I would like to express my support for Apple's petition, RM-8653.I am a graduate student in Neuroscience at the University of Michigan. As a scientist and future academicprofessional, I believe that the allocation of public airwaves to wireless data transmission as Apple's petitionproposes, would open up unprecedented opportunity for communication and collaboration between scientists,academics, and medical professionals.

I would also like to draw your attention to David Ross' excellent letter to you on this subject. dated July 7. I cannotoveremphasize the importance of this proposal for helping our aging veterans and the handicapped.

Finally, I believe that providing such a widespread, inexpensive access to the National Information Infrastructure isvital to the long-term economic health of the nation. Our economy depends increasingly upon a well-educated andwell-informed work force. This proposal promises to dramatically enhance the educational opportunities of citizensat all levels of education at a minimal cost to the government. Thus this proposal is consistent with both theDemocratic agenda of equal opportunity to women, minorities, and the poor, and the Republican agenda ofachieving such goals at a minimum expense to the taxpayer.

I have been following the development of the proposals for public-domain communications put forth by AppleComputers with much interest. I have become quite interested, recently, in the Intemet and in "networking" ingeneral. I am intrigued in being given the opportunity to make a one-time purchase of a piece of hardware, and thenbeing able to instantly communicate, at high bandwidth, with thousands if not millions of people essentially for freel

This is a mind-boggling advancement in tele-communications and networking in general. I read quite a bit of sciencefiction, but the potentials of a system like this outstrip even speculative literature. It has been my experience thatwhen people talk things over, they general become, if not better friends, at least more tolerant and understanding.Though a network like this would not insure that people would communicate civilly or constructively, at least the stayat home types or the physically challenged would have that option. In general, I consider the ability for wholecommunities and cities to communicate ad hoc and for free to be a wonderful boon.

I ask you as a U.S. citizen to please give Apple's proposal serious and due consideration, and to take into accountthe enormous positive impact on the general public it would have.

I am writing to add my support of RM-8653. You have undoubtedly heard all the arguments supporting this bill so Iwill not iterate them. However, I will say that this would be a very positive step in returning control back to us, thepeople. Invariably it seems that when big business has its way we get inferior technology at high cost. Allocatingspectrum for public use would enable a healthy competition to develop for products to utilize this bandwidth thatwould surely promote better innovation and yield superior prodUcts at a lower cost to the consumer. We, the people,deserve to have some of this public good returned to us and not sold for the aggrandizement of government and bigbusiness.

I believe the United States is at an important crossroads. In many different ways the individual freedoms and thebroad range of choices we have enjoyed in this country are disappearing. This trend manifests itself in many waysin our lives. For instance here in Southern California the Ralphs supermarket chain has pUrchased the Alpha Betachain and they recently purchased the Boy's Market chain. My wife and I were just joking about whether we shouldshop at Ralphs or maybe we should go to Ralphs but than again there is a sale on meat at Ralphs. This is not reallyas funny as it sounds.

On a more serious note, more and more small newspapers are being shutdown or purchased by a few mediaconglomerates who also own local radio and television stations. There is also the frightening fight going on overcontrol of theInternet.

There appears to be a growing number of Politicians who are afraid to allow the public access to what is essentiallypublic records. Witness the foot dragging that is going on with the attempts to force local governments to makepublic records available to the public in useful electronic form even though those word processed and spreadsheetfiles already exist and where created on taxpayers equipment by the employees of the taxpayers.

I feel that opening up the 300Mhz slot in the 5Ghz band to unlicensed and free access to type licensed (short range)equipment, would be a very valuable contribution to the continued freedom of speech and the all important freedomof information that people in this country have earned.

I would deeply appreciate the vote of confidence in the American people this would represent as opposed to the slapin the face the granting of this band to the media and business monopolies that petition RM-8648 requests.

First is my thanks to commissioner Ness in establishing thislink for us.

In the matter of allocation of spectrum in the 5 GHz band toestablish a wireless component of the National InformationInfrastructure - I have the following comments.

I have been involved with radio communications for manyyears, and it is a proven fact that the Ham bands in casesof emergency have been an invaluable asset to the servicesrendered to those areas. I feel that there should be abalance between those frequencies that are controlled bylarge consortiums that can provide low cost service for manyand the individual that can independently communicate. Asin the cases of Emergency situations when the corporatecommunications are disabled, the individuals with a passionfor technology are there to help.

The establishment of a free public spectrum would create adecentralized form of communication that could be invaluablein the future. The use of the spread technology wouldmaximize the use of these frequencies. and many jobs wouldbe created from the corporations that would supply equipmentfor these new frequencies.

My vote would be for opening this spectrum for free publicaccess.

I would like to add my vote of support for RM-8653 from Apple's Jim Lovette. I feel such a measure will bebeneficial to making the information super-highway what It should be. For everyone. Here In HawaII, we arenonnally behind in receiving new developments. Through a larger and more Intricate Infonnatlon network, peoplehere will be able to keep up with the rest of the nation in various interests. I hope people here in Hawaii as well asother areas that are dependent on information from the U.S. mainland will also be able to realize the benefits offree, wireless sources of information and communication. Our internet connection services here in the islands arefew, and of course require user fees. In addition, those who have Internet access (and thus access to informationand communication tools to the rest of the nation and the world) under educational institutions such as myself willno longer heve our current access priveleges after leaving our institutions, forcing us to seek other means foraccess. Thanks you for opening comment to email. I represent The National PublicTelecomputing Network (NPTN), a nonprofit corporation based in Cleveland,Ohio, that serves as the parent organization to the family of Free-Net(R) community computer network systems.NPTN launched its Rural InformationNetwork (RIN) program in the Spring of 1994 and has since built over fiveRIN Free-Net systems. This Summer NPTN will be working with local volunteers to build thirty (30) more RINsystems via a grant from theNTIA-TIIAP'94 award cycle. Although some of these systems will have a direct connection to the Internet, most willbe using UUCP or wireless.Internet connectivity is often the one aspect of a community network that prevents it from starting because it is eithertoo expensive or simply unavailable. If the FCC were to take away public spectrum, rural communities and otherareas where wirele.. may have valuable applications for community networks would be left with one Ie.. option.More critically, many regions of this country will simply not have Intemet pipe laid out to them because of the lack ofconsumer density and the high cost of installation. 'Mreless is the best option and often the only choice in theseenvironments. If telcom reform is about more choice for the average consumer and Ie.. regulation, then wirelessaccess should not be changed and should remain available to the public. If any change were to occur, I suggest thatthe wattage allowance (currently 1 watt - no pun intended) be increased so as to increase the range of thetranamitting devices. Dolng so would enable systems to operate with less equipment or to cover more distance withthe same amount of equipment. I represent The National PublicTelecomputing Network (NPTN), a nonprofit corporation based in Cleveland,Ohio, that serves as the parent organization to the family of Free-Net{R) community computer network systems.NPTN launchecllts Rural InformationNetwork (RIN) program in the Spring of 1994 and has since built over fiveRIN Free-Net systems. This Summer NPTN will be working with local volunteers to build thirty (3D) more RINsystems via a grant from theNTIA-TIIAP'94 award cycle. Although some of these systems will have a direct connection to the Internet, most willbe using UUCP or wireless.Intemet connectivity is often the one aspect of a community network that prevents it from starting because it is eithertoo expensive or simply unavailable. If the FCC were to take away public spectrum, rural communities and otherareas where wireless may have valuable applications for community networks would be left with one less option.More critically, many regions of this country will simply not have Intemet pipe laid out to them because of the lack ofconsumer density and the high cost of installation. Wireless is the best option and often the only choice in theseenvironments. If telcom reform is about more choice for the average consumer and less regulation, then wirelessaccess should not be changed and should remain available to the public. If any change were to occur, I suggest thatthe wattage allowance (currently 1 watt - no pun intended) be increased so as to increase the range of thetransmitting devices. Doing so would enable systems to operate with less equipment or to cover more distance withthe same amount of eqUipment. This e-mail is being sent in support of the Nil concept.

The necessity for a public access portion of the wireless communication frequency is well demonstrated by majorteleco and cable companies huge investment in this emerging technology. They recognize the unlimited profitpotential and want to make sure they get as much as possible. The existance of a public access wirelesscommunication frequency· free of any license or use fees • would be a major equalizer for the lowly consumer.Without such option, we would all be forced into subsaibing to a wireless carrier and pay the going rate for suchservice. A case in point is the openess of the long distance network. Before, AT&T could charge whatever theywanted. Now, with open access to LO. prices have reduced substantially. Public assess wireless would have thesame effect.

I fully support the Nil concept and hope that, in the interest of fair and universal access, that a portion of the wirelessfrequencies would be made available for that purpose.
