• Motion made to donate $1500.00 from the LSC to the scholarship fund. - M/S/A by voice vote

• Announced that an anonymous donations of $25,000 was made to the scholarship fund along with several smaller donations that total approximately $350.00. The donation checks were presented to Jodi.

b. LEAP1 renewal - LSC Leadership course: • BOD members are reminded that they need to

complete the LSC Leadership course by October 15th, 2018.

c. Time Standard Task Force: • A number of individuals have volunteered to work

on this task force. • A proposal is to move to the USA Swimming

motivational time standards for non-championship SI meets from the current “A”/”B”/”C” time standards.

• For JOs, a goal would be to increase participation • JO time standards currently target the top 24

athletes in each age group/event using a running average of the 24th place time over the most recent three year period.

• Looking at the upcoming SC JOs, which will be held at Granite Hills High School, increased participation would require two courses to be run to manage the timeline length.

o Prelims could be run over two courses with six lanes each

o Finals could be run on one course with eight lanes.

• The task force is to look into all options. • Point raised that the lead time to implement time

standard changes is too short for the upcoming SC JOs.

• Goal stated to have a resolution in time for LC JOs. • Proposal made to wait to implement the task force

recommendations until 2020. • Point raised that the task force should decide when

the best time would be to implement any proposed changes.

• An athlete representative and officials representative are both needed for the task force.

o Takato Timmerman volunteered as the athlete rep.

o Cal Gabriel volunteered as the officials rep. • Current task force members included: Joe

Benjamin, Pete Murphy, Sean Redmond, Rob Mackle, Dave Kilmer, and Mary Redmond.

d. Concussion Training: • All teams are reminded that all staff and officials

must complete the State of California mandated concussion training, and that all parents must sign the acknowledgement.

e. Swimposium Camp: • To be held in October, 2019 at Coronado High

School/BBMAC. • A volunteer (coach) is being sought to lead the

camp that would be held on Sunday. This camp would be similar to the Catch the Sprit Camp that was held in conjunction with the last Swimposium that SI hosted.

• Kristyn Evans is potentially able to volunteer, she will let the organizing committee know.

• The organizing committee currently consists of: Dan Peck, Debbie Baldwin, Mary Redmond (Chair).

• Two athlete representatives are needed to serve on the committee.

f. Officials fines: • Three changes are being proposed regarding team

fines for lack of officials working at meets. These change proposals are for the SI Policies and Procedures Manual (P&Ps).

o Break point numbers for the athlete count brackets are being corrected so that an additional official is required for every 25 athletes after the first ten athletes (see consent agenda).

o Meet host teams with more than 60 athletes competing for a given session will be required to supply three or four officials as per the stated requirement brackets (see consent agenda).

o The maximum per session fine cap of $150.00 to be removed.

• Any suggestions that will help encourage teams to supply more officials working at SI meets are welcomed by the Officials Committee.

• For LSCs that are the size of SI Swimming, USA Swimming expects the LSC to have 200 active officials. SI Swimming currently has less than 100 officials who are actively working local meets.

• A point was raised that there are limited parent volunteers available to work as officials when a team is hosting a meet.

• All proposed changes with these fines would be an amendment to the SI P&Ps which would be voted on at the upcoming HOD meeting.

• Point raised that So Cal Swimming pays their officials, could/should this be implemented in SI Swimming?

• Question on where information on the process to become an official can be found. This information is on the SI website under the Officials section.

• From the discussion – Recommendation to remove the third proposed change (point) above, the proposed increase for host team’s officials requirement but to instead encourage the host teams to provide more officials to the best of their abilities.

• Questions raised regarding fines for under supplied officials:

o Do the fines currently work? Yes. o Will removing the fine cap help increase

the number of officials working meets? Yes.

o Where do the fines go? The fines go into the SI General Fund and also support

g. Official of the Year Award: • The official of the year award for 2017/18 went to

Carlos Davila (SBA). Congratulations to Carlos.

h. Winter Travel Assistance Allowances: • See the consent agenda for the recommended

allowance schedule for the upcoming swim season. • The airfare for the Winter Senior Nationals in North

Carolina may need to be revised. Proposed to change the amount to $800.00 (estimated).

• Relay only swimmers will receive 50% of agreed meet reimbursement per standard practice.

• Question raised as to if the SI treasurer concurs with the proposed schedule dollar amounts?

• The treasurer will need to follow up on this and incorporate the funding requirements into the proposed budget for the upcoming year.

i. HOD Date and Location: • The HOD meeting will be held on Monday,

November 26, 2018. The tentative location for the meeting is the Fairbanks Ranch Country Club.

6 Additions to Agenda a. JO Awards:

• The timeline at this past LC JOs ran similar to meets when the awards were made when the swimmers exited the competition pool after each race.

• When the awards are given “in the water” the audience is already in place and no movement of people is needed. The movement of people to and from the awards area(s) at LC JOs caused traffic congestion problems with movement on deck.

• Proposal to just award the top three swimmers in each championship final from “in the water”. Similar to how the awards are done at Sectionals.

b. Proposal to remove the consolation finals from LC JOs for the 15 to 18 swimmers: • Point raised that athletes want the ability to earn

second swims and that the consolation finals are wanted by the athletes.

• The idea for this proposal is to make more time available in the meet timeline for more 10 and under swimmer events and participation.

• Point raised that this would eliminate opportunities for the 15 and over swimmers to earn second swims for those athletes who are not qualified to compete at other higher level senior level meets. For these swimmers, JOs is the only championship format meet (prelims/finals) available to them.

• Time could be made available in the timeline by limiting all athletes to a six event maximum for the meet. Additionally, 12 and under relays could be moved to the end of prelim sessions to open up time in finals. The reworking of awards could help open the timeline.

options to address this. c. Parent Education Meetings:

• Mary Redmond is available to go to team locations to give an informational meeting (Parent Education presentation) on how meets run, etc.

• Teams that are interested in having Mary come give the presentation to their parents should contact her to set up a date and time.

d. USA Swimming Membership Renewals: • Mary is currently looking into how to complete batch

membership renewals via electronic files. More information will be forthcoming.

e. USA Aquatic Convention – Bright Ideas: • Mary has submitted her Parent Education

presentation for the USA Swimming Bright Ideas Award. She will be giving the presentation as part of the competition for the award at the 2018 USA Aquatics Convention in Florida.

f. Status of the Poway Community Pool: • Due to construction problems, the pool will not be

reopened in time for the PS B/C meet in October. • The meet will be relocated to an alternate facility. • No approval for this change was needed from the

BOD.

There is a proposal to have an automatic qualifying time along with a

consideration time. There was also a discussion on using a different

percentage to calculate the JO times by age group instead of applying

one percentage to all groups.

■ Remove the consolation heat for 15+ from the LCJO format. Either give

that consol heat to the 10 and unders or just omit it.

■ Consideration on how new time standards could affect meet participation ● Summary of LCJO

○ No coaches tables ■ More coaches approved of the new setup then disapproved ■ I thought it worked well ■ For the foreseeable future, all LSC hosted meets will not have coach

tables (WAGC, Sr Classic, SCJO, Splash/Dash, LCJO ○ Award Ceremonies

■ Summary ● Fri night we had issues with the available space

○ It was very congested ○ Athletes had difficulty getting to the podium ○ Parents had difficulty getting pictures

● Sat night had sound issues ○ Moved to end of pool where there was a lot more space ○ There were issues with the sound system ○ Discontinuity between the announcer and the presentation

of the awards ● Sun night sound system was better

○ Because of the large number of people grouped together for the awards, it was still difficult to hear

○ Athlete still had difficulty moving through the crowd to get their awards

● Overall, comments were positive. Many parents liked the award ceremonies better than in the water. Younger athletes liked it. Older athletes liked it or were indifferent.

● Timeline was about the same as awarding in the water ■ Next time - WAGC

● I’m proposing trying SoCal’s method of awarding 3 events after the event is swum, while swimming is going on

● Timeline will be better as awards and swimming occur at the same time.

● Less people will be congregated for the awards, since only a few events are being awarded at a time

Parent Education Presentation Teams that would like me to provide a parent education class and take registrations at the same time may contact me for a date and time. I will come to your team at a date and time that is convenient for you with all my “free goodies”. I will be out of the office beginning Sept 24 and returning on Sept 30. Since both Debbie and I will be attending convention there will not be any registrations completed that week. Please plan accordingly. I will still be taking calls and responding to emails. Concussion Training There are still individuals that have not completed the concussion training. Please remind your coaches and officials to make sure that they complete the course before Sept 29 (the first meet of the season). Teams: Make sure you have a process in place to collect your family concussion acknowledgment forms. You can create a custom field in Team Unify to collect that information and run a report to make sure all your families are compliant. Swimposium- October 19, 2019 The Swimposium will be held at BBMAC on Oct 19, 2019. The tracks that will be offered will be Coaches, Officials and Parent/Swimmers. Is there an interest to host a camp on Sunday, Oct 20 for athletes and is there a coach that is willing to step up and take charge? I will be meeting with Cathy Durance at convention along with Dan and Debbie to discuss the agenda for the Swimposium and to discuss a camp. If there is anyone willing to help as we get closer to the date please let me know.

Athlete Executive Committee - Maria Davila I. Athlete Leadership Summit: The inaugural SI Athlete Leadership Summit was an overall success. We had 54 athletes in

attendance. They were divided amongst 5 groups, with each group being led by a member of the AEC. Topics covered included a strengths and values of leadership, club leadership, and servant leadership. For the club leadership portion, we were able to partner with UCSD to have former captains Natalie Tang (’17) and Michael Cohn (’17) give our swimmers two separate talks about their experiences leading. They also engaged in a Q&A session with the athletes. During our servant leadership portion, athletes engaged in a beach cleanup, and were given a surprise service talk by one of the head State Beach Guards, as they had noticed our event and were impressed with what we had accomplished.

Athletes also had the opportunity to participate in an LSC wide open water swim at the end

of the Summit.

Overall, many of the athletes expressed their interest in becoming more involved within the LSC at the end of the Summit; which was exactly what we had set out to do.

II. Summit Expense Report (submitted by Elisabeth Lundgren) a. see attachment

III. Open Water (submitted by Alex Smigal) Date: 8/25/18 Who Attended: Alex Smigal and about 20 athletes Purpose: To expose athletes to open water swimming Briefed the athletes on open water swimming at La Jolla Shores. Before the swim, I

discussed with the athletes on ocean swimming safety with possible contact with stingrays and general open water safety. The total course was about approximately 2 miles and we took stops to let everyone catch up at each buoy. All the athletes completed the swim and everyone seemed to enjoy the swim. At the end of the swim we closed with a group picture.

IV. National Open Water Select Camp (submitted by Juli Arzave) This past month I was able to attend the National Open Water Select Camp in Wisconsin.

There were a total of 24 swimmers, 8 staff members coaches, and three national team members present. This camp was an amazing learning experience and allowed me to learn so much more about open water techniques and the amount of opportunities out there. The coaches focused on different parts of the races and techniques on how to execute them quickly and efficiently. Open Water is something not many people have had an experience with. I believe that as an LSC we should try and expose our swimmers to all of the opportunities Open Water holds.

Administrative Vice Chair - Sally Taggart IMX Recognition Programs:

● Will update scholarship form for 2018 – 2019 by December 1st ● Will work with Dan on updating travel request forms after program agreed for year. Will try to

make it easier teams to provide meet information where IMX events are swum

Coach Mentorship Program: ● Coach scheduling session being handled by Kristyn Evans (thanks!) ● Will complete USA swimming forms after session.

Policies and Procedures Review for HOD meeting

● Have reviewed documents to ensure documents reflect current requirements in SI. The following changes will be included in document:

1. Concussion training requirement by officials and coaches per California law 2. Officials requirements for meets per agreed by BOD at September meeting 3. Meet Requirements to reflect new registration chair 4. Competing at Open Water National meets receiving separate reimbursement from short

course and long course championship meets (so swimmers can get travel assistance for an additional meet) as voted on in May meeting

5. Specifically stating that splash and dash meet fees are allocated per standard amounts to general fund; national travel, and age group travel

Office Close / All Sports Relationship

● Renewed contract with registration chair for 2018 – 2019 year. ● Working with forensic accountant on details of unpaid monies by All Sports. Agreed amount

owed to SI is just over $119,000. Next action taken will occur after review is complete.

USA Swimming Convention:

● Convention is in Jacksonville, FL September 26 - 29. SI is sending a full contingent. Most people are arriving by Tuesday dinner and leaving sometime Sunday. Deb Baldwin and Sean Redmond will also be there representing the Western Zone.

● Final travel information will be sent out by September 20th to those who had travel arrangements made by SI.

Safe Sport Report - Sean Redmond

Officials Committee Report - Cal Gabriel/Debbie Baldwin Our Officials' Committee is in place and hard at work. We are currently in discussion about recertification requirements, as well as a request that the current "official fines" defined in the Policies and Procedures be updated to reflect the attached suggestions. The SI Official of the Year was selected for 2018 by the Officials’ Committee from the 8 nominees. This year’s winner is Carlos Davila! A New Officials' Clinic will be held on September 11, 2018 with 12+ attendees expected. Thank you again to Chris Dudley for arranging the facility in Torrey Pines. A Starter/Deck Referee clinic is scheduled for September 18th with 20+ attendees expected. An officials' social was held on August 25th at the San Diego Yacht Club. There were 100+ in attendance and was a great success. Thanks to those who were instrumental in putting this event together, Cal Gabriel, John Smigal and Kevin Lee.

FINES -- We have held three meets since the July report. None of the three meets resulted in any fines. We do have three teams whose fines are in arrears, they are Swim San Diego - $300.00, Coronado Swim - $525.00 and Bay Aquatics - $750.00. Thank you all for giving us the opportunity to serve the San Diego-Imperial swim family.

Equipment Report - Carlos Davila ● Existing equipment has been working well. ● Some coaches have commented on the sensitivity of the touchpads (not sensitive

enough) ○ The daktronics pads can be susceptible to soft touches ○ When athletes finish with a reasonable touch, the pad works fine (ask Juli)

● Getting quotes for Omega pads as a possible replacement pad for championship meets ○ Omega pads claim to be 100% serviceable by us ○ A lot lighter ○ More sensitive

● Spent 3 hours with Colorado Timing representatives at the ASCA conference in Anaheim ○ Discussed the shortcomings of the System 6 compared to the System 5

■ Gave the System programmer a number of scenarios where the system 5 handled situations better than the system 6

○ Gen7 is replacing the System 6 ■ We need to consider when we will need to upgrade to Gen7. At some

point, the system 5 will become obsolete

Operational Risk Report - Keith Clements Nothing to report

Age Group Vice Chair - Kristyn Evans San Diego Imperial Swimming took a team of 53 swimmers to Roseville, CA for the Western Zone Age Group Championship August 8-11. The team placed 4th overall, less than 200 point behind 3rd place Colorado. Individual Event winners included Delaney Alonso (11-12 Girls 200 Back), Lucius Brown (13-14 Boys 50 Free), Amy Zhang (11-12 Girls 100 Back), My Nguyen (11-12 Girls 50 Breast), Logan Noguchi (11-12 Boys 50 Back). The 11-12 Girls also won the 400 Medley Relay with the team of Amy Zhang, My Nguyen, Delaney Alonso, Keirlyn Mullica breaking the Western Zone Record. I would like to thank the entire coaching staff for a great trip. I would also like to thank TYR for the sponsorship of the team as the gear was very well received.

Junior Nationals – Pretty much all swimmers with Jr. Time Standards were represented. The meet

set up leftover from Seniors was amazing. LED screens behind blocks and side of pool along with Jumbo Tron scoreboard and concert level sound system. It was a great venue and experience in my opinion.

Futures – Limited participation from SI due to conflict with Juniors. Many swimmers attended

Sectionals, LAI, and JOs as final meet of the season. UCSD had 4 swimmers compete and score. No other scorers from SI.

Senior Zones – 2 Teams went – Seth Washabaugh, Aiden Simpson, Justin Wills were top scorers. Top

place was Aiden Simpson in 2nd in the 200 Breast.
