A Short History

The estate of Temple Balsall was given to the Knights Templar c. 1146 and then passed to the Knights Hospitallers in 1308. Following the Dissolution in 1541, the land went to the last wife of Henry VIII, before ending up with Robert Dudley, favourite of Elizabeth I & owner of Kenilworth Castle. Temple Balsall was then inherited by his grand-daughters Lady Ann Holbourne and Lady Katherine Leveson. Through the wills of these two ladies, the church was restored, almshouses built and a schoolroom established.

Ardencote

Local resort, Ardencote has launched a newly-built 18 hole golf course.

The 5,045 yard, par 67 18 hole course has been designed to USGA standards and the manicured condition of the course enables a 4 Ball to play 18 holes in 3.5 hours.

The easy to navigate course aims to welcome both male and female golfers of all handicaps.

Dale Huckerby from Ardencote, said: “When the piece of land next to Ardencote became available I saw it as a great opportunity to enhance the 9 hole golf course into an 18 hole golf course. When designing the course I wanted to make sure that it could be completed in 3.5 hours or less, making it suitable for all handicaps, ages and genders, I believe we have achieved this”.

ANNUAL PARISH MEETING

May’s monthly Parish meeting was preceded by the Annual Parish Meeting. Martin Le Tocq was re-elected chairman, and presented his annual report; this, and reports from the school, church and other local organisations will be available, together with the draft minutes and dates of our meetings for the coming year, on our website.

The accounts for 2015-16 were presented and approved. Our precept is unchanged at £10,600, and last years expenditure was £10,601; reserves, including the War memorial account, stand at £14,309. These details are also available on the website.

MAY COUNCIL MEETING

Warwick Rural West Forum

Two councillors and our clerk attended the Warwick Rural West Forum, when plans for engineering work on the Stanks Roundabout (A46/A4177/A425) were presented.

It is proposed to install traffic signals at each access, and at the junction to the IBM/Opus site where development is in progress. There will also be some road widening. Funding is not yet complete, and work is not anticipated before April 2017. Although these lights will be electronically coordinated, doubts were expressed regarding the effectiveness of the scheme, and concern that it may increase delay for Warwick bound traffic on the Birmingham Rd.

Plans for expansion and refurbishment of the leisure centres at St Nicholas Park and Newbold Comyn were also

presented at the forum.

War Memorial

We expect to hear the outcome of our grant request next month.

Goal Posts

The long awaited goal posts on Hatton Park green should be in place for the summer holidays. We shall also be looking at the provision of adult outdoor fitness equipment.

Neighbourhood Plan

Six residents have expressed interest in forming a Neighbourhood Plan and a meeting with the WDC officer concerned will be arranged. Initially, this will be to define the area of the Plan assess the viability of proceeding.

Planning

One planning application was discussed and a decision deferred until councillors have had the opportunity to visit the site.

Finance

Payment of our annual grants to local organisations were approved and signed.

Warwickshire County Council

Jose Compton confirmed that she had secured funding for a raised kerb on the bend by the school in Hatton Green, to protect the verge.

The County Council has decided to join the West Midlands Combined Authority on a trial basis for one year before making a final commitment.

Bus Service

The bus service from Warwick to Warwick Parkway and Hatton Park is to be reduced to hourly from June 6th. The Council will write to WCC expressing concern at this, particularly as Warwick Parkway advertises an ‘integrated transport service’ and the

frequency of the bus service is one factor in the selection of Hatton Park as a suitable site for further development in the Local Plan.

Next Meeting

This will be on Mon June 27th, 8.00 pm at Hatton Park Village Hall.

The next meeting of Budbrooke Parish council will take place on Wed 6th July at 8pm at Budbrooke Community Centre.

WARWICK RURAL WEST

Below is a very brief summary of some of the incidents that have been reported to us recently.

Burglaries

Domestic burglaries have increased recently, both to dwellings and outbuildings etc. Please remain vigilant, report anything suspicious to police and neighbourhood watch co-ordinators. If you require any tips or advice on security, either contact Warwickshire Police Community Safety Team or the Rural Crime Co-ordinators at Warwick District Council.

Autocrime

Theft from vehicles/vans has decreased recently, however there is a particular trend where Landrover Defenders are being stolen. This is believed an organised gang who have particular interest due to the increase in value of the vehicle due to them being discontinued from manufacture. May I remind residents that items should be removed from vehicles overnight where possible. Breaks to vehicles have reduced but remain a problem throughout rural areas.

Anti-Social Behaviour

There have been previous issues with general ASB in Hampton Magna, however there have been no reported issues throughout April.

Appeals, News & Updates

There has been an increase recently in burglaries at dwellings in the area.

Residents are being urged to review premises security, improve if necessary and report any suspicious activity to the police via 101 or 999 if necessary.

There have also been an increased number of burglaries to sheds, outbuildings etc . Again please ensure security lighting, alarms, CCTV and any other measures are utilised.

Intelligence is being gathered, tasking patrols are being completed in these areas and regular local SNT patrols have been increased.

You may have heard about the incident that occurred in February on the tow path at Lapworth, involving a barge owner being attacked. The two male suspects were arrested, this case is still ongoing and they are due in court any time now for sentencing.

At Hatton Park WI the winter is a

distant memory as we are embracing the summer in style!

Our walking group enjoyed their walk at Crackley blue-bell wood, and some of the la-dies had a fabu-lous day out at Pink Ladies day at Warwick race-course.

Our May meeting was a debate and vote on two important Resolutions determined by the National Federation of the WI; Working with supermarkets to reduce food waste; and, Allowing family and carers of dementia patients to stay with them in hospital.

Both the resolutions were supported by HPWI after considered discussions and will now be proposed at the National Federation AGM in June this year, after which if passed will be lobbied to the Government.

The second part of our May meeting had a summer theme with the amazingly knowledgeable and talented David Howell from Shrewley Gardening Club, who demonstrated how to create

the best flowering hanging baskets.

One of his creations was then raffled off to a lucky winner.

May is one of the most exciting months in the Par-liamentary Calen-dar as MP’s gath-ered to listen to Her Majesty the Queen’s Speech to mark the State

Opening of Parliament.

This is an important tradition and the current ceremony dates back to the opening of the rebuilt Palace of Westminster in 1852 after the fire of 1834.

This year’s speech reiterated the Gov-ernment’s commitment to continuing

economic recovery, reforming prisons to reduce reoffending rates, a BritishBill of Rights and importantly, a commitment to tackle some of the social challenges facing our society such as family instability, addiction and debt.

I look forward to seeing these policies debated.

I made my contribution to the debate, which follows the Queens address, in my speech on the industrial strategy.

The Midlands has played a vital role in the economic recovery, with 96,000 more businesses now than in 2010 and I am pleased that the recent £250 million Midlands Engine investment will support progress.

Government of the need to support an industrial strategy to invest in new technology from which Warwick and Leamington, with its strong manufacturing base can benefit.

Town Council of Royal Leamington Spa Meeting

I recently wrote to councillors across my constituency to seek their views on the creation of a unitary authority.

This would mean merging the District Councils in Warwickshire with the County Council to create one single authority.

In my view, this would strengthen local democracy by giving people and our services such as police and health one clear point of contact. This move could also save between £12 – 17 million annually, meaning more resources can be spent where they are needed.

I was pleased to be able to discuss this with the Policy and Resources Committee of Leamington Spa’s Town Council, and I have been encouraged by the positive and engaging responses I have received so far.

Meeting with Chief Constable Martin Jelley

I regularly meet with representatives of Warwickshire Police in order to hear about issues in Warwick and Leamington.

I was pleased to be able to meet with Chief Constable Martin Jelley, who leads Warwickshire Police to discuss matters locally that constituents are raising with me, and also to get an update on the Police’s priorities.

Warwick Town Criers Competition

This month Warwick hosted the Bi-Annual Town Criers Competition.

Contestants from across the country dressed in traditional regalia and proceeded from Pageant Gardens throughout the town.

There was an excellent turnout and the talent was judged by myself, the Mayor and others. I enjoyed an eventful day which provided great entertainment for visitors to the town centre.

Love Leamington Fund

I enjoyed speaking at Leamington Art in the Park event, ‘Selling and Social Media’ on the Love Leamington Fund, which sponsored the event.

The Love Leamington Fund is a charity created by donations from local people, businesses and from the increase in my salary as an MP.

The charity donates to local projects that benefit our community. Beneficiaries have included Kids Run Free and Art in the Park amongst others. I was very grateful to be invited and to raise awareness of the Love Leamington Fund.
