WOODSTOCK – A kittenconundrum recently solvedat Helping Paws AnimalShelter: How do you avoidan outdoor catastrophewithout shutting off your fe-lines to fresh air?

Catios, of course – as incat patios, as in caged-in out-door quarters that attach tothe indoor shelter througha kitty-door in the window.With tunnels in and out andshelves to climb and a – pos-sibly torturous – peak at anearby bird bath. Maybe thesize of an average bedroom.But with no real shot at es-caping onto nearby Route 14or of getting lost.

“Theyloveit,”saidCheryleHomuth, a volunteer at theshelter who, by profession, isa certified animal behaviorconsultant. She’s standing ona walkway beneath the cattunnels, which run betweenthe building and the two cagedcatios. “Some just stay outhere all day long.”

Not today. The air ismisty and chilled on a latespring day June 4. The kit-ty-doors are sealed. No cat-

ios for you, Tom.Still, the additions have

been welcomed by the shel-ter and its inhabitants, bothfeline and human.

Helping Paws was hopingfor better weather when itputs the new catios on displayand held a seminar on cat en-richment and cat health Sun-day at the shelter, 2500 Hard-ing Lane, Woodstock.

A couple years ago, Help-ing Paws set out to boost catenrichment and won a $10,000grant from Pepsi. Much ofthat money went toward thecatios. The shelter also hasadded a variety of toys for thecats, and it threw a little mon-

ey toward its more-fortunateshelter friends, the ones withfloppier ears.

“That was a small portionbecause the dogs have quitea bit,” said Ravelle Schwab,Helping Paws’ board trea-surer. “It was all enrich-ment-based and the catiosare a big part of that.”

Homuth talked about catenrichment and shared shel-ter techniques that peoplecan bring home to their ownfelines.

“Cats are so independentthat frequently they’re ontheir own, but they want todo other things, too,” she

said.

HUNTLEY – A new pro-gram meant to incentivizedowntown businesses inHuntley to spruce up their ex-teriors could help jolt a down-town overhaul that villageofficials recently have begununfolding.

Businesses within thehistoric Huntley downtowncould start applying to thenew facade program later thismonth, after board memberstentatively supported the ideaduring a committee meetingJune 5. A final vote on the pro-gram is scheduled this week.

The village would providematching grants, up to $10,000,to any downtown businessthat wants to renovate theoutside of its building. Offi-cials for this year put $50,000into the program, which cov-ers roofing, landscaping, aw-ning work and an assortmentof other projects.

“There is certainly a needto reinvest in the core areasof the village, and I think weare trying to find all availableavenues to do that,” VillageManager Dave Johnson said.

Officials have tinkeredwith the idea of a facade pro-gram for nearly three yearsafter completing a downtownrevitalization plan in 2010.The board’s move now tocreate the program followsmonths of heightened down-town planning.

As work on the downtownmakeover intensifies, trust-ees Thursday moved forwardwith about $750,000 in up-grades to the historic Saw-yer-Kelley Mill at 11801 MainStreet and the landscapechanges to a prominent down-town street corner.

Water rescues are a team effort

With warm weather comes resi-dents’ return to the open water, andthe hopes of McHenry County’s wa-ter rescue professionals that theynever will need to be called.

But when the call for help comes,they have the training, gear andshared resources to save lives ifneed be.

If residents run into trouble inthe water, be it on the Chain O’Lakes or a rural swimming hole,their fire and rescue departmentshave a network of resources fromwhich to draw to get as much helpon the scene as soon as possible.

Unfortunately, it’s been a bad

start to the year for water safety.Fire departments in early Aprilextricated a 56-year-old Algonquinman from his car after he drove itinto a retention pond at AlgonquinCommons, and he died several dayslater. Two weeks after that inci-dent, a 15-year-old Crystal Lake boydrowned in a pond at a party out-side of town.

In any given year, the Algon-quin-Lake in the Hills Fire Protec-tion District’s Swift Water RescueTeam may not receive any callsfor a rescue in its jurisdiction, orit could receive five or more, ChiefPatrick Mullen said. Ten of thedistrict’s firefighters are trainedin water rescue should the call bereceived.

“We know we have certain risksin the community,” Mullen said.“We have lakes in Lake in theHills. We have a river that runsthrough our jurisdiction. Eventhough we don’t get a lot of servicedemand, it’s a capability that’sgood to have.”

The district has a fleet of threeboats – one rubber, one alumi-num flat-bottomed boat and a rig-id-hulled inflatable boat, which hasa metal body and an inflatable col-lar. It doesn’t maintain a dive teamin the event underwater skills areneeded, but those resources are aphone call away.

The McHenry Township FireProtection District is one of severalin the county that has a dive team

and a water rescue team. Those re-sources are shared through a pre-ex-isting plan that is activated throughthe Mutual Aid Box Alarm Systemonce a water rescue call comes, Dep-uty Chief Rudy Horist said. If a wa-ter rescue incident is severe enough,McHenry and Lake counties can callon one another as well.

“We’re all part of the mutual aidsystem,” Horist said. “Our diversgo on a fairly regular basis, espe-cially during the summer months.We’ll assist other communitieswith a water rescue incident. Wehave the ability to call in a lot of as-sistance relatively quickly. We canalways turn them away or cancel it,but if we need that help, we need toget it on the road.”

“There is an opportunity tonot only make the streetscapeimprovements but also facadeimprovements to improvethe overall appearance of thearea,” Johnson said.

Algonquin has quick-in-flate rafts and buoys thatcan be thrown into the FoxRiver and steered by rope tothe boil of the low-head damfrom the bridge. The boilsof low-head dams often arereferred to as “drowningmachines” because of thedanger they present – a kay-aker in April died after thecurrent pulled him over theGeneva dam in Kane County.McHenry has flotation suits,commonly called “Gumbysuits” because of the way thewearer looks, that help per-sonnel in their rescue efforts.

Although the Fox Riveris just one body of water ofmany that rescue districtscover in their boundaries,the river and the Chain O’Lakes are by far the mostfrequented. And while theMcHenry County SheriffMarine Unit’s primary func-tion is enforcement, it alsoplays a preventative role.

The unit’s 16 officers andfive boats patrol the riverfrom mid-May through theend of October, Cmdr. JoeMarvin said. Its jurisdictionstretches from the Algon-quin Dam north to the middleof Pistakee Lake. While dep-uties have first aid trainingand the boats are equippedwith hooks and throw rings,more sophisticated rescuesare the purview of the localwater rescue teams.

Where deputies fit in iseducating boaters and swim-mers in the hopes of stop-ping irresponsible behaviorthat could require a futurerescue or worse.

“We’re hopeful that pre-vents incidents from occur-ring,” Marvin said.

Mullen and Horist saidmost water emergencies canbe prevented with respectfor the water, common senseand knowledge of one’s lim-itations. Horist said thatcommon sense should beemployed year-round – win-ter water rescues are becom-ing more common.

“In the past three or fouryears, we’ve had more ofan issue during the wintermonths with people gettingin trouble out on the ice,”Horist said.

WOODSTOCK – McHen-ry County Board membersopposed to appointing for-mer member Marc Muna-retto to the Metra Boardquestioned his ability tomake friends and play wellwith others.

County Board memberswho supported Munarettodidn’t disagree. But their ar-gument – that Munaretto’s fi-nancial and political acumenmake him the best for the jobadvocating for the county’ssuburban rail interests – wonthe day.

Board members voted16-6 June 3 to appoint Muna-retto to the four-year termas McHenry County’s rep-resentative on the MetraBoard, effective June 30.Present representative JackSchaffer did not seek a thirdterm.

“I’m delighted that theMcHenry County Board hasaffirmed my appointmentto the Metra Board, and I’mready to do the best job Iknow how,” Munaretto of Al-gonquin said the afternoonof June 3.

Munaretto was selectedby County Board Chair-woman Tina Hill, R-Wood-stock, from a pack of a doz-en applicants. He served 14years on the County Boarduntil 2012, when he chosenot to run for re-election.For much of that time, hewas chairman of the Fi-nance and Audit Commit-tee, during which time the

board achieved its longtimegoal of an Aaa credit ratingfrom Moody’s InvestorsService.

B o a r d m e m b e r K e nKoehler first raised oppo-sition, stating “it shouldbe no surprise” given hisstrained relationship withMunaretto during Koe-hler’s eight years as Coun-ty Board chairman. He al-leged Munaretto has a lackof personal skil ls thatwould hamper his repre-sentation.

“When it comes to work-ing with people, it’s a wholedifferent story,” Koehler,R-Crystal Lake, said.

Board member NickProvenzano, R-McHenry, gotsome laughs from the boardwhen he described his firstimpression of working with

Munaretto as, “I’m not get-ting paid enough for thisjob.” But he described Muna-retto as a “very, very bril-liant” government servantwho will fight for McHenryCounty’s interests.

“The word that comes tomind – the nicest one – is ‘te-nacity,’” Provenzano said.

Munaretto joins a Me-tra Board in the process ofchange and rebuilding af-ter back-to-back scandalsinvolving its top leaderstarnished its image andspurred calls for an over-haul of Chicago-area masstransit.

The Metra Board in 2013approved a generous exitpackage for new CEO AlexClifford, with eight monthsremaining on his first con-tract. When pressed by an-gry state lawmakers, Clif-ford alleged he was forcedout because he would notplay along with patronagerequests.

Clifford had been hiredto help clean up Metra inthe wake of the scandal sur-rounding former CEO PhilPagano, who killed himselfin 2010 near his rural Crys-tal Lake home by steppingin front of a Metra train

hours before the MetraBoard was set to fire him forcollecting at least $475,000in unauthorized vacationpayouts. Pagano on at leasttwo occasions forged theboard president’s signatureto collect.

Munaretto served for twodecades as Algonquin Town-ship Clerk until last year,when he unsuccessfully ranfor township supervisoragainst incumbent DianneKlemm.

The Metra Board pays$15,000 a year, but new ap-pointees are no longer eligi-ble for pension or insurancebenefits as a result of reformbills that passed in the wakeof the Pagano and Cliffordscandals.

County Board membersTuesday also voted to reap-point Crystal Lake MayorAaron Shepley to anotherfour-year term on the PaceBoard, which oversees sub-urban bus service. Shep-ley was the only applicant– state law requires PaceBoard members to be eithera current mayor or villagepresident in the county inquestion, or a former mayoror village president residingin the county.
