Toll rates will be based on the changing levels of traffic in the express lanes. Sensors alongside the road will monitor traffic levels and speed. Toll prices will be adjusted to maintain free-flowing traffic with a minimum target speed of 45 miles per hour in the express lanes. A transponder, once attached to the inside of your front windshield, will be read by radio signals from toll gantries along the corridor. As you drive through the express lanes, the proper toll amount is deducted from your prepaid SunPass account. You can fund your SunPass account with cash, check, money order or credit card. To purchase a transponder, go to www.sunpass.com. Transponders can also be purchased in Jacksonville at your local CVS Pharmacy, Publix or the AAA Auto Club Group.

TYPICAL SECTION

The Florida Department of Transportation (FDOT) is proposing the construction of express lanes on I-295 from the I-95/I-295 South Interchange to SR 13 (Buckman Bridge), a distance of approximately 5 miles. Access points will be located west of the SR 13 Interchange and at the I-95 South Interchange. Once in the express lanes, you will not be able to exit at the San Jose or Old St. Augustine Road Interchanges. Tolls will be collected for the express lanes using a fully automated system called SunPass. The tolls will be automatically collected using a transponder attached to the front windshield of your car. There will be no toll booths. The price of the toll will vary based on the level of con-gestion in the express lanes. Signs will be posted in advance allowing motorists plenty of time to decide whether to use the express lanes or general use lanes.

ABOUT THE PROJECT

PURPOSE OF THE PROJECT

The purpose of this project is to add managed capacity to the I-295 corridor from the I-95/I-295 South Interchange to SR (Buckman Bridge) in order to: improve mobility reduce congestion provide travel options This portion of I-295 is an important link in the State’s interstate system and provides a major north-south traffic movement around the Jacksonville urban area. Based on the forecasted traffic volumes, traffic demand is expected to increase and the roadway will perform below the minimum level of service standard “D” if capacity is not added to the existing facility. However, continual widening of the facility to accommodate ever increasing travel demand is not practicable. Instead, the facility’s congestion needs to be managed while also increasing mobility and travel options. Managed capacity can facilitate longer distance trips that the I-295 beltway was originally intended to accommodate.

RECOMMENDED ALTERNATIVE

Based on the results of the Preliminary Engineering Report , as well as, input received from the public, the FDOT is recommending widening I-295 from 6 lanes to eight lanes. The recommended alternative will provide one 12 foot express lane in each direction separated from the general use lanes by a 16 foot shoulder (which indicates space for a potential future express lane). The two express lanes will be tolled while the existing six general use lanes will remain free. In addition, this alternative will also add an auxiliary lane in each direction between Old St. Augustine Road and I-95.
