Cover StoryDecember is USPS Motor Vehicle Safety Month

Someone dies in a motor vehicle crash every twelve minutes, an injury occurs every ten seconds, and a crash occurs every five seconds in the United States, according to the National Safety Council (2014).

Many of these incidents occur during the workday or during the commute to and from work. When a Postal Ser-vice™ employee is involved in an accident, either on or off the job, the USPS® bears the cost of these accidents either directly or indirectly. Whether you manage a fleet of vehi-cles and drivers, oversee a mobile sales force, or drive yourself, focusing on the driver safety program can greatly reduce the risks associated with a motor vehicle accident and aid the USPS in fulfilling our mission.

Motor vehicle crashes are a leading cause of death and injury for all ages. Crashes on and off the job have far-reaching financial and psychological effects on employees, their coworkers and families, and their employers.

To bring attention to driving safety, the USPS is desig-nating December as “Motor Vehicle Safety Month.” Histor-ically, December has been the month when we see increased accident activity. Weather, temporary workers, inexperienced workers, increased workloads, and the holi-day season all contribute to this increase.

Focusing on motor vehicle safety:

Saves lives and reduces the risk of life-altering inju-ries.

Protects our human and financial resources.

Guards against potential liabilities associated with crashes involving employees driving on company business.

The goal of the program is to keep our drivers, and those with whom they share the road, safe. By changing attitudes about driving, improving behavior, and increasing skills, we build and sustain a culture where everyone understands that “Safety Depends on Me.”

In reviewing our accident data, we can easily identify some basic safe driving practices that can be reinforced to avoid tragedy. As an example, in 2015, the USPS reported nearly 27,000 motor vehicle accidents. Nearly half of these were experienced by our newer employees. We can reduce

our motor vehicle accidents with training and by consis-tently messaging the importance of these basic safe driving practices. By doing so, we not only reduce our accident counts, but ensure that our employees feel prepared for their jobs and see a future with the USPS. Employees are our most valuable assets. Workplace driver safety pro-grams not only make good business sense but also are a good employee relations tool, demonstrating that the USPS cares about our employees.

The data tells us that not only are our newer drivers at risk but that we need to address things like roll away/run away accidents, distracted driving, collisions with station-ary objects, and collisions with other vehicles.

631.2 Centralized Delivery

Centralized delivery service may be provided to call win-dows, horizontal locked mail receptacles, cluster box units (CBUs), wall-mounted receptacles, or mechanical convey-ors (mechanical conveyors are only for high-rise and multi-ple tenant buildings, and only if certain conditions are met; consult your Postmaster for details).

a. Delivery requirements: CBUs and USPS STD 4C equipment may be approved for use at one or more centralized delivery points in a residential housing community or business location. The local postal manager must approve the mailbox sites and type of equipment. Boxes must be safely located so that customers are not required to travel an unreasonable distance to obtain their mail and to provide sufficient access to mailbox locations. Normally, it is appropri-ate for the receptacle to be within one block of the residence.

b. Centralized delivery addresses: Centralized delivery mail receptacles (including USPS STD 4C equipment and CBUs, delivery centers, and postal centers) must be identified by the same addresses as the dwellings for which they serve as mail receptacles. The respec-tive, conforming addresses should be displayed in-side the boxes and visible only to the carrier and customer when accessing that receptacle. USPS does not assign addresses; however, the sequential ordering of any centralized delivery equipment is

subject to USPS approval for operational efficiency and to accommodate special circumstances or re-quests for hardship delivery. For security or privacy, mailer associations or customer groups may use an-other alphanumeric identification system on the out-side of receptacles that is not part of, or used in, the mailing address.

631.21 Curbside Delivery

Delivery may only be provided to boxes at the curb with prior approval from the Postal Service, and so long as they can be efficiently, safely, and conveniently served by the carrier from the carrier’s vehicle, and so that customers have reasonable and safe access. Mail receptacles may be grouped two to a property line, where possible.

631.22 Door Delivery

Door delivery may be provided to boxes located at or near the door of a business or residential delivery point, or through a door slot, with prior approval from the local Post-master, only if the box or mail slot can be efficiently, safely, and conveniently served by the carrier. Door delivery will generally not be available for new delivery points.

631.23 Sidewalk Delivery

Sidewalk delivery may be provided to boxes located near the public sidewalk. Options and requirements for sidewalk delivery, as directed by the Postal Service, are as follows:

a. If the sidewalk abuts the curb or if other unusual con-ditions exist (e.g., excessive street parking) that make it difficult or impractical to install or serve box-es at the curbline, customers with these situations may be permitted to install all their boxes at the edge of the public sidewalk nearest the residence, where they can all be served by a carrier from the sidewalk.

b. If the average lot frontage is 50 feet or less, the boxes must be located so that the carrier can serve them from the sidewalk. The boxes are not required to be grouped together.

c. If the average lot frontage is over 50 feet and does not exceed 75 feet, the boxes must be installed in groups of at least two.

d. If the average lot frontage exceeds 75 feet, CBUs must be installed.

Postal Service™ employees across the nation are con-tinuing to “Show Some Love” this Combined Federal Cam-paign (CFC) season as the December 15 deadline draws near.

It’s not too late to support a worthy cause this holiday season, either through a one-time donation or ongoing payroll deductions.

More than 18,000 charitable organizations are partici-pating in the CFC this year.

CFC staff are available to help you find out if your favor-ite charity participates and to show how you can make your contribution.

Finance2017 Social Security and Medicare Tax Withholding Rates and Limits

For 2017, the maximum limit on earnings for withholding of Social Security (Old-Age, Survivors, and Disability Insur-ance) Tax is $127,200.00. The Social Security Tax Rate remains at 6.2 percent. The resulting maximum Social Security Tax for 2017 is $7,886.40.

There is no limit on the amount of earnings subject to Medicare (Hospital Insurance) Tax. The Medicare Tax Rate applies to all taxable wages and remains at 1.45 percent with the exception of an “additional Medicare Tax” assessed against all taxable wages paid in excess of the applicable threshold (see Note). The FICA Tax Rate, which is the combined Social Security rate of 6.2 percent and the Medicare rate of 1.45 percent, remains 7.65 percent for 2017 (or 8.55 percent for taxable wages paid in excess of the applicable threshold).

The information in the following table shows the changes in Social Security (no changes in Medicare limits) withholding limits from 2016 to 2017.

Note: The Patient Protection and Affordable Care Actsigned into law March 23, 2010, created the “additional Medicare Tax” that changed Medicare withholding compu-tations effective January 1, 2013. All wages, self-employ-ment income, and other compensation that are subject to regular Medicare Tax and are paid in excess of the applica-ble threshold are subject to the additional Medicare Tax. Employers are required to withhold the additional Medicare Tax at a 0.9 percent rate on wages and other compensation it pays to an employee in excess of $200,000 in a calendar year. There is no employer match for the additional Medi-care Tax.

Information Security‘Tis the Season for Scams

As you spend time with family and friends this holiday season, hackers may be trying harder than ever to infiltrate your computer networks and steal your information. It is critically important to be on the lookout for suspicious activity. Some of the most commonly used scams during the holidays include:

Online Deals: Watch out for deals that seem “too good to be true” and be wary of unfamiliar websites.

Charities: Make sure any charities to whom you send a donation are reputable and legitimate.

Gift Cards: Purchase gift cards from credible, well-known retailers, or purchase directly from the store instead. Similarly, check the source before accepting or using free gift cards.

Hackers use a variety of techniques to execute fraudu-lent activities, but phishing is the most common. To protect against potential phishing scams, look for an unknown sender, a link or URL that requests immediate action, mis-spellings and grammatical errors, or requests for login cre-dentials or passwords.

To report a suspected phishing email, send the email as an attachment — do not forward it — to the CyberSecurity Operations Center (CSOC) at [email protected]. To do

so, press the “Control,” “Alt,” and “F” keys simultaneously to create a new email message with the suspicious email attached (the suspicious email will attach automatically). For more information on how to properly report phishing incidents to the CSOC, download “The Right Way to Report Phishing Incidents” cheat sheet on Blue at http://blue.usps.gov/cyber/report-incidents.htm.

Another technique commonly used by hackers is ran-somware. Ransomware is computer malware that locks individuals outside of their networks or devices until a sum of money is paid. To prevent a ransomware attack, be wary of suspicious pop-up advertisements or websites, and do not click on unknown links. Additionally, always back up your data in case you need to reset your device. If you become a victim of ransomware, report it to your manager immediately and notify the CSOC.

International MailInternational Mail: Temporary Suspension of Mail Service to Guatemala

On November 29, 2016, the Postal Service™ announced the suspension of most mail services to Guate-mala. Until further notice, all Post Offices™ and other acceptance locations must not accept any mail destined to the country of Guatemala, other than Global Express Guar-anteed® (GXG®) service, which is still available. The sus-pension affects Priority Mail Express International® (PMEI), Priority Mail International® (PMI), First-Class Mail Interna-tional® (FCMI), First-Class Package International Service®

(FCPIS®), International Priority Airmail® (IPA®), Interna-tional Surface Air Lift® (ISAL®), and M-Bag® items.

For already deposited items other than GXG addressed to Guatemala, Postal Service employees must endorse them “Mail Service Suspended — Return to Sender” and then place them in the mail stream for return.

For any returned item bearing a customs form, as well as any item shipped with Priority Mail Express International service, the Postal Service will, upon request, refund post-age and fees on mail returned due to the suspension of ser-vice.

For all other returned items not bearing a customs dec-larations form, the Postal Service will, upon request, refund postage and fees on mail returned due to the suspension of service, or the sender may remail them with the existing postage once service to Guatemala has been restored. When remailing under this option, customers must cross out the markings “Mail Service Suspended — Return to Sender.”

Stamp ServicesStamp Announcement 17-01: Year of the Rooster Stamp

©2015 USPSOn January 5, 2017, in Seattle, WA, the U.S. Postal Ser-

vice® will issue the Year of the Rooster First-Class Mail®

stamp (Forever® priced at 47 cents), in one design, in a pressure-sensitive adhesive (PSA) pane of 12 stamps (Item 552000). The Year of the Rooster $5.64 pane of 12 stamps may not be split, and the stamps may not be sold individually.

The stamp will go on sale nationwide January 5, 2017.

The Year of the Rooster stamp is the tenth of 12 stamps in the Celebrating Lunar New Year series. The Year of the Rooster begins on January 28, 2017, and ends on February 15, 2018. The stamp art depicts a rooster emblazoned on a red envelope (hongbao). Parents present red envelopes containing money to children and loved ones during Lunar New Year celebrations. The color red symbolizes luck in Chinese culture, while rooster imagery is often used to ward off evil spirits. The characters at the top of the enve-lope form a common Chinese greeting of celebration and wish for prosperity and good fortune, used most frequently during Lunar New Year. Artist Kam Mak created this origi-nal painting. Art director and stamp designer Ethel Kessler incorporated elements from the previous series of Lunar New Year stamps — Clarence Lee’s intricate cut-paper design of a rooster and the Chinese character for “rooster,” drawn in grass-style calligraphy by Lau Bun — to create continuity between the stamps in the series.

Stamp Fulfillment Services will make an automatic push distribution to Post Offices™ of a quantity to cover approx-imately 30 days of sales. Distribution quantities for the

automatic push distribution are available by logging on to SFS Web at https://sfsweb.usps.gov. Post Offices may begin ordering stamps on the FDOI through SFS Web. However, offices should check the website noted above to determine the amount they will receive on their automatic push distribution.

Special Dedication PostmarksOnly the following pictorial postmark is permitted for the

Year of the Rooster stamp. The word “Station” or the abbreviation “STA” is required somewhere in the design, because it will be a temporary station.

Guidelines for Finalizing Year of the Rooster Stamp Pictorial Postmark Art

To finalize the Year of the Rooster stamp pictorial post-mark art, insert the date, city, state, and ZIP Code™ of the physical location of your event adjacent to the stamp image. How to Order the First-Day-of-Issue PostmarkCustomers have 60 days to obtain the first-day-of-issue

postmark by mail. They may purchase new stamps at their local Post Office, at The Postal Store® website at www.usps.com/shop, or by calling 800-782-6724. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal lim-it: $1,000 for domestic, and $700 for internationalpostal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S.Postal Money Order Reference Card, or online athttps://www.usps.com/shop/money-orders.htm.

3. If the money order seems suspicious, call the U.S.Postal Service Money Order Verification System at866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders forcashing.

The surface area of the address side of the mailpiece must be large enough to contain the applicable customs declaration. The following exceptions apply:

Known mailers are exempt from providing customs documenta-tion on non-dutiable letters or printed matter. (A known mailer is a business mailer who enters volume mailings through a business mail entry unit (BMEU) or other bulk mail acceptance location, pays postage through an advance deposit account, uses a permit imprint for postage payment, and submits a completed postage statement at the time of entry that certifies that the mailpieces contain no dangerous materials that are prohibited by postal reg-ulations.)

All federal, state, and local government agencies whose mailings are regarded as “Official Mail” are exempt from providing customs documentation on any item addressed to an MPO except for those MPOs to which restriction “B2” applies.

If mailpiece is endorsed “Contents for Official Use — Exempt from Customs Requirements.”

B2. All federal, state, and local government agencies must complete customs documentation when sending potentially dutiable mail addressed to or from this MPO or DPO.

C. Cigarettes and other tobacco products, including tobacco leaves, chewing and pipe tobacco, snuff, and cigars are prohibited, including those that are authorized in Publication 52 under PACT.

E2. Any matter depicting nude or seminude persons, pornographic, or sexual items are prohibited. Non-authorized political materials are pro-hibited. Religious materials contrary to the Islamic faith are prohibited in bulk quantities, but individual items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless/cellular telephones, global position-ing systems, scanners, base stations, and handheld transmitters are pro-hibited.

F. Firearms of any type are prohibited, except firearms mailed to or by official U.S. government agencies. This restriction does not apply to fire-arms mailed from this MPO ZIP Code, provided ATF and USPS regula-tions are met. Antique firearms do not require an ATF form.

Stamp Announcement 17-02: Love Skywriting Stamp

©2015 USPSOn January 7, 2017, in Chino, CA, the U.S. Postal Ser-

vice® will issue the Love Skywriting First-Class Mail®

stamp (Forever® priced at 47 cents), in one design, in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 561600).

The stamp will go on sale nationwide January 7, 2017.

This new issuance is a continuation of the U.S. Postal Service tradition of creating stamps that cele-brate love. The Love Skywriting stamp will add a sweet, romantic touch to your letters and cards, not only on Val-entine’s Day, but all year round. The stamp art depicts the word “Love” written in white cursive script against a blue sky studded with wispy clouds. Underlining the word is a decorative swirl of smoke. A small, stylized plane, dwarfed by the giant letters, completes the end of the swirl, with smoke trailing from its tail. Louise Fili designed the stamp, illustrated by Jessica Hische. Derry Noyes was the art director.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first-day-of-issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first-day-of-issue city. The first-day-of-issue city Post Office will then forward in bulk all postmark requests to Cancellation Ser-vices, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum

size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first-day-of-issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first-day-of-issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.
