Reality Check This presentation will not be like any

fire safety training you have received. IT IS REALITY BASED! The Goal is to have you understand fire behavior and how you can save others and yourself. There will be some “STRONG” statements made, not meant to cause fear, but rather to appropriately prepare you and your family.

Page 6: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Functional Needs Defined

“Populations whose members may have additional needs before, during, and after an incident in functional areas, including but not limited to: maintaining independence, communication, transportation, supervision, and medical care.

Page 7: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Group Activity Identify the “Special Needs” of each

Category during Fire! maintaining independence,

communication, transportation, supervision, and medical care.

The Science of Fire Behavior

Page 9: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

What is a Fire Really Like?

Page 10: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Hollywood and TV has done a complete

misrepresentation of FIRE!

Page 11: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

The Fire Triangle

Page 12: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

The 3 States of Matter Solid Liquid Gas

Example “Under Normal Temperatures and Pressures” –Water is a:Solid= IceLiquid=WaterGas= Steam

Page 13: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Now The Stunning Fact!- Only Gases Burn

Page 15: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

The 3 Phases of Fire Incipient Phase Free Burning Phase Smoldering Phase

Page 16: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Incipient Phase Oxygen not significantly decreased Small quantities of CO, CO2 & SO2

released Flame temperature at 1000 F Room temperature beginning to

increase Survival Time_ First 1-5 minutes

Page 17: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Free Burning Phase Decreasing oxygen levels Superheated Air 1300 degrees One Breath will sear lungs Little chance of survival

Page 18: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Smoldering Phase Insufficient Oxygen Dense Smoke and Toxic Gases Intense heat cause more flammable

gasses to be released Induction of oxygen causes back

draft No chance of survival

Why Do FF’s Break Windows?

Page 20: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

What are the Hazards of Fire?

Toxic Smoke and Gasses Superheated Gasses Extraordinarily High Temperatures NO Visibility Lack of Oxygen- CO binds with

hemoglobin 1700 times faster than Oxygen

Loss of Structural Integrity Confusion, Disorientation, Panic ,

Death

Fire Safety for Functional Needs

Populations Why do Fire Fighters enter the

building when everyone else should Evacuate?

Functional Needs Populations have Specialized Rescue Needs!

Fire Fighters NEED to know if Functional Needs Individuals are in the Structure!!!

Functional needs Registries Reports to 911 Reports when on the Scene

Page 22: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Mobilization Issues If a “Loved One” wishes to live at

home there are several things you can do to assist in Evacuation and/or Rescue.

Remodel a first floor room to make an appropriate living space.

Locate the room as close to an exit as possible.

Identify the exit route. Build a ramp…even for a few stairs.

Page 23: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Response Time Standard 4-6 Minutes

Page 24: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

OPERATING A FIRE EXTINGUISHER

P. Pull and twist the pin

A Aim at the base of the fire

S Squeeze the trigger ( Extinguisher upright)

S Sweep from side to side (cover area of fire)

Rule 3 DO NOT ATTEMPT TO EXTINGUISH

THE FIRE, IF A FIRE EXTINGUISHER IS NOT CLOSE AT HAND AND YOU HAVE NOT HAD REGULAR TRAINING! REMEMBER EVERY SECOND COUNTS!

Page 31: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Rule 6 VERY OFTEN FN RESIDENTS AND

CHILDREN GET CONFUSED DURING FIRE AND SMOKE AND SEEK THE SAFETY OF A BEDROOM ON THE SECOND FLOOR. NEVER GO UP!

Reunify

Page 42: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Rule 17 IF A PERSON CATCHES FIRE YOU

MUST MAKE A QUICK EFFORT TO EXTINGUISH!

Use Copious amounts of water. Hose, Buckets, etc

Stop, drop and roll Smother with a wool or flame

retardant blanket Use an ABC extinguisher!

EXTINGUISH

Page 43: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Is there such a thing as “Spontaneous Human

Combustion”? In 31 years, I have only suspected it

once, but as an arson investigator it turned out to be a combination of smoking and alcohol consumption.

Page 44: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

Case Study- First Responders

Typically first responders DO NOT receive training on caring for Functional Needs Populations!!!!

Page 45: FIRE SAFETY FOR FUNCTIONAL NEEDS POULATIONS

High Rise Considerations Plan Ahead Do Not Use elevators Use Designated Escape routes Go DOWN the Stairs and out of the

Building Do not leave doors open Do not impede FF’s If door is hot to touch do not exit. If you have a phone call 911 with

exact location
