This is 4 points above the excellent +42 (47% Optimists, 4% Pessimists, correctly rounded) in September 2017, and matches the record-high level that was first achieved in June 2016. Net Personal Optimism has been excellent (+40 and above) for the past two years, except in March 2017 when it was a very high +36. The December 2017 survey also found 52% optimistic that the general Philippine economy next year would get better, and 9% feeling it would deteriorate, for a Net Optimism about the Economy score of +42 (% Optimistic about the Economy minus % Pessimistic about the Economy, correctly rounded), classified as excellent [Chart 2, Table 2]. This is 12 points above the excellent +30 (43% Optimistic about the Economy, 12% Pessimistic about the Economy, correctly rounded) in September 2017, and the highest since the excellent +43 in December 2016. Net Optimism about the Economy has been excellent (+20 and above) since December 2015. Fourth Quarter 2017 Social Weather Survey:

Net Personal Optimism, Net Optimism about

the Economy, and Net Gainers are "Excellent"

Social Weather Stations

The Fourth Quarter 2017 Social Weather Survey, fielded on December 8-16, 2017, found 49%

of adults expecting their personal quality of life to improve in the next 12 months ("Optimists"), and

3% expecting it to get worse ("Pessimists"), for a record-high Net Personal Optimism score of +46

(% Optimists minus % Pessimists), classified by SWS as "excellent" [Chart 1, Table 1].

This is 4 points above the excellent +42 (47% Optimists, 4% Pessimists, correctly rounded) in

September 2017, and matches the record-high level that was first achieved in June 2016.

Net Personal Optimism has been excellent (+40 and above) for the past two years, except in

March 2017 when it was a very high +36.

The December 2017 survey also found 52% optimistic that the general Philippine economy

next year would get better, and 9% feeling it would deteriorate, for a Net Optimism about the

Economy score of +42 (% Optimistic about the Economy minus % Pessimistic about the Economy,

correctly rounded), classified as excellent [Chart 2, Table 2].

This is 12 points above the excellent +30 (43% Optimistic about the Economy, 12%

Pessimistic about the Economy, correctly rounded) in September 2017, and the highest since the

excellent +43 in December 2016.

Net Optimism about the Economy has been excellent (+20 and above) since December 2015.

On the change in Personal Quality of Life compared to twelve months ago, the December 2017

survey found that 41% said their lives improved ("Gainers") and 18% said they worsened ("Losers"),

for a new record-high Net Gainers score of +23 (the difference of Gainers over Losers, correctly

rounded), classified as excellent [Chart 3, Table 3].

This is 4 points above the previous record of +19 (39% Gainers, 19% Losers, correctly

rounded) in September 2017. It was very high (+10 to +19) from September 2016 to September 2017.

Net Personal Optimism Excellent in Mindanao, NCR and Balance Luzon, Very High in Visayas

The 4-point rise in Net Personal Optimism nationwide was due to increases in Balance Luzon

and Mindanao, combined with a steady score in the Visayas, and a decline in Metro Manila, from

September 2017 to December 2017.

Net Personal Optimism rose by one grade from very high to excellent in Balance Luzon, up by

6 points from +39 in September to +45 in December [Chart 4, Table 4].

It stayed excellent in Mindanao, up by 4 points from +46 in September to +50 in December .

It was steady at very high +39 in the Visayas from September to December.

It stayed excellent in Metro Manila, although down by 3 points from +52 in September to +49

in December.

Net Personal Optimism Excellent in classes ABC and D, Very High in class E

Net Personal Optimism stayed excellent in class ABC, up by 6 points from +53 in September

2017 to +59 (correctly rounded) in December 2017 [Chart 5, Table 5].

It stayed excellent in class D, or the masa, up by 5 points from +42 in September to +47 in

December.

It stayed very high in class E, although down by 5 points from +38 in September to +33

(correctly rounded) in December.

Net Optimism about the Economy stays Excellent in all areas

The 12-point rise in national Net Optimism about the Economy was due to increases in all

areas.

Net Optimism about the Economy stayed excellent in Mindanao, up by 10 points from +51 in

September 2017 to +61 in December 2017 [Chart 6, Table 6]. This is the highest since the +66 in June

2016.

It stayed excellent in Balance Luzon, up by 17 points from +23 in September to +40 in

December.

It stayed excellent in Metro Manila, up by 6 points from +30 in September to +36 in

December.

It also stayed excellent in the Visayas, up by 6 points from +24 in September to +30 (correctly

rounded) in December.

Net Optimism about the Economy stays Excellent in all classes

Net Optimism about the Economy stayed excellent in class D, up by 13 points from +30 in

September to +43 in December [Chart 7, Table 7].

It stayed excellent in class E, up by 9 points from +32 in September to +41 in December.

It also stayed excellent in class ABC, although down by 2 points from +33 in September to +31

in December.

Net Gainer Excellent in Metro Manila, Mindanao and Balance Luzon, Very High in the Visayas

The 4-point rise in the national Net Gainers score was due to increases in Metro Manila,

Visayas, and Balance Luzon, combined with a slight decline in Mindanao.

Net Gainers rose by one grade from very high to excellent in Metro Manila, up by 13 points

from +17 in September 2017 to +30 in December 2017 [Chart 8, Table 8].

It stayed excellent in Balance Luzon, up by 3 points from the previous record of +20 in

September to a new record-high +22 (correctly rounded) in December.

It rose by one grade from high to very high in the Visayas, up by 4 points from +7 in

September to +11 in December.

It stayed excellent in Mindanao, down by 2 points from +31 in September to +29 in December.

Net Gainers Excellent in class D, High in classes E and ABC

Net Gainers stayed excellent in class D, up by 3 points from +21 in September 2017 to +24 in

December 2017 [Chart 9, Table 9].

It rose by one grade from high to very high in class E, up by 10 points from +5 in September to

+15 in December.

However, it fell by one grade from excellent to very high in class ABC, down by 18 points

from +35 in September to +18 in December.

SWS classifications

Up to March 2017, "Very High" has been the highest category for Net Personal Optimism, Net

Economic Optimism, and Net Personal Gainers, used when their scores are +30 and up, +10 and up,

and +10 and up, respectively. This was due to the very rare occasions for the said indicators to go as

high as the said borderlines.

Recently, however, Net Personal Optimism reached +40 and above in five consecutive

quarters, from Fourth Quarter 2015 to Fourth Quarter 2016.

Net Economic Optimism exceeded +20 in the last nine quarters, from Fourth Quarter 2015 to

Third Quarter 2017.

Net Personal Gainers was at least +16 from Third Quarter 2016 to Third Quarter 2017, and

exceeded +20 Fourth Quarter 2017.

Beginning Second Quarter 2017, the new open-ended category "Excellent" is applied when the

Net Optimism is +40 or more, when Net Economic Optimism is +20 or more, and when Net Personal

Gainers is +20 or more.

The term "Very High" is assigned for Net Personal Optimism to the range +30 to +39, for Net

Economic Optimism to the range +10 to +19, and for Net Personal Gainers to the range of +10 to +19.

These are now closed ten-point ranges, instead of an open-ended range.

The other categories "High", "Fair", "Mediocre", "Low", and "Very Low" stay with their

traditional ranges.

In the Net Personal Optimism scale, scores of +20 to +29 are classified as "High". The range

of +10 to +19 that contains the historical median and mode, or what is normally expected, is classified

as "Fair".

The range of +1 to +9 is classified as "Mediocre" since it is below the median or what is

normally expected. Scores of zero to –9 are classified as "Low"; those of –10 and below are "Very

Low".

In the case of Net Optimism about the Economy, the most common answers, historically

speaking, have been highly negative. SWS uses "Low" for –20 to –29, and "Very Low" for –30 and

below. It uses "Fair" for the range of –9 to zero, since a slightly negative score is already better than

normal. It uses the classification "Mediocre" for the range –10 to –19, which is between "Fair" and

"Low". Then it uses "High" for scores of +1 to +9.

Net Optimism about the Economy refers to expectations about the general Philippine economy,

and is different from Net Personal Optimism, which refers to expectations in personal quality of life.

SWS uses the same grading system for Net Gainers and Net Optimists about the Economy.

SWS considers a movement from one classification to another as either an upgrade or

downgrade.

Survey Background

The Fourth Quarter 2017 Social Weather Survey was conducted from December 8-16, 2017

using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro

Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national

percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).

The area estimates were weighted by Philippine Statistics Authority medium-population

projections for 2017 to obtain the national estimates.

The SWS survey questions about trends in personal quality of life and optimism about the

Philippine economy are directed to an adult respondent. Such items are non-commissioned, and are

always included on SWS's own initiative and released as a public service.

SWS employs its own staff for questionnaire design, sampling, fieldwork, data-processing, and

analysis, and does not outsource any of its survey operations.

The classification used for the Net Personal Optimism, Net Optimism about the Economy, and

Net Gainers scales is shown in the table below:
