Tra;c congestion is impacting commute times, causing the backup of commerce and deterioration of our quality of life. This is happen-ing as the region deals with rising competition in the global market-place and the challenges of securing transportation infrastructure as part of homeland security efforts. What is Mobility 21? Mobility 21 was created in 2002 to bring together leaders from transportation, government, business, labor and the community to develop solutions to transportation issues facing Los Angeles County. Members of the Mobility 21 coalition have also made their voices heard in Sacramento and Washington, D.C. as advocates for more investment in transportation for Los Angeles. The nation’s economy greatly depends on our region’s ability to move people and goods throughout Southern California and beyond to the rest of the country. Increasing traffic congestion is making it more difficult to deliver commerce and causing longer commutes for workers. The result? Missed business opportunities, reduced productivity and declining economic competitiveness. Add to that, the rise of Asia’s manufacturing capacity and the increasing competitiveness of the global economy. This session will focus on how transportation is affecting Los Angeles County’s ability to compete in the global marketplace and what can be done to maintain the region’s place in the world economy.

Congestion in Los Angeles is the worst in the nation; housing affordability is at a record low; and consumer demand to move goods throughout our region continues to outpace projections. The county's ability to remain economically competitive and environmentally healthy depends on efficient movement of people and products, as well as on an array of choices in where we can live, work, learn and play. In this session, we will explore how to "measure what we treasure" – moving beyond the measurements and tools we currently use and toward a paradigm that better reflects the challenges ahead and the quality of life we aspire to in Los Angeles County.

Homeland Security Secretary Michael Chertoff has argued for the allocation of federal funds for homeland security to be based on strategic needs rather than fixed allocations to individual states. This session will begin with an update on federal and state funding priorities for 2006/07, and a policy overview of risk assessments for transportation projects. A panel will also discuss the application of homeland security resources for our region’s transportation infrastructure needs, and how businesses can partner to meet these needs.

Leon Panetta, former Chief of Staff to President Clinton and former U.S. Congress Member

Leon Panetta was a United States Representative from California’s 16th (now 17th) district from 1977 to 1993. Panetta left Congress in 1993, at the beginning of his ninth term, to become Director of the Office of Management and Budget for the incoming Clinton administration. Panetta currently co-directs, with his wife Sylvia, the Leon & Sylvia Panetta Institute for Public Policy, based at California State University, Monterey Bay – a university he helped establish. The Institute serves as a non-partisan study center for the advancement of public policy, to help our communities and our country meet the challenges of the 21st Century. In addition, Panetta was appointed in 1997 to serve on the Board of Directors of the New York Stock Exchange.

Mobility 21 Expo

Take advantage of the opportunity to display information about your organization in the Expo area located near the Grand Ballroom. The Expo will be open from 7:00 am to 2:00 pm. One 6’ table and signage will be provided. Display space may not exceed a 6’ x 3’ area. The $500 fee includes exhibit space and summit registration for one person.
