.he ma<ority of consumers in Japan were in strong an8iety that food safety may not be ab!e to be
ensured by the present system whi!e it has been meticu!ous!y e!aborated# .hey had a fear thatthey cou!d be infected by a new infectious disease and they deepened mistrust to the safety of
new food in particu!ar GM food# n addition consumers ha"e some doubt on imported foodwhose share of the tota! supp!y in Japan is o"er 70 = on energy basis#
>? countries and America were in the simi!ar situation to Japan in the same years# .he situationof >urope was more se"ere than Japan# @S> which was found in the ? in 1%37 a!so pre"ai!ed
in many other countries around 1%%0# .he >? Commission as we!! as >? countries ha"e

ris is a degree of probabi!ity of harmfu! effect caused by the e8istence of ha)ards in food# @asedon this scientific notion on food safety Bthe ris ana!ysis shou!d be introduced# Such ris
ana!ysis is a system for pre"enting a possib!e ha)ard or for maing it as sma!! as possib!e when a
