A couple of words on the community programme Med 2007-2013

It is financed by the European Regional Development Fund(ERDF)

Med encourages the constitution of transnational partnerships of the Northern coast of the Mediterranean 

It subsidizes projects in identified priority sectors in the said area

Why did we choose to call our Why did we choose to call our approved project Philoxenia ?approved project Philoxenia ?

1) Because the essence of our collective project is to contribute to the hosting of 90 new non-agricultural micro-enterprises in its 6 Mediterranean rural areas. That is 15 per region. In particular the region that is hosting us is foreseen to contribute to the hosting of 5 micro-activities in the Municipality of Kerkini, 5 in the Municipality of Petritsi and 5 in the Municipality of Iraclia.

2) Because according to Greek antiquity Philoxenia (hospitality), under the leadership of Zeus the patron of all strangers was considered as a benevolent gesture consisting of the reception, the housing and the free feeding of the poor and the travellers especially the pilgrims. So hospitality is considered as proof of virtue or prudence. Indeed today it is considered proof of prudence to try, as a local authority to form favourable conditions for reception, hospitality and support of non-contaminating, non-agricultural activities in your rural area.

The Project Philoxenia aims at the implementation of a «reception policy of new economic activities» :

«Implementation of a common operational mechanism for the reception of non-agricultural activities in the Mediterranean rural area»

This mechanism will be adapted to and tested in the 6 participating Mediterranean rural areas of the Project, before it is implemented.

For its better implementation, the said mechanism will be accompanied by a relevant «Tool box » and a common «Communications Strategy»of the partners which will include: a common internet column www.philoxenia.eu, common logotype, common poster, common information leaflet, common bi-annual newsletter, common DVD, common organisation of a transnational seminar for the capitalisation of the results of Philoxenia.

The building in each participating area of a reception offer, based on the factors of attraction of the area according to the local economy, housing, services provided, existing equipment and recreation.

Implementation of a common communications strategy through the utilisation of specific tools ( local or supra-local radio and television, press, etc.) as well as the mobilisation of networks of local actors

Provision of a comprehensive individualised Tutoring to the newcomer to the area, bearing in mind : his personal life Project, his professional Project and the interaction of the two with the reception zone of Philoxenia.

6. The general coordinator, in cooperation with the partner’s local coordinators, will analyse each quarter the results of the Project Philoxenia in order to prepare the bi-annual report of the Project :

• Comparison of the foreseen actions of the Project and the realised Actions , according to the timetable and the Scorboard . All partners have multiple roles, as Philoxenia is a participation Project.

• Comparison between expected and achieved results of the Project.

• Justification for possible delays and plans for overcoming them.

• How do the achieved results contribute to the success of the objectives of the Programme Med ? 

• What was the added value of the international dimension of the Project ?

• Provision of a comparison chart between the foreseen indicators and the realised indicators.

Receives payments of ERDF grant and undertakes to redistribute them to the partners, according to the amounts mentioned in the «progress report» .

DURATION DURATION & & BUDGET OF THE PROJECTBUDGET OF THE PROJECT

The duration of the project is 36 months from the signing of the Contract or from the date decided by the 7 partners.

The maximum budget for the project amounts to 1.982.397,00 €, an amount which is distributed almost evenly to the 7 Partners. From this amount 1.567.323,00 € (79%), as a maximum, will be financed by ERDF, if of course we successfully realise all our actions. The remaining amount of 415.074,00 € (21%) will be the co-financing of the 7 Partners.
