Basis for Cross Metric ComparisonCMS distributes quality ratings on a smooth curve with a slight bias towards average scores. The distribution of EMRAM scores has a strong right skew as the US average for hospitals is now Stage 5.

The distribution of quality ratings by EMRAM should mirror the distribution of Quality ratings. And for lower EMRAM hospitals it does. For higher EMRAM hospitals, the distribution skews towards higher quality ratings at a rate that increases with EMRAM Stage.

Higher EMRAM hospitals have higher quality ratings all other things being equal.

By comparing the ratio of above and below average hospitals by EMRAM Stage, the impact on quality is apparent. Stage 6 hospitals, which are more sophisticated EMR users than average, scores lift above the expected distribution.

HIT impacts these quality measures but the connection between EMRAM and these quality measures isn’t as straight-forward. These measures illustrate the need to do more than just deploy an EMR but to leverage that investment effectively. The Continuity of Care Maturity Model addresses patient flow and ways patients connect with your system across the care environment. Healthcare organizations that mature through the stages of the CCMM will impact readmissions and patient experience.

Technology isn’t a silver bullet. HIT is a central component of healthcare reform but we need to understand its limitations to address them and to make the right decisions. We’ll also need to evaluate the metrics used to measure success.
