This APPLICANT GUIDE has been developed to assist applicants in applying for the CPAP youth funding.
This will help you through the CPAP application and reporting process, with useful tips and resource information.

PROGRAM DESCRIPTION
This program will fund the establishment or continuation of Career Promotion and Awareness Projects for on-reserve First Nations schools.
CPAP eligible participants are First Nations students, enrolled in and attending a First Nations school.

WHICH STUDENTS CAN PARTICIPATE?
Full-time Gr. 8-12 students, reported on the Indian and Northern Canada (INAC) Nominal Roll and attending on-reserve schools, including students within the age range eligible for secondary education in BC.

Increase the number of CPAP projects in First Nations schools;
Provide opportunities for Gr. 8-12 students with workplace/community experiences;
Projects will be designed locally to reflect individual community circumstances and requirements;

Career Promotion and Awareness projects must:

Include work placement activities (hands-on experience in out-of-school work settings) during the school year, linked to academic and classroom study;

Career Promotion and Awareness projects must:
Take into consideration respective provincial CPA education programs and policies for accreditation purposes where applicable;
Include a plan for evaluation of the students and the program; and
Have support and commitment of resources from the community (Band Council, school committee, parent committee, employers, unions) i.e. letters of support, BCR or a letter from Chief and/or Councilor(s).

Proposals must:
Be in accordance with the program guidelines;
Outline the activities that support any or all of the listed objectives;
Provide an estimate of costs, including the share to be borne by partners;
Outline the results to be achieved; and
Be gender balanced as much as possible.

ELIGIBLE EXPENSES
Salaries and employee benefits for teachers and education para-professionals not already covered by existing programs, including INAC elementary/secondary education and Band support/Tribal Council funding.
Professional staff training on Career Promotion and Awareness education issues.
Additional costs related to administrative issues such as insurance coverage for students doing work placements (when not covered by employers.
Specific safety equipment or uniforms required by student in the workplace.
Room and board for students who must live away from home during their work placement.
Contractual fees such as transportation and consultants.

IMPORTANT POINTS
Students are not to receive any salary or other form of remuneration.
The purpose of the program is to provide students with skills and learning experiences and possible credits toward high school graduation.
These projects are only available to FN’s students enrolled in and attending a First Nations school.

IMPORTANT POINTS
Eligible costs do not include infrastructure or equipment purchases (i.e. computers).
Travel to meet with potential employers and transportation of students and teachers are no longer eligible expenses.

Successful applicants will receive approval for funding for the following items:
1. Up to a full-time teacher salary and employee benefits (depending on number of students in the program); and
2. 15% of the total project budget or administrative costs.
The total for items 1 and 2 correspond to approximately 50% of the total program budget. With this amount, the school will be able to design the program and undertake replacement activities.

FUNDING ARRANGEMENTS
FNESC will distribute the funding as follows:
50% of the funding upon signing of a CONTRIBUTION AGREEMENT.
20% on receipt of a CPAP INTERIM REPORT.
30% on receipt of a CPAP FINAL REPORT.
