The $5,000 limitation was removed by First Amendment, dated October 4, 1943, to Treasury Department Circular No. 695. A copy of the amendment is set forth on the reverse side of this circular. Treasury Department Circular No. 695, dated September 12, 1942, the original offering circular regarding the notes of Tax Series A-1945, was trans- mitted with our Circular No. 2502, dated September 14, 1942. TREASURY TAX SAYINGS NOTES, TAX SERIES A

Removal of $5,000 limit on amount presentable in payment of taxes during any one taxable period

To all Banking Institutions, and Others Concerned, in the Second Federal Reserve District:

The Treasury Department lias announced that the limit of $5,000 on the total princi-pal amount of Treasury Tax Savings Notes, Tax Series A, which may be presented in payment of each class of Federal taxes in any one taxable period has been removed. Any amount of these notes may now be applied on account of the holder's liability for each class of Federal taxes (income, estate, or gift) for each taxable period.

As stated in our Circular No. 2641, dated June 23, 1943, the sale of Treasury Tax Savings Notes, Tax Series A, was discontinued June 22, 1943. It was announced at that time that such notes would be redeemed for cash at par plus accrued interest, whereas previously thereto interest was payable only if the notes were applied in payment of taxes.

The $5,000 limitation was removed by First Amendment, dated October 4, 1943, to Treasury Department Circular No. 695. A copy of the amendment is set forth on the reverse side of this circular. Treasury Department Circular No. 695, dated September 12, 1942, the original offering circular regarding the notes of Tax Series A-1945, was trans-mitted with our Circular No. 2502, dated September 14, 1942.

1. Section IV—1 of Department Circular No. 695, dated September 12, 1942 (7 F.R. 7258), is hereby amended to read as follows:

1. During and after the second calendar month after the month of purchase (as shown by the issuing agent's dating stamp on each note), during such time, and under such rules and regulations as the Commissioner of Internal Revenue, with the approval of the Secretary of the Treasury, shall prescribe, notes issued hereunder in the name of a taxpayer (individual, corpo-ration, or other entity) may be presented and surrendered, to the extent hereinafter set forth, by such taxpayer, his agent, or his estate, to the Collector of Internal Revenue to whom the tax return is made, and will be receivable by the Collector at par and accrued interest from Sep-tember 1942 to the month, inclusive (but no accrual beyond September 1945), in which presented in payment of any Federal income taxes (current and back personal and corporation taxes, and excess-profits taxes), or any Federal estate or gift taxes (current and back), assessed against the original purchaser or his estate. Notwithstanding the provisions of Department Circular No. 667, as amended, and of Department Circular No. 674, the Collector will accept (a) notes of Tax Series A-1945, or of Tax Series A-1943, or of Tax Series A-1944, or any of them in combination without limitation as to amount, and (b) the amount of the accrued interest thereon, on account of (but in no case in excess of) any one taxpayer's liability for each class of taxes (income, estate, or gift) for each taxable period. The notes must be forwarded to the Collector at the risk and expense of the owner, and, for the owner's protection, should be forwarded by registered mail, if not presented in person."

(1) The Proclaimed List is divided into two parts: part I relates to listings in the American republics; part II relates to listings outside the Ameri-can republics.

(2) Revision VI of the Proclaimed List, of which this is a supplement, super-sedes all previous lists published prior to Octobar 7, 1943. The present series of supplements is cumulative, and each succesding supplement supersedes all previous supplements to the List. Accordingly, the current Cumulative Supplement and Revision VI together constitute the effective List.

(3) In part I titles are listed in their letter-address form, word for word as written in that form, with the following exceptions:

If the title includes a full personal name, that is, a given name or initial and surname, the title is listed under the surname.

The listing is made under the next word of the title when the initial word or phrase, or abbreviation thereof, is one of the following Spanish forms or similar equivalent forms in any-other language:

Compania; Ci'a.; Comp. Compania An6nima; C.A.; Comp. An6n. Sociedad; Soc. Socledad An6nima; S.A.; Soc. An6n.

(4) Personal-name prefixes such as de, la, von, etc., are considered as part of the surname and are the basis for listing.

(5) Spanish personal names containing a compound surname are listed, with rare exceptions, under the first part of the surname. For exam-ple, the name Jos6 Fulano Sutano or Jos6 Fulano y Sutano would be listed:

Fulano Sutano, Jos6 or

Fulano y Sutano, Jos6 Users of the list should, as a precaution, check all surnames that are part of a particular name.

(6) Addresses appearing after names on the List are not intended to exclude other addresses of the same firms or individuals. A listed name refers to all branches of the business in the country.

(7) For the convenience of users, symbols are placed after each name on the List to indicate, by reference to the table below, the dates of the supplements or revisions in which the name first appeared, or was amended or deleted. It has not been found practicable, however, to indicate here the dates of listings made between July 17, 1941, the date of the original list, and Revision I, dated February 7, 1942. Accordingly, names appearing prior to Revision I and retained in that revision are followed only by the symbol " I " . Roman numerals refer

Since in the Cumulative Supplements deletions as well as amendments are carried in each succceding supplement, the last of two or more symbols may reflect either an amendment or a deletion, depending on the action heading under which the listing currently appears.

The Council is transmitting the enclosed statement to bondholders at the request of the United States Treasury Department.

While the Council has felt that it should cooperate with the Treas-ury Department in communicating information which the bondholders will presumably wish to have, it desires to emphasize the fact that its lists of bondholders are always held in the strictest confidence. The names of persons who register their holdings with the Council have never been communicated to any government department or other outside agency.

To persons owning foreign dollar bonds:

All persons in the United States owning foreign bonds payable in United States dollars are required by law to report them on Form TFR-500, regardless of value. Reports are to be filed in duplicate with the nearest Federal Reserve Bank not later than December 1,1943.

Other obligations and securities issued by foreign countries or persons therein and tangible property in foreign countries must also be reported, subject to an exemption of $10,000 which does not apply to foreign dollar bonds.

The purpose of the reports is to supply your government with information needed in conducting the war and dealing with post-war problems.

The necessary forms and instructions may be obtained from any Federal Reserve Bank. A report by an individual will ordinarily consist of one summary report on Series A-I together with a supporting report on Series B respecting each foreign country in which the person in question had property.

On the back of this notice is printed an order blank for your con-venience in obtaining forms and instructions.
