Stimulated by safety certificates issuing of GM rice, key grain crop in Asia, GM technology and GM crops have attracted unprecedented attention of China and the world. By interviewing researchers, governmental officers and citizens, CCM tries to find out whether GM rice will come into commercial production in the near future and what is the future for Chinese GM crops industry. Executive summary:

China, as one of countries to have first commercially produced GM crops in the world, has been paying close attention to GM crops research and development. With commercial production of six kinds of GM crops, including varieties of cotton, tomato, poplar, morning glory, antivirus pawpaw and pimiento, China has become the sixth biggest GM crops planter in the world in 2009 with harvested area of XX million hectares. Stimulated by safety certificates promulgation of GM rice, key grain crop in Asia, GM technology and GM crops have attracted unprecedented attention both at home and abroad. The commercial production of GM rice in the future is mainly influenced by the following factors: - Governmental policies and support - Researchers' attitudes - Civil attitude towards GM crops - MNCs’ promotion - Environmental protection - International public opinion - Grain supply risk CCM thinks it is probable that China will commercially produce GM rice in the following XX years. Meanwhile, GM soybean, edible corn and rapeseed are likely to receive safety certificates within XX years. Some cash crops may also have chances too. China’s GM crops market enjoys stronger opportunity than risk.

III-1.1 Governmental policies Chinese government support GM organism (GMO) research and expect to commercially produce some GM crops under effective management. Strengthening biotechnology development is a strategic decision for Chinese government. The ‘No 1 central document (2010)’ expresses that China will pay close attention to exploit functional genes and new biological diversities with important application value and proprietary intellectual property rights. In addition, China will promote commercially production of new GM crops under the condition of scientific assessment and management. In addition, new GM biology breeding is one of the 16 key technology special projects of National Guideline on Medium- and Long-Term Program for Science and Technology Development (2006-2020). III-2 Future Perspective of GM Crops in China It is probable that China will first commercially produce GM rice in 3~5 years. Government, researchers and MNCs are the main bodies to support GM crops’ commercial production in China. In addition, grain supply risk and environmental protection are also driving forces for GM crops’ commercial production. On the contrary, only citizens’ and international public opinions will prevent GM crops’ commercial production, obviously, their strength is weak.
