and FITCE Members
It gives me great pleasure to welcome you to the 47th FITCE Congress
in London.
The theme of the Congress "Transformation Next Stop True
Convergence" is a very apt title for this years Congress. In the 1700s
and 1800s, the introduction of Railways brought a huge change to the lives of ordinary
people. In the same way the introduction of affordable high speed broadband is making a
real impact in the lives of ordinary people of the 21st century. This impact, with the focus
on peer-to-peer, media-rich communications is transforming Society, apart from totally
changing the ICT industry. The Congress themes of Transforming Lives, Transforming
Services, Transforming Networks have been well chosen to examine this impact and get a
clearer vision of what the future may bring and what convergence really is.
This International FITCE Congress will, as always, enable FITCE members, Congress
participants and distinguished guests, exchange ideas, views, knowledge and practices on
all the aspects of transformation, in a casual and friendly environment. This is not just
confined to technical aspects but also commercial, financial, legal and social aspects.
The papers to be presented have been carefully selected by the International Scientific
Committee, and I would like to thank them for their professionalism in putting together a
diverse, challenging and interesting Congress programme.
I would like to thank all the sponsors and patrons for their invaluable contribution to this
years Congress, without which the Congress could not take place. In particular, I would
like to thank the FITCE UK Congress Executive Committee, for their professional,

the delegates and their partners to this, the 47th FITCE
Congress in London, the next Olympic City. Those of us who
have been involved with previous FITCE congresses will not
be surprised to note the high quality and wide ranging
papers that are due to be presented. The topics covered
support this year’s theme “transforming lives, transforming
services, transforming networks” and are a demonstration of
innovation that is the hallmark of today’s communications
industry. I hope that you will agree with me that there are few more exciting
industries in which to work and which hold such potential to make the life of
citizens more fulfilling.
I would like to specially thank the presenters and the very distinguished list of guest
speakers who have very kindly given their time to make this Congress so
worthwhile.

The Institute of Telecommunications Professionals (ITP), the UK’s
independent representative for the telecommunication’s sector, in
conjunction with FITCE, welcomes you all to the 47th annual
FITCE Congress here in London. We have worked closely with
FITCE Europe over the past year in preparation for this Congress
and we believe it will prove to be an informative and lively event.
Our theme is Transformation – how the converging communi ca -
tions industry is helping to transform lives, services and net -
works. I am certain that we will hear some very interesting and
thought provoking discussion on this theme as the event unfolds.
This event would not have been possible without the support of our key sponsors. I’d
like to join FITCE in thanking the Congress’s key sponsors, BT, Tata Consultancy and
University College London.
I know that FITCE Europe has once again selected a very fine set of papers for our con -
sid eration over the next three days. The authors and presenters represent a wide cross

and evolution in local and global transformation.
The ITP and FITCE are playing an increasing role in the ICT industry, both here in the UK
and in Europe. Our abilities to bring key industry leaders together to inform, debate and
influence the advancement of leading ICT technologies and services continues to be one
of our key strengths. The composition of our membership provides individuals as well as
corporate members with unique opportunities to interact and collaborate with the core
foundation of our sector’s knowledge base.
We jointly provide ICT professionals with the necessary tools, skills and networking
opportunities to successfully fuel their progression and advancement in the industry. For
service providers, network operators and manufacturers, FITCE and the ITP continue to
bring together senior management, from all over the world, to events that result in
business partnerships.

As CEO of The Institute of Telecommunications Professionals(ITP), I’d like to join ITP chairman Lucy Woods in expressing ourpride at working with FITCE to present what promises to be amost enlightening and stimulating event.
Just to let you know a little more about ITP, our role, and a bitabout our history. The ITP has been providing information aboutthe latest developments in technology and industry trends to thetelecommunications industry for 102 years, and a large part of thathistory is naturally entwined with the history of BT and itsimpressive engineer ing progress over that period. We are now an
independent institute and have over 10,000 members from over 150 different telecomsorganisations. We publish The Journal which keeps members up to date with a variety ofcurrent topics and celebrates 100 years this year, and also publish our exciting newTelecoms Professional bi-monthly magazine. ITP also provides first class targetednetworking events for the members and with our publications are designed to improvecommunication, inspire broader thinking and promote best practice amongst members.
The ITP is involved in a number of development programmes such as our cross-industrymentoring scheme. We are also proud to be leading the industry with a new initiative tocreate for the first ever industry-led foundation degree, in partnership with leadingtelecom players. This is scheduled to be ready by January 2009. This initiative is aboutour objective of sharing best practice and involves a number of companies includingVodafone, EDS, Royal Signals, O2, Virgin, NHS, Orange and BT. The government is alsobacking this with funding. We are currently investigating the feasibility of anaccreditation scheme for our members.
Back to FITCE – during these three days we will see presentations from dedicatedprofessionals who have spent many hours preparing their papers and many more monthsresearching their topics, in order to share their views on the cutting edge technology andmarket forces which are shaping the future of our lives, services and networks.
From examining appropriate Telecom systems for providing Internet connectivity toremote schools in late developing countries, to building the world’s biggest software-driven next generation network, the scope of Congress is vast. It will no doubt prove tobe an illuminating event which will inspire all those attending.
