Understanding the USTPA Rider Rating System

Last year, the USTPA launched a new rider rating system to improve the accuracy of rider ratings based on quantitative evaluation of a rider’s success in competition (win/loss ratio), riding ability and quality of steed (horsemanship), and competition and cattle reading skills (arena awareness). In November, the National Rating Committee of the USTPA (NRC) began evaluating rider ratings based on this rating system. Below is a summary of the rating process.

What is the NRC?The National Rating Committee (NRC) of the USTPA is composed of one representative from each USTPA region. The regional representative should be a rider who regularly attends national shows and is well-versed on riders in his/her region and the abilities of riders nationally. The NRC representative is a member of their Regional Rating Committee (RRC) and reports between the RRC and NRC. During the rating process, only NRC members who are very familiar with a member as a competitor are allowed to vote on the member’s rating.

What is the Win/Loss Ratio and Matrix?After the 2014 World Championship, the USTPA show earnings for all members in the last 3 years were calculated and divided into ratings in Penning and Sorting. All riders of a rating, and in each discipline, were grouped and sorted highest to lowest based on their competition earnings versus entry fees in the last 3 years. The highest earning 25% of each rating was designated as being in the 4 quadrant (highest), the next highest 25% in the 3 quadrant, the second to lowest 25% in the 2 quadrant, and the lowest 25% in the 1 quadrant. These quadrant numbers are referred to as their “Win/Loss Matrix Number”.

About Horsemanship and Arena AwarenessDuring the ratings review, the RRCs and the NRC go through all rider ratings and review each matrix number. Riders who are in the 4 and 1 quadrants are reviewed and discussed as they are the most likely candidates to be raised (if a 4) or lowered (if a 1). If anyone on the NRC expresses a concern about the accuracy of a rider’s rating, the NRC votes on their Horsemanship and Arena Awarness. NRC members who are familiar with the riding ability of the member in question are asked to rate the rider from 1 to 3 on Horsemanship and Arena Awareness, with 1 being below the average rider of a comparable rating, 2 being average, and 3 above average. Each ranking (1-3) is calculated and averaged in each category. These two final numbers (each between 1 and 3) are then added to the Win/LossMatrix Number for a final total score. The result is the Win/Loss Matrix Number counting for 40% of a rating, Horsemanship 30% and Arena Awareness 30%.

About Triggers to Move a Member RatingWhen the Win/Loss Matrix Number, Horsemanship score (average) and Arena Awareness score (average) are added together, the total is a riders final matrix number. If this total number is below 4.0, the rider’s rating in that discipline will be lowered. If it is above 8.5, the rider’s rating in that discipline will be raised.

ExceptionsAt least 3 members of the NRC must be familiar with a member’s competition ability in order for there to be a vote on the rider’s Horsemanship and Arena Awareness. If there are less than 3 members eligible to vote, evaluation of the rider’s Horsemanship and Arena Awareness is deferred to the RRC. Members with a Win/Loss Matrix Number of 2 or 3 may be reviewed by the NRC if specifically requested by the RRC or an NRC member. In addition to the possibility of being moved up by the NRC, “N” rated riders are automatically moved to 1’s when they earn $1,000 in lifetime earnings in Penning, and $500 in Sorting (aside from the earnings caps, “N” rated riders must be absolute beginners in order to qualify for the initial rating of “N”).

Ratings Defi nitionsDescriptions of rider ratings and rules regarding rating changes can be seen in the USTPA member handbook under “Rules” at www.USTPA.com.

AppealsIn December and April of each year, the NRC will review rating appeals from riders who believe they should have a lower rating. Riders with Win/Loss Matrix Numbers of 3 or 4 are not eligible to appeal unless the NRC determines that they were originally rated in error. Even if both the Arena Awareness and Horsemanship scores are 1, a 3 or 4 would not have a total matrix number of 4.0 or less. With the exception of “N” rated riders who meet the lifetime earning thresholds, rider ratings will not be adjusted by the NRC after April 30 of each competition year.

The next meeting of the NRC will be April 21, 2015.

The deadline for submitting rider rating appeals is April 15, 2015.

Region 2 Hosts the First USTPA Youth Outreach Event

On January 30, 2015, the USTPA sponsored its first Youth Outreach event, which was held in conjunc-tion with Dean Allred’s sanctioned show at the Nueces Canyon Arena in Brenham, TX. The event featured twelve young riders that were chosen to attend a free clinic on the Friday evening before the show, conducted by Mr. Brian Buckner. In addition to the clinic, all participants were also gifted a free one-year membership to the USTPA, as well as a $100 credit towards any classes that weekend! The idea was originally generated by Region Two director, Kathy Slack, along with show producer, Dean Allred, in an effort to increase youth participation within the organization. In fact, all proceeds from the show went to benefit the Waller County 4-H Horse Club Scholarship Fund and ed-ucational activities! Kathy and Dean strongly feel that by giving young rid-ers a taste of what the USTPA has to offer at its events, that the youth and their parents will continue to compete in the future. In order to be selected for the Youth Outreach program, the riders could not have ever qualified for any USTPA World Show.

Most of the riders learned of the event through the Waller County 4-H club, which draws youth from around the central Texas horse community. The overall feedback was nothing but posi-tive, and the goal of the event produc-ers of introducing the twelve youth to the fun and excitement of sanctioned team penning and ranch sorting was an absolute success. The clinic allowed the children to learn horsemanship in a “kid-friendly atmosphere,” and gave

everyone something to work on at home. Brian Buckner did an outstand-ing job of making himself accessible to all of the riders and offering them personal advice, even going so far as to ride some of the student’s horses to demonstrate key points. Brian’s smiling demeanor made everyone comfortable throughout the coach-ing, and a positive attitude was upheld by all that were in attendance. After brushing up basic skills on flat work, the group learned how to apply those same skills to the ranch sorting pen. The students learned how to properly cut cattle and also got to discuss ranch sorting strategy. After three hours, the clinic came to an end, with the same inspiring enthusiasm in which it had begun. Mr. Buckner stated, “I was happy to volunteer for such a worth-while opportunity.”

After the clinic, the Waller County 4-H club served a complimentary spaghetti dinner to all of the partici-pants, as well as their families. During the dinner, director Kathy Slack stated she “enjoyed meeting the parents and hearing their appreciation for what the USTPA provided for their children.” Kathy also reported that in addition to staying for the rest of the weekends competition, that many of the youth claimed to be “hooked,” and were also now planning to attend the next event in San Antonio! All in all, both Dean and Kathy are more than pleased with the outcome, and look forward to not only doing it again in the future, but also encouraging others to set up similar events in their areas.

Meet Railside Zach Cisco

At thirty-four years old, Zach Cisco fi rst became involved with horses. “I grew up outside of Detroit, but moved to Arizona for work and started riding,” Zach states. Aft er about a year of learning the basics of horses, Zach was introduced to team penning by sending a horse to Randy Taber for training, and was hooked almost immediately. “Th e USTPA was pretty big out here when I fi rst started competing in Region 1. I was always just happy when we made the second go at the shows,” Zach tells about his fi rst experiences with the USTPA, which prove that hard work, time, and some good horses can make all the diff erence.

“The biggest change I’ve seen over the years is definitely with the horses. Their caliber has increased exponen-tially and completely changed the sport.” Zach personally owns two individuals prime examples; Oprah, an eleven-year-old dark bay daugh-ter of High Brow Cat, and Smarty, a thirteen-year-old sorrel Smart Little Lena mare. When asked where he found the mares, Zach laughs and says “I went to Jareds,” meaning Jared Lesh of Whitesboro, Texas, who he credits for his contribution in buying and selling many of the industry’s top penning and sorting horses. Zach keeps his horses maintained by keeping them in training with Randy Taber, and goes out twice a week to work on horsemanship and practice. “Randy does all kinds of events, and I’ve been lucky to learn from him,” Zach says. Both of his mares perform equally well at team penning and sorting, but Zach prefers penning if given the choice. “I like being able to chase the cows a little bit and go faster. I’m growing to like sorting too though since there a lot more oppor-tunities to sort in my area than pen,” he explains. The likely explanation for this is the cost of cattle, but Zach has some ideas that could help produc-ers in the future. “I think making the arena smaller so that the cattle don’t have to run as much could help us be able to get more and better cattle,” he suggests. In fact, when attend-ing a show in Canada recently, he observed this very phenomenon. “At

that show, they didn’t even chase after a cow that they lost when trying to get them penned, they just took two,” Zach explains. Another benefit of the smaller arena would be slowing things down. According to Zach, one of the reasons that sorting has become so popular is that the average rider feels comfortable competing in the event. Zach says, “People will tell you what they want. And they typically don’t want to go nine-oh down an arena.” Zach also credits the USTPA for the newly implemented draw system that he personally has been taking advan-tage of recently. Zach claims, “I’ve had really good luck with drawing some great partners. I don’t hesitate to go to any shows now, even if I don’t know a lot of people that are going to be there.”As a Director, Zach is trying to revive the USTPA in the Southwest by assisting in developing some new shows. “Team penning really began

in California,” says Zach. “I’ve helped to put on some shows already where we even gave away a truck, but I’d re-ally like to see the area to continue to grow and get back to where it used to be.” One of the upcoming shows that Zach mentioned is the Reno Rodeo, which will have all of the regular rodeo events, but also have a USTPA team penning and sorting available as well. Zach credits his friend Conrad

Stitser for his work in promoting the USTPA in the area. The association also recently revamped the regions in order to better align with the penning and sorting population, which brings Zach’s home state of Arizona into Re-gion 6. “I really like the direction the sport is going right now. The finals are huge, and the participation from our area is growing exponentially.” Outside of horses, Zach is a manu-facturer’s representative for Ashley Furniture, which means he supplies to all of the stores within the state. “I really enjoy my job, and I’m lucky that I get to set my own hours for the most part,” says Zach. Prior to mov-ing out west, Zach played football for the University of Tennessee, but states that he likes the warmer weather of Arizona better. He has two chil-dren, a daughter, Alex, a graduate of Colorado, and a son, Deke, a pre-med student at the University of Arizona. Zach credits horses for bringing him

together with his fiancée, Suzanne Joseph, who he originally met by sell-ing her a saddle. “She had never team penned until about two years ago in San Antonio,” Zach tells. “I made her

ride in the #3 class, and aft er she won a second and a third place that week-end, she was hooked!” Th e couple plans to marry this summer, when Suzanne will join Zach in Arizona.In addition to local sortings, Zach typically attends at least four National shows, with his favorite being the Denver Stock Show. “I love riding at night with the PBR, in front of 20,000 people. It’s a pretty wild experience, and winning the Pro-Novice with Larry Keith and Bob Jamison made it even better,” he exclaims! Th e trio all won custom spurs and belt buckles, in addition to the prize money. “I’m lucky in that my football experience

taught me to not get too nervous at the shows. I try to remember that I just need to show my horse and not think about anything else,” Zach states. For new riders, his recom-mendation is just to pen their cattle fast, enjoy the experience, and buy a good horse. “I think my greatest accomplishment is just learning how to ride. I learned pretty quickly that just because you’re an athlete, doesn’t mean that riding a horse will come naturally,” he says. “I will say that I

knew the angle game from playing football,” which he says has helped in learning to read cattle. Zach concludes by saying, “Th e greatest thing about the USTPA is the people that I’ve met. I’ve been to some unbelievable shows and made some even more unbelievable memories. Th ere really is no substitute for the USTPA. You can say you’re good in the sport, but until you can win at the USTPA on a regular basis, you’re not proven. Th ey truly set the bar.”

Important Changes to USTPA Rules, Policies and Structure as of 1/5/15:

Several important action items were approved at or since the December 17, 2014 meeting of the USTPA Board of Directors. Th ose changes are detailed below and go into eff ect immediately. Action items aff ecting classes and ratings will be in eff ect for the USTPA classes at all spring stock shows and 2015 productions. #5 Team Penning with 3 CapTh e standardized USTPA #5 Team Penning class will now be capped at a 3, meaning no rider with a Penning rating higher than 3 may ride in this class. #7 Team Penning with a 5 Cap Th e standardized USTPA #7 Team Penning class will now be capped at a 5, meaning no rider with a Penning rating higher than 5 may ride in this class.

Show Producer Application DeadlinesShow producer applications are due to the USTPA offi ce no less than 30 days prior to the intended event.

Limits on “N” Rated Rider EntriesN rated riders are not allowed to ride in any Team Penning class above the #9 or ride in any Ranch Sorting classes above the #6. N rated riders can ride in the #9 Penning and the #6 Sorting but no higher classes.

Regional RealignmentTh e USTPA regions have been realigned to result in 8 new regions. Th ese 8 new regions are displayed on the map below. As a result of the merger, some regions will have more than 2 Directors until their seats are vacated by attrition as their terms end. Ultimately, each region will be represented on the Board by 2 elected Directors.

Leading rider rankings are calculated on a point Based system. Th e top rider with the most points in each rider rating is the USTPA Year End High Point Champion of that rating and receives a USTPA World Championship bronze trophy. Th e rider in each rating with the second highest amount of points earned during the show year is the USTPA Year-End High Point Reserve Champion of that rating and receives a Reserve Champion awards. Chaplains Corner Spiritual Awakening/Revival

Although I have briefly written on this topic in a recent previous edition, the topic has been not only heavy on my mind and prayers but at my Cowboy Church as well. What is it going to take to turn America back to the God that al-lowed a ragtag militia in the 1770s to be victori-ous over a much larger, sophisticated fighting unit [the British] as well as others in the country (around 66%) that did not support the Revolu-tion?

God’s Word is specific and direct to that point in 2 Chronicles 7:14 which is so often quoted. “If MY people who are called by My name, will humble themselves and pray and seek My face and turn from their wicked ways, then will I hear from heaven and will forgive their sin and will heal their land.”

Before delving much into this topic, I wanted to research a couple of the great revivals that have taken place not only in America but else-where because I’m really dealing with two topics here. A spiritual awakening of people that already know God through Jesus Christ and a great revival of those who don’t know God or consider Him any part of their lives.

One of the most amazing revivals took place in the early 1900’s in all places but Los Angeles, California called the Azusa Street Revival. If you would like to read about that in more detail, see the following website www.enrichment-journal.ag.org/199904/026_azusa.2.cfm It is believed by historians that this revival played a major role in the development of the Pente-costal Church but many other denominations were involved in the revival which has been a vital force in world-wide evangelism of the 20th century. “Stories of the revival spread quickly across North America to Europe and other parts of the world as participants in the revival trav-eled, testified and published articles….” The revival was bathed in prayer by thousands. What is an amazing result of the revival is that all of the major ethnic groups prayed and sang together, “creating a dimension of spiritual unity and equality almost unprecedented for the time….” One minister exclaimed, “’The color line was washed away in the blood.’ He meant that in the sanctifying work of the Holy Spirit, the sin of racial prejudice had been removed by the cleansing blood of Jesus Christ…” How we could use that today.

The other revival, The Lewis Revival, began with two elderly women who were praying intensively in the late 1940’s in Scotland and in particular for Duncan Campbell, to be the preacher of a great revival https://www.cai.org/bible-studies/revival-lewis-1949 The events of

this revival and the number of people whose lives were changed was phenomenal and I invite you to read a small portion of the results at the website listed.

So what are my points in all this history of these two revivals? First, those of us that already know God through our belief and confession of Jesus as Lord and Savior must be spiritually awakened! Do we really believe all that God can and will do as well as WHO He is? Then we need to live like it and follow 2 Chronicles 7:14 and be people of prayer to bring on another Great Revival like Azusa Street or Lewis. It isn’t incumbent on those who don’t already believe. It falls in Christians’ laps to do what God tells us so that He will follow through with His promise to heal our land. It won’t come with a simple S.O.S. prayer but intense, committed prayer that may take years. So be it; God keeps His promises but we have to do our part!

I can see and feel Him moving today; can you?! Did you hear about the 14-year-old boy who fell through the ice at Lake St. Louis in Mis-souri, was underwater for more than 15 minutes, then was pronounced dead in the emergency room and 45 minutes later had a heart beat that hadn’t been present? The doctors had literally pronounced him dead because he had flat lined. This happened on January 19, 2015 so you can imagine the temperature in that lake. You can find this report on various news websites but not all of them will tell you the full story. The doctors dreaded telling his mother that her son was dead despite all their efforts to revive him. His mother wouldn’t accept it and went into the emergency room where she began to pray loudly. Not remembering later her exact words, she did recall praying “Holy God, please send your Holy Spirit to save my son. I want my son please save him!” That’s what God wants our humble, seeking prayers. I have some of my own but you should get the point. God is just waiting for us to move so He can.
