The mission of the Franciscan Center is to provide emergency assistance and supportive outreach to persons who are economically disadvantaged in an effort

to assist them in realizing their self-worth and dignity as people of God.3

Dear Friends of the Franciscan Center,

Throughout the past 48 years, the Franciscan Center has served as a beacon of hope for tens of thousands of men, women and children who are among our most vulnerable neighbors. Our caring staff and volunteers are privileged to welcome as many as 700 people daily, providing them with pathways from crisis to stability, and from despair to hope. None of this would be possible without the help and support of our friends like you.

The Center offers a broad range of programs and services to families and individuals in crisis from throughout Baltimore, designed to help them achieve stability by meeting their basic human needs like food and cloth-ing and empower them with the tools and resources necessary to build self-sufficient lives. You can partner with us in this important work by sharing your time, talent or resources.

With less than 2% of the Franciscan Center’s funding from government sources and more than 50% of our work-force on a daily basis made up of volunteers, the Center is truly community supported. Our financial resources come primarily from local businesses, foundations and individuals who care about our mission – and we work hard to make every dollar count. Annual Reports like this are all about numbers, but the real story is in the faces behind the numbers. We’ve shared several of these stories in the pages that follow.

If you haven’t had an opportunity to see the Franciscan Center’s programs “in action”, please consider a visit. We would love to welcome you for a tour, so you can experience firsthand what makes the Center such a special place and see the impact of your kindness in the faces of the men, women and children whom we serve. It is not the num-ber of people served each day that sets us apart, but the manner in which they are served – with the utmost dignity, respect and love.

Perhaps you might enjoy volunteering at the Franciscan Center, to experience the satisfaction of helping a neighbor in need. The Center offers many volunteers opportunities, listed on page 10 of this report. Each year we also host exciting events that support our operations and programming. We invite you to share help – and hope – by playing a round of golf at our annual golf tournament or dancing the night away at our annual Gala.

We would like to thank all of our wonderful partners in service to poor and hungry citizens of Baltimore– our Board of Directors, our staff, our loyal volunteers and our generous donors. Food is perhaps the most basic of human needs, and the Franciscan Center’s Food Services programs pro-vided as many as 250,000 meals during our 2016 fiscal year to hungry men, women and children in the Baltimore community. Our Food Services programs include our Dining Program and Emergency Food Pantry.

Virgil Rice first came to the Franciscan Center when he was living in transitional housing. While he has benefitted from a variety of services at the Center, he especially appreciates our food services.

“I’ve been a bachelor on a fixed income,” he said, “They provide groceries, which helps me, and I can eat in the dining room. Food here is delicious.” Rice pointed out that the meals at the Center are healthy and tasty. “I often tell friends and associates about meals served at the Franciscan Center.”

In addition more than 2,000 midday meals served Monday through Friday in the Franciscan Center’s din-ing room we offer a Wednesday evening meal, our Community Dinner. This program is designed to reach the working poor, individuals who may not be able to take advantage of midday meals offered in the City without jeopardizing their jobs. The Center’s emergency food pantry is one of the largest in the state of Maryland in direct service to the poor, distributing 5,442 bags of emergency groceries in fiscal year 2016. This equates to more than 147,000 meals. Together, our food programs provided more than 250,000 meals in fiscal year 2016 to families and individuals in crisis from throughout Baltimore.

The Center is committed to helping improve public health in our community long term by introducing fresh, healthy food to the families and individuals we serve. Our dining program provides hot, healthy meals that are prepared on-site using fresh ingredients and include a variety of fresh or frozen vegetables. Our Emergency Food Pantry offers guests either our regular pantry bag or a “Healthy Choice” bag that includes the same amount of food but in healthier varieties. We are happy to report that 42 percent of our guests who receive pantry bags are now choosing the healthy option.

Rice shared that, even more than the hot, healthy meals and groceries offered at the Franciscan Center, he is grateful for the warmth and welcoming presence of our staff and volunteers. “The Center in and of itself is clean, safe, secure and has a family atmosphere,” Rice said. He added that the Franciscan Center, “gives people in a state of hopelessness an opportunity to change their lives.”

The Franciscan Center’s Empowerment Services Programs help our guests achieve stability in times of crisis by meeting another basic need – for clothing and hygiene products . In addition, they provide our guests with the tools and resources that are pathways to success in today’s technology-based job market.

If you visit the Franciscan Center’s Technical Resource Center on Mondays, you are likely to find Carl Bell working on his computer skills. Bell was introduced to the Franciscan Center by his brother, after he was laid off from a job he had held for quite some time. It had been a while since Bell last sought employment, and he needed help with his computer skills. When he visited the Center, Debbie Reigle in our Technical Resource Center helped him to update his resume and showed him different options for using the computer.

“Ms. Debbie gave me insights, helped me to set up an e-mail address, worked with me to update my computer skills and helped me to find a job opportunity,” Bell said. With her help, he found a job he enjoys at Kupcakes and Company, a bakery in Elkridge, Maryland.

The Franciscan Center’ Empowerment Services program include our Technical Resource Center, Attire 4 Hire and our Clothing and Toiletries program. Franciscan Center guests use the recently updated computers in our Technical Resource Center to learn basic computer skills, set up e-mail accounts, apply for jobs and benefits and access GED classes.

Bell point out that while some of the Franciscan Center’s guest are homeless, others are people like him who have lost their jobs and have nowhere else to turn.

“The Franciscan Center is a pillar of the community,” he said. “It offers a free, open opportunity to enhance your skills so you can move forward.” Bell added that the kindness and experience of the Franciscan Center’s staff can help people in life if they are on the wrong track or if things are not going as they wish.

“If you’re looking to enhance your computer skills or you’re seeking employment and not being successful, ask for Ms. Debbie.”

The Franciscan Center’s Responsive Services Department provides a broad array of emergency financial assistance, counseling services and supportive outreach designed to address barriers that contribute to poverty and homelessness.

Monya Chapman found the Franciscan Center at a time when her life was turning upside downand she did not know where to turn. The first time she visited, it was for BGE assistance.

A Pharmacy Technician by training, serious health and employment issues left Monya in dire straits and in danger of having her BGE service turned off. “I was at my wit’s end,” she said, “and didn’t have anywhere to turn”. She found the Franciscan Center online and reached out for BGE assistance through our website. A longtime volunteer in the Franciscan Center’s Responsive Services department, Ms. Pat O’Brien, responded quickly to Monya’s request.

“When I came to the Franciscan Center, kindness is what I found there,” she said, “Ms. Pat made it really comfortable for me.” Our staff was able to help Monya, and they encouraged her to share information about our programs with friends and acquaintances who might be in need of assistance.

“Everybody I meet I send here,” she said. “I tell people often: You’ve got to go to the Franciscan Center. Once you walk in these doors, it’s all love.”

Monya pointed out that for many working people experiencing crisis, it is difficult to seek the assistance they so desperately need. “They don’t know what to expect,” she said. She added that this can lead to other problems. “People who can’t get help get frustrated. People who are under stress can do bad things.”

The Franciscan Center helped Monya get her life back on track. She calls it the “go-to place” for assis-tance of every kind. “People at the Franciscan Center are so special,” she said. “It makes a difference when someone greets you with love and respect, and a genuine sense of wanting to help.”

2016 by the numbers:• 184 families received utilities assistance • $61,034 of Fuel Fund credits placed • 114 medical prescriptions filled • 74 families avoided eviction • 1,078 individuals received birth certificates and state-issued identification • 314 individuals used the Center’s address as their mailing address • 606 people received counseling services • 475 bus passes and tokens distributed

Volunteers represent more than 50 percent of the Franciscan Center’s workforce on a daily basis, and they are the backbone of the Center’s efforts. Five days a week throughout the year, volunteers perform tasks at the Center that would otherwise require the services of paid employees. During fiscal year 2016, the Center benefited from 18,616 volunteer hours in which 1,711 hours were donated by students between the ages of 14 and 18.

Individuals must be at least 14 years old to volunteer at the Center and at least 16 years old to volunteer on the hot food line, though we invite children of all ages to assist with our food distribution events every other months. We welcome student and youth groups, community organizations, businesses and churches to partake in our volunteer opportunities.

The following weekly volunteer opportunities are available at the Franciscan Center:

Daily Lunch and Community Dinner ProgramsMonday through Friday from 9:30 a.m. to 1:30 p.m., Wednesday from 5:00 to 7:30 p.m.Welcome guests, serve meals, assemble desserts, prepare drinks, assist in cleanup and share conversation.

Food PantryMonday through Thursday from 9:30 a.m. to 2 p.m.Stock shelves, pack emergency food bags and distribute food bags.

Clothing ProgramMonday through Thursday from 9:30 a.m. to 1 p.m.Sort clothing donations, assist with distribution of clothing and toiletries and restock clothing racks.

Office AssistanceMonday through Thursday from 9:30 a.m. to 5 p.m.Assistance with mass mailings, stuffing and stamping of envelopes at specific times of the year, providing clerical support as needed and assisting with computer skills guidance in the Technology Resource Center.

Tuesday Night Chopping GroupTuesdays from 5:30 to 7 p.m.We receive hundreds of pounds of fresh produce every week to serve with our daily meals, enabling us to offer the most nutritious meals possible to our guests. To help process this fresh produce, we host a volunteer group every Tuesday evening whose sole task is to help chop and prepare fresh vegetables and fruit.

Food Distribution EventsEvery other month on a Saturday from 8 a.m. to 2 p.m. All ages are welcome. Call for dates.Volunteers organize and distribute food to as many as 1,000 Baltimore City residents. Two shifts are available.

Souper Bowl of CaringThe Souper Bowl of Caring is a national fundraising initiative that encourages local communities to support charities feeding the hungry. The Franciscan Center has participated in this event for many years, recruiting youth groups, churches, businesses and community members to raise funds that benefit the Center’s Food Services programs. Presented by M&T Bank, this exciting event begins in the fall and runs through the National Football League’s Super Bowl. On Super Bowl Sunday, many participants collect funds at their churches and/or community organizations.

Charity Golf Tournament For more than 20 years, the Franciscan Center has hosted our Charity Golf Tournament each July, reaching out to area corporations and individuals to raise funds for the Center’s programs. Chesapeake Employers’ Insurance Co. is the driving force behind the Charity Golf Tournament and served as its 2016 Presenting Sponsor. Chesapeake also assists in coordinating this important event. Corporations from throughout the Baltimore area participate as sponsors and golfers, including the following 2016 Platinum Sponsors: ABC Baltimore, Brown Capital Management, Gower Thompson, Inc. and Payce Payroll.

Voices from the Heart GalaThe Voices from the Heart Gala is our signature event, held each year in September. It is a celebration of YOU, the good people of Baltimore who built and supported the Franciscan Center, and of the hundreds of thousands of men, women and children we have served together throughout the past 47 years. Guests enjoy fabulous music and dancing, a delicious meal and an opportunity to hear stories about the Center from the people we serve. We also present our “Spirit of St. Francis” Award at this event, honoring individuals who exemplify the spirit of our patron in their dedication to our mission of service to Baltimore’s most vulnerable citizens.

Christmas In July and The Giving TreeTwice a year, the Franciscan Center holds major in-kind donations drives – Christmas in July and The Giving Tree. The Center encourages businesses, churches, social groups and individuals to collect seasonally appropriate clothing, new school supplies and much-needed food, toiletry and household items. Christmas in July takes place in the summer and The Giving Tree in the winter.

The Franciscan Center hosts a number of events throughout the year, including fundraisers, food drives, educational workshops, health screenings and social gatherings. Our HistorySeptember 2015 marked the 47th anniversary of the Franciscan Center. The Franciscan Sisters of Baltimore opened the Center in 1968, formalizing a ministry that began with their practice of handing out peanut butter sandwiches and coffee to people living on the streets around their convent on Maryland Avenue. On September 10, 1968, the Sisters set up operations in a single four-level row house. With the help of volunteers they provided sandwiches, a small food pantry, clothing and a summer camp for children. Sister Irene Marshiano, OSP, served as the Center’s first Director.

Responding to an increasing need for services, the Sisters purchased and renovated an adjacent row-house in 1980. This allowed for the expansion of their meal service and emergency assistance programs, as well as development of an AIDS Outreach initiative.

In 1998, the Center moved from its humble origins to a newly renovated building next door. Since that time, Franciscan Center guests have continued to receive hot, nutritious meals every weekday, along with a broad array of other supportive services.
