El año 2014 estará siempre asociado a la triste noticia del fallecimiento de nuestro presidente de honor, Adolfo Suárez, un hombre comprometido que, en 2002, aceptó sin vacilar la propuesta de presidir la recién creada Fundación Víctimas del Terrorismo. Retirado ya de la política, quiso dedicar los últimos años de su vida pública a las víctimas del terrorismo, con quienes consideraba que la sociedad española tenía una deuda pendiente, y así lo hizo mientras la enfermedad se lo permitió.

El indudable carisma de Adolfo Suárez y sus firmes convicciones democráticas, junto con el destacado papel que había desempeñado durante la Transición, abrieron muchas puertas a una Fundación que comenzaba a dar sus primeros pasos. Recuerdo unas palabras suyas que definen muy bien lo que representa la institución que hoy tengo el honor de presidir: “No somos una Fundación

The year 2014 will always be associated with the sad news of the death of our Honorary President, Adolfo Suárez, a highly-committed man who, in 2002, unhesitatingly accepted the proposal to chair the newly-created Fundación Víctimas del Terrorismo (FVT). Having retired from political life, he wished to devote the last years of his public life to the victims of terrorism, to whom he believed Spanish society was heavily indebted, and did so as long as his illness allowed him to.

Mr Suárez’s undeniable charisma and firm democratic convictions, together with the prominent role he had played during the Spanish Transition, opened many doors to a Foundation that was taking its very first steps. I can still recall his words perfectly defining what is represented by

al servicio de ninguna ideología concreta más allá de la fe firme e inalterable en la posibilidad de lograr una sociedad en que no haya sitio para los violentos”.

En la actualidad, igual que entonces, nuestro objetivo es prestar apoyo a todas las víctimas del terrorismo, sea cual sea su ideología y sea cual sea la organización criminal que haya causado su dolor. Exigir que se haga justicia y trabajar para mantener viva la memoria de nuestros seres queridos forma parte también de nuestra razón de ser, sin olvidar el convencimiento de que una educación que fomente valores como la paz, la tolerancia y la libertad es el mejor antídoto frente al veneno de quienes, todavía hoy, tratan de justificar lo injustificable.

Apenas tres meses después de que dijéramos adiós al primer presidente del Gobierno de nuestra democracia, los españoles asistimos a otro hecho histórico: la abdicación de Juan Carlos I y la proclamación de su hijo, Felipe VI, como Rey de España. En la Fundación Víctimas del Terrorismo, siempre recordaremos que el primer acto oficial del nuevo reinado consistió en un encuentro de Don Felipe y Doña Letizia con una representación de víctimas, un gesto cargado de simbolismo que nos emocionó y llenó de orgullo.

Sabemos que los nuevos Reyes estarán permanentemente a nuestro lado, como antes lo hicieron Don Juan Carlos y Doña Sofía, a quienes estamos enormemente agradecidos. Ellos fueron los encargados de presidir la misa funeral celebrada el 11 de marzo en la Catedral de la Almudena, en Madrid, con motivo del décimo aniversario de los atentados del 11-M. Fue un momento duro, pero al mismo tiempo dotado de un significado muy especial.

La sociedad agradeció enormemente la presencia de las máximas responsables de la Asociación Víctimas del Terrorismo, Ángeles Pedraza, la Asociación 11-M Afectados del Terrorismo, Pilar Manjón, y la Asociación de Ayuda a las Víctimas del 11-M, Ángeles Domínguez, como símbolo de unidad frente a la barbarie.

En el aspecto institucional, podemos destacar también en 2014 la celebración del XII Concierto “In Memoriam”,

the institution that I have the honour to preside over today: “We are not a Foundation at the service of any particular ideology, but the firm and unalterable faith in the possibility of achieving a society where there is no room for the violent”.

Today, just as then, our goal is to support all victims of terrorism, irrespective of their ideology and the criminal organization that has caused their pain. Demand that justice be done and work to keep the memory of our loved ones alive is also part of our raison d’être, without forgetting the conviction that an education that fosters values such as peace, tolerance and freedom is the best antidote against the poison of those who, even today, still try to justify the unjustifiable.

Hardly three months after saying farewell to the first President of the Government of our democracy, the Spanish people have witnessed another historical event: the abdication of King Juan Carlos I and the proclamation of his son Felipe VI, as King of Spain. At FVT, we’ll always remember that the first official act of the new reign consisted of a meeting of King Felipe and Queen Letizia with a representation of the victims, a gesture full of symbolism, which moved us and made us feel very proud.

We know that the new King and Queen will be permanently at our side, just like King Juan Carlos and Queen Sofía were, to whom we are profoundly grateful. They presided the funeral Mass held on 11th March in Almudena Cathedral, Madrid, to commemorate the tenth anniversary of the 11-M bombings. It was a hard moment for all, but at the same time with a very special meaning.

Society expressed its gratitude for the presence of the maximum representatives of FVT, Ángeles Pedraza, the Asociación 11-M Afectados del Terrorismo, Pilar Manjón, and the Asociación de Ayuda a las Víctimas del 11-M, Ángeles Domínguez, as a symbol that we are all united in our stance against barbarity.

On the institutional side, we must also highlight in 2014 the celebration of the XII Edition of the Concert “In Memoriam”,

presidido por Doña Sofía en el Auditorio Nacional de Música, y el homenaje a las víctimas que, por quinto año consecutivo, realizó el Congreso de los Diputados. Además, hemos entregado los Premios Fundación Víctimas del Terrorismo a la James W. Foley Legacy Foundation, a Ricardo García Vilanova y a tres alumnas de otros tantos centros educativos, que habían participado en el proyecto “Educar para la convivencia”.

Antes me refería a la importancia de formar en valores democráticos a las nuevas generaciones de españoles. Pues bien, precisamente “Educar para la convivencia”, el programa de testimonios de víctimas coordinado desde la Fundación, ha llegado este año a 19 centros educativos de Madrid, País Vasco, Castilla y León, Castilla-La Mancha y Comunidad Valenciana. En total, más de 100.000 alumnos se han beneficiado ya de estas charlas, que a partir de ahora estarán incluidas en el currículo básico de Educación Primaria, Educación Secundaria Obligatoria y Bachillerato.

Tal es la importancia de la educación para prevenir el terrorismo, que a ella hemos querido dedicar nuestro curso de verano de 2014, celebrado en San Lorenzo de El Escorial de la mano de la Universidad Complutense de Madrid. El ministro de Educación, Cultura y Deporte, José Ignacio Wert, y el ministro del Interior, Jorge Fernández, fueron los encargados de inaugurar y clausurar, respectivamente, este curso de verano, titulado Justicia y educación: el relato de las víctimas.

presided over by Queen Sofía at the National Auditorium of Music, as well as the tribute to victims, held for the fifth consecutive year, in the Spanish Parliament. We have also awarded the Premios Fundación Víctimas del Terrorismo to the James W. Foley Legacy Foundation, Ricardo García Vilanova and three pupils of schools that had taken part in the project “Educar para la convivencia”[Learning to Live Together].

I have previously referred to the importance of educating new Spanish generations in democratic values. “Educar para la convivencia” is a programme featuring testimonies from victims, which is coordinated by the Foundation, and in which 19 schools in Madrid, the Basque Country, and the Regional Communities of Castilla & León, Castilla-La Mancha and Valencia take part. Over 100,000 pupils have benefited from these talks, which from now on will form part of the Primary Education, Lower Secondary Education and Upper Secondary Education core curricula.

Education is so important for preventing terrorism that we decided to dedicate our 2014 summer course, held in San Lorenzo de El Escorial together with the Complutense University of Madrid, to it. The Minister of Education, Culture and Sport, José Ignacio Wert, and the Minister of the Interior, Jorge Fernández, were in charge of opening and closing, respectively, this summer course, called Justicia y educación:

Además de todas estas acciones y de las iniciativas llevadas a cabo para mantener viva la memoria de las víctimas, la Fundación se siente muy orgullosa de haber seguido desarrollando durante 2014 una importante labor asistencial en favor de quienes un día sufrieron la barbarie del terrorismo. Concretamente, este año hemos distribuido un total de 235.607,39 euros en 414 ayudas asistenciales, de las que se han beneficiado 137 personas. Estas ayudas han sido canalizadas a través de la Dirección General de Apoyo a Víctimas del Terrorismo y a través de distintas asociaciones de víctimas.

En el plano internacional, me gustaría destacar la exposición fotográfica organizada en el Museo de Arte de las Américas, en Washington, que ha contribuido a la sensibilización en el seno de la Organización de los Estados Americanos sobre la problemática de las víctimas del terrorismo. También ha sido muy importante la creación por parte de Naciones Unidas del Portal de Apoyo a las Víctimas del Terrorismo, a cuya inauguración en Nueva York tuve la oportunidad de asistir.

Finalmente, me despido con el compromiso de seguir trabajando día a día por y para las víctimas del terrorismo, tal y como hicieron quienes me han precedido en el cargo, en especial nuestro querido Adolfo Suárez, a quien llevaremos siempre en el corazón.

In addition to all these actions and initiatives carried out to keep the memory of the victims alive, the Foundation is very proud to have continued performing important welfare work during 2014 in favour of those who one day suffered the barbarity of terrorism. Specifically, this year we have distributed a total of 235,607.39 euros as 414 welfare aids, from which 137 persons have benefited. These aids have been managed through the Dirección General de Apoyo a Víctimas del Terrorismo and various victims’ associations.

Internationally, I'd like to highlight the photographic exhibition organized at the Art Museum of the Americas, in Washington, which has contributed to raising awareness in the Organization of American States on the problems affecting victims of terrorism. The creation of the United Nations’ Victims of Terrorism Support Portal has also been very significant, and I had the honour to attend its presentation in New York.

Finally, I close with the commitment to continue working every day for the victims of terrorism, just as those who have preceded me in the post have done, and especially our dear Adolfo Suárez, who will live forever in our hearts.

AIMS OF THE FOUNDATIONThe Foundation aims to:

›› Promote and disseminate the values of

democracy, the defence of human rights,

plurality and the freedom of citizens.

›› Work towards a better understanding of

the situation of victims of terrorism in

all areas.

›› Provide the welfare support required by

victims of terrorism and their families.

›› Collaborate with other foundations and

associations in those activities being

carried out and which pursue similar

aims to those set forth in this article.

management of these Foundations and

03La Fundación Víctimas del Terrorismo ha seguido desarrollando durante 2014 una importante labor asistencial, dirigida a las víctimas del terrorismo y sus familiares. Esta labor constituye una prioridad ineludible para la Fundación, por lo que todos los años adquiere un especial protagonismo. De hecho, más de la mitad de su presupuesto anual se destina a cubrir las necesidades de los afectados.

Concretamente, la finalidad de la ayuda asistencial directa es cubrir aquellas necesidades que no hayan sido previamente atendidas por las Administraciones Públicas en virtud de la normativa vigente. Se trata, por tanto, de ayudas complementarias.

El importe total de las ayudas canalizadas a través de la Fundación en el ejercicio 2014 asciende a 235.607,39 euros, lo que supone un ligero aumento con respecto al ejercicio inmediatamente anterior.

ANÁLISIS DE LAS AYUDAS PRESTADAS POR LA FUNDACIÓN VÍCTIMAS DEL TERRORISMO

This work is top priority for the Foundation, so every year it acquires special prominence. In fact, over half its annual budget is allocated to meeting the needs of those affected.

Specifically, the purpose of this direct welfare aid is to cover those needs not previously addressed by the Public Administrations under the regulations in force. We are therefore speaking of additional aid.

The total amount of aid for victims of terrorism through FVT in 2014 amounts to 235,607.39 euros, which is a slight increase with regard to the previous year.

Análisis de las ayudas asistenciales según el origen de la solicitudLa Fundación Víctimas del Terrorismo distribuyó durante el año un total de 414 ayudas asistenciales, pudiendo afectar estas a una o varias personas, en función de su finalidad concreta.

Las ayudas se canalizan previa solicitud dirigida a la Fundación por asociaciones y colectivos de víctimas y organismos pertenecientes a las Administraciones Públicas, entre los que destaca, sin lugar a dudas, el Ministerio del Interior.

» Ayuda económica. Dentro de este apartado se encuadran las ayudas prestadas a diferentes víctimas que, como consecuencia de un atentado terrorista, han sufrido secuelas físicas de tal envergadura que han sido encuadradas dentro del programa de gran invalidez, a cuyos beneficiarios se les asignan ayudas mensuales de carácter permanente en cada ejercicio. En este tipo de ayudas de carácter económico, que pretenden atender la necesidad de una ayuda a domicilio que puedan requerir las personas que las reciben, ha resultado esencial la colaboración permanente del Ministerio del Interior en la detección de casos y necesidades. Asimismo, en este concepto se incluyen ayudas económicas puntuales y de carácter excepcional, en atención a especiales circunstancias de las víctimas en momentos determinados. Por este concepto se han destinado ayudas por importe de 57.779,68 euros.

» Ayuda a estudios/formación/autoempleo. Engloba este concepto las ayudas distribuidas para sufragar gastos de formación de las víctimas en diversos niveles, desde el infantil hasta el universitario, posgraduado o formación profesional, así como apoyo extraescolar para aquellas víctimas que han experimentado una merma importante en su rendimiento académico como consecuencia de un atentado. También se refiere a las ayudas prestadas para hacer frente a los gastos ocasionados como consecuencia de la puesta en funcionamiento de una empresa o actividad empresarial por parte de una víctima de un atentado terrorista. Por este concepto se han destinado ayudas por importe de 15.722,49 euros.

» Otras ayudas/ayuda familiar. En este apartado se incluyen otros conceptos en virtud de los cuales se solicita el apoyo de la Fundación Víctimas del Terrorismo, a través de ayudas para productos de primera necesidad, para adaptación o reparación de viviendas o vehículos, gastos funerarios, apoyo a gestiones administrativas o jurídicas, o ayudas de carácter familiar para situaciones de especial necesidad, entre otros. Por este concepto se han destinado ayudas por importe de 84.467,52 euros.

» Gastos médicos. Este concepto engloba gastos hospitalarios, médicos, farmacológicos, terapéuticos,

Here we include the aid provided to different victims, who, due to a terrorist attack, suffer such severe physical sequelae that they have been included in the “severe disability” programme, whose beneficiaries receive permanent monthly financial aid. It also refers to aid given to deal with the costs incurred related with setting up a company or a business activity by a victim of a terrorist attack or their families. For this concept, aid amounting to 15,722.49 euros has been granted.

» Other aid/family aid. This section includes other concepts for which FVT receives applications for aid for basic products, for home/vehicle adaptation or repairs, funeral expenses, support for administrative or legal procedures, or aid of a family nature for cases of special necessity, among others. For this concept, aid amounting to 84,467.52 euros has been granted.

» Medical expenses. Here we include expenses of a hospital, medical, pharmacological, therapeutic, prosthetic etc. nature required for recovering from the physical injuries suffered by victims of terrorist attacks, or to cover any of the victims’ or their direct families’ medical expenses. For this concept, aid amounting to 27,545.65 euros has been granted.

» Ayuda psicológica/psicoterapia. Se refiere a las ayudas prestadas para hacer frente a los daños psicológicos sufridos por las víctimas o sus familiares como consecuencia de atentados terroristas. Por este concepto se ha destinado un importe de 50.092,05 euros.

A continuación, se resumen mediante gráfico los datos estadísticos explicados de las ayudas asistenciales prestadas por la Fundación Víctimas del Terrorismo, en función del concepto de la solicitud para este periodo.

La actividad asistencial de la Fundación se atiende, como no podía ser menos, con los fondos recibidos de subvenciones y donaciones. En este sentido, el apoyo de los mecenas resulta esencial para poder desarrollar esta actividad básica. A continuación, se muestra en el siguiente cuadro el origen de los fondos empleados por la Fundación en las ayudas asistenciales a las víctimas del terrorismo y de la violencia de persecución, así como a sus familiares.

» Psychotherapy/psychological support. This refers to the aid given to pay for treatment for the psychological injuries suffered by victims or their families as a result of terrorist attacks. A sum of 50.092,05 euros has been allocated to this concept.

Below, a graph can be seen summarising the statistical data of the welfare aid granted by FVT, according to the concept of application for this period.

The Foundation’s welfare activity is met, as can be expected, with funds received from grants and donations. In this sense, the support from patrons is key for developing this basic activity. Adolfo Suárez fue presidente del Gobierno entre 1976 y 1981, coincidiendo con uno de los momentos clave de la historia contemporánea de nuestro país, la Transición, y al mismo tiempo con el periodo de mayor actividad de ETA y otros grupos terroristas, los conocidos como “años de plomo”. Sin duda, esa experiencia marcó su vida.

Cuando años después, en 2002, recibió la propuesta de ocupar la presidencia de la Fundación Víctimas del Terrorismo, que nacía fruto del Acuerdo por las Libertades y contra el Terrorismo, aceptó sin dudarlo. Quería dedicar los últimos años de su vida a las víctimas, porque estaba convencido de que la sociedad española tenía una deuda pendiente con ellas.

Adolfo Suárez quiso que la Fundación se constituyera en un canal a través del cual las víctimas pudieran hacerse oír y tener una presencia cada vez mayor. “Las víctimas son la voz más legitimada para luchar contra el terrorismo y deben ser el eje y el motor de la movilización social”, decía.

Adolfo Suárez was Prime Minister of Spain between 1976 and 1981, coinciding with one of the key moments in the contemporary history of our country, the Transition, and at the same time with the period of greatest activity of ETA and other terrorist groups, the years known as the “years of lead”. No doubt, that experience marked his life.

When years later, in 2002, he received the proposal to occupy the Presidency of Fundación Víctimas del Terrorismo (FVT), the result of the Agreement for Freedom and against Terrorism, he accepted without any hesitation. He wished to devote the last years of his life to the victims, because he was convinced that Spanish society was heavily indebted to them.

Adolfo Suárez wanted the Foundation to be created as a channel through which victims could be heard and have increased presence. “The victims are the most legitimate voice for fighting against terrorism and must be the axis and engine of social mobilization”, he would affirm.

Con Adolfo Suárez al frente, la Fundación Víctimas del Terrorismo inició la labor de transmitir a los más jóvenes valores como la libertad, la justicia, la igualdad y el pluralismo político, garantizando al mismo tiempo la presencia de las víctimas en todos los ámbitos de la sociedad.

El primer presidente del Gobierno de nuestra democracia falleció el 23 de marzo de 2014, a los 81 años de edad. Por acuerdo unánime del Patronato de la Fundación Víctimas del Terrorismo, se decidió que el Premio de Derechos Humanos pasara a denominarse Premio de Derechos Humanos Adolfo Suárez.

To do so, he established channels for cooperation with all victims of terrorism groups, offering them support and collaboration in order to, respecting the identity of each one of them, constitute a sort of common house and meeting place. As he said: “We are not a Foundation at the service of any particular ideology, but the firm and unalterable faith in the possibility of achieving a society where there is no room for the violent”.

With Adolfo Suárez at the head, FVT embarked upon the task of conveying values such as freedom, justice, equality and political pluralism to the youngest members of society, at the same time ensuring the presence of victims in all areas of society.

The first President of the Government of our democracy died on 23rd March 2014, at the age of 81. By unanimous agreement, the FVT Board of Trustees decided to change the name of the Human Rights Award to the Adolfo Suárez Human Rights Award.

En ella estuvieron representadas la Fundación Víctimas del Terrorismo, la Asociación Víctimas del Terrorismo, la Asociación 11-M Afectados del Terrorismo y la Asociación de Ayuda a las Víctimas del 11-M.

On 11th March, King Juan Carlos and Queen Sofía, the Princess of Asturias (Princess Letizia), and Infanta Elena accompanied the more than 500 victims of terrorism who attended the funeral Mass held in Santa María la Real de la Almudena Cathedral, to commemorate the tenth anniversary of the 11-M bombings. In his homily, the Archbishop of Madrid, Cardinal Antonio María Rouco, denounced those who "with chilling premeditation were willing to kill innocent people in order to obtain obscure objectives of power”, carrying out attacks that deeply moved “the hearts of the citizens of Madrid and the whole of Spain”.

He said: “The memory of those who died and the pain of the wounds they still bear in their bodies and souls today, as well as the marks of untold suffering, continue inviting us all, especially the Christians of Madrid, to renew our prayers for them and to examine our consciences as to how we have treated them over these extremely tough years”.

En su homilía, el cardenal Antonio María Rouco, arzobispo de Madrid, denunció a quienes, “con una premeditación escalofriante, estaban dispuestos a matar inocentes a fin de conseguir oscuros objetivos de poder”, perpetrando unos atentados que conmovieron “el corazón de los madrileños y de España entera”.

“El recuerdo de los que murieron y el dolor de los heridos, que llevan todavía en su cuerpo y en su alma las huellas de sufrimientos indecibles, continúan invitándonos a todos, singularmente a los cristianos de Madrid, a renovar nuestras plegarias por ellos y al examen de conciencia: ¿cómo nos hemos comportado con ellos en estos durísimos años?”, se preguntó.


Among the attending authorities were the Prime Minister, Mariano Rajoy, the President of Parliament, Jesús Posada, and the President of the Senate, Pío García Escudero. Also present were the Vice-President of the Government, Minister for the Presidency and Government Spokesperson, Soraya Sáenz de Santamaría, the Minister of Justice, Alberto Ruiz-Gallardón, and the Minister of the Interior, Jorge Fernández. Regional and local government representatives included the President of the Community of Madrid, Ignacio González, and the city Mayoress, Ana Botella, accompanied by representatives of the local civil defence corps SUMMA 112, SAMUR-Protección Civil, and the Madrid Municipal Police and Fire Brigade.

Representatives of other faiths also attended the ceremony. For example, the President of the Union of Islamic Communities of Spain, Riay Tatary, or the Romanian Orthodox Bishop in Spain and Portugal, Timotei Lauran, among others.

Concierto in memoriam

Un día después del décimo aniversario del 11-M; es decir, el 12 de marzo, la Fundación Víctimas del Terrorismo celebró la XII edición del Concierto “In Memoriam”, dedicado a todas las víctimas del terrorismo. La Reina Doña Sofía presidió este concierto en el Auditorio Nacional de Música, en Madrid, con el patrocinio del Instituto Nacional de las Artes Escénicas y de la Música, la Fundación Caja Madrid y el Ayuntamiento de Madrid.

La Orquesta Sinfónica y Coro de RTVE, bajo la dirección de Carlos Kalmar y Javier Corcuera, respectivamente, interpretaron el Gloria de Francis Poulenc y la Sinfonía nº 6, Patética, de Piotr Ilich Chaikovski. Más de 2.000 personas, incluidos los representantes de numerosas asociaciones y fundaciones de víctimas del terrorismo, asistieron a este concierto, que fue retransmitido por Radio Clásica de Radio Nacional de España y La 2 de Televisión Española.

En su discurso, la presidenta de la Fundación Víctimas del Terrorismo, Mari Mar Blanco, agradeció el apoyo de los Reyes y los Príncipes de Asturias: “Quiero mostrar mi más profundo agradecimiento a la Casa Real, que siempre nos ha acompañado en estos actos de homenaje. Su presencia, año tras año, demuestra el compromiso, el cariño y la cercanía de la Corona con las víctimas del terrorismo y con sus familias”.

Asimismo, recordó a las víctimas del 11-M: “La vida de todos nosotros ya no ha vuelto a ser igual después de aquel 11 de marzo. Nunca olvidaremos aquella tragedia, porque olvidar es borrar de nuestras vidas a nuestros seres queridos, olvidar es volver a morir. Es una injusticia que ellos no se merecen y que nosotros no vamos a permitir”.

CONCERT “IN MEMORIAM”

The day after the 10th anniversary of 11-M, i.e. 12th March, Fundación Víctimas del Terrorismo (FVT) held the XII Edition of the Concert “In Memoriam”, a tribute to all the victims of terrorism. Queen Sofía presided over this concert held at the National Auditorium of Music, in Madrid, which was sponsored by the Instituto Nacional de las Artes Escénicas y de la Música, Fundación Caja Madrid and the Madrid City Council.

The Orquesta Sinfónica & Coro de RTVE, under the direction of Carlos Kalmar and Javier Corcuera, respectively, performed the Gloria by Francis Poulenc and Symphony No. 6, Pathetique, by Pyotr Ilyich Tchaikovsky. More than 2,000 personas, including representatives from numerous victims of terrorism associations and foundations, attended the concert, which was broadcast on Radio Nacional de España “Radio Clásica” and state Spanish TV channel “La 2”.

In her speech, the President of FVT, Mari Mar Blanco, thanked the King and Queen and the Prince and Princess of Asturias for their support: “I’d like to extend my sincerest thanks to the Royal Family, who have always accompanied us at these tribute events. Their presence, year after year, shows the commitment, affection and proximity of the Crown with the victims of terrorism and their families."

She also remembered the 11-M victims: “Our lives have never been the same since that tragic day, 11th March, which we’ll never forget. Forgetting would be to erase our loved ones from our lives; forgetting would mean dying again. It is an injustice they don’t deserve and we shall not allow”.

Don Felipe y Doña Letizia quisieron dedicar su primer acto oficial como Reyes de España a expresar públicamente su apoyo a las víctimas del terrorismo. El 21 de junio, se dieron cita en el Palacio de Zurbano de Madrid con una representación de más de 40 víctimas de ETA, los GRAPO y el terrorismo yihadista. Los Reyes saludaron uno a uno a los invitados y juntos guardaron un minuto de silencio.

A continuación, tuvo lugar un encuentro distendido en el Salón de Mármoles, donde Felipe VI destacó su admiración por las víctimas del terrorismo, a quienes considera un ejemplo de superación personal y fortaleza moral. Asimismo, les garantizó que la Reina y él estarán siempre a su lado y nunca olvidarán su sufrimiento y su dolor. Estas palabras recordaron a las que había pronunciado tan solo dos días antes en el Congreso de los Diputados, en la ceremonia de proclamación como Rey. Por su parte, las víctimas les expresaron su agradecimiento y les trasladaron sus inquietudes.

Los Reyes estuvieron acompañados por el ministro del Interior, Jorge Fernández, el subsecretario del Ministerio del Interior, Luis Aguilera, y la directora general de Apoyo a Víctimas del Terrorismo, Sonia Ramos. Entre los representantes de las víctimas, se encontraban la presidenta de la Fundación Víctimas del Terrorismo, Mari Mar Blanco, la presidenta de la Asociación Víctimas del Terrorismo, Ángeles Pedraza, y la presidenta de la Asociación 11-M Afectados del Terrorismo, Pilar Manjón, junto a víctimas como Irene Villa o Pilar Muro, viuda de Publio Cordón.

FIRST OFFICIAL ACT OF THE NEW KING AND QUEEN

Newly-crowned King Felipe and Queen Letizia wanted to dedicate their first official act as King and Queen of Spain to publicly expressing their support for the victims of terrorism. On 21st June, they met a representation of over 40 victims of ETA, GRAPO and Jihadist terrorism at Palacio de Zurbano, Madrid. The King and Queen greeted the guests one by one, and together they all observed a minute of silence.Then they had a relaxed meeting in the Salón de Mármoles [Marble Hall], where Felipe VI expressed his admiration for the victims of terrorism, whom he considers examples of self-improvement and moral strength. He also ensured them that the Queen and he himself would always be at their side and never forget their suffering and pain. These words reminded us of the ones he had delivered just two days earlier in Parliament, at the proclamation ceremony. Meanwhile, the victims expressed their gratitude and conveyed their concerns.

The King and Queen were accompanied by the Minister of the Interior, Jorge Fernández, the Undersecretary of the Ministry of the Interior, Luis Aguilera, and the Director General of Apoyo a Víctimas del Terrorismo [Support for the Victims of Terrorism], Sonia Ramos. Among victims’ representatives were the President of Fundación Víctimas del Terrorismo, Mari Mar Blanco, the President of Asociación Víctimas del Terrorismo, Ángeles Pedraza, and the President of Asociación 11-M Afectados del Terrorismo, Pilar Manjón, along with victims like Irene Villa or Pilar Muro, the widow of Publio Cordón.

CURSO DE VERANO

Justicia y educación: el relato de las víctimas fue el título del curso de verano organizado por la Fundación Víctimas del Terrorismo en San Lorenzo de El Escorial, de la mano de la Universidad Complutense de Madrid. Dirigido por la periodista Pilar Cernuda, el curso fue inaugurado el 8 de julio por el ministro de Educación, Cultura y Deporte, José Ignacio Wert, y clausurado al día siguiente por el ministro del Interior, Jorge Fernández.

José Ignacio Wert hizo especial hincapié en la necesidad de trasladar a la escuela, desde las edades más tempranas, el relato veraz de la historia del terrorismo en España, un relato “alejado del odio, de la venganza y de la revancha”, para lo cual resulta fundamental el testimonio directo de las víctimas. Por su parte, Jorge Fernández afirmó que los demócratas debemos ser “muy claros” y defender que la educación de los más jóvenes se apoye “en la verdad de lo que ocurrió”.

En la primera jornada intervinieron la presidenta de la Fundación Víctimas del Terrorismo, Mari Mar Blanco, el presidente de la Audiencia Nacional, José Ramón Navarro, el director del Euskobarómetro, Francisco José Llera, y el secretario general de la Administración de Justicia, Joaquín Silguero. SUMMER COURSE AT EL ESCORIAL

Justicia y educación: el relato de las víctimas [Justice and Education: the Victims’ Story] was the name of the summer course organized by Fundación Víctimas del Terrorismo (FVT) at San Lorenzo de El Escorial, together with the Complutense University of Madrid. Directed by the journalist Pilar Cernuda, the course was opened on 8th July by the Minister of Education, Culture and Sport, José Ignacio Wert, and was closed the following day by the Minister of the Interior, Jorge Fernández.

José Ignacio Wert made special emphasis on the need for schools to teach, from the earliest possible age, the truthful account of the history of terrorism in Spain, a story “removed from hatred, vengeance and revenge”, for which the direct testimony of the victims is essential. Meanwhile, Jorge Fernández said that democrats must be "very clear" and ensure that the education of the young is based on “the truth of what happened”.

On the first day, the President of FVT, Mari Mar Blanco, the President of the Audiencia Nacional [National High Court], José Ramón Navarro, the Director of Euskobarómetro, Francisco José Llera, and the Secretary General for Administration of Justice, Joaquín Silguero all took part. Esta fue la primera vez que las víctimas del terrorismo, representadas por la presidenta de la Fundación, Mari Mar Blanco, tuvieron voz en un acto de estas características. “La sociedad no tiene ninguna deuda con los grupos terroristas. Es su obligación disolverse de manera incondicional, condenar cada uno de los atentados cometidos, pedir perdón a las víctimas y colaborar con la justicia con el fin de esclarecer los cientos de crímenes que, a día de hoy, continúan pendientes de resolver”, señaló.

Refiriéndose al fin de la actividad terrorista de ETA, Mari Mar Blanco fue tajante: “Nos toca gestionar el final del terror y nos toca escribir la última página, donde estén escritos los nombres de todas y cada una de las víctimas del terrorismo como legado de libertad, pero también el nombre de cada uno de los asesinos como legado de justicia y verdad”.

Entre las autoridades asistentes al acto, se encontraban el presidente del Tribunal Constitucional, Francisco Pérez de los Cobos, el ministro del Interior, Jorge Fernández, el secretario de Estado de Seguridad, Francisco Martínez, la consejera de Seguridad del Gobierno Vasco, Estefanía Beltrán de Heredia, y el consejero de Interior de la Generalitat de Cataluña, Ramon Espadaler.

TRIBUTE IN THE SPANISH PARLIAMENT

On 27th June, Jesús Posada, the President of the Spanish Parliament, chaired the annual act of remembrance and tribute to all victims of terrorism, held in the Ernest Lluch assembly room of the Lower Chamber. The chosen date coincides with the anniversary of the first murder attributed to the terrorist group ETA, that of the girl Begoña Urroz, in 1960. Ernest Lluch, after whom the room is named, was killed by ETA on 21st November 2000.

This was the first time that the victims of terrorism, represented by the President of the Foundation, Mari Mar Blanco, had a say at an event of this nature. “Society is not indebted to terrorist groups. It is its obligation to dissolve unconditionally, condemn each one of the attacks carried out, apologize to the victims and cooperate with justice in order to clarify the hundreds of crimes which still remain unsolved today”, she emphasised.

Mari Mar Blanco was categorical when referring to the end of ETA’s terrorist activity: “We have to deal with the end of terror and write the last page, which contains not only the names of each and every one of the victims of terrorism as a legacy of Freedom, but also the names of each and every one of the killers as a legacy of Justice and Truth".Among the authorities attending the event were the President of the Constitutional Court, Francisco Pérez de los Cobos, the Minister of the Interior, Jorge Fernández, the Secretary of State for Security, Francisco Martínez, the Minister for Security of the Basque Government, Estefanía Beltrán de Heredia, and the Minister of the Interior of the Catalonian Regional Government, Ramon Espadaler.

PREMIOS FUNDACIÓN La Fundación Víctimas del Terrorismo entregó el 18 de diciembre sus premios anuales, en un acto celebrado en el Palacio de Zurbano de Madrid. Los Premios Fundación Víctimas del Terrorismo constan de tres modalidades: el Premio de Derechos Humanos Adolfo Suárez, que correspondió a la James W. Foley Legacy Foundation, el Premio de Periodismo, que fue para el fotógrafo español Ricardo García Vilanova y los Premios Escolares “Una ciudad sin violencia”, concedidos a María Arévalo, alumna de Madrid, Yanira Martín, alumna del IES Juan Antonio Castro de Talavera de la Reina (Toledo), y Verónica Pérez, alumna del IES Salvador Sandoval de Las Torres de Cotillas (Murcia).

Mari Mar Blanco aseguró que el testimonio de las víctimas debe servir como herramienta pedagógica “para sensibilizar a los más jóvenes y concienciarles de la necesidad de rechazar toda clase de violencia que pueda existir en la sociedad”. En su opinión, “es fundamental transmitirles valores como el respeto, la tolerancia y la solidaridad, pero también principios democráticos como los que recoge nuestra Constitución: libertad, justicia, igualdad y pluralismo político”.

On 18th December, Fundación Víctimas del Terrorismo (FVT) held its annual awards ceremony at Palacio de Zurbano, in Madrid. The FVT Awards comprise three categories: the Adolfo Suárez Human Rights Award, which was given to the James W. Foley Legacy Foundation; the Prize for Journalism, which was awarded to the Spanish photographer Ricardo García Vilanova, and the “City without Violence” School Awards, given to María Arévalo, a pupil at school in Madrid, Yanira Martín, a pupil at IES Juan Antonio Castro de Talavera de la Reina (Toledo), and Verónica Pérez, a pupil at IES Salvador Sandoval de Las Torres de Cotillas (Murcia).

Mari Mar Blanco said that the testimony of the victims should serve as a pedagogical tool to “raise the awareness of the youngest members of society about the need to reject all kinds of violence existing in society. According to her, “it is essential to convey values such as respect, tolerance and solidarity, but also democratic principles like the ones contained in our Constitution: freedom, justice, equality and political pluralism”.

Convivencia”Se trata de un reconocimiento al trabajo desarrollado por la Fundación mediante el proyecto “Educar para la convivencia”, que ha hecho posible desde 2002 la presencia de las víctimas en numerosos centros de enseñanza para impartir pedagogía contra la violencia y en favor de la tolerancia, a través de testimonios personales y coloquios con los alumnos.

Este proyecto, coordinado por Pedro Mari Baglietto, y en el que colaboran voluntariamente otras víctimas del terrorismo como Conchita Martín, consiste en ofrecer una charla de una hora de duración, aproximadamente, tras la cual se abre un turno de preguntas. A estas sesiones asisten también profesores y la dirección del centro. En total, más de 100.000 alumnos han participado ya en este proyecto.

En 2014 se han impartido 33 charlas: nueve de ellas en Madrid (en siete centros educativos) y las 24 restantes en las provincias de Ávila, Bizkaia, Castellón, Guadalajara y Toledo (en 12 centros educativos). En conjunto, el programa ha llegado este año a más de 2.300 alumnos.

En la Comunidad Valenciana, la Fundación organiza las jornadas “Educar para la convivencia, educar para la paz”, cuya clausura tuvo lugar el 27 de noviembre en la Universidad Católica de Valencia. En este acto, dirigido a los alumnos de Magisterio y Pedagogía, futuros formadores, participó la presidenta de la Fundación, Mari Mar Blanco.

This is recognition of the work carried out by the Foundation through the project “Educar para la convivencia”, which, since 2002, has made the presence of the victims possible at numerous schools to talk to the pupils against violence and in favour of tolerance, through personal testimonies and discussions.

This project, coordinated by Pedro Mari Baglietto, and in which other victims of terrorism such as Conchita Martin voluntarily collaborate, consists of offering approximately one-hour talks, followed by a question time. These sessions are also attended by the school’s teachers and head staff. More than 100,000 pupils have already participated in this project.

33 talks were given in 2014: nine of them in Madrid (at seven schools) and the other 24 in the provinces of Ávila, Bizkaia, Castellón, Guadalajara and Toledo (at 12 schools). Altogether, the programme has reached more than 2,300 schoolchildren this year.

In the Community of Valencia, the Foundation organizes the conference “Educar para la convivencia, Educar para la paz” [Learning to Live Together, Educating for Peace], which ended on 27th November at the Catholic University of Valencia. On 10th November, the President of Fundación Víctimas del Terrorismo (FVT), Mari Mar Blanco, attended the opening reception of the photo exhibition En pie de foto. Cien miradas desde el dolor. El terrorismo, crimen contra la humanidad [Terrorism – a Crime against Humanity], at the Art Museum of the Americas, which the Organization of American States (OAS) has in Washington D.C.

La sede central de las Naciones Unidas, en Nueva York, acogió el 11 de junio la inauguración del Portal de Apoyo a las Víctimas del Terrorismo, en un acto presidido por el secretario general de la organización, Ban Ki-moon. El nuevo ministro de Justicia, Rafael Catalá, mantuvo una reunión el 4 de noviembre con la presidenta de la Fundación Víctimas del Terrorismo, Mari Mar Blanco, en la sede del Ministerio. Hacía apenas un mes que el hasta entonces secretario de Estado de Infraestructuras, Transporte y Vivienda había asumido la cartera de Justicia, tras la dimisión de Alberto Ruiz-Gallardón.

“Fue una reunión cordial y en la que el Ministerio tuvo la oportunidad de conocer de primera mano cuáles eran las inquietudes y propuestas de la Fundación Víctimas del Terrorismo —afirmó Rafael Catalá en una entrevista concedida a la revista Fundación—. Por lo tanto, yo me atrevería a decir que fue un encuentro beneficioso para las dos partes ya que nos comprometimos a discutir aquellos asuntos que más preocupación despiertan en las víctimas del terrorismo, incluyendo una enmienda al artículo 13 del Estatuto de la Víctima del Delito que ya ha sido aprobada por el Congreso”.

Además, el titular de Justicia señaló: “En aquel encuentro tuve la ocasión de explicar personalmente a Mari Mar Blanco las reformas legislativas que teníamos encima de la mesa y nos abrimos a escuchar las propuestas que pudiera hacer la Fundación Víctimas del Terrorismo para mejorar la respuesta del Estado de Derecho ante la comisión del delito y en particular en la lucha contra el terrorismo, siempre desde el recuerdo y el respeto a las víctimas”.

MEETING WITH THE MINISTER OF JUSTICE

On 4th November, the new Minister of Justice, Rafael Catalá, held a meeting with the President of Fundación Víctimas del Terrorismo (FVT), Mari Mar Blanco, at the Ministry headquarters. Barely a month earlier, the former Secretary of State for Infrastructure, Transport and Housing had taken over the Justice portfolio following the resignation of Alberto Ruiz-Gallardón.

“It was a cordial meeting where the Minister had the opportunity to see first-hand the concerns and proposals of FVT —said Rafael Catalá in an interview with the magazine Fundación—. Therefore, I’d even venture to say the meeting was beneficial for both parties, as we agreed to discuss those issues which arouse most concern for victims of terrorism, including an amendment to Article 13 of the Crime Victims Act (Estatuto de la Víctima del Delito) that has already been approved by Congress”.

He went on to say: “At the meeting, I had the chance to explain personally to Mari Mar Blanco the legislative reforms that we were preparing and that we were open to hearing possible FVT proposals to improve the Rule of Law’s response to crime and, in particular, in the fight against terrorism, always on the basis of the memory of and the respect for the victims”.

On 18th June, the President of the Government, Mariano Rajoy, inaugurated, at the Centro de Altos Estudios de la Policía in Madrid, the Memorial paying tribute to the 186 national police force officers killed in terrorist attacks, most of them by ETA. The monument bears the names of all the officers, along with a flame that remains permanently lit.

On behalf of Spanish society, Mariano Rajoy defined this tribute as "the most heartfelt expression of our appreciation and gratitude", and gave the national police force members the support of those who “know, admire and value” their work. The Minister of the Interior, Jorge Fernández, also praised the enormous sacrifice made by the Police to achieve ETA’s final defeat, with special mention of those who have carried out their work “in a hostile

La presidenta del Gobierno de Navarra, Yolanda Barcina, presentó el 27 de noviembre en el Parlamento autonómico el segundo tomo del libro Relatos de plomo. Historia del terrorismo en Navarra, correspondiente a los años 1987-2011. Entre las más de 300 personas que asistieron al acto se encontraban el presidente del Parlamento, Alberto Catalán, la directora general de Apoyo a Víctimas del Terrorismo, Sonia Ramos, el director ejecutivo del Comité contra el Terrorismo de las Naciones Unidas, Jean-Paul Laborde, y el director del libro, Javier Marrodán.

El acto estuvo precedido de un encuentro con las víctimas y los autores y colaboradores directos de la obra, y por el descubrimiento de una escultura en homenaje a las víctimas de ETA en Navarra. La figura, realizada por Javier Muro, lleva por título La tercera obra y representa “una tercera puerta, un recuerdo a los que faltan, a los que no pueden estar representados en esta Cámara”. Se trata de una chapa arrugada y pulida, que simboliza los restos de un coche bomba. Mari Mar Blanco, presidenta

de la Fundación Víctimas del Terrorismo, y Tomás Caballero, presidente de la Fundación Tomás Caballero, formaron parte del jurado encargado de seleccionar la obra ganadora del concurso convocado para este fin.

En su intervención, Yolanda Barcina destacó la “talla moral” y la “dignidad” de las víctimas. “Sois el mejor tesoro de nuestra democracia y de nuestro Estado de Derecho”, afirmó. La presidenta navarra señaló también que las víctimas han desempeñado un papel “decisivo” en el final de las acciones terroristas. Sin embargo, advirtió del error de pensar que “hemos logrado vencer de manera definitiva al terror”, puesto que “la maquinaria del odio que ETA puso en marcha hace 50 años sigue funcionando”.

It is a wrinkled, polished sheet of metal symbolizing the remains of a car bomb. Mari Mar Blanco, President of Fundación Víctimas del Terrorismo, and Tomás Caballero, President of Fundación Tomás Caballero, were part of the jury responsible for selecting the winning work in the competition organized for this purpose.

In her speech, Yolanda Barcina emphasised the "moral stature" and "dignity" of the victims, saying, "You are the best treasure of our democracy and our Rule of Law". The Navarre President also said that the victims have played a "decisive" role in the end of the terrorist activities. However, she warned of the mistake of thinking "we have finally managed to defeat terror", since “the machinery of hatred put into motion by ETA 50 years ago continues to operate".

La Fundación Víctimas del Terrorismo, en colaboración con la Audiencia Nacional, ha elaborado el informe Asesinatos de ETA en Álava, que fue presentado el 7 de abril en Vitoria. En el acto participaron el diputado general de Álava, Javier de Andrés, y la presidenta de la Fundación, Mari Mar Blanco. El documento recoge el relato de los 45 asesinatos terr oristas cometidos en la provincia (todos ellos, perpetrados por ETA), de los cuales 27 han sido juzgados y 18 permanecen sin resolver.

El primer atentado mortal tuvo lugar el 12 de octubre de 1975, cuando la organización terrorista mató al taxista Germán Aguirre, casado y padre de dos hijos. El último asesinato tuvo lugar el 14 de mayo de 2008, día en que una bomba acabó con la vida del guardia civil Juan Manuel Piñuel, casado y padre de un niño. El año más sangriento en Álava fue 1980, cuando ETA mató a nueve personas, en su mayoría pertenecientes a las Fuerzas Armadas o las Fuerzas y Cuerpos de Seguridad del Estado.

Fundación Víctimas del Terrorismo (FVT), in collaboration with the Audiencia Nacional [National High Court], has published the report Asesinatos de ETA en Álava, which was presented in Vitoria on 7th April. Taking part in the presentation were the Deputy General for Álava, Javier de Andrés, and the President of FVT, Mari Mar Blanco. The document contains the story of the 45 terrorist murders carried out in the province (all by ETA), of which 27 have been tried and 18 remain unresolved.

The first deadly attack occurred on 12th October 1975, when the terrorist group killed the taxi driver Germán Aguirre, married and father of two. The last murder took place on 14th May 2008, when a bomb killed the civil guard Juan Manuel Piñuel, married and father of one. 1980 was the bloodiest year in Álava, when ETA killed nine people, mostly belonging to the Armed Forces and the State Security Forces and Bodies.

For Javier de Andrés, the report is "a moral and ethical commitment to those who have suffered from the terrorist barbarity", while for Mari Mar Blanco, it is proof "of the interest and serious commitment on the part of the Álava Provincial Council for the final story to be one based on Truth, Memory and Justice”.

El Ayuntamiento de Villanueva de la Torre (Guadalajara) dedicó la jornada del 11 de octubre, víspera del Día de la Fiesta Nacional, a rendir homenaje a las víctimas del terrorismo. En palabras de la alcaldesa, Marta Valdenebro, esta iniciativa tenía como objetivo “honrar la memoria, la dignidad, la verdad y la justicia de las víctimas”, con el fin de tener siempre presente su recuerdo. A los actos acudió como invitada la presidenta de la Fundación Víctimas del Terrorismo, Mari Mar Blanco.

Tras la celebración de una misa en la Parroquia de Nuestra Señora de la Asunción, los asistentes se trasladaron a una nueva glorieta, donde un monolito recuerda a las víctimas del terrorismo. Allí se procedió al solemne izado de la Bandera Nacional, seguido de un minuto de silencio y una ofrenda floral.

“Con este sentido homenaje —afirmó Marta Valdenebro—, en Villanueva de la Torre queremos transmitir a la sociedad que jamás nos olvidaremos de las víctimas del terrorismo. Siempre serán nuestro referente ético, moral y político, y siempre estaremos con ellas, porque se merecen todo nuestro apoyo, ayuda, reconocimiento y memoria”. Y añadió: “Ustedes representan los valores democráticos, la defensa de los derechos humanos, la pluralidad, la libertad de todos los ciudadanos y, por supuesto, la memoria de todos aquellos a quienes nunca debemos olvidar”.

VILLANUEVA DE LA TORRE TRIBUTE

On 11th October, the day before the celebration of the Spanish National Holiday, the Villanueva de la Torre (Guadalajara) Town Council held an event paying tribute to the victims of terrorism. In the words of the Mayoress, Marta Valdenebro, this initiative was intended to “honour the memory, dignity, truth and justice of the victims”, to remember them always. The President of Fundación Víctimas del Terrorismo, Mari Mar Blanco, was invited to the event.

After the Mass held in Nuestra Señora de la Asunción church, the guests went to a new roundabout, where a monolith remembering the victims of terrorism had been erected. The national flag was solemnly raised and followed by a minute of silence and the laying of a wreath.

“With this heartfelt tribute—said Marta Valdenebro—, Villanueva de la Torre wishes to tell society that we shall never forget the victims of terrorism. They will always be our ethical, moral and political benchmark, and we’ll always be with them, because they deserve all our support, help, recognition and memory." And she added: “You represent democratic values, the defence of human rights, plurality, freedom of all citizens and, of course, the memory of all those who we must never forget".

TEATRO REAL SOCIAL AGENDA

On 19th September, Fundación Víctimas del Terrorismo and six other associations signed a collaboration agreement with the Teatro Real, by which it joined its Social Agenda. As a result, many children victims of terrorism or victims’ relatives can discover the world of music and performance, attending its educational shows for free.

The Social Agenda has been designed with very specific objectives, seeking to open children’s perception to the music and art scene, in order to stimulate their curiosity and creativity, instruments that facilitate the social integration process. Through stories told at each performance, children discover values and the keys to everyday life events, so they themselves can create their own vision of the world.

The other six associations signing the agreement are: Fundación Ayuda a Niños y Adolescentes en Riesgo, Fundación Síndrome de Down de Madrid, Federación Autismo Madrid, Federación Española de Padres de Niños con Cáncer, Ayuda en Acción and Acción Social por la Música.

La Fundación Víctimas del Terrorismo y otras seis entidades firmaron el 19 de septiembre un convenio de colaboración con el Teatro Real, por el cual se adhirieron a su Programa Social. Gracias a ello, numerosos niños víctimas del terrorismo o familiares de víctimas se están acercando al mundo de la música y la representación escénica de la mano del coliseo madrileño, asistiendo gratuitamente a sus espectáculos pedagógicos.

El diseño del Programa Social se ha realizado con objetivos muy concretos, que buscan abrir la percepción del niño al mundo musical y artístico, con el fin de estimular la curiosidad y la creatividad, instrumentos que facilitan su proceso de integración social. A través de las historias contadas en cada espectáculo, los pequeños encuentran valores y descifran las claves de acontecimientos de la vida cotidiana, para que puedan crear por sí mismos su propia visión del mundo.

Las otras seis entidades firmantes del convenio son la Fundación Ayuda a Niños y Adolescentes en Riesgo, la Fundación Síndrome de Down de Madrid, la Federación Autismo Madrid, la Federación Española de Padres de Niños con Cáncer, Ayuda en Acción y Acción Social por la Música.

CONVOCATORIA DE ayudas económicasLa Fundación Víctimas del Terrorismo ha facilitado el acceso de las víctimas y los afectados por los atentados del 11-M a la última convocatoria de ayudas económicas procedentes del fondo (de más de 10 millones de euros) destinado para tal fin por la Confederación Española de Cajas de Ahorros. La Secretaría de Estado de Servicios Sociales e Igualdad determinó que el importe de esta convocatoria sería de 383.200 euros, financiados con cargo al presupuesto de gastos y dotaciones del IMSERSO.

Las ayudas eran de tres tipos:

1. Ayuda para facilitar la inserción laboral: 500 euros por beneficiario.

2. Ayuda por formación universitaria (grado, postgrado o doctorado), para títulos oficiales o propios: 300 euros por beneficiario.

3. Ayuda para personas con invalidez, dependencia o discapacidad: 500 euros por beneficiario.

Estas cuantías podían aumentar o disminuir proporcionalmente, en función del número de solicitudes que fueran aprobadas (el plazo de presentación finalizó 11 de noviembre), hasta agotar la totalidad de la dotación presupuestaria.

ECONOMIC AID SCHEME

Fundación Víctimas del Terrorismo has facilitated the access of victims and those affected by the 11-M bombings to funds from the latest economic aid scheme (more than 10 million euros) provided for this purpose by the Spanish Confederation of Savings Banks. The Secretary of State for Social Services and Equality determined that the total amount allocated to this scheme would be 383,200 euros, financed by the IMSERSO’s endowment and expenditure budget.

There were three types of aid:

1. Aid to favour employability: 500 euros per beneficiary.

2. Aid for university education (degree, postgraduate or doctorate), for official or own degrees: 300 euros per beneficiary.

3. Aid for people with disabilities or dependency: 500 euros per beneficiary.

These amounts could increase or decrease proportionally, depending on the number of applications approved (submission deadline was 11th November), until the overall budget allocation was finished.

“RED DE MUNICIPIOS AMIGOS DE LA Fundación”


El Ayuntamiento de Alcobendas (Madrid) y la Fundación Víctimas del Terrorismo firmaron en mayo un nuevo convenio enmarcado en el proyecto “Red de municipios amigos de la Fundación”. El Consistorio, representado por su alcalde, Ignacio García de Vinuesa, se comprometió a duplicar la aportación realizada en 2012, para proporcionar ayuda asistencial directa a las víctimas del terrorismo y promover proyectos de dignificación y memoria.

La puesta en marcha de la “Red de municipios amigos de la Fundación” se llevó a cabo en 2010, mediante la suscripción de un acuerdo con la Federación Española de Municipios y Provincias, entidad que deseaba expresar de este modo su apoyo a los objetivos de la Fundación. Desde entonces, el proyecto ha propiciado un acercamiento de las entidades locales, con el fin de promover los valores que las víctimas del terrorismo representan en la sociedad.

“AMIGOS DE LA FUNDACIÓN” MUNICIPAL NETWORK

In May, the Alcobendas (Madrid) Town Council and Fundación Víctimas del Terrorismo signed a new agreement as part of the project “Red de municipios amigos de la Fundación”. The Council, represented by its Mayor, Ignacio García de Vinuesa, agreed to double the contribution made in 2012, to provide direct medical aid to victims of terrorism and promote dignity and memory projects.

The implementation of the “Amigos de la Fundación” Municipal Network was made in 2010, through signing an agreement with the Federación Española de Municipios y Provincias, entity that, in this way, wished to express its support for the Foundation’s goals. Since then, the project has resulted in the rapprochement of local authorities, in order to promote the values represented by the victims of terrorism in society.

The quarterly magazine published by Fundación Víctimas del Terrorismo is the only communication medium in Spain that publishes information and opinion from all victims’ associations and foundations, together with the participation of Government and Public Administration authorities, the world of culture or society.

Fundación magazine is primarily aimed at the victims of terrorism and their closest relatives, although the documents, interviews and reports reach millions of Spaniards through the media that echo its content. It also receives international coverage, especially in the different European Union bodies. The magazine also reaches Spanish embassies all over the world as well as the accredited diplomatic representatives in our country.

This publication has 68 pages and includes sections such as News, Current Affairs, International, Associations and Culture. In 2014, issues 46, 47, 48 & 49 have been published, which are also available on the Foundation website: www.fundacionvt.org.

COMMITMENT TO ROAD SAFETY EDUCATION

On 15th June, Fundación Víctimas del Terrorismo, together with Fundación Mapfre and its Institute for Road Safety, organized a visit to its Children’s Traffic Park, located on the outskirts of Alcalá de Henares (Madrid). Around 30 children (with ages ranging from 6 to 12 years) took part in the activity, all of them victims of terrorism relatives. During more than two hours, the children received basic notions on Road Safety and practiced riding bikes and driving electric karts.

The aims of this initiative were the following:1. Initiate participants in the knowledge of

and respect for traffic signs.2. Make children responsible in their roles

as pedestrian, passenger and driver.3. Try to get the pupils to learn and

interiorize civic activities and behaviours through theoretical and practical teaching of Road Safety.

4. Make the participants learn how to recognise different risky situations and acquire the reflexes required to overcome them.

La Fundación Víctimas del Terrorismo, en colaboración de la Fundación Mapfre y su Instituto de Seguridad Vial, organizó el 15 de junio una visita a las instalaciones del Parque Infantil de Tráfico, situado en las proximidades de Alcalá de Henares (Madrid). En esta actividad participaron cerca de 30 niños (con edades comprendidas entre los 6 y los 12 años), todos ellos familiares de víctimas del terrorismo. Durante más de dos horas, los menores recibieron nociones básicas de educación vial y realizaron prácticas en bicicletas y karts eléctricos.

Esta iniciativa tenía los siguientes objetivos:1. Iniciar a los participantes en el

conocimiento y el respeto a la señalización de tráfico.

2. Responsabilizar al niño en su papel de peatón, viajero y conductor.

3. Tratar de que los alumnos conozcan e interioricen comportamientos y actividades cívicas por medio de la enseñanza teórico-práctica de la seguridad vial.

4. Conseguir que los participantes sean capaces de captar distintas situaciones de peligro y adquieran los reflejos necesarios para superarlas.
