    In respect of the LFB [London Fire Brigade], while by-and-large their control roomcoped wih he increased radio rafc, here were delays in deploymen o resourceso 29 Kings Cross and, o a lesser exen, Edgware Road. Should an inciden occurin a tunnel on the London Underground, the LFB apply a tried, tested and trustedsysem o spli atendance in which hree appliances are mobilised o he primaryunderground saion and a single appliance o he secondary underground saion.In July 2005, o assis in any deploymen, he LFB operaed a compuermobilising sysem known as ProCad. Tis mached poenial addresses or aninciden on he inormaion provided.Addresses would include he possibiliyo a spli atendance being required, such as Liverpool Sree unnels, AldgaeSaion. Tis sysem worked eecively in respec o he inciden a Aldgae, wherehe rs appliance arrived a 09.00, bu i was less successul in respec o heincidens a Kings Cross and Edgware Road.

    135.Te ProCad sysem or Kings Cross included ory our dieren possibleaddresses; one o which was Euson Square Underground Saion (because i hadunnels which linked o Kings Cross). In a conversaion beween he NeworkConrol Cenre and he LFB here was a misundersanding ha was nocorreced. is resulted in the LFBs mobilising a split aendance with EustonSquare as he primary saion and Kings Cross as he secondary saion (raherhan Kings Cross as he primary saion and Russell Square as he secondarystation). Consequently, three LFB appliances were initially deployed to EustonSquare, a single appliance was deployed o Kings Cross (arriving a 09.13) and noappliances were deployed o Russell Square. I was no unil 09.42, nearly anhour afer deonaion o he bomb ha a second appliance arrived a KingsCross. In he inerim, urher appliances coninued o be deployed o EusonSquare, where heir services were no required.

    136.A combinaion o human and compuer error also conribued o delays indeploymen o LFB resources o Edgware Road. Edgware Road UndergroundSaion is in wo separae locaions; he Circle and Hammersmih line saion islocated on Chapel Street and the Bakerloo line station is situated on the EdgwareRoad. Opposie Chapel Sree, on he oher side o he Edgware Road, is PraedStreet. At 08.58 the LFB was initially alerted by a member of the public to asuspected gas explosion at Praed Street. Unbeknown to the LFB at the time thisrepored explosion was acually he explosion on he wesbound Circle line rain,as he unnel ran under Praed Sree.

    137.At 09.07 the Network Control Centre contacted the LFB Control, requested theiratendance a Edgware Road Underground Saion, and provided he address oChapel Sree.I also made specic reerence o he Circle and Hammersmih line.Iniially, he LFB did no mobilise any urher resources. Tey believed his

    was a duplicae reques or atendance o he suspeced gas explosion a PraedSree.However, once i was esablished ha he Nework Conrol Cenresreques was no a duplicae reques, resources were incorrecly mobiliseda 09.13 o he Edgware Road Bakerloo line saion, in par because heProCad sysem did no include Chapel Sree amongs he possible machesor Edgware Road Underground Saion. e rst LFB appliance arrived at thecorrec Edgware Road Underground Saion a 09.18.

    218.Tere is one las mater ha has been specically raised in connecion wih heatendance o he emergency services a London Underground saions, andit concerns the LFB. Diculties were encountered by the rst four-man LFB

    vehicle (a pump machine) a Kings Cross. I arrived around 09.13 as par o aspli atendance beween Kings Cross and, erroneously, Euson Square. Yeis crew was orced o wai unil a second appliance had arrived a Kings Cross

    Outcomes - Section 2 of the report states:

    increase the risk to the Islands community.

    e technology that is referred is not guaranteed to improve the response to emergencycalls. ere is no proven technical evidence to support this and the loss of vital localknowledge has been dismissed without supporting evidence.

    e loss of local knowledge could, in fact, have a detrimental eect on emergencycall handling times and in any emergency situation a delay could have fatal

    Currently mainland FRSs are awaiting the outcomes of a DCLG consultation exercise.e Delegated Decision is pre-emptive of the outcomes that could see major changesto the Fire Control structure throughout the United Kingdom. ere are questionsover the future of Surrey Fire control as a result of London Fire Service movinginto the RCC building, located in Merton, Surrey. London is seeking alternativearrangements for their control function including the outsourcing to the privatesector or collaboration with bordering FRSs.

    e FBU highlighted this issue and extended an invite to the Cabinet Member withresponsibility for the decision, Cllr. Barry Abraham, to meet with us to discuss our

    concerns.

    Despite repeated invites Cllr. Abraham failed to respond to us and has proceeded tomake the decision without seeking the views of the professionals that have served Isleof Wight residents without failure over numerous years.

    e FBU are very concerned about the accuracy of the nancial data contained in the business case. e calculations are based on assumptions and are omied from thebusiness case presented on the IW Council website (www.iwight.com). We are unableto conrm that councillors have had access to this information.

    e stated ongoing costs of the current IW Fire Control function contained within thebusiness case are 610,000. e FBU are concerned about an apparent discrepancy between this gure and the stated costs to DCLG in summer 2009 of the IW recontrol function of just 489,000.

    Likewise, the annual number of emergency calls for Surrey decreased from 28,000to less than 12,000 between the initial statement in the Outline Business Case ofSeptember 2010 to Fire Control Business Case April 2011. is fundamentally aectsthe cost per call analogy repeatedly stated by Councillors and IWFRS Ocers alike.

    Surrey Fire and Rescue Service (SFRS)

    SFRS are currenly engaged in an exensive and conroversial modernisaion program

    across heir enire service as deailed in heir Public Saey Plan. Te plan is being me wihsrong opposiion by boh he public and represenaive bodies. Tere would be a serioushrea o he abiliy o SFRS o deal wih IWFRS emergency calls should any indusrialacion be aken in response o SFRSs plans.

    Resilience

    Currenly he IWFRS Conrol has a all-back arrangemen wih Hampshire Fire andRescue Service whereby calls ha can be answered auomaically smar diver o heHampshires conrol where hey can be answered by emergency re conrol sa. Teinciden deails can hen be passed o IWFRS by radio or phone or mobilisaion. IWFRSFire Conrol also has a secondary conrol based a heir HQ (approx mile away) hacan be uilised in he even main conrol being ou o service.

    Tere are no deails o Surreys all-back arrangemens conained wihin he Fire ConrolBusiness Case, therefore a like for like resilience comparison cannot be made.

    Service Level Agreement

    Unfortunately, Island hamlets (i.e. Horringford, Merstone etc.) are not included in theNLPG (nor is there any capability for inclusion). Without detailed local knowledgeor he emergency 999 re calls here will ineviably be delays, inaccuracies andconfusion (see Learning the Lessons of History, on page 8 & 9 in this leaet).
