1. The flood forecasting and weather monitor needs a level of
technical improvisation2. The MDRRMC core officers are immediately mobilizable, present
and ready to act3. The MDRRMC plan of operations must allow for flexible and
customized responses to changing situations4. Hotline systems are operational 24 hours along with regular
official public reporting/updating5. Direct lines of communication to heads of agencies including
department secretaries is highly valued6. Hygiene and sanitation in evacuation centers needs 24 hour
maintenance7. Rescue boats are the only means of accessing northern villages8. Two rounds of relief is basic given the minimum two week
duration of area flooding. Relief operations require security
personnel to maintain discipline
