FY06 LICUS List (Low-Income Countries Under Stress)
Low-Income Countries Under Stress (LICUS) are identified by weak CPIA ratings. They cover a spectrum of fragility, including countries with deteriorating governance, those in prolonged political crisis, post-conflict transition countries and those in gradual but still fragile reform processes.
In order to target its efforts and monitor implementation of the LICUS Initiative, the Bank defines LICUS as those countries that score lowest on the average Country Policy and Institutional Performance Assessment (CPIA) and governance average of the CPIA, as well as non-member territories and those countries without CPIA data. “Severe” LICUS score lowest within this grouping. The marginal group scores on the edge of what is considered LICUS and is on the list for monitoring purposes only.
CPIA rankings are revised annually and the quintile-based ratings are available to the public (including on IDA's external web site - in section "How IDA Resources Are Allocated", http://www.worldbank.org/ida/idalloc.htm).
The Board has directed that the Bank not release a public LICUS list to avoid branding countries, particularly those at the more stable end of the spectrum. The Bank therefore does not publish a LICUS list, but maintains an internal list to guide support to strategy development and implementation, and monitoring of human and budget resources. For the reasons stated above, the list should be used with caution and should not be disseminated widely.
