Need•Drivers spend 65% of their time behind slow-moving traffic during peak hours•Passing opportunities are limited by oncoming traffic during peak hours•Through -traffic is delayed by left-turning traffic•Sight distance at the vertical curve at Tularosa Road is non-standard
