It has already burned itsel into ournational psyche; the image o millionso gallons o crude oil billowing rom

the BP wellhead in the Gul o Mexico, amile below the surace. We can only guesshow much oil has escaped, and that guessis based on constantly changing estimates

rom BP and the government, though one Associated Press calculation made lastweek placed the gure at over 130 milliongallons.

Several eorts to plug the leakhave ailed. More successul, but onlymarginally, was the eort to place a domeover the leaking wellhead and siphonthe collected oil straight to the suraceand onto waiting tankers. BPs long-range plan to intercept the leaking well with a relie well and use that to ll thedamaged well with cement is still weeksaway rom completion, and the oil keepspouring into the Gul. Attempts to coralthe foating lth with booms and to burnit o have met with limited success.

Te oil is now coming ashore in ourGul states and we have begun to see thetoll it is taking on wildlie and the ragilecoastal habitat. Te S.C. Aquarium hasdispatched a contingency o biologists tothe Gul coast to help hundreds o othersin the massive wildlie rescue going onthere.

In the early weeks o the spill there wasear that the spreading oil slick would getcaught in the loop current, which wouldcarry it northeast o the wellhead andthen down the west coast o Florida. Bythis scenario, it could reach the southerntip o the peninsula and get picked up bythe Gul Stream, carrying it up the EastCoast and perhaps as ar north as thePalmetto State. By the end o May the

slick had entered the loop, according toscientists at the National Oceanographicand Atmospheric Administration. At this

At 7:00 p.m. on July 13 it will allbe over. Folly Beach residents willhave chosen the City Council

member who will represent them or thenext two years. Either Susan Breslin orD.J. Rich will take the empty seat onceoccupied by im Goodwin and serve the

remaining two years o his term. Both candidates agree that the key to

winning will be gett ing their supporters tothe polls. Rich said personal matters kepthim rom really campaigning hard therst time around, but he still perormed

well and barely missed the cut-o or therun-o. Since then, he said, he has beenocused and working hard to win. ForBreslin, its her third campaign this yearand she hopes the third times a charm.

I think this is a crucial time or FollyBeach, Breslin said. We have to choosethe kind o place we want Folly to be and

were running out o time to make thatchoice.

Breslins Residents First slogan has at

times annoyed Rich. Tis town is madeup o residents, businesses and vacationers,he said. Te interests o all o them needto be represented. Im a resident, too, but

    we need balance.

But Breslin is ocused on the number oresidents, especially the ull-time residents

who have let Folly Beach. She said ouryears ago more than 30% o the homeson Folly Beach were owner occupied, butnow its down to 20%. So many people Ihave talked to are thinking about movingbecause theyre ed up. She said reasonsor resident dissatisaction include noiseand trac issues, drunks in the street, and the eeling that they a re losing controlover Folly Beach, that Folly Beach controlsthem.

Rich says Folly Beach cannot exist without a viable business community tosupport the city. We dont need moregrowth, but we need to manage what wehave, he said. We need to make sure we

    have a thriving business community.

Breslin agrees with Rich on that point, but she said it should not be at the expenseo the residents. She said the downtownarea is about more than the shops andood and beverage establishments that line

OrdinancesTe June 22 City Council meeting

began at exactly 7:00 p.m. and thegavel came down at 8:01 p.m. No newordinances were introduced and noone raised a stink about anything. Tenew Comprehensive Plan and Ocial

Zoning Map unanimously passed nalreading. Te State requires that thecomprehensive plan be reviewed every veyears and the Planning Commission helda public hearing on the plan at its June 7meeting. Tere were no objections romresidents and ater striking the provisionregarding construction o a ne artscenter, the PC recommended passage othe Comprehensive Plan and sent it toCity Council or a nal vote. A nuts andbolts ordinance updating Folly Beachbuilding regulations to bring them intocompliance with current codes also passedunanimously.

Te FY10-11 budget was up or nalreading and Mayor im Goodwin openedthe foor to public comments. Tere

were no questions or concerns raisedby residents. Pennell Clamp reiteratedhis stance that there are some things hedoesnt like about the budget, but whatthe heck, all in al l its a good budget withno millage increase so lets git er done.Clamp did propose a change that wouldrequire Councils approval beore the Citypurchases any new vehicles. Tat madesense to the other members Id wagerClamp maintains his vehicles rather thanrushing to buy a new one every coupleo years and that provision was addedbeore the nal tal ly, in which only EddieEllis cast a dissenting vote.

An ordinance providing or theissuance o a $1 million general obligationbond to pay or the expansion o thePublic Saety acility passed second

reading with only Ellis voting against it.According to City Administrator oniConnor-Rooks, the most recent valueo all taxable property in Folly Beach isapproximately $66 mill ion and the City

may borrow up to 8% o this amountwithout a reerendum. Although the costo the expansion was approximately $1.6million, keeping the indebtedness at $1million will keep the annual paymentapproximately the same as that or thecurrent City Hall, which will be paid othis year. Te bond will be repaid in tenannual principle plus interest installmentso $122,739 at a xed interest rate o3.91%. Not only did the City negotiate agood deal, according to Connor-Rooks,but Folly Beach Building Inspector EricLutz will be on the job monitoringconstruction work and costs to makesure the City is gett ing its moneys worth.

Other businessA resolution authorizing the City

o Folly Beach to withdraw rom theCharleston County ConsolidatedDispatch Center introduced by Ellis

was shot down when he ailed to receivea second to the motion. A resolutionawarding the bid or the court room

sound system or just at $21,000 passedunanimously with Connor-Rooksexplaining that the City would receive agrant to cover approximately hal o thatexpense. Connor-Rooks said she had seena demo o the equipment and was verypleased that it would now a llow residentsthe option o listening to meetings on theradio.

Public SafetyChie erry Boatwright talked about

his plans to get Folly Beach throughthe Fourth o July weekend. o manyresidents, Boatwright is walking on waterater the Memorial Day non-event and heaims to keep on walking. Boatwright saidthe Folly Beach Department o PublicSaety is staed up and ready or the July

4 weekend. He said his major problemthis summer has been getting trac othe West side o the island, but as ar a sront beach behavior is concerned, smallops since the Memorial Day weekend

have had the intended eect on behavior. From May 1 to June 22 o 2010, 484citations were written compared to 288 inthis same period last year. Tere has alsobeen a 60% increase in littering citationsthis year, according to Boatwright. Notmore littering, he stressed, but moreenorcement. He said he also intends tocontinue the vehicle check points thathave proven very eective.

Council CommentsLaura Beck expressed concern about

the new power poles SCE&G wants toput in the Folly River. She said the permitto OCRM ailed to speciy the height othe new utility poles and she thought it

would be wise or Folly Beach to exercisesome input beore the permits are granted.

Eddie Ellis applauded ChieBoatwright or staying ahead o the curve. He said he was standing in line at thePiggly Wiggly and overheard the day-trippers in ront o him talk ing about howvisitors needed to tone it down or you

may get a citation.Paul Hume reiterated his stanceregarding his low-key approach thatmakes residents ambassadors o ourbeach. We all need to work to keep ourbeaches clean. Pass out garbage bags, askpeople to behave. I we all work at this,

we can do it.Charlie McCarty reminded us that

July 3rd, which will be celebrated at thebeach as the 4th o July holiday, is also thebirthday o Julius Caesar.

Mayor im Goodwin said residentsneed to remain ocused on beaches and

walk-overs, but we also needed to lookin our own backyards. He encouragedpeople to purchase regulation garbagecontainers at City Hall and to rerainrom putting trash cans and yard debris

on the street days beore pick up. Weknow what gets picked up on what days,he said.

moment, however, it appears that thecurrent is not moving down the Floridacoast; it seems to be moving and carryingwhat oil it has picked up in a clockwisedirection in the northern Gul. Tis issubject to change, but or now, Gul oil will not be threatening South Carolinasbeaches in the oreseeable uture.

Yet the Gul oil spill is already aectingthe Charleston area in less direct ways.Vacation rentals are up and seaoodsupplies are down. Te Florida Panhandleresorts o Destin, Panama City, Fort Walton Beach, Pensacola Beach andthe Alabama beach town o Gul Shoresseem to be taking the brunt o the BP hit, according to an inormal survey o localbeach rental companies.

We have seen last minute inquiries bypeople who have abandoned their GulCoast vacations and even abandoned theirdeposits, said Kathleen Holmes, propertymanager at Seabrook Exclusive Rentalsand Sales.

Some o those vacationers heardearly reports that the oil slick might berounding the tip o Florida and heading toSouth Carolina. We got some calls rom

people wanting to know i our beachesare clean, Holmes said. She assured themthat South Carolinas beaches are pristineand urged them to consider coming here. She said she is even working with them togive discounts because some o them havealready lost deposits on the Gul Coast.

Jerad Becknell, general manager at thePalms Hotel on the Isle o Palms, said hehas seen an eight- to ten-percent increasein bookings, which he attributes to the

crisis in the Gul. Te new vacationershere seem to be happy with what theyfnd, he said. One couple told me SouthCarolina will be their new vacat ion home,Becknell said.

Colin Landrith, a vacation specialistat Avocet Properties on Folly Beach, saidhe has gotten a number o calls rompeople who had planned to vacationat Destin or Pensacola. Te increaseddemand or rentals has not aected prices,he said, because prices are locked in byNovember. It looks like it will be a tight

ft or vacationers on Folly this year. FollyBeach was rocking beore the oil spill hit,Landrith said. Our inventory has notchanged.

Te picture is not as clear on theavailability o resh seaood. A spot checko several local seaood wholesalers gavemixed results. Much o the seaood soldlocally is caught locally so supply wouldnot be aected, but prices may spike asGul coast seaood suppliers are shut downand demand increases on the local supply.

An unidentifed employee at BackmanSeaood on James Island said they had eltno impact rom the Gul spill. At C.A.Magwood & Son in Mount Pleasant, manager John Moseley said events in

the Gul have not aected prices oravailability. Tis time o year, he said, hismajor product is shrimp and those havesuered more rom winter cold than romGul oil. His primary ear is that Gulshrimpers will be shut down in their home waters and start wandering into Atlanticwaters, increasing competition in the localmarket and adding pressure to the localshrimp stock.

    Jennier Hardin at Cherry Point

Seaood Co. in Rockville said that thereare plenty o shrimp since the shrimpingseason started on the exas coast, andexas has not been aected by the spill.Te price o shrimp has actually dropped50 cents a pound, she said. Weve gotmore shrimp than we know what to dowith.

Rutledge Leland at Carolina Seaood inMcClellanville concurred, saying the priceo shrimp has leveled o since the seasonopened in exas, but the crab market isbeing aected by the oil spill and we may

see an increase in prices there.Te Post and Courierreported on June

25 that the Red Lobster seaood restaurantchain was running out o oysters, sincemost oysters come rom the Gul thistime o year. Tat is where most localseaood lovers will eel the pinch frst inthe seaood supply chain. Tere may be asocial and culinary crisis in January whenBoone Hall Plantation holds its annualLowcountry Oyster Festival, which drawsmore than 10,000. Will there be oystersenough by then? We will have to wait andsee, a local wholesaler told the P&C.

For several years there has been agrowing renzy to explore or natural gasand oil o the South Carolina coast. As

First District Rep. Henry Brown told theChicago ribunein 2005, I [oil and gasdrilling] is okay or Alabama, Louisiana, and exas, it should be okay or otherstates ... We are in an energy crisis and weshould do everything we can to becomemore energy-independent includingoshore drilling.

Tat may have made some sense fveyears ago, but now South Caroliniansmust evaluate oshore drilling in lighto the blowout o the BP well o theLouisiana shore. How would a major oilspill aect the lives and livelihoods o thecoast? How would it aect our tourismand our seaood industry?

Henry Brown will soon leave Congressand he will almost certainly be replacedby Republican nominee im Scott, whoalso enthusiastically supports oshoredrilling on the South Carolina coast. HisDemocratic opponent, Ben Frasier, couldnot be reached or comment. RepublicanSen. Jim DeMint supports oshore drillingand even his mysterious Democraticopponent, Alvin Greene, has said he wantsto drill on the Carolina coast.

Republican gubernatorial candidateNikki Haley also supports oshore

drilling. Her Democratic opponent VinceSheheen is the only major candidate whohas come out against oshore drilling.Te science tells us there is not muchpotential or oil. Its not worth risking thetourism industry in the state or risking theragile resources in the state, he told TeStatenewspaper on June 4.

While many South Carolinians thinkthat drilling or oil and gas o our beachesis necessary even inevitable a growingnumber o people have come to questionthat wisdom. More than 200 o themgathered at Folly Beach and KiawahIslands Beachwalker Park on June 26 tostand in the sur and clasp hands in part oan international movement called Hands

Across the Sand, urging politicians andcitizens to take a stand against oshoredrilling.

Folly Beach Mayor im Goodwin toldthe Post and Courier, Te beaches wouldbe empty and this hotel would look like aghost town i oil washed up on the Follysand. People are vacationing here becausethey have canceled their vacations on theGul coast. An oil spill, major or minor, near or ar would just completely wipe usout here at Folly Beach.

o drill or not to drill? It anotherimportant issue the people o theLowcountry will have to think aboutcareully beore the November election.

Dear Residents o Folly Beach,Id like to personally thank Mayor im

Goodwin and the City o Folly Beach ortheir quick response to a major issue werecently had on the beach.

As many o you know, we had a terrible

odor on our beach during the last weeko June due to millions o tiny dead shellswashing up on the beach in two dierentareas. Te smell was almost toxic andthe odor was so strong that residents andguests were unable to enjoy our beach orseveral blocks. By uesday aternoon, news o the odor was being broadcast onlocal radio and an erroneous rumor o amassive sewage leak was making its waythrough Charleston.

Te City responded quickly and beganworking to eliminate the source o the odorby 7:00 am the next morning. By midday, the smell began to dissipate and residentsand visitors were once again able to enjoy thebeach. Tis would not have been possible

without the quick response time by ourCity ocials and sta. Tank you again.

    ruth about red bays

Dear Editor,I am writing to clear up any

misunderstanding which may have beencreated by a letter to the editor regardingthe City o Folly Beachs diseased Red Baytrees. First, some background: in early

January o 2009, it came to the attentiono the ormer Mayor and a Councilmember that a disease called the Laurel

Wilt Disease was attacking red bay trees

on Folly Beach. At that time, the diseasewas confrmed in eight counties in SouthCarolina, including Charleston.

Te City o Folly Beach decided totake the necessary steps in an attempt toslow it down, so City Council adopted anordinance to remove and dispose o thediseased red bay trees in a manner whichhopeully could keep the disease romspreading. I the property owner thought adiseased tree was in his yard, he would cal lthe city and someone would go to the siteand confrm it. Tereater, the propertyowner or his agent would call someone

who could cut it down properly, leave itin the right o way or Folly Beach Public

Works to pick up where it would be taken

to the selected burn site and the FollyBeach Fire Department would burn themon a certain day. I the property owner didnot call the city and diseased trees werespotted, then a registered, return receiptletter was sent to the owner giving a certainamount o time in which to cut the treesand place them in the right o way. I saidowner did not respond, then the city hadthe tree(s) removed and disposed o in theproper manner by a trained individual.

Ten the City was supposed to try tocollect the cost rom the property owner,

which didnt work out so well. Long storyshort: last fscal year, the cost to the City

    was about $5,000.

Now back to the present. Te red baytree ordinance is still in ull orce andeect. City Council has not repealed thisordinance, nor has anyone suggested itbe repealed. Tat process would take theadoption o another ordinance by CityCouncil. Also, the burn site has not goneback to the owner nor did the owner askor it back. Te only site that went back

was one too close to a residence becausethe resident could not tolerate the smoke.Te site the city has always used is readyto use again; it has not been returned tothe owner. Te arrangements or using thetwo burn sites were made by the ormermayor. I had absolutely nothing to do withmaking the arrangements or the trees tobe removed and burned, nor did I speak

with the property owners involved in thismatter. I am not and have never been theproperty manager or either o the two lotsthat were designated or the burn sites.Sometimes, rumors are just that: rumors

    with no basis in act.

Te cost to the City just to remove anddispose o the diseased red bay trees in theright o way will be about $10,000. Terealso will be a cost or other properties

whereby the owner or agent reuses to pay

the cost or take responsibility or cuttingsaid trees. Te ormer mayor did notrecommend unds be put in the budgetat the inception o this program or later.Te question is this: do we continue thisprogram and appropriate the unds to payor it or do we just take care o the diseasedtrees in the right o way and shut theprogram down? Tis is a question whichneeds to be answered by our citizens.David Whitaker, S.C. Department oNatural Resources Deputy Director o

Marine Resources, states Te red bays aredying all over James Island and the coasta larea. No matter what they do on Folly, these trees are probably doomed. Youreprobably fghting a losing battle on asmall scale like Folly. Te blight has beenconfrmed as ar north as Horry Countyand as ar west as Orangeburg County, according to Lurie Reid, S. C. ForestryCommission entomologist.

Tis is our community, our unds, andour trees. What would you like to seehappen? Please e-mail your opinions [email protected]. Tank you.

    Sincerely,

    Tim GoodwinMayor

Two strikes, youre outA man who had been previously told notto return to the Sand Dollar was involvedin a ght there with another customer

when Folly Beach Public Saety arrivedon the scene just ater midnight on June5. He was arrested or trespassing andtransported to the county jail.

Its the real thingOn June 5 Public Saety was dispatched toRose Hardware in reerence to vandalismo the Coke machine. Police were advisedthat employees had restocked the Cokemachine the previous evening and emptiedthe change receptacle, but apparentlythe drink machine had been pried openduring the night and the change canister,

which was estimated to contain $10, hadbeen removed.

High school drunks next door?A high school graduation party on June 6was thwarted when Public Saety stoppeda car driving down Center Street about10:00 p.m. without its lights on. Furtherinvestigation revealed a case o beer andtwo bottles o vodka in the back seat.Te suspects, neither o whom had ID onthem, claimed to know nothing about thealcohol and the driver said it must belongto his girlriend, who was the ownero the vehicle. When the suspects wereordered out o the car, it was discoveredthat both were hiding open containers oan alcoholic beverage. Te driver nallyadmitted to having purchased the alcoholin Irmo or their high school graduation

house at 1689 East Ashley. Te driver wasarrested and taken to jail. Te passenger

was charged with Open Container andMinor in Possession o Alcohol andreleased.

Let me check my pocketsOn June 10 about 10:00 p.m. FollyBeach Public Saety was dispatched toa suspicious group o people around a

pickup truck in the rear lot o McKevlinsSur Shop. Tere was a cooler in the truckbed and an open Bud Light in the rearconsole cup holder. One o the suspectsadmitted the beer was his and whenthe responding ocer asked i he hadanything else illegal on him, the suspectthrust his hands into his pocket. Teocer pulled his hands rom his pocketupon seeing a knie and then discovereda bag containing a green leay substance.Te suspect was arrested and taken to jail

where the green leay substance testedpositive or marijuana and weighed in atthree grams. Te suspect was arrested orOpen Container and Simple Possession oMarijuana.

    Boys will be boys

One o the two men ghting on thesidewalk in ront o Lazos around 9:30p.m. on June 11 was ound to be wantedby Charleston County. A ter talking to

witnesses, it was determined that the twowere equally involved in the ght and itwas hard to place blame on who struckthe rst blow. Both suspects were issuedcitations or Simple Assault and one wastransported to the Charleston County jailon the outstanding warrant.

Wheres the gun?At 2:30 in the morning on June 17, ocerswere dispatched to 219 East Arctic dueto a white male who did not live at theresidence threatening the renters witha gun. Te suspect and a riend hadollowed the complainants to the residencerom a Center Street establishment andbegan making racial slurs towards therenters, who were black. Te complainant

tried to leave, but the suspect grabbedhim and would not leave. When he wasasked again to leave and would not go, thecomplainant punched the suspect, whothen inormed the group he was goingto his truck to get his gun and it was atthat point that the rest o the males at theresidence jumped on the suspect and heldhim down. Te riend said he had justmet the suspect earlier in the evening ata bar. Te ocers were unable to locate agun, but decided the suspect was on somekind o drug due to his behavior and he

was arrested or Disorderly Conduct andtransported to the Charleston County jail.

    A case o he-said, he-saidPublic Saety ocers responding to a

ght in progress at Mariners Cay Marina

at 8:30 a.m. on June 17 were aggeddown by one o the combatants whoshowed them a contusion on his head andrequested medical attention. He statedthat a man he did not know approachedhim aggressively as he was parking hiscar at the marina and began puttinghis hands on him and accusing him odriving recklessly. He said the man beganstriking him and put him on the ground, causing the injuries he had sustained.

While the ocer was talking tothe victim, the other hal o the ghtapproached and said he was on his bicycle

with his dog on a leash in ront o hisresidence when a white Cadillac sedancame tearing through the parking lotand nearly struck him and his dog. He

said he went over to the Cadillac and thedriver got out and shoved him with bothhands and they began exchanging blows.

A crew trimming trees nearby saidthey did not see the start o the ght, butthought both men were equally disorderlyand advised the ocers that they thoughtboth men should be charged. Witnessesrom across the parking lot stated bothmen were swinging on each other. Both

subjects were cited or Disorderly Conductand the driver o the Cadillac wastransported by EMS to a local hospital.

What were they doing on that car? While on patrol about 11:30 on June 19,a Folly Beach Public Saety ocer wasagged down by a man who stated that

while he was playing music at Lazossomeone vandalized his 2009 Jeep. Teocer observed dents in the hood, theantenna broken of, and a crack in the

For the past two summers Buzz Perrihas been manning his Italian Icecart rom a spot on the sidewalk

next to Mr. Johns Beach Store. He opensor business about 11:00 a.m. and closeswhen everybody goes home. Ten hegets up the next day and does it all over

again. Seven days a week.Couples holding hands or parents with

kids in tow stroll by. Buzz has a smile oreveryone. In act, he could me called theambassador o Folly Beach. A ather stopsby with his son. Ater taking their orders,Perri pulls out a Folly Beach Directory andoers directions and recommendations.Heres the best-kept secret or breakast, heres a menu or the Crab Shack, its aamily riendly place, or try Ritas, theyvegot three big-screen televisions, and ondown the list. No one is let out. Just tellthem Buzz sent you.

I dont care i you spend $2 or $20,Perri said, you get the same treatment. Itry to take care o every customer and takethe time to talk to everyone. He wants

to help make people eel comortable inhis adopted town. He came here two yearsago rom Brooklyn with his 19-year-oldson Stean, who helped him with the cartthe rst summer, but returned to school atNotre Dame in the all.

Perris not getting rich, but he eelsblessed to be in Folly Beach and heappreciates the act that the other businessesas well as the residents welcomed him withopen arms. I could not have done this in

IOP or Mt. Pleasant, he said.Te basis o the business is an old

amily recipe or Italian Ice handed downby Aunt Vee, his paternal grandmotherssister. Te recipe was so good, accordingto Perri, that the people who currentlymake his product wanted to buy it, butthat would have meant giving up quality

control so Perri licensed the recipe insteadso that it would not be disrespected ordishonored.

Family is important to Perri. Agenealogy bu, he has traced his amilyhistory back to Sicily and Naples in the1600s and to their voyage to Ellis Islandin the 1880s. He remembers his Aunt Vee,

who lived to be 98, making Italian ice onthe amily arm. Perri said a tinker wouldcome by in his little truck with a grindingblade to sharpen knives and saws and healso sharpened the blade o his great auntsice cream churn. Whats in the amousrecipe? Sugar, water lemons, a pinch othis and a dash o that. Its made in very

small batches and whipped so ne that itsalmost like cream, Perri said.

Te menu changes according to whatthe riends who make it or us eel like

whipping up, but every favor is basedon Aunt Vees recipe. Kids seem to likechocolate and tie-dye best, according toPerri. en favors are available every dayand include such yummy selections asmango, pina colada, strawberry banana, lemon cheesecake and blue raspberry, among others. Except or the chocolate, all favors are at-ree and cholesterol-ree.Tey are not sugar-ree, Perri laughed.

Te ice is scooped into eight-ounce cupsand costs $2 per scoop. Perri said mostolks choose two scoops, but can haveas many as three and he is happy to mix

favors. For those interested in revisitingtheir childhood, Coke foats are alsoavailable. I could be selling anything,Perri said. Its about the service. You haveto take care o all your customers.

So what do you think, is this stu anygood? I asked Perris customers. Betweenscoops the ather said, Yeah, its good.Im rom New York and I know what Imtalking about. Tis is good Italian ice.
