A small research vessel is reported abandoned in the Gulf of Mexico and five people who were on board are found dead on a nearby barrier island. While Government agencies squabble over jurisdiction, private investigator Tony Lowell is hired by wealthy maritime lawyer Arthur Emerson to find out why these scientists died.
