FLP Scholarship Program Guidelines

1. Eligibility. The Foundation for Liberty and Prosperity (FLP) is again

sponsoring a unique, merit based FLP Scholarship Program in the school year 2017-2018. Co-sponsored by the Tan Yan Kee Foundation and undertaken in cooperation with the Philippine Association of Law Schools, it aims to look for the best and the brightest law students in the country. There will be ten (10) scholars for the program and the scholarship is open to those entering their third year as law students. FLP is opening the ten (10) slots to all law schools that have obtained a percentage of passing above the overall percentage of passing for the 2015 bar exams based on the statistical data from the Supreme Court Office of the Bar Confidant. These law schools are:

In case some of our current eleven (11) LibPros Scholars will not qualify to receive the scholarship for this school year based on the guidelines, the slots shall be made available for the incoming fourth year law students from eligible law schools who will qualify under paragraph 2 below. No law school shall have more than two (2) awardees. Applications from those who have submitted or will submit entries for the FLP Dissertation Contest are encouraged. FLP officers, staff and their relatives up to the third degree of consanguinity or affinity are not eligible to join. FLP reserves the right to reject any nomination/applicant at its sole discretion.

2. Qualifications. Nominees/applicants must satisfy the following:

2.1. Incoming third year student in one of the eligible law

schools; 2.2. In the top 20 of their respective law schools in terms of

academic performance; 2.3. Must have a grade point average (GPA) not lower than 85%

or 2.25 for each and every semester of the first and second year in law school;

2.4. No dropped subject and no grade lower than 75% or 3.0; 2.5. Must not have taken a leave of absence; and, 2.6. Must have enrolled and completed a full load for each

semester of the first two (2) years of law school. To continue receiving the grant, awardees of monetary scholarship shall maintain a GPA as provided in Section 2.3 computed per semester, with no grade lower than as provided in Section 2.4. They must likewise have not dropped any subject nor taken a leave of absence. They must always enrol and complete a full load for each semester. FLP shall require the submission of copies of their official transcripts of records every semester.

3. Submissions. Applicants must submit an essay written in English with a minimum of 2,000 words and a maximum of 3,000 words. It should be printed on an 11-inch by 8.5-inch white bond paper with text in 14-point font size, Times New Roman, single-spaced, with one inch margins on both sides, top and bottom.

The essay must be on the philosophy of the Foundation, expanding on and espousing the precept: safeguarding of liberty and nurturing of prosperity under the rule of law, and how he/she will apply the same in his/her legal career. The essay should answer, inter alia, the following questions:

3.1. What do you understand by the philosophy of liberty and prosperity under the rule of law?

3.2. How can you promote this philosophy as a student? How will you apply this in your legal career?

Five hard copies of the essay shall be mailed or hand carried together with one copy of the duly accomplished FLP Scholarship Application Form and one copy of the nominee’s/applicant’s official transcript of records for the first two years of law school for the incoming third year applicants and the first three years of law school for the incoming fourth year applicants to: Foundation for Liberty and Prosperity,3rd Floor, PCCI Corporate Centre, 118 L.P. Leviste Street, Salcedo Village, Makati City. Except for the official transcript of records, they should ALSO be transmitted electronically to [email protected]. 4. Interview. There will be an interview to be conducted by the FLP Panel of Judges who will be given full discretion in the conduct of the said interview.

5. Judging and Selection. Judging will be made by the FLP Panel of Judges. The Panel shall consider the candidate’s ability to demonstrate clearly, logically and concisely what he/she has done and intends to do to propagate and espouse the philosophy of liberty and prosperity under the rule of law. Although the scholarship is merit based, the less privileged shall be preferred in case of a tie between two nominees. Selection shall be final when affirmed by the FLP.

6. Awarding. The FLP Scholarship is a monetary scholarship award of

PhP200,000.00 of which a maximum of PhP100,000.00 shall be for tuition fee and PhP20,000.00 for book allowance. The amounts for the tuition fee and the book allowance will be transferred to the account of the student created especially for this purpose and in tranches corresponding to the schedule of payment for tuition fee per semester of the pertinent academic institution. The remaining PhP80,000.00 for stipend shall be deposited monthly throughout the academic year to the same account created for this purpose. Only such amount needed shall be deposited. If the tuition fee component of the monetary scholarship award is in excess of the awardee’s tuition, the balance will be returned to FLP. If the awardee is entitled to another scholarship award, he/she will still receive the cash monetary scholarship award to be provided by the FLP.

7. Unclaimed award. If, for any reason, an awardee is unable to attend

schooling or is unable to claim the monetary scholarship award, FLP shall cancel said scholarship award and grant it to another qualified nominee at its discretion.

8. Reimbursement. Considering the deadline for applications provided in

Section 10, awardees of the FLP scholarship who already paid the tuition for the corresponding semester or school year will be reimbursed upon submission of proof of payment. Where partial payment has been made by the awardee as allowed by the law school, FLP will likewise reimburse the same upon submission of proof of payment and deposit the balance for the tuition fee as provided in Section 6 above.

9. Agreement. Awardees must agree to the terms and conditions of the FLP

Scholarship Program, including but not limited to, the requirement to provide volunteer services for the Foundation as well as giving back to the FLP Scholarship Program to ensure its sustainability such as teaching law subjects that espouse the philosophy of liberty and prosperity, developing a concept/program along the philosophy of the FLP and commitment to mentoring other law students, subject to institutional arrangements with partner law schools. Awardees must likewise agree to enter into a formal commitment agreement with FLP and the pertinent academic institution for this purpose.

10. Deadline. The deadline for the submission of nominations/applications is on

or before 5 p.m. of August 15, 2017. FLP gets its funds from generous donors for the scholarship program. The Foundation, its officers and staff are not liable if such donors fail to provide the funds for the monetary award.

11. Revisions. FLP reserves the right to update and revise the guidelines of the
