The programme on cooperation covers 9 themes:

7. Transport (including Aeronautics);

Across all these themes, support will be implemented through:

– Collaborative research will constitute the bulk and the core of EU research funding (=Small and large collaborative projects, Networks of Excellence [NoE’s], Coordination and support actions [CA/SA]) Max EC contribution for projects in theme 2 in mill €: 3 for small/medium coll. projects; 3-6 for large coll. projects and NoE’s; 1 for CA / SA.

– Joint Technology Initiatives will mainly be created on the basis of the work undertaken by the European Technology Platforms (A first set of initiatives have been identified with clear objectives and deliverables in the areas of innovative medicines, nano-electronics, embedded computing systems, hydrogen and fuel cells, aeronautics and air traffic management and global monitoring for environment and security.)

– Coordination of non-Community research programmes (e.g. further support for ERA-NET projects and funding for new ones)

FP7 – Ideas• Supports ’investigator-driven’ research projects across all fields

by individual teams competing at a European level. Projects will be funded based on proposals presented by researchers on subjects of their choice, evaluated on scientific excellence by peer review.

• The European Research Council consists of a Scientific Council which establishes the scientific strategy, supervises its implementation and ensures the integrated operation of the ERC, and a Dedicated Implementation Structure which is in charge of the ERC’s operational management.

• The Scientific Council the ERC consists of 22 eminent researchers - drawn from across Europe - and spanning the spectrum of science and technology and chaired by Fotis Kafatos.

• In the start up phase, priority will be given to an ERC Starting Independent Researcher Grant scheme.

• In addition, a second funding stream, the ERC Advanced Investigator Grant scheme will be established as soon as feasible thereafter for projects led by Investigators at all subsequent career stages.

FP7 – IdeasThe ERC Starting Independent Researcher Grants (ERC Starting Grants).

• The objective is to provide adequate support to the independent careers of excellent researchers, whatever their nationality, located in or moving to the EU and associated countries, who are at the stage of establishing and leading their first research team or programme.

• The Principal Investigator can be of any age, nationality and country of residence. He/she must have been awarded his/her first PhD (or equivalent doctoral degree) more than 2 and less than 8 years prior to the deadline of the call for proposals (exceptions only for eligible career breaks).

• Evaluation criteria: Excellence as sole criteria – applied to the PI, the research project and the research environment.

• ERC Starting Independent Researcher Grants: between €100,000 and €400,000 per year for a period of up to 5 years.

• Up to 200 Starting Independent Researcher Grants could be made annually, each for up to 5 years

• Amount for the first call: 300M€

The ERC Advanced Investigator Grants (ERC Advanced Grants):

• The objective is to encourage and support excellent, innovative investigator-initiated research projects by leading advanced investigators

• This funding stream will complement the Starting Grant scheme by targeting the population of researchers who have already established themselves as being independent research leaders in their own right.

• Will be published in a second call later in 2007

FP7 - PeopleThis program is based on Marie Curie actions and will cover all

stages of a researcher’s professional life

Increased focus on three aspects:

– Better structuring: European co-funding of regional, national and international (non-Community) programmes to overcome fragmentation

– Industrial participation: There will be a stronger emphasis on developing the complementary skills needed to better understand research in enterprises and on an active role for industrial actors, especially SMEs.

– A stronger international dimension: FP7 will reinforce cooperation with researchers from third countries and introduce new dimensions for collaboration with the EU’s neighbouring countries.

PROGRAM "PEOPLE"

Action call date closure date

Researchers' night This action aims at supporting the efforts undertaken since 2005 in order to bring the researchers closer to the large public, with a view to enhancing their important role in society and in particular within the citizens' daily life. The success obtained in 2006 with these actions, the important impact, also in terms of number of people reached and the ratio "investment/return" of this kind of action justifies its continuation. The form of the call for proposals which was applied for first time in 2006 allows for a higher consistency between the actions supported, as well regarding their

scale as to the audience targeted and the messages delivered.

Marie Curie Awards

This action aims at expressing public recognition of the research excellence achieved by researchers who have benefited from EC mobility support for research training under the Sixth Framework Programme or previous framework programmes. The action gives the opportunity to acknowledge periods of mobility and trans-national training in the scientific community and to disseminate the research results achieved.

Europe, and to ensure their optimal use.

• Research infrastructures:– The objectives are to optimise the use of existing research

infrastructures; help develop new research infrastructures, and upgrade existing ones

• Research for the benefit of SME’s:– The objective is to strengthen the innovation capacity of

SMEs by helping them outsource research and increasing their research efforts.

• Regions of knowledge: – Aims at supporting the development of ‘research-driven

clusters’, and enabling European regions to strengthen their capacity to invest in R&D. Actors would include regional authorities, regional development agencies, universities and Industry among others.

FP7 - CAPACITIESAims to enhance research and innovation capacities throughout

Europe, and to ensure their optimal use.

• Research potential of convergence regions:– Activities will include encouraging the exchange of know-

how and experience through secondments of staff; recruiting incoming experienced researchers and acquiring new research equipment. There will also be workshops and conferences to facilitate knowledge transfer as well as dissemination and promotional activities.

• Science in Society: Societal concerns over science therefore have to be addressed

• International Cooperation: – to develop strategic partnerships with third countries, and

to address specific problems faced by third countries, or which have a global character. The emphasis is on strengthening and developing bi-regional/bilateral dialogue, and on the enhancement of S&T Agreements.

Research Potential: Unlocking and developing the research potential in the EU´s convergence regions and outermost regions: REGPOT-2007-1. Unlocking and developing the research potential in the EU´s convergence regions and outermost regions. This activity will give the possibility to improve the research capacities of highest quality and/or promising centres, in the thematic priorities’ domains of the FP7, by reinforcing their S&T potential, by supporting and mobilising the human and material resources, by developing strategic partnerships (including twinning) with well established research groups elsewhere in the Union, by disseminating scientific information as well as the results of research, by facilitating communication between the centres having similar scientific interest and by improving their responses to socio-economic needs of the country.

Research Potential: Providing evaluation facilities for research organisation in the EU´s convergence regions and outermost regions: This activity will provide evaluation facilities through which any research entity in the qualifying regions, whether or not applying for funding under Activity 4.1, could obtain an international independent expert evaluation of the level of their overall research quality and infrastructures and define an Action Plan to improve their research capacities

Research Potential: International Co-operation: REGPOT-2007-3. International Co-operation: To contribute to the realization of the FP7’s international dimension by implementing actions - under the ‘Research Potential’ activity - promoting closer S&T cooperation opportunities between Europe and the Western Balkan Countries (WBC). This could improve the WBC participation in the RTD Framework Programme and favor brain-gain environments through trans-national two-way exchanges of research staff between centers established in the EU’s convergence and outermost region’s, in other European regions and in the WBC. The resulting cooperation will be based on a mutual benefit approach within the perspective of further integration of the Balkan region into the European Research Area (ERA) and therefore the European RTD activities and networks.

Research Potential: Trans-national co-operation among NCPs. Reinforcing the network of National Contact Points (NCP) for the Seventh Framework Programme under "Research Potential", by promoting trans-national co-operation. The action will focus on identifying and sharing good practices. This may entail various mechanisms such as benchmarking, joint workshops, training, and twinning schemes. Practical initiatives to benefit cross-border audiences may also be included, such as trans-national brokerage events. The specific approach should be adapted to the nature of the theme and to the capacities and priorities of the NCPs concerned.

FP7 – BUDGETReimbursement of Eligible Costs

•FP7 will be based on the principle of co-financing. •There will be no 100% contributions for any participants•No Additional Cost (AC) model will be available.

Maximum Funding RatesResearch and Technological Activities will be reimbursed at up to 50% of eligible costs except for:

•Public Bodies, Secondary and Higher Education establishments Research Organisations (non-profit) SMEs up to 75%•Demonstration/ Prototyping/ Proof of concept activities - up to 50% of eligible costs•Other activities such as training and management activities will be reimbursed at up to 100% of eligible costs.•ERC actions - direct costs at up to 100%, but treatment of indirect costs is not yet clear.•Co-ordination and Support Actions - up to 100%•Training and career development of researchers actions - up to 100%

• The criteria will be specified in each work programme, but are likely to be simplified from FP6, and based around excellence, impact and implementation.

• Simplified application guidelines and procedures

• Fewer evaluation criteria seem likely, for example no 'relevance to Commission objectives' criterion.

• Independent experts will be used in evaluations, perhaps building upon the database of experts created in FP5 and FP6.

technological areas by supporting co-operation between universities, industry, research centers and public authorities across the European Union as well as the rest of the world)

– Each participant receives funding for personnel, (equipment), (training), (demonstration) consumables, management (depending on the instrument, 1 to several people are paid on the project)

• People – Marie Curie Networks (MCN) (~Research training Networks FP6)– Focus on training of early stage researchers (less then 4 years of

research exp and no PhD); limited funding for visiting post-doctoral researchers

– Personnel hired on the project: ≠ nationality then host institution country; students can not have studied/worked in the country of the host for more then 12 months in the three years prior to their start on the project)

– Members of the trans-national networks shall exploit their complementary competences through integrated training programmes. Support will comprise recruitment of early stage researchers, organisation of training events also open to researchers outside the network and senior chairs and/or industry positions for knowledge transfer and supervision.
