OVERVIEWThe Victorian Building Authority (VBA) has published a new Practice Note (PN23 – Maintenance of Essential Safety Measures) that sets out the regulatory and best practice requirements for the maintenance of fire protection systems and equipment.

The Practice Note acknowledges the use of AS 1851-2012 (Routine Service of Fire Protection Systems & Equipment) as an appropriate standard for routine servicing of fire protection systems and equipment for all new buildings.

The Practice Note acknowledges that currently certain buildings will require a building owner to follow a specific administrative process before being able to use AS1851-2012, however there is general acceptance that “where an essential safety measure is maintained using AS 1851-2012, in lieu of previous nominated versions of AS 1851, it is considered that the essential safety measure will fulfil its purpose and maintain safety objectives.” FPA Australia is working with government to reduce any administrative barriers to adopting the latest standard and an update on the extent and status of this work will be presented.

The new Practice Note and AS 1851-2012 include fundamental changes to fire protection maintenance that will be covered at these seminars.

It is critical that all building owners, tenants, facility managers, fire protection companies and other stakeholders have a good understanding of the regulatory requirements in Victoria and their obligations to maintain fire protection systems and equipment as well as the administrative and technical requirements of AS 1851-2012.

THE SEMINARThis seminar program has three sessions: a regulatory compliance session and two technical sessions.

The regulatory compliance session has been designed to inform a broad range of stakeholders on the regulatory requirements covering maintenance of fire protection systems and equipment for new and existing buildings. This session is most relevant to fire protection companies, building owners and managers, regulators and local government. It will be held on the morning of Day One and will address the following:

• The regulatory requirements in Victoria including the new Practice Note• The responsibilities of building owners and tenants in meeting regulatory

compliance requirements• Understanding the administrative requirements of AS 1851-2012

The technical sessions are primarily targeted at fire protection companies and their technicians and will provide details of the technical requirements of AS 1851-2012. The sessions have been divided up to provide a focussed presentation on the various areas of fire protection systems and equipment.

Day One will cover Passive Fire and Smoke Systems and First Attack Fire Equipment. Day Two will address Electrical (Fire Detection and Alarm Systems) and Wet (Water Based Fire Protection) Systems.

THIS SEMINAR WILL PROVIDE DETAILED INSIGHT INTO THE REGULATORY, TECHNICAL AND BEST PRACTICE REQUIREMENTS FOR THE MAINTENANCE OF FIRE PROTECTION SYSTEMS AND EQUIPMENT FOR NEW AND EXISTING BUILDINGS IN VICTORIA, IN PARTICULAR THE APPLICATION OF AS 1851-2012. IT HAS BEEN DESIGNED TO ADDRESS THE REQUIREMENTS OF BUILDING OWNERS / TENANTS AND FIRE PROTECTION COMPANIES.

It will detail the responsibilities of owners, occupiers and fire protection technicians and how the regulatory requirements should be applied. The session is most relevant to building owners and managers, occupiers, regulators, fire safety professionals, and fire protection companies.

DAY ONE – TECHNICAL SESSIONThis session will cover the activities required to be completed for passive fire safety systems and first attack fire equipment (fire extinguishers, fire blankets, layflat hose and fire hose reels). The session will address the changes between previous editions and the 2012 edition of AS 1851 and discuss those areas of maintenance that are often not well understood.

DAY TWO – TECHNICAL SESSIONThis session will cover the monthly, six monthly and yearly activities required to be completed for water-based fire protection systems including sprinklers, pumps, hydrants and water tanks and all activities (monthly to five-yearly) required to be completed for fire detection and alarm systems including emergency warning systems.

The session will address the changes between previous editions and the 2012 edition of AS 1851 and discuss those areas of maintenance that are often not well understood.

This session will commence with a brief overview of the regulatory requirements and the administrative requirements of AS 1851-2012 for those attendees who did not attend the Regulatory Session on Day One.
