    ishing Port is an area where all fishing business ac tivities take

    plac e which provides multi-services for fishing ac tivities and

    also involve significant number of labor, economic and many

    industrial sectors. Ac co rding to the a rticle 1 of Ministerial Decree

    No. 16/M EN/2006 on Fishing Port, stipulated that fishing po rt is

    functioned to support management of fisheries resources and itsenvironment covering pre-production, production, post-harvest

    and marketing ac tivities.

    Realizing the substance of Fishing Port in supporting c omponent

    for fisheries sec tors, Ministry of Marine A ffairs and Fisheries

    established Direc torate o f Fishing Port under Directorate

    General of Capture Fisheries, which responsible to develop

    fishing p orts throughout Indonesia.

    Indonesian Fishing Po rts are c ategorized into four c lasses: (1)

    Oc eanic Fishing Port, (2) Archipe lagic Fishing Port, (3) Coastal

    Fishing Po rt, (4) Fish Land ing C entre. In 2009, there are 968 fishing

    ports exist, whereas 947 fishing ports are manage d b y regional

    government through decentralization program.

    Indonesian Fishing Ports book provides 21 fishing ports profilesand selected statistical information i.e. supporting procedures,

    regulations and economics cycles. The book is collaboratively

    developed b y Directorate General of Capture Fisheries and

    J apan International Cooperation Agenc y.

    Lastly, I am confident this book will provide communicative

    features of Fishing ports that will bring benefits for all parties, in

    science , industries and technology.

    THE DIRECTORATE GENERAL OF CAPTURE FISHERIES (DGCF)

    Indonesia is an archipelag ic country which covers 17.5 million of islands with coastline stretches for

    95,181 Km. Two-thirds of Indonesia is water with ab undant resources of marine and fisheries. Total2 2

    area of marine water is 5.8 million Km , consist of Archipelag ic and Territorial Sea is 3.1 millions Km2

    and Indonesian Exclusive Economic Zones (IEEZ) is 2.7 Km . The availab le Maximum Sustainable

    Yield (MSY) is 6.4 million tones/year with the Total Allowable Catch is 5.1million tones/year or 80% of

    MSY. Until 2006, only 4,468,010 tones of potenc y are utilized, or 69.8% of the current total.

    CAPTURE FISHERIES DEVELOPMENT POLICY

    To utilize marine and fisheries resources optimally, Direc torate General of Ca pture Fisheries

    (DGC F) has established a vision Solid, Self-Reliance a nd Sustainable Indo nesia Capture

    Fisheries in 2020. The vision is rendered to the synergic missions of :

    (1) Manage fisheries resources in sustainab le manner

    (2) Increase fishers income and we lfare(3) Facilitate the readiness of fishing port both in quality and quantity

    (4) Strengthen national fishing fleet

    (5) Develop c ompetitive a nd e fficient c apture fisheries business

    TASK AND FUNCTIONS OF DGCF

    Task and Functions of Directorate General of Ca pture Fisheries (Ministrial Decree No.

    KEP.07/MEN/ 2005 on Organization and Working Manage ment of Ministry of Ma rine Affa irs and

    Fisheries).

    Main Duty :

    To compose and conduct the policies and technical standardization in Capture Fisheries

    Functions :

    1. To prepa re the policies of MMAF conce rning ca pture fisheries2. To conduc t the policies of capture fisheries ac co rding to the regulations

    3. To c ompose standards, norms, guidelines, criteria, and procedures in capture fisheries

    4. To provide technica l assistance and evaluation on ca pture fisheries

    5. To c onduc t administration tasks in Direc torate General of C apture Fisheries.

    Ca pture fisheries is one o f the impo rtant sub-sector o f marine and fisheries. In the yea rs from 2001

    to 2006 its annual growths are 2.4% in ca pture, 15.22% in export volume, 5.41% in foreign inc ome

    and 4.24% in human resources.

    Eventhough the port operation decreases, Nizam Zachman still has very huge potential

    industry area. A bout 47 fisheries comp anies are in this port industrial area excluding the other

    fisheries companies in DKI Jakarta and its surrounding beyond port area.

    Fisheries potenc y of Sulawesi waters are categorized in mod erate grad e and that explains the

    linier increasing trend o f fishermen and fishing gear's number in year 2003 to 2007. Overall the

    ope ration of Kendari OFP wa s smooth fluctuating from year 2001 to 2008.

    fisherman and fishing ge ars were fluctuated from 2001 to 2007. The average value wa s about

    Comm on do lph inwas the most dominant fish in Bungus OFP and the best price reached by

    Yellow fin tuna. All ten dominant fish in Bungus were categorized into high economicvalue of

    catches.

    Lobsterwas the only shrimp that c ould be recorded in statistic o f Bungus OFP. Its price was very

    good enoug h and more, its economic value was higher than dominant fish.

    FISHERIES INDUSTRIES

    Bungus Port has rather big p otential industry area. A bout 9 fisheries comp anies/business units

    are located in this port industrial area, excluding other fishing companies along the west coast

    of West Sumatera Province and surroundings beyond port area.

    The operation of Cilacap Fishing Port was fluctuating. The indica tors of various operational

    ac tivities in C ilaca p Fishing Po rt, such as the numbers of fisherman, fishing gear and fishing

    There was increasing number of boat visit in Cilaca p OFP. But due to over fishing surround

    Cilaca p waters, the catches were very limited to be exploited.

    Bigeye tunawas the most dominant fish, both in volume and price. Species of tuna almost

    dominated all the ca tches in Cilacap OFP. The lowest price wa s forBullet tu na, that inversed to

    Yellow fin tunaprice. White shrimpcould be found easier in Cilacap OFP (shown by the total

    volume in 2007), and Lobsterwas the highest economic value for dominant shrimps.
