been fantastic.

Agmates and SOS News
have been a phenomenal
source of ongoing
information to their
readers and I urge all
readers to support their
efforts by subscribing to
them.
Reader from 4 states are
lobbying their elected
representatives,
demanding answers to
how and why these things
were done.
All demanding a return of
both our Constitutional
rights and our rights of
ownership.
And their efforts have
begun to show fruit

Dorothy is the first
politician to take an active
stand in answering the
questions of the
community.
Editors ColumnTo date, all other replies
from politicians have been
form letters, fob off letters,
generic letters.
Yet the communitycontinue to demand the
truth.
Radio stations are being
bombarded, with talk back
jockies fielding questions
about the Takeover.
However, not one of them
has followed up and
asked for information from
us.
And now, in NSW, we seea clear indication that no
Labor Government will, or
plans to ever, listen to the
electorate.
Morris Iemma stated that
his party would proceed
with their plans to sell the
Power Industry into
private ownership, despite
the overwhelming NO vote
from his own party
supporters at last weeksLabor Conference.
If his supporters believed
that these politicians were
their Servants and would
do the bidding of the
electorate the People of
NSW then they should
now begin to loudly and
firmly question why this is
no longer the case.
The arrogance of these
so-called elected
representatives of the
community is reflected in
the fact that their first act
as a politican is to obey a
party line rather than theelectorates wishes.
To place the party line first
entirely removes the
community from any vote,
and clearly explains why
Dorothy Platt MLA, the
first politician to stand up
for the people, is an
Independent.
Yet, her electorate is in
the process of beingdivided, with portions
going to the Labor
electorates around her.
The people of QLD voted
her in, the Government of
QLD is removing her
through deception.
Please send her letters of
support, and demand that
your own local member
follow her stand.
She may be the only
politician in QLD that has
any quality.
840 plus politicians
Australia-wide were given
this information in October
last year.
One has chosen to begin
to ask questions.
How immeasurably sad.

Autocracy - a form of government in which thepolitical poweris held by a single self-appointed ruler.
Capitalism - An economic and social system wherethe rights of individuals and corporations to trade, usingmoney for goods, services, labour and land. Mostly
privately owned and operated for profit. Investments,distribution, income, production and pricing ofgoodsand services use the operation of a market economy.
Mercantilist Capitalism - Capital/Economic
assets, are represented by bullion (gold, silver,and trade value) held by the state. These assetsare increased through a positive balance oftrade with other nations (exports minus
imports). Ruling governments should play aprotectionist role, encouraging exports anddiscouraging imports, particularly using tariffs.
Industrial Capitalism - Following themerchant era, industrialists dominated. Thisalso gave rise to the production of cash cropsfor the market. The surplus generatedencouraged mechanization..
Finance Capitalism - The process of
production led to the accumulation ofmoneyprofits in a financial system. The
establishment of large industrial cartels ormonopolies; the ownership and management ofindustry by financiers not involved in the
production process; complex banking systemsdeveloped; an equity market, and corporateholdings of capital through stockownership.Industry and land became subject to profit andloss by financial speculators.
Communism- a socioeconomic structure thatpromotes the establishment of a classless, statelesssocietybased on common ownership of the means of
production
Leninism - planned to overthrow the existinggovernment by force and seize power on
behalf of the masses (proletariat), and thenimplement a dictatorship of the masses. Usingthat dictatorship, they would then educate themasses, believing that the previous structurehad implanted various modes offalseconsciousness (ie religion and nationalism) inorder to make them more docile and easier toexploit economically.
Stalinism - has been described as being
synonymous with totalitarianism, or atyrannical regime. The term has been used todescribe regimes that fight political dissentthrough violence, imprisonment, and killings.
Maoism - differed sharply from those ofStalinism, most importantly in declaring theneed for an international proletarian revolution(rather than socialism in one country) andunwavering support for a true dictatorship ofthe proletariatbased on democratic principles.
Marxism - The main points of contention
among Marxists are the degree to which theyare committed to a workers' revolution as themeans of achieving human emancipation andenlightenment, and the actual mechanismthrough which such a revolution might occurand succeed.
Conservatism - The gradual change of tradition(religious, cultural, or nationally defined beliefs andcustoms). Some conservatives seek to preserve thestatus quo or to reform society slowly, while others seekto return to the values of an earlier time, the status quoante.
Democracy -
Parliamentary democracy - wheregovernment is appointed by parliamentaryrepresentatives as opposed to a 'presidentialrule' by decree dictatorship. Under a
parliamentary democracy, government isexercised by delegation to an executiveministry and subject to ongoing review, checksand balances by the legislative parliamentelected by the people.
Liberal democracy - a representativedemocracy in which the ability of the electedrepresentatives to exercise decision-making
power is subject to the rule of law, and usuallymoderated by a constitution that emphasizesthe protection of the rights and freedoms ofindividuals, and which places constraints onthe leaders and on the extent to which the willof the majority can be exercised against therights of minorities
Direct democracy - a political system wherethe citizens participate in the decision-making
personally, contrary to relying onintermediaries or representatives.
Sortition Democracy - sometimes called "democracywithout elections",sortitionis the process ofchoosing decision makers via a random
process. The intention is that those chosen willbe representative of the opinions and interestsof the people at large, and be more fair andimpartial than an elected official.
Consensus democracy - requires varyingdegrees of consensus rather than just a mere
democratic majority. It typically attempts toprotect minority rights from domination bymajority rule.

Newsletter TitlePage 3 of 16 Interactive Democracy - seeks to utiliseinformation technology to involve voters inlaw making. It provides a system for proposingnew laws, prioritising proposals, clarifyingthem through parliament and validating themthrough referendum.
Social democracy - aim to reform capitalism
democratically through state regulation and thecreation of programs and organizations whichwork to ameliorate or remove injustices theysee in the capitalist market system.
Many Democratic Socialists and SocialDemocrats - believe in a form ofparticipatorydemocracy and workplace democracycombined with a representative democracy.
Workplace democracy - is the application ofdemocracy in all its forms (including votingsystems, debates, democratic structuring, due
process, adversarial process, systems ofappeal, and so on) to the workplace. It usuallyinvolves or requires more use of lateralmethods like arbitration when workplacedisputes arise. Usually supported by Unions.
Participatory democracy - strives to createopportunities for all members of a politicalgroup to make meaningful contributions todecision-making, and seeks to broaden therange of people who have access to suchopportunities.
Representative democracy - the selection ofgovernment officials by the people beingrepresented via a majority election. Foundedon the principles ofpopular sovereigntyby the
people's representatives who form anindependent ruling body (for an election
period) charged with the responsibility ofacting in the people's interest, but notas their
proxy representativesi.e., not necessarilyalways according to their wishes, but withenough authority to exercise swift and resoluteinitiative in the face of changingcircumstances. Tends to limit citizen
participation to voting, leaving actualgovernance topoliticians.
Dictatorship- In contemporary usage, dictatorshiprefers to an autocratic form of absolute rule byleadership unrestricted by law, constitutions, or othersocial and political factors within the state.
Constitutional Dictatorship - a form ofgovernment in which dictatorial powers areexercised during an emergency. The dictator isnot absolute and the dictator's authorityremains limited by the constitution.
Military Dictatorship - a form of governmentwherein the political power resides with themilitary; it is similar but not identical to a
stratocracy, a state ruled directly by themilitary
Despotism - a single authority, either an individual ortightly knit group, which rules with absolute political
power, wields all the power and authority, and everyoneelse is considered their slave
Green Politics - is apolitical ideology which places ahigh importance on ecological and environmental goals,and on achieving these goals through broad-based,grassroots, participatory democracy. In addition todemocracy and ecological issues, green politics isconcerned with civil liberties, social justice andnonviolence.
Islamism - a term that denotes a set ofpoliticalideologies holding that Islam is not only a religionbutalso a political system; that Muslims must return totheir roots of their religion, and unite politically.
Attributes ofSharia Law include "enforcementofIslamic punishments, including prohibitionson charging interest on loans, playing music,showing television," and enforcing traditionaldress andprayerattendance. Leading Islamistthinkers emphasized the necessity of applying
parts ofsharia, or Islamic law, to modernsociety; of pan-Islamic political unity; and ofthe elimination ofwestern military, economic,
political, social, or cultural influences in theMuslim world, which they believedincompatible with Islam.
Kleptocracy - a term applied to a government thatextends the personal wealth and political power ofgovernment officials and the ruling class (collectively,kleptocrats) at the expense of the population. Akleptocratic government often goes beyond merelyawarding the prime contracts and civil service posts tofriends (a common feature of corrupt government).They also create projects and programs at a policy levelwhich serve the primary purpose of funneling moneyout of the treasury and into the pockets of the executivewith little if any regard for the logic, viability ornecessity of those projects.
Liberalism - refers to a broad array of related ideasand theories ofgovernment that considerindividualliberty to be the most important political goal. Broadlyspeaking, liberalism emphasizes individual rights andequality of opportunity. Different forms of liberalismmay propose very different policies, but they aregenerally united by their support for a number of
principles, including extensive freedom of thought andspeech, limitations on the power of governments, therule of law, the free exchange of ideas, a market ormixed economy, and a transparentsystem ofgovernment. All liberals support open and fairelections, where all citizens have equal rights by law.
Classical liberals - believe that the only real
freedom is freedom from coercion. As aresult they see state intervention in the

that if everyone is left to their own economicdevices instead of being controlled by thestate, then the result would be a harmoniousand more equal society of ever-increasing
prosperity. This underpinned the movetowards a free market capitalist economicsystem in the late 18th century, and thesubsequent demise of the mercantilist system.

Virtual Monarchy: appear to have introducedde facto inheritance for the Head of state,usually establishing a 'dynasty' by making hisson (informally) designated heir, withoutconstitutionally declaring themselves

Oligarchy a Form of government where politicalpower rests in a small group of people who share
similar interests or family relations.
Plutocracy - Plutocracy is the rule or power throughwealth or by the wealthy.
Police State - a term for a state in which thegovernment exercises rigid and repressive controls overthe social, economic and political life of the population,especially by means of a secret police force whichoperates outside the boundaries normally imposed by aconstitutional republic. A police state typically exhibitselements oftotalitarianism and social control, and thereis usually little or no distinction between the law andthe exercise ofpolitical powerby the executive.
Republicanism - is the ideology of governing a nationas a republic, with an emphasis on liberty, rule of law,
popular sovereignty and the civic virtue practiced bycitizens. Republicanism always stands in opposition toaristocracy, oligarchy, and dictatorship. More broadly,it refers to a political system that protects liberty,especially by incorporating a rule of law that cannot bearbitrarily ignored by the government.
Radical Republicanism - favored economic
liberalism policies, thus justifying theabsorption of radicalism into the liberalismtradition and were in favor of the Republic andofuniversal suffrage.
Social Progressivism - believe that there is noinherent value in tradition. They argue that all socialarrangements - including marriage, the family andgender roles - are not fixed; rather, they should be
changed or updated whenever such a change is for thegreater good of society or it benefits the people whowish to engage in those social arrangements. Today,social progressivism in the West generally supportssame-sex marriage,birth control, and women's right tochoose an abortion.
Stratocracy - A stratocracy is a form of governmentheaded by military chiefs
Theocracy - a form of government in which a 'god' or'deity' is recognized as the supreme civil ruler.
Totalitarianism - Totalitarian regimes or movementsmaintain themselves in political powerby means ofsecret police,propaganda disseminated through thestate-controlled mass media, personality cults,regulation and restriction offree discussion andcriticism, single-party states, the use ofmasssurveillance, and widespread use ofterrortactics.
Tyranny - In modern usage a tyrant is a single rulerholding vast, if not absolute powerthrough a state or inan organization.

Australian Labor Party
Founded in 1891 by the emerging labourmovement in Australia
The country's oldest federally active political
party, having contested seats at the 1901federal election following the federation ofAustralia.
The ALP predates both the British Labour
Party and New Zealand Labour Party amongothers.
Commonly described as a social democratic
party, but its constitution stipulates that it is ademocratic socialistparty.
Social Democracy can be described as movingleft from Capitalism and Democratic Socialismas moving right from Marxism:
The ALP is a member of The Socialist International
(SI), a worldwide organization of social democratic,and labour parties, defining the socialist option as onein which it is "the people of the world who shouldexercise control by means of a more advanced
democracy in all aspects of life: political, social, andeconomic."
The SI emphasizes the following principles:
first,freedomnot only individual liberties,
but also freedom from discrimination andfreedom from dependence on either the ownersof the means of production or the holders ofabusivepolitical power;
second, equality andsocial justicenot only
before the law but also economic and socio-
cultural equality as well, and equalopportunities for all including those with
physical, mental, or social disabilities; and,
third,solidarityunity and a sense of
compassion for the victims of injustice andinequality. These ideals are described infurther detail in the SI's Declaration ofPrinciples
History of the modern social democratic parties:
after the Russian Revolution of 1917, most ofthe world's socialist parties fractured. Thereformist socialists kept the name "SocialDemocrats", while many revolutionarysocialists began calling themselves"communists", and soon formed the modernCommunist movement
Following the split between Social Democratsand Communists, another split developedwithin social democracy, between those whostill believed it was necessary to abolishcapitalism (without revolution) and replace itwith a socialist system through democratic
parliamentary means, and those who believedthat the capitalist system could be retained butneeded dramatic reform, such as thenationalization of large businesses, theimplementation of social programs (publiceducation, universal healthcare, and the like)and the partial redistribution of wealth throughthe permanent establishment of a welfare state
based on progressive taxation.
Eventually, most social democratic parties
have come to be dominated by the latterposition and, in the post-World War II era,have abandoned any commitment to abolishcapitalism.
In recent years, a number of social democraticparties and governments have moved awayfrom some traditional elements of socialdemocracy by supporting both the privatisationof certain state-controlled industries andservices and the reduction of certain forms ofregulation of the market.
The Labor Right is the organised faction of theAustralian Labor Party (ALP) that tends to be moreeconomically liberal and socially conservative. Thefaction's formal name at a national level is Labor Unity,although this name is rarely encountered outside ofParty conferences.
Nationally, the Right is a broad alliance of the variousRight state groupings (whose names vary from "LaborForum" to "Centre Unity"). Its support base varies fromstate to state, but it usually relies on certain tradeunions, such as the Australian Workers Union and theShop Distributive and Allied Employees Association
for support within the party.
The Right is currently the dominant faction in the Laborparty, with leaderKevin Rudd coming from this faction.The faction also holds a majority on the party's National

Various ideological beliefs were factionalised underreforms to the ALP underGough Whitlam, resulting inwhat is now known as the Socialist Left who tend to
favour a more interventionist economic policy and moresocially progressive ideals, and Labor Right, the nowdominant faction that tends to be more economicallyliberal and focus to a lesser extent on social issues.
Through its membership of the Socialist International,the ALP is affiliated with democratic socialist, socialdemocratic and labour parties in many countries. The
party was historically committed to socialist economicpolicies, but this term was never clearly defined, and noLabor government ever attempted to implement"socialism" in any serious sense.
The trade unions are also factionally aligned. Thelargest unions supporting the right are the AustralianWorkers Union (AWU), the National Union of Workers(NUW) and the Shop, Distributive and AlliedEmployees' Association (SDA). Important unionssupporting the left include the AustralianManufacturing Workers Union (AMWU), the Liquor,Hospitality and Miscellaneous Union (LHMU), theConstruction, Forestry, Mining and Energy Union(CFMEU), the Australian Services Union (ASU) andthe Maritime Union of Australia (MUA).
The huge number of ALP politicans are also
members of theFabian Society.

John Maynard Keynes was a delegate at 1944's
United Nations Monetary and FinancialConference, commonly known as the BrettonWoods Conference.
The group, which favoured gradualincremental change rather than revolutionarychange, was named in honour of the Romangeneral Quintus Fabius Maximus (nicknamed
"Cunctator", meaning "the Delayer"). HisFabian strategy advocated tactics ofharassment and attrition rather than head-on
battles against the Carthaginian army under therenowned general Hannibal Barca.
The Fabians plan was to create a socialist statein England by promoting Marxist andDarwinist doctrines in the form of literature.

The Fabians favoured:
Nationalization of land, believing that rentscollected by landowners were unearned, anidea which drew heavily from the work ofAmerican economist Henry George. (HenryGeorge is best known for his argument that theeconomic rent of land should be shared bysociety rather than falling into private hands.)
The clearest statement of this view is found in
Progress and Poverty: "We must make landcommon property.. Although this could bedone by nationalising land and then leasing itout George preferred taxing unimproved land
value, in part because this would be lessdisruptive and controversial in a land wheretitles has already been granted to individuals.
With this "single tax" the state could avoid
having to tax any other types of wealth ortransaction. Introducing a large land value taxcauses the value of land titles to fallcorrespondingly, but George wasuncompromising about the idea ofcompensation for landowners, seeing the issueas a parallel to earlier debates aboutcompensating former slave owners.

Memorial Prize winnerMilton Friedman agreethat Henry George's land tax is potentially
beneficial because unlike other taxes, landtaxes impose no excess burden on theeconomy, and thus stimulate more rapideconomic growth.
Modern-day environmentalists have resonated
with the idea of the earth as the commonproperty of humanity and some have
endorsed the idea ofecological tax reform,including substantial taxes or fees on pollutionas a replacement for "command and control"regulation
Through the course of the 20th century the FabianSociety has always been influential in Labour Partycircles, with members including Ramsay MacDonald,Clement Attlee, Anthony Crosland, Richard Crossman,Tony Benn, Harold Wilson, and more recently TonyBlair and Gordon Brown.
By exploiting the natural tendency of all Politicians to
concentrate power, the Fabians have worked at
supporting legislation to empower bureaucracy,
thereby undermining Parliament and thus destroying
the rights of individuals.

1. Much to the horror of those naive people whobelieve that Fabian Socialism has nothing whatever todo with Communism, in fact is "a barrier againstCommunist extremism", we have consistently stressed
that the Fabian Socialists are dangerous front-runnersfor the Communists in the revolutionary war against thefree society. Further evidence of the close relationship
between the Fabians and the Communists is provided inthe August issue of "Outlook", "An IndependentSocialist Journal", with the publication of a paper given
by Mr. Rex Mortimer, leading Australian Communist,to the Victorian Fabian Society in May.
"Outlook" is regularly advertised by the VictorianFabian Society in its "Fabian Newsletter."
As Mr. Rex Mortimer is a member of the Central
Executive of the Australian Communist Party, his paperto the Fabian Society must be regarded as a carefullyconsidered Communist party policy statement.
In his historical survey of the Communist Party, Mr.Mortimer mentions that while the campaigns in theindustrial field were well known, "Less well known, butof considerable significance also at various times, have
been its influence and activity in wider welfare fieldssuch as education, municipal needs, social services,aboriginal rights, etc." However, it is admitted thatmany mistakes were made.
"Until recent years, all communist estimates of thefuture were predicated upon the prospect of a capitalist
breakdown that never eventuated."
There was a dependence upon Capitalist disintegrationinstead of Socialist initiative.
However, says Mr. Mortimer, "a new element is nowentering the picture, presenting the Communist Party,along with the entire labor movement, with both newdangers and new opportunities for constructing a viablesocialist role within a concept that does not depend oncapitalism committing suicide."
Mr. Mortimer's thesis is a reflection of the new popularfront lines with which the Italian Communist Party has
been the most prominently associated. There is a "newapproach to socialism encompassing classical, Marxist

The most "useful results", from the Communists'viewpoint, of "non-Marxian" economics have stemmedfrom the dominant teachings of the Fabian SocialistKeynes.
Mr. Mortimer concludes by saying that with a new"ferment of radical and socialist thought", "we mayhope for a gradual convergence of left tendencies,leading not to any monolithic identity of views, but to agreater recognition of community, greater interchange,toleration and co-operation". Warm, Watered and Well Fed is Better.
The Carbon Sense Coalition today claimed that allgovernment efforts to stop global warming and cutcarbon dioxide emissions were anti-life andagainst the interests of mankind.
The Chairman of Carbon Sense, Mr Viv Forbes,said that this generation of foolish politicians arethe first in history to complain about the beneficialeffects that have always accompanied the periodic
but short warm eras that punctuate earths history.
The human story is intimately tied to the grand
cycles of climate and the Chicken Littles shouldstudy these before squawking.
Distant climate history is well recorded in rockstrata, ice cores, tree rings, ancient shore lines,marine sediments, pollen distribution, fossiloccurrences, coral reef growth, and carbon isotoperatios. More recent history is abundantlysupplemented in clay tablets, cave paintings, rockart, ancient scrolls, inscriptions, historical eventsand records, monuments and epitaphs, the rise andfall of empires and direct records of temperature,
sun spots, river levels, rainfall, droughts, floods,heat waves and bone chilling blizzards.
Anyone who studies these records will see thateras warmer than today are periodic but shortchapters in the earth story. The most recent majorice age ended a mere 11,500 year ago, when theModern Interglacial commenced. Since then, earthhas experienced five warm eras.
In the first warm era starting about 4300 BC, theSahara bloomed with plants, forests spread over
Northern Europe and Canada and there wassufficient water for irrigation in Arabia. This eraended when blizzards and ice returned for nearly1,000 years. Another short warm era started about1450 BC, but was ended by another bout of colddry weather that caused depopulation in Greeceand Turkey and hardship everywhere.
In the Roman Warm era, starting about 250 BC,the world smiled again and populations grew. Butthe warmth was cut short by the return of the
snows which forced Vikings and Norsemen out oftheir frozen North to pillage and then colonisewarmer southern lands.
Then we had the Medieval Warm Period, startingabout 800 AD, a time of great achievement and
prosperity. Farmers moved back into Scotland andNorway, Greenland was colonised and corn wasgrown. Vineyards produced wine near Manchester,in East Prussia and Norway. Even Tasmaniawarmed up. Trade and industry flourished and
people had surpluses for culture and education.Cambridge, Oxford and Bologna Universities werefounded and cathedrals and temples were built atWestminster Abbey, Notre Dame, Canterbury,Cologne, Florence, Castile and Angkor Wat.
But Jack Frost returned with the Little Ice Agestarting about 1300 AD. Famine, food riots anddisease again stalked Europe. Glaciers advanced,ice caps expanded, droughts and blizzards becamemore common and gales wracked Europe (anddestroyed the Spanish Armada). Frosts killed
orchards, North Sea cod moved south, food pricessoared and farms were abandoned. In Scotland and
Norway the capitals moved south and villageswere abandoned. The Greenland colony perished.During the frigid years of the Dalton Minimum(1790 1820 AD) Napoleons Grand Army
perished in a bitter Russian winter.
Then in 1860, with no help from men burningcoal or oil, earth started to warm again. Thiscontinued until 1942. A cooling spell from 1942 to1976 had the Alarmists worried that the ice was
about to return, but warming resumed from 1976to 1998. Temperatures have been cooling slightlysince then, despite the boom in burning of coal andoil.
Even a casual glance at climate and humanhistory will show that the warm eras like today arefar more beneficial for all life than the cold dryeras.
People prefer warm climates. They do not flockto Alaska, Archangel or Antarctica for winter
they head for Bermuda, the Black Sea or Bali. Allover the world, the human race is migratingtowards the sun belts Florida, the Riviera, andCapricornia very few volunteer to live in Siberiaor Patagonia. President Putin voiced what manyRussians must think a bit of warmth would bewelcome here.
Moreover, a bit of warmth would vastly increasethe land suitable for growing food and fibres. Onthe other hand, a slight cooling would take much
of the farmlands of Canada, Northern Eurasia andNew Zealand out of production, and parts ofTasmania and Victoria may have to convert from
producing wheat and dairy products to farming

Warm eras also provide more rainfall because ofthe additional evaporation from oceans, lakes,snow and ice.
When warmth and moisture are combined with
more carbon dioxide in the atmosphere, thebeneficial effects on plant life are multiplied. Adoubling of the CO2 content of the air would haveinsignificant effect on global warming but wouldhave marvellous effects on plant (and then animal)life:
1. Growth rate of herbaceous plants wouldincrease 30%
2. Growth rate of forest plants wouldincrease 50%
3. All plants would be more tolerant of
drought and heat4. Food production would need less land and
less artificial fertiliser
All of this magic can be achieved by allowingmans activities to recycle more CO2 and water tothe atmosphere. Why then are politicians taxingcarbon and encouraging people to waste money onfoolish schemes such as trying to bury valuablecarbon dioxide in artificial and expensive carboncemeteries?
The whole animal kingdom, including mankind,relies totally on plants to survive. Without grassesand cereals on land and plankton in the sea, mostof mankind would starve.
All plants need moisture, warmth, and carbondioxide to grow and flourish. Why then are wehaving hysterics because the earth is currently
blessed with more than average of these threemagic life sustainers?
Even the dumbest sheep in Australia knows thatbeing warm, watered and well fed is better thanbeing cold, thirsty and starving.
Maybe we should give sheep a vote?

The Queensland government says the way it deals withland valuation will remain "business as usual" despitechanges to laws introduced today.
The government introduced a bill to change theValuation of Land Act.
The changes follow a Land Appeal Court finding in thecase of the Chermside shopping centre in Brisbane'snorth.
The court confirmed the historic approach to valuingland, based on unimproved capital value, and found thata method developed by the government had no merit.
The government argued the owner's improvements to
the business should also be included in the land value,taking Chermside's value from $25.5 million in 2001 to$142.5 million in 2002. The court determined thevaluation at $34 million and rejected the government'sargument.
Natural Resources Minister Craig Wallace said the lawchanges were not radical and would simply introduce anew formula for the valuation of major shoppingcentres.
"These amendments are not proposing radical changesto how we currently value highly developed property,"
Mr Wallace told parliament. "This is a 'business asusual' approach that confirms the methodology used forvaluing this type of property that has been employed bythe state government for many years."
But Milton Cockburn, from the Shopping CentreCouncil, said the bill marked a "radical change" to a 70-year-old method of valuation.
"It will affect all land, except undeveloped land, andwill impact on all industry sectors," Mr Cockburn toldAAP.
"This is no longer just a shopping centre issue. It is nolonger just a commercial property industry issue.
"Its ramifications will be much broader than that - it isin effect a new business tax, because no longer will land
be valued without taking into account theimprovements."
Mr Cockburn said the method had never been used inany other Australian state.
"It will substantially increase the cost of doing businessin Queensland since valuations of property - on whichland tax and rates are assessed - will be well ahead ofwhat similar valuations are in other states," he said.
"It will obviously be a deterrent to new investment inQueensland."
