Dr Leach is a coastal geomorphologist and numericalmodelerwho isinterested in the medium- to long-term behaviour of coastalenvironments.Sheusesadvancedmodellingtechniquestounderstandthe role of driving environmental conditions in shaping the coastalsystem,includingchangingwaveclimatepatternsandsealevelrise.Understandingtheresponseofcoaststochangesintheseconditionsiskey to predicting their future evolution and the potential impact thiscouldhaveonenvirosocioeconomicfactors.HercurrentresearchformspartofthewiderVictorianCoastalMonitoringProgram(VCMP)andisfocusedonusinginnovativemodellingtechniquestopredictthefuturemorphodynamicsoftheVictoriancoastline.

SavingOurBeachSincere thanks to ourmembers and the community who supported the FBA campaign to save our beach from theproposedmassivebreakwaterprojectatOliversHill.Ourcampaigncontinues.YourCommitteehasbeeninvolvedinseveralmeetingswithFrankstonCityCounciltostronglyopposethedevelopmentofa“SafeBoatRefugeandCoastGuardOperations&TrainingCentre”atthislocation,becauseoflikelydamagetoourbeaches.Itisthemostopenandweather-batteredlocationonPortPhilipBayandmostunsafeforarefuge.

Estimatedcostsoftheproposalisapproximately$24millionplus.FundinghasnotbeenforthcomingfromCommonwealthandStateGovernments.FuturecoststobebornebyFrankstonratepayersareunknown.Despiteseveralrequests,FBAhasnotreceiveddatato justifyspending$24million forCoastGuardrescues.Datawould includehowmanyrescuesrequiredambulanceattendance.WebelieverescuedpeoplecancontinuetobetransportedtoPattersonRiverwherethereismorethanenoughaccessforemergencyservices.FBAhasbeentryingtoconvinceCounciltouseKananookCreekasthemooringlocationforthenew$600,000plusCoastGuardrescueboat,whichhasbeendeliveredandpaidforbytaxpayers.TheCommodoreofFrankstonYachtClub(FYC)advisedFBAthatFYCcouldrenttotheCoastGuardatrainingroomtoaccommodate80people.FBAisagainstbuildingnewaccommodationonpubliclandfortheCoastGuard.Estimatedcostsforanewfacilityis$6mplus.TheprojecthasbeenpresentedasajointventurebetweentheCoastGuardandCouncil.TransportSafetyVictoria,whichmonitorsallmaritimeincidents,hasindicatedthatParksVictoriaandtheCouncil,aswaterwayandlandmanagers,shouldbethedriversofsuchadevelopmentandtakeresponsibilitytomaintainthefacilityona long-termbasis.Weseenojustificationorcostbenefitanalysistoconsidertakingthisprojectanyfurther.Itshouldbecancelled.FrankstonCouncilisemployingConsultantsandcontinuingtocoordinatemeetingswithGovernmentDepartments.
FCCProjectGoalsandObjectivesFacilitateselectionofapreferredandmostsuitablesiteandconceptlayoutoptionfortheSafeBoatRefugeandCoastGuardFacility.Consideringoptionsat:- OliversHill,includingpast,recentandadditional
alternatives,- KananookCreekEntrance,- FrankstonPier,- Otherpotentiallocations(fromSeafordto
Mornington).
- Reviewthree(3)previousconceptdesignsatOliversHill,inrelationtofeasibilityoftheseoptionstoservethefunctionalrequirementsoftheCoastGuard,
- Develop(highlevel)layoutoptionsatthealternativeOliversHillsite,- Develop(highlevel)layoutoptionsattheFrankstonpier,- Reviewandidentifyanyotherfeasiblesitesanddevelop(highlevel)layout
options,and- Conductanassessment(MCA)ofshort-listedoptionsagainstauniformsetof
criteria,addressingeconomic,social,environmentalandgovernancefactorsprovidingsiteandoptionrecommendations.
WehavebeeninformedtheCreekisnowarealoptiontomoortheCoastGuardboat.FBAbelievestheFrankstonYachtClubprovidesgenerousfacilitiesforCoastGuardTraining.ThesearethebestoptionsforFrankstonratepayers.
BobGraham,FBACommitteeMemberYes,wecandobetterfortheFrankstonforeshoreFrankstonCityCouncil’s(FCC)movetoinstalllargetwinbreakwatersandanewhomefortheCoastGuardatOliversHillis predicted to have amassive detrimental impact on our number one asset - our beautiful beaches. FBA has beenconfrontedwithpastandcurrentmixedmessagesfromFCC,nowinpartnershipwiththeCoastGuard.
FBArejectsoutrightanyfurtherconstructionalongFrankstonMunicipality’sfragilecoastline.
Weareintheprocessofconductingourownmodelling;however,beforediscussingourinitiative,itisimportanttoreflectonCouncil’s tacticswhichare toavoidexpertadvice regarding thedangersattached to thedevelopmentofa “safe”refuge; future maintenance costs; recognition of science/technical studies, acceptance of incorrect and inadequatescientificstudiesdone,vestedinterestinfluences;lackofcommunityconsultation;lossofamenitiesfor800,000visitorsannually and hapless ratepayers paying forever. Also, consistently failing to accept expert advice to consider thesignificantdetrimentaleffectalreadyexperiencedwithgroynesandbreakwatersaroundPortPhillipBay.MovingforwardFCCcurrentlyplanstoremovetheSpecialUseZoneSchedule3(SUZ3)anditsIncorporatedDocumentfromtheFrankstonPlanningScheme-thedefinitivemandatorystudiesthatweretheresultofIndependentAdvisoryPanelsandMinisterialassessmentsthroughAmendmentstothePlanningSchemeC015,C030andC050.Furthermore,C030embedsPhysicalModellingasmandatory.RemovalwillresultinopenslatherforCouncilregardinganyfuturedevelopments,whichFBApredictsfromCouncil’spastendeavourswillhavedrasticeffectsonourbeachesandforeshore.GiventhechallengesfacedovermanyyearsandourconcernthatCouncilcontinuestoignorethatanyprotrusionintotheseaoronourbeacheswillbetheirruination,wesoughtadvicefromNeilBlake,PortPhillipBaykeeper.Neilofferedtoworkwithususingabeachprofilingtoolhedeveloped,tosurveythemovementandlossofsand.Thesurveyscommenced21stOctober2017>2019andwillcontinueforanother3quarters.

ThebeachatTransect#3showsconsiderablebuildofsandbetweenthe1stand2ndsurveys,followedbysubstantialerosionduringthe2018winter.Intheperiodbetweenthe3rdand4thsurveyssandlostfromthebottomhalfofthebeachappearstohaverelocatedtothetophalfandtheintertidalzone.Sandlevelsalongtheentirelengthofthistransectwereloweratthe4th
surveythanthoserecordedatthe1stsurvey.
Afurther3surveysarerequiredoverthenext12monthsinordertoconfirmifsandmovementsidentifiedtodatearelikelytocontinueintothefuture.
KathHassellOAM,FBACommitteeMemberKVBSustainabilityAwardsFinalistFrankstonBeachAssociationisveryproudtoannouncethatweareafinalistintheEnvironmentalSustainabilitysectionoftheKeepVictoriaBeautifulSustainabilityAwards.ManythankstoJohandeBreeandthevolunteerswhoworkcloselywithFCCCoastalManagementteamwhoprovidefantastic logisticandprofessionalsupporttopreserveandmaintainFrankstonforeshore.ForeshoreActivitiesReport2019ForeshoreactivitiesbeganlatethisyearwiththefirstheldonMondayApril29.Thelongwarmanddrysummertestedrecentplantingsandfortunatelyfewwerelost.Autumnprovidedmuchneededabove-averagerainfall-aboonforallvegetation.Volunteershavecarriedout6workingbeestodate,despitethetryingweatherwithstrongwindsandheavyshowers.ThefocushasbeenPalmCourtforeshorewhichhasamassiveWormwoodweedproblem.ThisArtemisiasp.mayhavebeenplantedintheearly1900’swhentheareaboastedabohemianartist’scolony.OnJune30wecompletedtherevegetationandweedcontrolprojectonapproximately5,000sq.metresofforeshoreadjacent to Beach Street and Palm Court. A grant from the Department of Environment, Land,Water and Planning(DELWP)enabledweedcontrolandplantingof5,000endemiccoastalplants.FurtherworkisplannedmovingnorthofPalmCourtandagrantapplicationhasbeenlodged.ThisyearFBAwasagainfortunateinobtainingaDELWP,CoastcareVictoriaCommunityGrantwhichwillfundrevegetationworksalongtheforeshorefromWellsSt.toBeachSt.The$10,000willbeusedforweedingandplanting5500endemiccoastalplants,withtheprojecttoend30June2020.Working Bees run until mid-October. A dedicated core ofvolunteers,includingthosebehindthescenesbakingmorningtea,dofantastic work that benefits theFrankstoncommunity.The Frankston foreshore needsfriends. Working bees are heldonce a fortnight during theplanting season. Come along andenjoy the company, theoutdoorsand doing service for your localenvironment. PlantingatPalmCourt
