The council, SES, Fire & Police had no flood crisis strategy; no communications unit set up. Naomi Brugger was all that remained of Griffith's comms department after staff cuts. A very steep learning curve - learning to work with the media, the populace, emergency departments on the run. Should all councils have an emergency plan? YES! Has the traditional role of PR changed?
