Foster City’s HistoryWith a vision of creating a new town, the family partnership of T. Jack Foster & Sons acquired the four square miles known as Brewer Island in 1960. This land had been reclaimed from the Bay some 100 years ago, when, under a reclamation district proceeding, levees were built in the mud flats adjacent to San Mateo and the enclosed area was permitted to dry. It was put into cultivation and was a vast hay field at the time of acquisi-tion by the Fosters.

While the future government of the area was uncertain and no one knew if it might incorporate, annex to San Mateo or re-main indefinitely in its unincorporated state, the Fosters named the area Foster City to express the new town design concept they envisioned for the development. A model of the early design is on display at the Community Center. The original concept has remained substantially unchanged: to develop a balanced com-munity able to function physically, economically, and socially to meet the needs and desires of its residents.

The only access to the island from San Mateo was on 3rd Avenue—the approach to the old San Mateo/Hayward Bridge— where the toll station also stood. One of the first decisions was to construct a bridge at Hillsdale Boulevard, thereby providing the second point of access from San Mateo to Foster City. The third point of access came when the State built the 19th Avenue Freeway as the approach to the new San Mateo/Hayward Bridge. The new bridge eliminated the lift section over the deep water channel, and the toll plaza was moved to the east side of the Bay in this reconstruction. A section of the old bridge remains today as Werder Pier, a part of the county park system.

A massive construction operation was necessary to convert the land to a new city. Eighteen million cubic yards of fill were necessary to provide gradient for the storm water runoff and cover for the utility lines as well as support for the buildings. Two hundred and thirty acres of lagoons had to be created to collect the storm water and hold it for pumping into the Bay. Water was brought to Foster City through the City of San Mateo from the San Francisco water system at Crystal Springs Road. A complete sewage treatment plant was built with an outfall line carrying the treated effluent over a mile out into the Bay at the deepest part of the channel.

To pay these large front-end costs and to operate the city during the early years prior to incorporation or annexation, the State created the Estero Municipal Improvement District. Since there were no residents, the State gave the land owner the right to vote in this District, to authorize the bond issues and to elect the directors. This legislation provided for a turnover of control to the residents as they began occupying the city.

Enough of the land was prepared and utilities extended that construction of homes could commence in late 1963. By the spring of 1964, these homes were ready for occupancy and the first families started moving in.

T. Jack Foster died in 1968, convinced of the ultimate suc-cess of his great venture. His sons continued the development with large sales of land to other builders and developers. Finally, in 1970, they sold the remaining vacant land, both developed and undeveloped, to Centex West, Incorporated, a subsidiary of Centex Corporation of Dallas.

By 1971 there were more than 10,000 residents, and they vot-ed to incorporate as a city. Since then, public facilities, commer-cial development, and new homes have continued to be built.

The first civic building—a Fire Station—was completed in 1969. In 1972, the City opened a new City Hall, Council Chambers, and Library. In 1974, the Recreation Center opened at Central Park—now known as Leo Ryan Park—on the shores of the lagoon. In 1976, the fourth and last of the bridges cross-ing the Foster City lagoon system was completed and it was named the Bicentennial Bridge. A Police Station located at 1030 East Hillsdale Boulevard was dedicated in March 1985. Construction of a Corporation Yard was completed in 1994.

In 2003, the Government Center Project was completed. The project consisted of the construction of a new City Hall/Fire Station building, the remodeling/expansion of the Police Station, the construction of a new, state-of-the-art Council Chambers building, and Civic Center Master Plan landscape and site improvements.

Today, 49 years after the Foster family first acquired and began building Foster City, redevelopment continues to ensure that Foster City remains one of the best examples of a successful planned community in the United States.

LOCATIONWith 218 acres of waterways, 16.5 miles of shoreline and 12 residential islands, Foster City is a great location for water lov-ers. It is midway between San Francisco and San Jose; just 20 minutes from the San Francisco International Airport, and adjacent to the entrance of the San Mateo-Hayward Bridge serving the East Bay.

CLIMATEMostly sunny, the average temperature for the year is 58.7 de-grees, with the average maximum 70.2 degrees and the aver-age minimum 47.2 degrees. Average rainfall is less than 20.16 inches with the greatest amount occurring in January and February. Wind is from the WNW with a mean hourly speed of 10.5 mph.

HOUSINGFoster City has 4,571 single-family dwellings, 2,205 townhous-es, 1,916 condominiums, 40 duplexes and 3,793 apartments for a total of 12,525 residential units. Of this total, 292 affordable units were made available to individuals or families who earn less than 120% of the County’s median income as estimated by the federal Department of Housing and Urban Development (HUD).

FREEWAYSBayshore Freeway (U.S. 101) extends through San Francisco in the north to Los Angeles in the south, and lies adjacent to Foster City. It serves as a popular commute and travel route as does State Highway 92, known as the J. Arthur Younger Freeway. INDUSTRIAL/COMMERCIALSeparate from the residential area of the city but near enough to be convenient for residents to work and live in the same com-munity, Foster City’s 392-acre commercial district lies north of East Hillsdale Blvd. It is an ideal place for businesses to locate because of its excellent climate, relatively clean air, mid-Pen-insula location between the San Francisco and San Jose air-ports and easy access to the East Bay by way of the San Mateo-Hayward Bridge.

EDUCATIONOne of Foster City’s most important assets is its schools. The San Mateo-Foster City School District (SM-FCSD) serves stu-dents in grades K-8 and is comprised of twenty schools; six-teen elementary (K-5) and four middle schools (6-8). In 2007, District enrollment reached over 10,000. Foster City has ap-proximately 2,800 students who attend one middle school and three elementary schools.

DIVERSITY

San Mateo and Foster City’s student population is ethnically diverse with over 40 languages spoken as first languages other than English.

EXCELLENT SCORES

With a district-wide Academic Performance Index (API) score of 810, San Mateo-Foster City Schools continue to support high academic achievement for all students. Academic success has also allowed our district to be awarded a Federal Magnet Grant. In 2006-2007, all four Foster City schools scored well-above 800 on their Academic Performance Index (API); two of them scored above 900.

CHOICES

The district offers schools with a traditional calendar and others with a year-round calendar. Parents can choose for their chil-dren to attend their assigned neighborhood school or, they can choose to apply to one of the 10 magnet schools and programs.

PRESCHOOL

Additionally, the district has added fee-based preschool pro-grams for our youngest pupils (3 and 4 year olds) located at three of our Magnet elementary school sites: College Park Mandarin Immersion Preschool; North Shoreview Montessori Preschool; San Mateo Park Preschool.

BEFORE AND AFTER SCHOOL CARE

To meet the needs of our students, the District also offers The Children’s Annex before and after school care for children in grades K-8. The program is available at all schools in the District. See full school listing on page 56.

CLUBS AND ORGANIZATIONSMany civic organizations, fraternal orders, service clubs and patriotic, social, cultural and youth groups are active in Foster City. LIBRARYThe newly remodeled Foster City Library is located at 1000 E. Hillsdale Blvd. at the corner of Shell and E. Hillsdale Blvd. It is open Monday through Thursday 10 am to 9pm; Friday 10 am to 6 pm; Saturday 10 am to 5 pm and Sunday 1 pm to 5 pm.

Storytimes are offered year-round Monday through Saturday at 10:30 am and Wednesday evenings at 7pm; each day is de-signed for a different age child.Mondays: Infant Storytime for prenatal through 18 months;Wednesdays and Thursdays: Toddler Storytime for ages 1-3;Tuesdays and Fridays: Preschool Storytime for ages 3-5; Wednesday Evenings: Pajama Storytime for ages 3-8; Saturday and Sunday Morning: Family Storytime for ages 3-8;The library offers Internet access: both through the library’s ter-minals and via a free WiFi connection for laptops. Programs for children and adults as well as book discussions and author events are offered on a regular basis. Children and Teens are en-couraged to read during the summer months with the library’s Summer Reading program.

Sign up at the beginning of the summer, log your reading and pick up a prize when you’ve completed the program. An on-going book sale is held in the Friends of the Library Bookstore located inside the library. The library also semiannually recruits volunteers to help with many tasks. PARKSFoster City has over 100 acres of parks and open spaces, includ-ing walkways and pedway. Parks exist in each of the neighbor-hoods. Soccer and baseball are played at the largest park, Sea Cloud. Residents enjoy walking, running, bicycling and skat-ing on the pathway along the levee by the San Francisco Bay. Foster City also has an extensive bikeway system. Adjacent to Boat Park, sharing the same parking lot, is the Dog Park, a great place to enjoy the outside with your canine friends.

PUBLIC ARTS PROGRAMFoster City’s Arts & Culture Committee, established in 1974, is one of the Peninsula’s first city-funded art committees. Active volunteers present a full calendar of events throughout the year, offering artistic programs of interest to Bay Area residents. These include a writer’s contest, a photography contest, cultural events in the park, a winter classical concert series, and monthly showings in the Art Gallery of the William Walker Recreation Center, 650 Shell Blvd. For information, call 286-3380.

Since 1968, Foster City has been home to this 175 seat peninsula jewel. Hillbarn, celebrating its 68th continuous season of productions, is the 6th oldest community theatre in the United States! The mo-ment you enter the lobby you feel the warmth and sense of community in this special gathering place. We transform the theatre experience; Hillbarn Theatre’s hallmark is award-win-ning productions in an intimate setting. The City of Foster City/Estero Municipal Improvement District thanks the Chamber of Commerce for the opportunity to in-clude the following information in the annual Community Guide. This joint venture is another example of the business community and local government working together to provide the best information and service to those who visit, live or work in Foster City.

INTRODUCTION & OVERVIEWFoster City has a population of approximately 30,000 citizens living in more than 12,500 residential units. In this planned community, development has always been orderly and in ac-cordance with an approved Master Plan, resulting in neighbor-hoods that age better over time and properties that continue to command high value.

A beautiful, planned community like Foster City, however, does not happen by accident. Civic-minded residents and mem-bers of the business community, dedicated local elected officials and responsive local government employees all contribute to the life enjoyed by residents, businesses, and visitors to Foster City. The following provides a guide to local government re-sources and services.

ELECTED OFFICIALS Foster City was incorporated as a City on April 27, 1971, and has a council-manager form of government. Unique in the Bay Area, Foster City has three distinct governmental bodies: the City of Foster City, the Estero Municipal Improvement District, and the Community Development Agency (CDA). The five members of the City Council also represent the District and the CDA. City voters elect council members to staggered terms of four years each.

The City Council meets regularly on the first and third Mondays of each month at 7:30 PM, and may call additional special sessions as necessary. Meetings are held in the Council Chambers at 620 Foster City Blvd., adjacent to City Hall. These meetings are televised via FCTV, Comcast Cable Channel 27 or AT&T Cable Channel 99. Planning Commission and advisory committees are open to the public except when certain personnel matters and legal items are discussed.

As the legislative branch of local government, the City Council makes final decisions on all major City matters. The Council adopts the ordinances and resolutions necessary for ef-ficient governmental operations, approves the budget and acts as a board of appeals.

CITIZEN ADVISORY COMMITTEES & PLANNING COMMISSIONThe City of Foster City has one commission and nine standing committees. The Planning Commission consists of five mem-bers appointed by the City Council. The Commission regu-larly meets on the first and third Thursdays of each month and may hold additional meetings. The Planning Commission acts as an advisory body to the City Council on all matters per-taining to planning, zoning, environmental impact reports and development.

The City Council may occasionally appoint ad hoc commit-tees as the need arises. The City Council also appoints members of other committees, with the exception of the Traffic Review Committee, whose members are designated City staff, with one additional public member appointed by the Mayor with ap-proval of the majority of the Council.

Thanks to the work of Foster City’s professional Fire Department, Foster City enjoys one of the lowest fire loss rates in San Mateo County. From one centrally located station, the Fire Department maintains an average response time of three to five minutes in the City.

The Foster City Fire Department has been rated “Class 2” by the Insurance Services Office (ISO). Fire Protection Ratings range from Class 10 (least desirable) to Class 1 (best).

The Department employs 38 full-time personnel including a Fire Chief, Fire Marshal, Assistant Fire Marshal, three Battalion Chiefs, nine Captains, 21 Firefighters and 2 Administrative Personnel. The Department’s equipment is modern and in-cludes state-of-the-art engines and trucks.

All Captains and Firefighters are trained as emergency medical technicians, and every engine is staffed with at least one paramedic daily, ensuring that the citizens of Foster City receive excellent Advanced Life Support services by Fire Department Paramedics.

The Fire Department provides safety education includ-ing classes in Cardiopulmonary Resuscitation (CPR), disaster preparedness and Community Emergency Response Team (C.E.R.T.) training to the citizens of the community. School programs and tours of the fire station make students aware of fire danger in the home. Evacuation and disaster training is provided to businesses upon request.

The Department’s divisions work in tandem to provide the highest quality service to the community. The Administration Division, which includes the Office of the Fire Chief, provides program direction to all divisions and budget oversight to the Department. The City Manager is the administrative head of the City government and works under the direction of the City Council. The City Manager im-plements all Council policy decisions and appoints City depart-ment heads. Foster City consistently maintains one of the lowest per capita crime rates in California. Citizens can clearly take comfort and pride in the efforts put forth by the men and women of the Foster City Police Department. The police station is open to the public 24 hours a day, every day of the year.

The Police Department organization consists of the Office of the Chief of Police, which commands the Administration and Patrol Divisions.

The Administration Division is responsible for criminal investigations, crime prevention, youth services, evidence and property control, budget preparation, press relations, and com-munity relations. It is also responsible for records processing and storage and dispatch services for the Police Department.

The Patrol Division consists of the uniformed officers who conduct preventative patrols, respond to calls for service and handle preliminary investigations. The division includes the traffic unit, the canine unit, field training officers, evidence technicians, and community service officers.

The Police Department operates on a community oriented policing philosophy. The 39 sworn officers and 17 full time sup-port employees are always eager to help citizens reduce their chances of becoming crime victims and to assist in making Foster City a safer community in which people are proud to work and live.

The partnership between the Police Department and the com-munity has led to such innovative programs as a Citizens Police Academy, offering an inside glimpse into what police work is re-ally like, an Emergency Services Volunteer program and a school-based education program for the youth of the community.

The Police Department has three volunteer programs. The Police Reserves are highly trained citizens who work uniformed patrol, typically alongside a full-time police officer. Emergency Service Volunteers support a variety of City functions provid-ing traffic direction and assistance to citizens. In addition, they complete a variety of office tasks. The Police Explorers are a group of youth who are generally interested in exploring law enforcement as a possible career. While providing office assis-tance and supporting community activities, they learn about various aspects of the law enforcement profession.

Crime prevention services are available to both residents and businesses located in Foster City. The Crime Prevention unit is available to conduct a comprehensive security survey designed to help identify those areas where citizens or businesses may be vulnerable to crime.

Foster City Parks and Recreation Department efforts preserve and improve Foster City’s beauty and recreational attractions. Foster City boasts over 160 acres of park and open space land including bike paths, dog exercise areas, a lighted softball field, numerous soccer and youth baseball fields, tennis courts (night playing available), basketball courts, picnic facilities, bocce ball courts, walkways and pedway, and a wildlife refuge. Some park areas can be reserved by Foster City residents. Dog policies vary from park to park, but all require that you clean up after your dog and keep dogs on a leash.

Foster City’s lagoon system and miles of waterways cover a surface area of more than 200 acres and provide numerous recreational opportunities. Many residents like to sunbathe along the grassy shoreline and there are two free boat launching ramps located at Ryan Park and Boat Park for person-powered, wind-powered, and electric watercraft. Powerboats are pro-hibited at all times on the lagoon. Sailing on the beautiful blue lagoon that winds five miles throughout the City is one of the most popular leisure sport activities.

Ryan Park, which encompasses fourteen acres overlooking the Main Lagoon, the largest water expanse in the lagoon sys-tem, is home to the William Walker Recreation Center. If you are interested in participating in recreation programs, come to the Recreation Center, 650 Shell Boulevard, to sign up. You may also register online at www.fostercity.org (click on “On-Line Class Registration” under Parks and Recreation), or by faxing or mailing a completed registration form. The fax number is

(650) 345-1408. Classes, activities, and special events are publi-cized through the department’s quarterly brochure, the Leisure Update. The Leisure Update is mailed to all City residents in the months of February, May, August and November.

A wide variety of classes is offered year-round. Parents ap-preciate the morning preschool programs and children’s recre-ation classes. Meeting the needs of adults, teens, and the youth of the community, the Parks and Recreation Department of-fers interesting and challenging classes in diverse areas such as creative arts, sports, and fitness. The Recreation Center site includes the Senior Wing and Teen Center “The Vibe.” Summer activities for school children include Camp Koala, Camp Outback, Camp Way Outback, Middle School Madness and various other programs.

For the active sports enthusiast, there are team sports, in-cluding organized softball, basketball, bocce ball and volleyball, which can be enjoyed through a variety of adult sports leagues offered throughout the year. The William Walker Recreation Center and the Community Center (above the Library) are available for rentals by both community-based organizations and individuals. These centers are great locations for meet-ings, wedding receptions and parties, so make reservations early. Foster City residents may reserve the Recreation Center and Community Center facilities up to 12 months prior to the date of the event. Non-residents may reserve the rooms up to 10 months in advance of the proposed use of the building. A rental packet, which describes further requirements regarding resi-dent and non-resident applications for building use, is available by calling 286-3380 or by dropping by the Recreation Center.

The Public Works Department oversees maintenance and preservation of the City/District’s infrastructures and assets to protect the public’s general health and safety. As one of the larger City departments, Public Works is organized into functional divisions as follows:

Administration and Engineering

This division manages the City/District Capital Improvement Program (CIP), monitors the use of the public rights of way, and ensures that developments conform to City/District codes. The Administration and Engineering division is responsible for managing CIP projects, issuing encroachment and transporta-tion permits, reviewing development projects, and maintaining 2,055 street lights and 25 traffic signals. This division also over-sees traffic planning for the City.

Streets and Storm Drains

This division manages effective drainage of surface water runoff into the Foster City lagoon, thus promoting an attractive recre-ational environment for the use and enjoyment of Foster City residents. There are two programs under this division: Streets Maintenance Program, and Lagoon and Levee Program.

•  Streets Maintenance Program – The mission of the Streets Maintenance Program is to keep City streets, street markings, signs and rights-of-way in good repair to prolong their useful life and to ensure the safety and convenience of all users. The Pavement Management System, a program developed by the Metropolitan Transportation Committee (MTC), is utilized to prioritize Foster City’s 45 miles of streets for repairs. Foster City has been recognized consistently by MTC as having excellent overall street quality and as having one of the best-maintained street systems in the San Francisco Bay Area.

•  Lagoon and Levee Program – The Lagoon and Levee Program is responsible for maintaining the 212-acre lagoon and the peripheral levee system surrounding the City. The program staff strives to maintain the highest possible quality of water in the lagoon through allowing maximum water circulation with the bay. The Foster City Lagoon as a drainage detention basin is designed to successfully withstand a storm of 100 year return frequency, or a storm of such severity that it has a one percent chance of occurring any given year. The lagoon system has been further enhanced by the recent completion of the lagoon dredging project. The dredging project removed accumulated sediments and restored the lagoon depths and storm drainage outfalls to their original conditions.

How well does the Foster City lagoon system work as a drainage detention basin? During the El Niño rains of 1997, which were very close to a 100 year frequency severity, the City of Foster City experienced no flooding while surrounding cities in San Mateo County experienced major drainage problems.

Water

This division is dedicated to providing the residents of Foster City and of the San Mateo Mariners Island area with safe, reli-able, and high quality water. Just like most cities on the penin-sula, the Estero Municipal Improvement District (EMID) pur-chases water from the San Francisco Public Utility Commission Hetch Hetchy system. EMID has four water storage reservoirs with a total storage capacity of 20 million gallons. During emergencies, water from the storage reservoirs along with the inter-ties with California Water Service, which serves City of San Mateo, and Mid-Peninsula Water District, which serves the City of Belmont, can be used to supply water to the customers. The Water division maintains nearly 110 miles of water mains, over 3,300 valves, and nearly 1,400 fire hydrants. EMID has achieved and maintained a Class 2 Insurance Services Office (ISO) fire insurance rating (Class 1 being the highest, Class 10 the lowest) since 2001.

In an effort to plan for future water supplies and promote water conservation, EMID is developing tiered water rates to encourage efficient water use. A tiered rate structure provides lower water rates for baseline usage and progressively higher rates for increased usage. Based on the current schedule, the new tired water rates will begin in July 2010. More informa-tion on water conservation is available at City Hall and at our website, www.fostercity.org. Wastewater

This division works to protect the health and safety of Foster City residents and to ensure the protection of the environment by effective collection, treatment, and disposal of all wastewa-ter flows from commercial, industrial and residential proper-ties. The wastewater is collected and pumped to the treatment plant in San Mateo. The treatment plant is jointly owned by Foster City and San Mateo. The wastewater division operates and maintains more than 66 miles of sanitary sewer lines, more than 3 miles of sanitary sewer force mains, and 49 pumping stations. The division has been recognized by the local Santa Clara Valley Section and the Statewide California Water Environment Association for its consistent top quality level of service and performance. In addition, the maintenance person-nel from this division were recipients of the 2005 California Water Environment Association Small Collection System of the Year Award for collection systems of 0-250 miles.

Waste Management

The Public Works Department administers a waste management franchise agreement with Allied Waste Services. The waste manage-ment company also provides curbside recy-cling of mixed paper, plastics, aluminum and tin cans, glass, cardboard, used motor oil, yard trimmings, cell phones and household batteries. In addition, Allied Waste Services offers a Business Organics Collection pro-gram to target the collection of food scraps from local businesses at a 25% discount from regular garbage collection fees. There is also an on-going cell phone and household batter-ies collection site located at City Hall. In 2008, under the state’s new diversion measurement system, (SB1016), Foster City met the 50% equivalent per capita disposal target.

•  Composting workshops are offered to Foster City residents year round at no charge through the Recreation Center.

•  The City’s Construction and Demolition Ordinance requires applicants of qualified projects to recycle a minimum of 50% of the debris generated from construction projects.

•  In September 2009, the City of Foster City approved an agreement with Recology, the future contractor to succeed Allied Waste Services in providing solid waste, recyclable and plant material collection services beginning January 1, 2011. Implementation of this contract will include single-stream curbside recycling collection and residential food waste collection programs.

•  In October 2009, construction of Phase II of the Master Plan Improvements at the Shoreway Transfer Station in San Carlos commenced. Improvements will include a new MRF (Material Recovery Facility) and installation of single stream recycling processing equipment. Construction is anticipated to be complete by January 2011, for the rollout of new services.

For those residents who may periodically need a debris box, a permit from the Public Works Department must be obtained if the debris box is placed within the public right-of-way.

The Planning/Code Enforcement Division is responsible for long term plan-ning regarding growth and development of the City and for reviewing and pro-cessing applications for all development proposals, including improvements to residential properties. This review includes free pre-application consultations with property owners or their representatives. Foster City residents wishing to remodel or otherwise improve their home in any way are strongly urged to first discuss their plans with the Planning Division.

The Planning/Code Enforcement Division has prepared a series of public information brochures to help inform residents about the permit process and various requirements for specific types of permits. Additionally, people coming to the Planning/Code Enforcement counter in City Hall have access to a large variety of statistical information about Foster City, including Federal Census in-formation, building and development statistics and future growth and popula-tion projections.

The Building Inspection Division is responsible for ensuring that all construc-tion projects permitted within the City comply with the Uniform Building Codes, the Foster City Municipal Code and all other applicable codes and regulations.

The Community Development Agency was formed in 1981 to build infrastruc-ture, improve circulation, create job opportunities, finance public facilities, assist in providing a stable economy and provide affordable housing through a combi-nation of public and private investment in the community.

The Human Resources Department assists the organization in managing its most important resources – its people. Efforts over the past several years have resulted in an out-standing partnership between Human Resources and City op-erating departments. Business Licenses

The Financial Services Department provides business licenses application processing service to the public, including home occupation business licenses. Any organization (including non-profit corporations) seeking to conduct business in Foster City is required to obtain a business license. Utility Services

The Financial Services Department also handles bimonthly water and sewer billing for the Estero Municipal Improvement District. Payments may be made by return envelope provided

by the City, by credit card or by auto-pay service. Please contact the Utility Services at 286-3261 for any questions concerning water or sewer bills.

City Budget

This Department oversees the preparation of the City’s Annual Budget and Five-Year Financial Plan under the direction of the City Manager. The City has prided itself on sound, conservative fiscal management practices over its 38 year history. The City’s annual budget is available on the City’s website at fostercity.org by searching on “City Budget”. Citizens are encouraged to get involved in the City’s budget process, which kicks off each year in January with the Council’s Policy Calendar, and runs through June with the budget adoption. There are plenty of op-portunities to get involved in helping the Council shape fiscal policy for the City.

Telecommunications / Video Services Oversight

The City oversees regulatory issues concerning telecommuni-cations and cable/video services providers in accordance with federal and state law.

Cable TV / Video Service Providers

The City administers non-exclusive franchise agreements with two video operators that serve Foster City – Comcast for Cable TV services, and AT&T for IPTV video services. Residents that have problems with either of these video services providers should first contact the provider to resolve the issue. If it is not satisfactorily resolved with the provider, residents can escalate the matter to the City by calling us at 286-3506, or sending us a detailed e-mail at [email protected]. The City will make contact with the service provider and work to resolve the situation on the customer’s behalf. The City has no direct regu-latory authority over satellite (DBS) service providers.

Telecommunications Providers

Companies such as AT&T, Sprint, and others provide line-based services in Foster City under authority from the State of California. We also oversee lease agreements with cellular providers that provide wireless services using city property to house their antennae. While the State ultimately controls regu-lation of these providers, the City can attempt to assist in get-ting customer service issues escalated to the appropriate per-sonnel. However, the City has no direct regulatory authority over phone providers. The City Clerk Department is responsible for Foster City’s legislative history, official records, archives, council meeting agendas and minutes, the municipal code book and munici-pal elections. The department seeks to responsibly discharge the legal requirements of the State of California and the policy decisions of the City Council, and to maintain official docu-ments and records accurately and effectively.
