First Base endeavours to integrate social value throughout the lifecycle of theirdevelopments, starting with the planning application through to the delivery andmanagement of the site. The Social Value Portal works alongside First Base todevelop coherent social value strategies for their developments, including projectssuch as Edward Street Quarter (ESQ) in Brighton and The Soapworks in Bristol. Theprocess below outlines how social value is integrated into the planning process.

Extensive community consultation wasconducted at both ESQ and theSoapworks. The Social Value Portalwas able to support this process byattending events and speaking tostakeholders about their needs as wellas meeting with councillors andcommunity leaders about social value.The information collected during thesesessions helped to inform the socialvalue strategy for the development.

Conducting a local needs analysis isthe first step in developing any socialvalue strategy. In Brighton and Bristol itdeveloped our understanding of localpolicies, key indicators of deprivationand potential community partnerships.Around the Soapworks site thishighlighted the importance ofsupporting and partnering with BAMEand immigrant communities. For ESQ,the needs analysis highlightedchallenges faced by the communitysuch as poor health outcomes and alack of suitable jobs.

The needs and opportunities identifiedthrough the needs analysis andconsultation are mapped against themeasurement framework for the site.For the Soapworks, the Social ValuePortal was able to use themeasurement framework developedfor Bristol City Council to ensuretargets were aligned with the prioritiesof the local area.

Targets were set for the construction,estate management and occupationphases to understand how muchsocial and local economic value couldbe generated through implementingthe social value strategy for thedevelopment.

The statement brings the action plan tolife by describing commitments made byFirst Base and the steps they willundertake to promote a sustainablesupply chain. It brings together the needsidentified with specific interventions thatcan be supported through communitypartnerships. This is then submitted withthe planning application.
