National peak body
Principles and Standards of Fundraising Practice
FIA’s Principles and Standards of Fundraising Practice are the fundraiser’s guide to
ethical, accountable and transparent fundraising. The Principles and Standards are
critical to how the fundraising profession is viewed by donors, government and the
community, and indeed by fundraisers themselves.
FIA’s Principles of Fundraising Practice were developed in consultation with individual
members, charities, government and industry stakeholders.
What do the Principles and Standards consist of?
The Principles of Fundraising Practice build on the previous Code, aiming to make it
more comprehensive.
The Principles are the overarching codes that apply to all fundraisers.
The Standards focus on specific disciplines of fundraising practice and include standards
for bequests, events, charitable telemarketing, electronic fundraising, charitable gaming,
grants, schools fundraising, cross‐border fundraising and face to face fundraising.
Overall, they provide models for best practice in specific types of fundraising.
The Principles and Standards have an educative role, existing to guide fundraising
professionals to apply best practice.

Professional Association
FIA is the peak professional association for professional fundraisers and charitable and
nonprofit organisations.
Individual members
Individual membership remains the backbone of FIA’s membership body. An increasing
number of advertisements placed on our website require FIA membership as a selection
criterion and we will work to increase the number of employees who recognise the
value of this professional status.
The (FIA) offers a means of recognition among individual members and within the wider
fundraising sector ‐ the FIA Individual Membership Mark.
The FIA Individual Membership Mark is a signal of the FIA member’s commitment to
uphold the highest standards of professional practice as stated in the FIA’s Principles
and Standards of Fundraising Practice.
The Membership Mark is recognised as the symbol of commitment to excellence for
fundraising professionals who sign up for FIA’s membership and its code of conduct.

FIA Organisational Member Logo
Organisational Membership of FIA signifies that the organisation is a leader in the
fundraising sector. Organisational members demonstrate commitment to transparency
and accountability through adopting the highest standards of ethical fundraising
practice by signing up to the Principles and Standards of Fundraising Practice.
FIA continues to protect its brand to ensure integrity of FIA’s products, from
membership services and professional development to advocacy. Organisational
members may use an organisational member logo, demonstrating their commitment to
ethical principles and standards of professional conduct.
Members’ engage through supporting FIA’s work at State, regional and national levels,
actively contributing to FIA professional development programs and serving on
committees and the board.

CHAIRMAN’S REPORT
Each year is a challenging year and 2010 was no exception. The challenges faced by FIA and the profession of fundraising were many.
We began the year faced with a very tight budget. The board was very conscious of its fiduciary responsibility but it was also aware of the need to do more than just keep the FIA financially viable. It also recognized the need for planning for the future and setting strategic direction for the organization. With this in mind the board held a strategic planning day in Melbourne on March 19 led by a very experienced facilitator. At this meeting we deliberated, discussed and determined the key directions for the next five years.
A very important achievement of the Strategic Planning day was the drawing up of six core values that as the plan states “guide our actions and behaviours”. As a result FIA’s core values consist of
Philanthropy – we lead by example encouraging giving; contributing selflessly so that good causes may grow and prosper;
Respect – we respect and value others, acknowledging individual difference, being responsive to the needs of others;
Ethical – we work within the international and FIA’s code of ethical principles: with honesty; respect; integrity empathy and transparency in all we do and all we ask of others;
Accountable – we are accountable to our members and stakeholders, striving at all times for professionalism and quality in our work and adherence to fundraising standards;
Leadership ‐ we provide leadership for the fundraising community across Australia, with our passion and innovation to be an inspiration to all
Celebration – we recognise and acknowledge our achievements and the achievements of our members in our drive to be the best we can be as fundraising professionals.
These Core Values clearly state what FIA as an organization believes in and I am glad to say they also reflect the way the board deliberated in its meetings.
The key outcomes of the strategic plan were three outcomes‐
• Outcome 1 ‐ Champion Professional Fundraising • Outcome 2 – Respected National Advocate • Outcome 3 – Grow membership.
Following the development of the Strategic Plan FIA’s CEO Chris McMillan along with the staff developed the business plan which sets out the objectives and strategies that will take FIA forward.

This may appear idyllic but as we all know there is a great deal of work to implement a plan and I am very grateful that we have Chris McMillan as our CEO working through the challenges that face FIA.
Under her leadership FIA has already began to move forward in achieving its goals. We have seen growth in membership, especially organisational membership. We have seen an increase in the number of activities offered to our members. We have seen the budget turn from a deficit into a surplus. In this regard I want to also acknowledge the tremendous work of the Treasurer Derek Minett and the members of the Finance and Audit Committee who have worked with Chris and Judy Powell to ensure that FIA is today financially very sound.
In 2010 there was the public launch of FIA’s“tick of confidence” . The new symbol promotes those organizations that comply with FIA’s code of practice – the Principles & Standards of Fundraising Practice. We want Australians to know they have the right to be reassured their charity is fundraising and managing their funds in a transparent and accountable manner. As a result of this launch FIA attracted substantial media attention both in the press and on radio.
Also in 2010 we began to see more of our members take up the EMFIA post‐nominal. The EMFIA recognises those members who have shown their commitment to ongoing personal development. This is an area FIA will continue to develop so as to encourage members to invest in their personal development.
While these are very positive developments we have a number of challenges ahead of us but FIA is today in a stronger position to meet these challenges.
Thank you Chris I feel confident in the direction FIA’s heading because of your leadership and FIA has an exciting future because of your tireless work and vision.
Another personal highlight was my attendance at the fundraising summit in London representing FIA. The summit was a meeting of the peak fundraising bodies from around the world and was hosted by AFP, IOF and FIA. A number of issues were discussed including the importance of codes of ethics, the differences that exist in different regions and more importantly what we have in common. The other key area for discussion was fundraising training. The summit went on the make a commitment to work together to explore what training resources we have in common and look at how we can work together in developing a common fundraising curriculum.
I want to take this opportunity to express my sincerest gratitude to the members of the board. It has been a great pleasure to lead the board. We have worked well as a team and I know each member of the board has shown their commitment to the profession of fundraising.
I especially want to thank those who are leaving the board, Jo Garner EMFIA CFRE, Tracy McNamara EMFIA and Stuart Foster EMFIA. Thank you for the service you have given to FIA and to your fellow fundraisers. I know I will miss your enthusiasm and the counsel you have given while on the board.

Congratulations to the new members of the board, Martin Carolan MFIA, Maurice Henderson FFIA CFRE and Rick Fletcher EMFIA CFRE. I look forward to having you on FIA’s board and to the contributions that you will make to the board, to FIA and to the profession of fundraising.

When I began in this role as Chairman I said my motivation is to advance the profession of fundraising. This continues to be my motivation and I look forward to working in 2011 with the board, FIA staff and FIA members in ensuring that the profession of fundraising is respected and valued by all areas of Australian society.

FIA FOUNDATION
Trustees of the Library Trust Fund (LTF)
The Fundraising Institute Australia's Foundation (Library Trust Fund) was created in 1993 and currently the trustees are the FIA Board of Directors. Operating as a DGR status fund, the trustees of the Foundation have a clear vision and purpose to:
• advance and develop training and education opportunities for fundraisers • develop the Library Resource Centre, and • promote research into the fundraising industry research.
The FIA’s Foundation has designated funds derived from corporate and member donations for the purpose of providing scholarship assistance to FIA members.
The scholarship awards are for attendance at either the FIA’s professional development programs or the international conference.
In 2010 trustees met on 20 March 2010 and 12 November 2010.

FIA GOVERNANCE STRUCTURE
Governance
Governance involves the exercise of authority and control by the director within the organisation. Policies are one of the means by which the director assumes authority. The other means are the legal and fiduciary duties of directors under Corporations Law. FIA currently elects directors for two‐year terms with the possibility of renewal for the chairman for a second year and other directors for a period not exceeding six years. The period of appointment should allow for the board to establish continuity of governance, a style of authority and leadership that is compatible with its vision for the organisation and the legal and financial duties and responsibilities of the board.
The board’s governance is recognised in the chain of communication and reporting. The board represents and is accountable for the organisation's operations to members, funding bodies, sponsors and the community.
Directors’ responsibilities are as follows:
Financial
Safeguard the assets of the Company or Trust. This includes investment of funds, financial systems and control, insurance protection, taxation, insolvency, and fundraising.
Legal
Submit annual accounts for the public record as required by Corporations law. In order to ensure that these responsibilities are carried out with care, honesty, diligence and skill, an effective director must select and monitor staff rigorously, adhere closely to legal and regulatory requirements, be diligent in attendance at meetings, seek professional advice whenever necessary and be very familiar with the organisation's objectives and plans.
Governance and Policy Development
Ensure the fulfilment of the company's objectives. This includes organisational policy, strategic planning, allocation of resources, compliance with legislation, quality control, employment of staff, board membership and succession and advocacy. While these are not legal responsibilities, the law expects that a director approaches these with diligence, skill and care.

HONORARY TREASURER’S REPORT
It is my duty and pleasure to report on behalf of the Board in relation to the stewardship of our member’s funds. Like so many of our Individual and Organisational Members, our professional association, the FIA, has not been immune to the effects of the global financial crisis over recent years. But like most of its members, the FIA has seen some turn around in fortunes in 2010, particularly through increasing membership, higher attendances at a range of State‐based professional development events and increased income through our on‐line jobs or other advertising services. This is not to imply any dramatic growth, but a pleasing upward trend which we hope will continue to strengthen in 2011. All members will be aware of the importance of the FIA’s annual International Conference not just from the learning and networking opportunities that it provides, but as our organisation’s most important financial asset; traditionally it generates significant surplus funds to support so much of our general ongoing activities and services to members. While we look forward to a positive start to the new financial year generated from this year’s conference, I would point out that our 2010 conference did less well, returning around $60,000 below the budgeted profit. Working from an approved budget which projected a surplus of $10,580 for the financial year 2010, this early setback presented real challenges. However, as our CEO found her stride and took full ownership for budget planning and financial management in her second year, the Board has commended her strong fiscal oversight ensuring a balanced budget by prudently trimming expenses. Continuous and vigilant fine‐tuning has brought us to the position where I am delighted to report a surplus for 2010 of $51,014 compared to a deficit of ($63,211) in 2009. This result is ahead of budget projections by $40,434. This time last year, our then Treasurer, Brian Holmes, reported a less rosy picture noting that difficult cost‐cutting decisions were made in 2009 to minimise the deficit for that year while working diligently to return a surplus in 2010. So, it is indeed pleasing to be able to report this turnaround. The most significant highlight of the year’s income is reflected in the growth in membership numbers of over 10% and with membership income up from $427,000 in 2009 to $464,000 in 2010. As at 31st December 2010, The Fundraising Institute held cash at bank of $764,152 with total equity of $302,098.

Having been inducted into the Finance and Audit Committee at a time of change both within the Board and the Administration, I was delighted that all of the serving committee members from 2009 consented to remain on this committee to ensure that valuable corporate memory and knowledge would be retained. For their support, guidance and dedication to the FIA, I particularly thank my committee colleagues:

With the settling in of our CEO, her capacity to further develop FIA’s accounting policies and procedures has led to the appointment of a new Operations Manager in August 2010. Judy Powell brings professional skills and experience which, in turn, has allowed for further refinements in reporting and forecasting to the Finance and Audit Committee and the Board. I offer special thanks to CEO Chris McMillan and Judy Powell for their efforts in this important area of the FIA’s administration.
At the start of 2010, the Finance and Audit Committee set itself a goal to develop additional protocols and policy to support the FIA’s financial governance by the end of last year. I am pleased to report that each of the new protocols has now been adopted by the Board where they form part of the everyday management of FIA. These include a fully articulated Financial Delegations protocol, an Asset Investment Policy, and a Reserve Funds Strategy protocol which allows the Board to be readily apprised of the Institute’s financial standing at any time. I also record my special thanks to the Members of the FIA’s Investment Committee, Katie Whiffen and Tim Hardy, whose expertise and advice has been key to the drafting of the Asset Investment Policy. In closing this report I thank all Directors for their diligence and active participation in the financial stewardship of the FIA, and I commend all of the staff of FIA for their not insignificant efforts in achieving the positive outcome I have reported here for 2010. I would like to inform members that the full audited Financial Report for 2010 is available on the FIA’s website and finally I ask that this Report be accepted alongside the Audited Financial Report as an accurate account of the FIA’s financial position in 2010. CHIEF EXECUTIVE OFFICER REPORT – A YEAR IN REVIEW
Positioning FIA for the Future
The first quarter of 2010 saw Australia emerge from the difficult economic scene of the previous year. In sync with this FIA emerged on a stable footing with a profitable conference outcome and growing membership ‐ clearly a positive start to 2010 and one which continued throughout.
I am extremely pleased to advise that the year ended at a positive surplus position of $51,014 against a budget of $10,580. This result is testament to the hard work and focus of FIA staff and supporting FIA Board and member volunteers in numerous roles who have worked together to steer the organisation to a strong position for the future. Sincere thanks to all who contributed to this result.
In the first quarter of 2010 Fundraising Institute Australia, Board of Directors reviewed the Strategic Plan 2008‐2012, considering the FIA’s constitutional Objects and 2009 Members’ Survey Report as well as member input to the Chair. The resulting Strategic Plan 2010‐2014 was developed in conjunction with the CEO. Three Strategic Outcomes were identified to be achieved over the life of the plan:
• Outcome 1 ‐ Champion Professional Fundraising
• Outcome 2 – Respected National Advocate
• Outcome 3 ‐ Grow Membership.
2010 Highlights
1. Achievement against Strategic Outcomes
Outcome 1: Champion Professional Fundraising
• During this year the Codes Task Force members worked with staff to review the FIA Principles & Standards of Fundraising Practice in line with emerging fundraising trends. Reviewed Standards have been incorporated into our educational offering thus ensuring they form an integral part of FIA professional development courses. FIA continues to lead the way with best practice standards with the development of a standard for Social Media underway.
Drawing on the review of the Standards, in late October FIA publicly launched the Principles & Standards of Fundraising Practice. This “tick of confidence” campaign promoted excellence in fundraising practice by raising the public profile of ethical fundraising. Media coverage was secured in the Australian Financial Review, Sydney Morning Herald and a

round of national radio interviews was conducted in each State and Territory. This campaign was such a success that media continue to reference the Standards. I thank all FIA members who have proudly displayed their alignment to the Principles & Standards.
• Much work was undertaken on FIA professional development courses. Review and updating of the Skills 123 Program and distance based fundraising Diploma and Certificate courses were undertaken. Whilst this work commenced in 2010 it will be completed in 2011 with the appointment of a new learning and development staff resource who will champion professional development. Madison Down Under (MDU), FIA’s unique residential learning program which has a long reputation as the preeminent fundraising program within Australia with its blend of international and Australian fundraising experts also underwent review. Following 2009 MDU an extensive evaluation of the content and blend of presentation style was undertaken. As a result the senior track – Track 6 (Leading for Success) was reviewed with modifications made to the content and delivery. This revised track will provide for a more senior leadership focus for MDU delegates.
Outcome 2: Respected National Advocate
• As a voice for members to Government, FIA has undertaken key representative roles participating in the National Roundtable of Nonprofit Organisations (NRNO) and Australian Social Inclusion Board. In December 2010 I was appointed as a Board member of the NRNO which provides for a key platform to support FIA’s mission. In addition to this, key submissions to Government included: comment on Productivity Commission recommendations, Australian Taxation Office, Australia’s Future Tax System review, Do Not Call Register review, Australian Consumer Law amendments, Tax Laws Amendment Bill 2010 and SA Charitable Collections Act Code of Practice.
• During 2010 FIA forged closer engagement with ACFID and Resource Alliance – securing long term support and alliance to support FIA members. Our close ties with existing member‐based organisations: AFP; AHP; Iof; ADAPE and FINZ continue to support FIA’s mission.
• Every opportunity presented for media engagement has been taken up with coverage across national television, local and national radio, newspapers and magazines. It is pleasing to see that FIA is sought after for comment in relation to all fundraising activities.
Outcome 3: Grow Membership
• Having slightly increased membership in 2009 when many member organisations experienced reduced numbers, in 2010 FIA focused on how to further increase membership. A clear focus was to increase organisational membership thus bringing organisations on the journey of seeing value in alignment to the peak body. In a two faceted approach FIA realised membership growth in individual and organisational membership. I am thrilled to report that membership has grown by almost 11% in the past year.

• Membership numbers of 1,616 as at 31 December 2010 compare to 1,458 in the same period of 2009. A 3% individual membership increase occurred whilst a 77% organisational member growth occurred. This result included many organisations linking individuals to organisational membership. Thank you to all members for their continued support! This growth indicates a positive acceptance by the sector as to the value of membership.
2. Financial Outcome
The year end resulted in a surplus of $51,014 which is a pleasing result and compares favourably to the 2009 deficit of ($63,211). A key facet of achieving this result was expense curtailment. In particular Conference expenses were reined in to ensure profitability – Ms Alys Baxter the Conference & Events Manager is to be acknowledged for this achievement.
Further to this I would like to express my appreciation for the efforts and support from the Operations Manager, Mrs Judy Powell and FIA staff that played a key part in achievement of the overall financial result.
3. FIA staff
FIA is truly blessed with its dedicated team of staff – they are the organisations greatest asset. In the almost two years as CEO, I can say that it has been an absolute privilege to work with such dedicated professional people!
