Per SACRS Bylaws, Article VI ~ Section 2 – Election, Qualification and Term of Office
“The officers of SACRS shall be regular members of SACRS. The officers shall be
elected by majority vote of the quorum of delegates and alternate delegates present at the
first meeting in each calendar year and shall hold office for one (1) year and until a
successor is elected.”
Per SACRS Bylaws, Article VI ~ Section 4 - Officer Elections
“…The Board of any regular member County Retirement System may submit write-in
candidates to be included in the Nominating Committee’s final ballot provided the
Nominating Committee receives those write-in candidates prior to March 25th.
The Nominating Committee will report a final ballot to each regular member County
Retirement System prior to April 1.
The Administrator of each regular member County Retirement System shall be
responsible for communicating the Nominating Committee’s recommended ballot and
final ballot to each trustee and placing the election of SACRS Officers on his or her
Board agenda. The Administrator shall acknowledge the completion of these
responsibilities with the Nominating Committee…”
Below are two options for the ballot; the SACRS Nomination committee
recommendation and the slate submitted by both the San Joaquin CERA and Sacramento
CERS. As in the past, a voting delegate may entertain a motion to vote by individual
officer positions or by complete ballot/slate. Please be sure to authorize your voting
delegate to vote either way.
The elections will be held at the upcoming SACRS Spring Conference May 12-15, 2015
at the Anaheim Marriott in Anaheim, CA. Elections will be held during the Annual
Business meeting on Friday, May 15, 2015.
Please distribute the ballot/slate to all standing/eligible board members for approval and
authorization for your voting delegate. As stated above, Administrators are required to
send acknowledgement of completion to our office at [email protected].

Dunning presently serves as fiduciary, investment and/or litigation counsel for numerous 1937 Act and other public retirement systems in California. She also is general counsel to the Marin County Employees’ Retirement Association. Ms. Dunning’s retirement system related cases that have re-sulted in published decisions include Lexin v. Superior Court (2010) 47 Cal. 4th 1050, Shelden v. Marin County Employees’ Retirement Assoc. (2010) 189 Cal. App. 4th 458, and In re Retirement Cases (2003) 110 Cal. App. 4th 426.
Ms. Dunning is on the Program Committee of SACRS and presents regu-larly at SACRS conferences on various legal issues impacting public retire-ment systems and their boards and staff. She is Chair of the Fiduciary and Governance Section of the National Association of Public Pension Attor-neys (NAPPA) and also presents regularly at NAPPA conferences, as well as at conferences and roundtables sponsored by the California Associa-tion of Public Retirement Systems (CalAPRS). Ms. Dunning is a member of the Board of Directors of Habitot Children’s Museum. Ms. Dunning re-ceived her J.D., cum laude and Order of the Coif, from the University of California, Hastings College of the Law. She received her B.A., cum laude with Distinction in History, from Yale University.

Adam Frost leads responsible investment at Part-ners Group. His expertise in how to integrate en-vironmental, social and governance (ESG) factors effectively draws on his extensive investment, com-mercial and academic experience. After starting his career at McKinsey, Adam worked as a direct eq-uity investor at Apax Partners, where he supported the launch of the impact investment fund, Bridges Ventures. He then studied for an MBA at Harvard
Business School as a Fulbright Scholar in Corporate Social Responsibility. Adam subsequently worked at BP, where he focused on developing renew-able energy businesses. Prior to joining Partners Group, he led responsible investment at Sarasin & Partners, a listed equities asset manager, which pro-vided valuable insights into ESG integration in public markets.

Victor Hymes is the Chief Executive Officer and Chief Investment Officer of Legato Capital Man-agement LLC. He brings 31 years of investment experience to these roles.
Prior to founding Legato in 2004, Mr. Hymes held the positions of Chief Investment Officer and Chief Operating Officer at Cazenave Partners, LLC. He
spent 10 years managing investment portfolios for public and corporate pension funds, Taft-Hartley and eleemosynary clients at Scudder, Stevens & Clark, Inc. Early in the year 2000, following Scudder’s reorganization as Zurich Scudder Investments, Inc., Mr. Hymes headed Zurich’s $80 billion North American institutional business. He has also spent nearly a decade with Goldman, Sachs & Company and Kidder, Peabody & Company.
Mr. Hymes received his undergraduate degree from Oberlin College and holds an MBA from the Stanford University Graduate School of Business. He is a member of the Strategic Advisory Board of the CFA Society of San Francisco. Additionally, he is the former chair of the investment commit-tees for both the Oberlin College Board of Trustees and the Presbyterian Church (U.S.A.) Foundation.

AL BAETAUS OLYMPIC TRACK AND FIELD COACH
After competing in Track and Field at McClatchy H.S. for Jack Mauger and Sacramento Junior Col-lege for Tom Weems, Al competed at the University of California at Berkeley in the 880 and Mile under Brutus Hamilton in 1954 and 1955. He was the lead-off man on the Cal two mile relay which broke the world record in that event at the Los Angeles Coliseum Relays in 1954. Cal was the bridesmaid in that race as Fordham University also broke the
record beating Cal by 3 tenths of a second. He graduated in 1955 with a Bachelor of Science in business and a minor in physical education.
Following four years of service in the Navy as an air intelligence officer he obtained his Master of Arts degree in business education with special studies in physical education from Cal State University Sacramento. He coached and taught three years at Mira Loma High School in Sacramento and moved to American River College as Head Track and Field Coach and Cross Country Coach in 1964.
In May of 1996 Al retired after 36 years of teaching and coaching and began and continued until the end of 2000 a new career as fitness director to the Sacramento Fire Department.
Al is married. His wife’s name is Patty, and they have two sons, Jon and Mike graduates of the University of California at Berkeley. He has two beau-tiful daughter-in-laws, Julie, Jon’s wife and Lauren, Mike’s wife. He also has two marvelous and incredible granddaughters, Sarah and Molly (Jon and Julie’s daughters) who call him “Coach”
JOHN CHIANGCALIFORNIA’S 33RD STATE TREASURER
John Chiang was elected on Nov. 4, 2014, as Cali-fornia’s 33rd State Treasurer. As the State’s banker, he oversees trillions of dollars in transactions ev-ery year. One of his top priorities is to conduct the State’s business in the most transparent manner possible.
Chiang sells California’s bonds, invests the State’s money and manages its cash. In addition, he man-ages financing authorities that help provide good-
paying jobs, better schools, improved transportation, quality health care, more affordable housing and a cleaner environment. He handles those du-ties while sitting on the governing boards of the nation’s two largest public pension funds the California Public Employees¹ Retirement System (CalP-ERS) and the California State Teachers¹ Retirement System (CalSTRS).

Ms. Dunning is a partner with the national law firm, Nossaman, LLP. SONAL MAHIDAUS NETWORK MANAGER – PRINCIPLES FOR RESPONSIBLE INVESTMENT
Sonal Mahida is the US Network Manager for the Principles for Responsible Investment (PRI) ini-tiative. She is responsible for engaging with and supporting US signatories in the practice and implementation of their Environmental, Social and Governance (ESG) risk management. She also has a lead role in the growth of the PRI’s US Net-work. Prior to joining PRI, Ms. Mahida focused on
corporate sustainability reporting as part of the Environmental, Health and Safety team at Hess, a US oil and gas company. Previously, she was Vice President of the Carbon Disclosure Project (CDP), and a Senior Gover-nance Analyst at TIAA-CREF.

ROBIN RAGER, PH.D.DIRECTOR OF HEALTH MANAGEMENT – KEENAN & ASSOCIATES
Robin Rager, Ph.D., the Director of Health Man-agement at Keenan & Associates, is responsible for the development of employee wellness, dis-ease management, and injury prevention strate-gies for Keenan clients. His areas of expertise for these worksite health management initiatives include needs assessment, program design, mar-keting, online and onsite programming, program
evaluation, and ROI analyses. Dr. Rager joined the Keenan team in 2010, and has been involved in the wellness field over the past 28 years as a con-sultant, university academician, and researcher for a diversity of employee populations. He has served on the faculty at several universities and as the Director of Penn State University’s Center for Worksite Health Enhance-ment. He has also served in leadership positions in several national health organizations, including the Association for Worksite Health Promotion, the
American Public Health Association, the Care Continuum Alliance, and the worksite health promotion work group for the Healthy People Objectives for the Nation. He has published numerous articles and has made over 100 national and international presentations on health and wellness topics. He holds a Ph.D. degree in Health Education from the Pennsylvania State University.
MICHAEL TOUMANOFFNOSSAMAN, LLP
Mr. Toumanoff has specialized, for over 20 years, in the law affecting public retirement system fi-duciaries, and has represented and advised sev-eral California public pension systems, including ACERA, LACERA, SBCERA, and the Pasadena Fire & Police Retirement System, on a variety of issues.
Mr. Toumanoff has also spoken before SACRS, the California Association of Public Retirement
Systems, and the Institutional Investor Institute on various issues over the years, including Proposition 162, system funding, and conflicts of interest, and has addressed some of the particular fiduciary issues facing counsel to public retirement systems before the National Association of Public Pen-sion Attorneys, where he has served as lead chair of the Fiduciary and Plan Governance Section, and is a member of the Executive Board.

Robert B. Zoellick was a distinguished visiting fel-low at the Peterson Institute for International Eco-nomics from July 2012 to November 2013. Previ-ously he served for five years as the 11th president of the World Bank Group, which works with 187 member countries. Dear Donald, I received a bounce back on my original email and am resending it to you I would appreciate it if you could present the letter below to your System Trustees. Thank you in advance and please let me know if you have any questions. Dear SACRS System Trustees, It has come to my attention that there have been statements made that the SACRS President needed to make appointments to the Affiliate Committee at the January 2015 SACRS Board Meeting as the Chair and the Affiliate Committee were not fulfilling their duties. I would like to set the record straight. The Affiliate Committee proposed an Agenda Item to fill Affiliate Committee vacancies at the June 17, 2014 and again at the September 16, 2014 Board meetings. Both times the SACRS President removed the agenda item without explanation. The Affiliate Committee attempted to again address open vacancies, appointments and conducting a survey of all the affiliates at the January 20, 2015 Board Meeting. Their Agenda item was placed as No. 10. The SACRS President, under Agenda Item No. 3, presented a list of six affiliates to replace six of the nine affiliate committee members. This resulted in the removal of two members before their terms had expired. It also totally ignored the recommendations of the Affiliates Chair, as stated in the bylaws. It should be noted that the SACRS President went forward with his Affiliate Committee appointments without the current Affiliate Committee Support. See the SACRS Bylaws below: Per Article X, Section 7: Affiliate Membership Committee. The Affiliate Membership Committee shall be comprised of nine (9) affiliate member delegates, selected from names submitted by the Affiliate Committee Chair, with Board approval, to serve three (3)-year terms on a staggered basis. If a committee member becomes ineligible to serve or resigns, a successor may be appointed by the Board for the remaining term of the outgoing member. The Committee shall provide counsel and advice to the Board regarding educational (not legislative) activities, and shall represent the Affiliate membership The result of this action has caused anger and resentment among some of the most dedicated affiliate members of SACRS. These are the folks that the organization has relied upon over the years for assisting SACRS with conference program speakers and for the Berkeley trustee training course.
