If you didnrsquot know from all of the yard signs going up across the area another round of elections is about to begin in Comal County and across Texas

Early voting for the 2018 primary elections begins this month and if yoursquore registered to vote you have many candidates to choose from ndash so many in fact there isnrsquot enough space to print them all in this article

Nevertheless both Democrats and Republicans have multiple candidates seeking their partyrsquos nomination in races ranging from US senator and representatives to Texas governor other statewide elected offices and several appellate court seats

In addition Republicans will have contested primaries for the following local seats

bull District Attorney

bull Precinct 4 Commissioner

bull Precinct 2 Justice of the Peace


And both parties will have primaries to determine their nominees for the Texas Legislature

The registration deadline to vote in the primary has already passed however you can still register to vote in the May 22 runoff if one is needed and the Nov 6 general election The deadlines to register are April 23 and Oct 9 respectively

Early voting for the primary election runs from Feb 20 through March 2 and you can vote early at any of these locations no matter what voting precinct yoursquore in

BULVERDE PD ANNOUNCES PROMOTIONS

2017 brought a few changes within the structure of the Bulverde Police Department in an effort to create better service for community as well as increased coverage professionalism and supervision

Prior to these changes one patrol supervisor was assigned to each patrol

shift one on days and one on nights These supervisors worked opposite days off and when off there was no supervisory coverage on patrol Additionally when a patrol officer was off due to vacation or illness the patrol sergeant had to cover that shift resulting in multiple relief-day changes as well as occasional overtime expenditures Fiscal year 2017ndash2018 added a position to the police department that created the opportunity for corporal positions opposite the sergeants on patrol This created 247 supervisory coverage on patrol and eliminated the need to change sergeantsrsquo days off when a patrolman requested time off

Shortly after filling the extra position that was created a promotional procedure commenced with 5 officers

submitting a letter of interest A written test was given as well as an oral presentation The written test scores were added to oral presentation scores that were scored independently by three evaluators The officers with the highest scores were promoted to corporal The two officers who scored highest were Officer Glenn Matthews and Officer Bryan Harshman

Officer Matthews came to work with the City of Bulverde in 2012 from the Manor Police Department where he worked patrol Officer Harshman came to the City in 2014 from the Helotes Police Department where he worked several years as a reserve officer With additional supervisory duties these new corporals will need to work even harder than before to continue to lead by example as they routinely are two of the most active officers within the agency Should you have the opportunity please join us in congratulating Bulverde Police Department Corporal Glenn Matthews and Corporal Bryan Harshman

Staying Healthy During Flu Season

According to the Centers for Disease Control ldquoseasonal influenza (flu) viruses can be detected year round in the United States but flu viruses are most common during the fall and winter The exact timing and duration of flu seasons can vary but influenza activity often begins to increase in October Most of the time flu activity peaks between December and February although activity can last as late as Mayrdquo(source httpswwwcdcgovfluaboutseasonflu-seasonhtm)

The Comal County Public Health department offers the following information about the flu

Comal County Public Health Influenza InformationThe best way to prevent the flu is to get an influenza vaccine Even if you have not had your vaccine practice the following recommendations to stay healthybull Avoid contact with people who are illbull Do not eat or drink after anyonebull Wash your hands frequentlybull Keep your hands away from your facemdashyour nose

mouth and eyes are portals into your bodybull Keep healthymdasheat right and get enough rest This

will help your body and your immune system fight off disease

bull Dress appropriately for the weatherbull Keep your clothing and body cleanbull In times of disease outbreaks avoid large crowds or

crowded conditionsbull Infants should be kept away from any ill person Avoid

any unnecessary contact with crowds

How the Influenza Virus is Passed AroundThe flu is spread or transmitted when a person who has the flu coughs sneezes or speaks and sends flu virus into the air and other people inhale the virus The virus

enters the nose throat or lungs of a person and begins to multiply causing symptoms of influenza Influenza may less often be spread when a person touches a surface that has flu viruses on it a door handle for instance and then touches his or her nose or mouth

Is the Flu ContagiousA person can spread the flu starting one day before he or she feels sick Adults can continue to pass the flu virus to others for another three to seven days after symptoms start Children can pass the virus for longer than seven days Symptoms start one to four days after the virus enters the body Some persons can be infected with the flu virus but have no symptoms During this time those persons can still spread the virus to others

How to Know if You Have the FluYour respiratory illness might be the flu if you have sudden onset of body aches fever and respiratory symptoms and your illness occurs during November through April (the usual flu season in the Northern Hemisphere) However during this time other respiratory illnesses can cause similar symptoms and flu can be caught at any time of the year It is impossible to tell for sure if you have the flu based on symptoms alone Doctors can perform tests to see if you have the flu if you are in the first few days of your illness

What You Should Do If You Get the Flubull Restbull Drink plenty of liquidsbull Avoid using alcohol and tobaccobull Take medication to relieve the symptoms of flubull Influenza is caused by a virus so antibiotics (like

penicillin) donrsquot work to cure it The best way to prevent the flu is to get an influenza vaccine (flu shot) each fall before flu season

Do Not Give Aspirin to a Child or Teenager Who Has the FluNever give aspirin to children or teenagers who have flu-like symptoms and particularly fever without first speaking to your doctor Giving aspirin to children and teenagers who have influenza can cause a rare but serious illness called Reye syndrome Children or teenagers with the flu should get plenty of rest drink lots of liquids and take medicines that contain no aspirin to relieve symptoms

The Myth of the Stomach FluMany people use the term stomach flurdquo to describe illnesses with nausea vomiting or diarrhea These symptoms can be caused by many different viruses bacteria or even parasites While vomiting diarrhea and being nauseous or sick to your stomach can sometimes be related to the flu (particularly in children) these problems are rarely the main symptoms of influenza The flu is a respiratory disease and not a stomach or intestinal disease

Cardiac arrest is a serious and oftentimes fatal condition The difference in survival is rapid early intervention At the Centre for Emergency Health Sciences a division of the HIS Centre (Healthcare Innovation Sciences) Emergency Medical Technicians (EMT) and paramedics from Bulverde

Spring Branch Fire amp EMS and all across the southern portion of the United States receive the critical training necessary to increase the chances of a victimrsquos survival

Overall our cardiac arrest survival rate in 2017 was 45 To put this into perspective the national average is 7 to 10 We can prove that if a patientrsquos cardiac arrest is witnessed by a bystander and that bystander begins immediate CPR our medics will be able to restore a pulse at the scene We can further prove that if we restore a pulse at the scene and maintain it in transit to the hospital 100 of those patientrsquos will be discharged from the hospital alive and with good neurologic recovery Imagine how many more Christmases Easters Thanksgivings birthday parties anniversaries and graduations that means

To achieve these types of results it requires time and high levels of commitment not only in those being trained but also from those who oversee the training On a daily basis Dr Craig Manifold Medical Director and Stephen Rahm Chief of the Office of Clinical Direction and Co-Chair of the Centre of Emergency Health Sciences instruct first responders

Their experience is impressive as one would expect Dr Manifold is board certified in emergency medicine an expert in disaster relief missions and Commander of the 149th Medical Group Texas National Guard Lackland Air Force Base Texas

Stephen has been a paramedic for over 30 years 12 of those with Bulverde Spring Branch Fire amp EMS and he continues to work in the field He contributes to journals and research speaks at state and national EMS conferences and has been published in numerous EMT and paramedic textbooks

Watoto Childrenrsquos Choir from Uganda Slated to Perform

St Paul Lutheran Church is proud to host the Watoto Childrens Choir from Uganda in a free performance on February 9th at 700pm This amazing choir entertains with the music and dance of their culture Watoto Childrenrsquos Choirs have travelled extensively since 1994 sharing a message of hope for Africarsquos orphans and widows To date the choir has toured six continents and performed to enthralled audiences in schools retirement homes churches parliaments state houses and royal palaces

Anthony Couvillion plays his violin before school in the choir room

The bow dips back and forth across the strings of his violin sometimes skipping and singing like the sounds of an accomplished long-term musician However the schoolrsquos new concert master is only a freshman Anthony Couvillion

ldquoThe basic job of the Concert Master is (as) Irsquove heard a lot of professionals say to interpret to the orchestra what the conductor means and to lead them throughrdquo Couvillion said

Achieving this spot was earned through chair tests that determined what position each student is best fit for

ldquoIf a section number in the back is having trouble seeing their conductorrdquo he said ldquoThey can follow my bow so they can see where we arerdquo

After only three years of playing Couvillion has proven to be a natural at the violin

ldquoI really like it it has a great soundrdquo said Couvillion when asked about how he feels about the violin ldquoTherersquos nothing really else like itrdquo

Outside of school Couvillion plays in the Youth Orchestra of San Antonio as the Principal Second Violinist in the Symphony Orchestra With an age range from 10 to 15 Couvillion is one of the older members

ldquoItrsquos a lot of fun and the people there are amazingrdquo he said ldquoWersquore playing a lot of great repertoirerdquo

However little time spent compared to equally great musicians Couvillion is a natural who plans to do what hersquos passionate about playing music for the rest of his life

Comal ISD Receives Perfect Financial Integrity Mark From TEA

Comal ISD Chief Financial Officer David Andersen reported a perfect score for Comal ISD on the Texas Education Agencyrsquos FIRST report (School Financial Integrity Rating System of Texas) at its December Board Meeting This year the district received 100 out of a 100 possible points earning a Superior Achievement rating for the sixteenth year in a row The FIRST report ensures that all Texas public schools are held accountable for

the quality of their financial management practices

Based on their standing and 15 established indicators Texas public schools can earn one of five ratings Superior Above Standard Standard Substandard or Suspended Data Quality In order to earn Superior Achievement districts must score at least 90 out of 100 points

ldquoComal ISD takes pride in the fact the district once again has received a Superior Achievement ratingrdquo said Andersen CFO ldquoItrsquos something we strive to achieve every year because itrsquos a measure of outstanding fiscal responsibility on many levels Meeting all 15 indicators is something wersquore also obviously proud ofrdquo

Since its inception in 2001 by the 77th Texas Legislature the FIRST rating system encourages Texas public schools to better manage their financial resources in order to provide the maximum allocation possible for direct instructional purposes These ratings are established from reports provided to the TEA by Texas public schools including staff and student data and budget and actual financial data The 2017ndash18 ratings are based on annual financial reports from the 2015ndash16 school year

In accordance with the legislature all Texas public schools are required to publicly report their ratings to parents and taxpayers and hold a public discussion or hearing regarding its financial report Andersen presented Comal ISDrsquos report to the School Board on December 14

The Bulverde Quilt Group began in 1997 with 3 members and has continued to grow with an average of 35 members now attending each month The grouprsquos activities include an annual retreat to Wimberley field trips to quilt shops Mystery Quilt Challenges as well as other challenges on finishing up personal projects They also have an annual Salads and Sweets celebration in August

The Bulverde Quilt Grouprsquos service project is to make donation quilts for the Methodist Childrenrsquos Hospital Approximately 1800 quilts have been donated to the children with cancer and heart issues who were being treated at the hospital

The childrenrsquos quilts are made with 100 cotton fabric If you would like to donate fabric for the quilts it would be greatly appreciated Any monetary donations can be payable to the Bulverde Quilt Group and are tax deductible and will be used to buy fabric and batting to make the quilts

The First United Bank on Hwy 46 has graciously invited the Bulverde Quilt Group to display donation quilts in their lobby throughout March before they are delivered to the hospital

Seniors Enjoy Their Golden Years and Stay Active and Healthy at the Activity Center

We are excited to roll out our new calendar to all of our current members We also encourage anyone new to come and visit the Bulverde Spring Branch Activity Center which is located in the heart of downtown Bulverde next to City Hall Here at BSBAC we keep a full schedule of events for everyone to stay active and healthy

A day in the life of one of our members might include a Cardio amp Strength class or a Yoga amp Toning class One might also want to explore their creative side and take a knitting or quilting class We have gym and library hours as well as field trips luncheons and wood carving The center is always changing and adding new events to our schedule like our new line dancing class or our Zumba on Tuesday mornings Bingo Bunco and a fun assortment of other games are regular weekly favorites for our members too Exercise classes socializing with friends playing games or enjoying a daily fellowship meal are all things our members can enjoy at the BSBAC

We pride ourselves on being a small activity center that offers social programs and activities with the over-50 individual in mind Our hope is that our members feel a sense of home and belonging when they are here and that they look forward to coming and spending time here at the Activity Center As one member perfectly expressed ldquoI love coming here because this is where my friends arerdquo

The Center plays a vital role as a resource in the lives of seniors in the Comal and North Bexar County area Our dedicated staff and volunteers are conscious of these ever changing demographics and are committed to growing and adapting our center to meet these emerging needs all while improving the quality of life for those members and clients which we serve

Having lived in the BulverdeSpring Branch area for the past 20 years I have never ceased to be amazed at the caring and generosity displayed by the people of our community and this Christmas was no exception Thanks to that generosity the second annual BulverdeSpring Branch Angels Christmas Tree Project was a huge success Gifts and donations made to the Angel Trees together with donations made to the Spring BranchBulverde Lionsrsquo Toy Drive allowed the Christmas wishes of 360 area children to be met The excitement of the children who accompanied their parents to pick up their gifts the smile on the face of the teenage Spurs fan as she received a Spurs Hoodie on a cold winter day and the hugs and words of thanks from grateful parents are all due to your donations and to the hard work of our wonderful volunteers and for that we would like to commend you and thank you for your efforts

Several schools helped us to warm up the holidays for our families by conducting Blanket Drives Bill Brown Elementaryrsquos new Student Council donated more than 200 blankets to our children and Spring Branch Middle School and SVHSrsquos FACS student organization added to that number Timberwood Elementary donated their annual Gift Wrap drive and with the help of the Claybusters 4H Club the SVHS FACS friends and our wonderful volunteers wrapped numerous gifts for our children Our heartfelt thanks also go to those who worked for months prior to our event cutting out the paper ornaments we use on our treesmdashJohnson Ranch Elementary First United Bank staff and Tony amp Melissa Doyle We also wish to thank the CISD school staff who together with Los Ninos Childrenrsquos Center Provisions A 2535 Outreach and the Hope Center Ministry helped us to identify families in need

Giving Local Girls the Prom of Their Dreams

Growing up most girls think about going to their prom and dream about the dress that they will wear Prom is not just a dance it is a milestone a rite of passage in the life of any girl In the US over the past few years the average amount that a girl spends on her prom dress ranges from $200ndash$750 For many girls and their families that cost is too far out of reach The BulverdeSpring Branch Angels is sponsoring their 3rd Annual Belle of the Ball Project in hopes of helping girls in our community find the dress of their dreams without breaking their familyrsquos budget

The Buzz From the Garden

If you or your business or SCHOOL would like to secure a plot (at no cost) please contact Joanne Hall at jothallgvtccom Donations gladly accepted Also interested persons are invited to attend the Bulverde Community Garden Committee meeting on the second Monday of the month at 515pm at the Bulverde Spring Branch Activity Center

The Bulverde Community Garden was started in 2014 with the assistance of the City of Bulverde Much of the work to build the garden was and continues to be done by volunteers Boy Scout Troop 58 did much of the initial work and since then a number of Eagle Scouts in the troop (as well as from other troops) have completed projects in the garden Projects include building plots and installing paver walkways building a bee condo an information kiosk a compost bin a shed and a bridge Other groups like the Humans of Smithson Valley have spent many hours maintaining cleaning planting and further building the garden over the last 4 years Garden members have constructed special trellises and a rain collection system

One notable volunteer who has been with the Garden since the beginning is Lorelei Mayer Lorelei has been instrumental in the initial and ongoing development of the Garden especially in fundraising efforts She developed the butterfly garden which is now certified as a monarch way station She has also taken over the planting tending and harvesting of the six Provisions (the local food pantry) plots Lorelei reports that 300 lbs of fresh produce were delivered to Provisions in 2017

Lorelei was introduced to gardening at an early age in the Philippines where she grew up and where her mother was an avid gardener and professional landscaper

She didnrsquot become really interested in gardening however until she had her own home When she and her husband Karl moved to Spring Branch 34 years ago she began to experiment with the local native plants which piqued her interest in gardening

Lorelei and Karl have been involved in many volunteer activities over the years beginning when their children were in school and were active in soccer and scouting Lorelei continues to be a very busy lady working part time as a property manager for a local subdivision and as a committed volunteer with the Bulverde Garden Club for the past 7 years 3 of which she served as the clubrsquos president Her volunteer activities extend to the Bulverde United Methodist Women as an active member and officer for many years

Loreleirsquos volunteer accomplishments cannot be discussed without including her husband Karl who also lends his time and talents to the Bulverde Community Garden Karl recently retired from the woodworking industry

and regularly can be found repairing and improving upon the structures in the Garden He frequently delivers sawdust which has helped to create the many pathways in the Garden and is utilized in building up the compost bin

The Bulverde Community Garden Committee thanks Lorelei and Karl Mayer for all they have done for this community project and for the community as a whole The Garden would not be where it is today without their efforts

Smithson Valley High School Team Qualifies for Navy Marksmanship Nationals

When several members of Smithson Valley High Schoolrsquos marksmanship team told Commander Vince Quidachay they wanted better results he had a solution

Quidachay who sits at the helm of the Navy Junior ROTC program at SVHS and is also the marksmanship teamrsquos coach simply changed the practice schedule

ldquoA few years back we were just practicing once per weekrdquo Quidachay said ldquoWe changed our schedule to four practices per week Twice per day on Tuesdays and Thursdaysmdashat 615 am and at 415 pmrdquo

The results have been staggering They sent their first individual 2017 SVHS graduate Ryan Randle to the Navy Marksmanship Nationals last year

This year for the first time in school history a team of five Navy JROTC studentsmdashPhillip Colton Taylor Johnson Kirsten Zeug Grant Pattison and Anna Johnsonmdashwill represent Smithson Valley High School at the Navy Marksmanship Nationals Nationals will take place in Phoenix Arizona Feb 8ndash10

The team qualified for nationals after finishing third in the state competition in December

ldquoAfter watching Ryan qualify for nationals last year they all wanted to gordquo Quidachay said ldquoSo they made it a point to hardly ever miss a practice because they knew theyrsquod be letting their teammates down As a result everybody got a lot better Thatrsquos key in this sport when yoursquore trying to qualify as a team because everyonersquos score countsrdquo

ldquoEvery year wersquove been trending upward as a teamrdquo said SVHS senior Taylor Johnson ldquoMy sophomore year was the first time we made it to state I think thatrsquos when I really started to think about nationals I think this team will also set a foundation for future Smithson Valley teams to do really well and make it this farrdquo

SVHS junior Phillip Colton said the extra practice time made all the differenceldquoTo be honest the moment I found out we were going to nationals I was pretty surprised but also very happyrdquo Colton said ldquoI knew it would happen

Instead of being nervous on the biggest stage donrsquot be too shocked if Smithson Valley High School has its best showing at nationals

ldquoI wouldnrsquot be surprised if we go up there and beat a few teams wersquore not expected tordquo Quidachay said ldquoI brought in someone who trains shooters in the military to give our team a couple of lessons He stressed whatrsquos really important in marksmanship breathing and relaxation I can already tell it made a big difference I think it will help not only at nationals but will carry over to next yearrsquos team as wellrdquo

Ingredientsbull 2 12 cups all-purpose ourbull 1 teaspoon baking powderbull 1 teaspoon baking sodabull 2 teaspoons ground cinnamonbull 12 teaspoon ground nutmegbull 12 teaspoon ground clovesbull 12 teaspoon saltbull 12 cup butter softenedbull 1 12 cups white sugarbull 1 cup canned pumpkin pureebull 1 eggbull 1 teaspoon vanilla extractbull 2 cups confectionersrsquo sugarbull 3 tablespoons milkbull 1 tablespoon melted butterbull 1 teaspoon vanilla extract

Directions

1 Preheat oven to 350 degrees F (175 degrees C) Combine our baking powder baking soda cinnamon nutmeg ground cloves and salt set aside

2 In a medium bowl cream together the 12 cup of butter and white sugar Add pumpkin egg and 1 teaspoon vanilla to butter mixture and beat until creamy Mix in dry ingredients Drop on cookie sheet by tablespoonfuls atten slightly

3 Bake for 15 to 20 minutes in the preheated oven Cool cookies then drizzle glaze with fork

4 To Make Glaze Combine confectionersrsquo sugar milk 1 tablespoon melted butter and 1 teaspoon vanilla Add milk as needed to achieve drizzling consistency
