threecitizenshipmeritbadges—morethan8millionannually—attend
townmeetings,contacttheircongressionalrepresentatives,andstudy
worldissuesandcultures.Andmanydomore.Atleast25percentof
service-academycadetsareformerScouts,asaresome40percentof
membersofCongressandnearly60percentofAmerica’sastronauts.
Butboysdon’thavetowaituntiladulthoodtoservetheircountryand
communities.Eachyear,Scoutsprovidemorethan36millionhoursof
communityservice(worthsome$764million),andmostkeepvolunteering
foralifetime.

Ourmemberslearnthoselessonsfarfromtheclassroom.DuringourArrow-
Corps5programin2008,Scoutsspent280,000man-hoursworkinginfive
nationalforestsacrossthecountry.Thateffort—thelargestserviceproject
evertobenefittheU.S.ForestService—hasprovidedaroadmapforlocal
andregionalScoutingefforts.AmongthemisSummitCorps,duringwhich
1,400Scoutsandleadersspent80,000hoursbuildingtrailsnearournew
WestVirginiahigh-adventurebase.
Thatcamp—builtonreclaimedminelands—willbethegreenestcampinour
history,butwe’redoingevenmoretomakeScoutinggreenerthanever.Wehave
enhancedenvironmental-stewardshipcontentacrossourprograms.We’vemade
traininginLeaveNoTraceprinciplesanintegralpartofeveryScouttroopto
ensurethatallScoutsunderstandtheprinciplesofresponsiblelanduse.Andwe’re
reachingbeyondourownmembershiptoensurethat“nochildisleftinside.”

andsixmembersoftheOsageNation.WhenAsianAmericans
wereinternedduringWorldWarII,wewentwiththem,starting
packsandtroopsinresettlementcampsacrosstheWest.Among
ourdistinguishedalumniareErnestGreen,oneoftheLittleRock
Nine,TuskegeeAirmanCol.CharlesMcGee,andmarathoner
AlbertoSalazar.

Butwhilewehavearichheritageofservingminorityyouth,wewanttodobetter.Anddo
betterwemustasweareuniquelypositionedtoaddressissuesthatdisproportionately
affecttheseyouth.
RecognizingthatwemustdofarmorethansimplytranslatematerialsintoSpanishor
includephotosofAfricanAmericansinpublications,wehavecreatedadedicatedMulticul-
turalMarketsteamanddevelopedamultiprongedstrategy.Prioritiesincluderecruitment
ofbilingualandbiculturalprofessionals,strengtheningrelationshipswithleadingminority
organizations,adaptingourprogramstobetterserveeachcommunity’suniqueneeds,
andprovidinglocalcouncilswithextensivetrainingandsupport.
Theseeffortsarealreadypayingoff.Localcouncilsthathavehiredbilingual/bicultural
executiveshaveseentheirHispanicmembershipnearlydouble.Thosethathave

BoyScoutmeritbadgeprogram,this“school”hashandedoutmorethan
113millionbadgessince1910.
WithinthecontextofBoyScouting,themeritbadgeprogramdoestwo
things.First,itensuresthatScoutswhoearntheEagleScoutAward—
Scouting’shighestrank—havedevelopedcorecompetenciesinsuch
areasascamping,citizenship,environmentalscience,firstaid,and
personalfitness.Second,itencourageseveryScouttoexploretopicshe
mayknownothingabout.Aplumber’ssonmightearntheMedicinemerit
badge,forexample,whileadoctor’ssonmightearnabadgeinplumbing.
Inmanycases,ameritbadgerepresentsaScout’sonlyforayintoa
subjecthefindsunappealing.ButoftentimesabadgesignalsaScout’s
firstintroductiontoarewardingcareerorlifelongavocation.Moreover,
