.“I stood beside the Dalit family of Hathras. Is it a crimeto be a Dalit?” he said.
Caste slurs“The SHO, ACP and DCP allthree manhandled and assaulted me at the SafdarjungHospital. The DCP slappedme and kicked me as well.They also used caste slursagainst me. The way the police behaved with an electedrepresentative is unfortunate. The police also denied
the family of the survivor tosee the body and also didnot allow them to participate in the last rites,” Mr.Dutt said.
AAP Minister RajendraPal Gautam said that FIRsshould be registered againstthese three police offi��cers.
The Minister said that theHathras case should be investigated by CBI in a timebound manner.
“The trial of the caseshould be done by a fasttrack. Also, ₹��2 crore compensation should be givento the family of the victim,”Mr. Gautam said.
Meanwhile, Dalit leadersof the Congress party lashedout at the U.P. governmentfor allowing the police tocremate the victim in violation of Dalit rituals withoutinforming her parents.

The prisoner was attacked allegedly with a sharpobject by four other inmatesoutside his barrack. He wasrushed to a nearby hospitalwhere he was declaredbrought dead.
The video clips have several allegations against thesuperintendent. The allegations are of serious nature,the order said. The DIG (Prisons) has been asked to fi��ndout how videos were fi��lmedas mobile phones are prohibited inside prison.

Mayors of the three municipal corporations here onWednesday hit out at theDelhi government overclaims of pending water billsof over ₹��6,600 crore to theDelhi Jal Board.
They said that they wouldtake action to recover outstanding property tax duesfor Delhi government buildings. The South Delhi Municipal Corporation aloneneeds to get nearly ₹��10,000crore in property tax, MayorAnamika Mithilesh alleged.With nearly ₹��2,500 croreworth of property tax due ineach of the corporation’sfour zones, she said.
Properties of the PublicWorks Department, the Delhi Secretariat, Delhi TranscoLimited, Delhi Jal Boardamong others have never given property tax to the corporation, alleged North Delhi Mayor Jai Prakash.
Mr. Prakash also hit out atthe Delhi government for
charging exorbitant commercial rates on water billsfrom municipal facilities.For the North Corporation,he added that while theprincipal amount to be paidwas only ₹��261, the remaining₹��2,173 was penalty and interest. With regard to propertytax, the Delhi Jal Board hadto pay ₹��216 crore and another ₹��293 crore as road cuttingcost was owed, he said.
East Mayor Nirmal Jainsaid that the DJB had owedthe EDMC ₹��175.52 crore,about which he had writtento the Chief Minister andthat the civic body’s waterdues of ₹��49 crore could berecovered from thatamount.

Delhi Commission for Women (DCW) chairpersonSwati Maliwal on Wednesday wrote to the Chief Justice of India and judges ofthe Supreme Court demanding a High Courtmonitored investigation ofthe Hathras gangrape incident, punitive actionagainst erring offi��cials andrigorous mechanisms toprevent such incidents.
Stating that “every possible fundamental and human rights of the victimwas violated” by the UttarPradesh government andpolice force, Ms. Maliwal inher letter, urged the SC totake cognisance of the incident. “Immediate suspension and punitive actionagainst all erring policeand administrative offi��cials, including the offi��cialswho tried to coverup theincident. Setting in placedefi��nite mechanisms to ensure that no other daughter has to suff��er the samefate,” the letter demanded.
Ms. Maliwal said, “TheHathras gangrape and murder has once again exposed disregard our system shows towards itsdaughters and mothers.”

At a press briefi��ng, Mr.Kejriwal said all arrange
ments for spraying the solution on farm fi��elds will bemade by the Delhi government and will be providedfree of cost to farmers. Theprocess will be executed under the guidance of the PusaResearch Institute and thecost of the implementationof the entire project is lessthan ₹��20 lakh. A few daysago, he had also written tothe Centre over the issue of
stubble burning, which poses a health hazard forpeople.
“October is starting.North India in its entirety istroubled by the smoke thatcovers the belt due to stubble burning every year. Every responsible governmentmust devise alternate systems for their farmers sothat they are not forced toburn the stubble,” he said.

The Supreme Courtappointed Environment Pollution (Prevention and Control) Authority, in a reportsubmitted to the top court,said that giving an incentiveof ₹��100 per quintal of paddyto farmers for not burningstubble may not be a “viable” option.
“After deliberations it was
found that inclusion of costof stubble removal in MSPmay not be a viable option.It has been agreed that anysuch incentive, if at all necessary, should be providedby the State governmentfrom their own budget,” thereport said.
The report said that efforts should be to give themmachines for straw management. “While there is a de
mand for additional funds tobe paid to farmers for doingstubble management, but asthis could be a perverse incentive it may not be advisable. Therefore, the funds already provided and the planthat exists should be implemented this season and inthe coming period. The effort must be to ensure thatfarmers have easy and aff��ordable access to the ma
chines which allow them todo smart straw management,” the report furthersaid.
In 2019, Haryana had given incentives of ₹��1.63 croreto farmers for not burningstubble. Similarly, Punjabhad given ₹��28.51 crore tofarmers.
But for this year, Punjabhas sought funds from theCentre for the same.
